The increase of international trade across countries and borders results in increased risks associated with the inflow of new pests and diseases. These risks are likely to be increased more rapidly due to climate change. Some countries implement strict regulations on imports to prevent these risks and protect biosecurity, food safety, and public health. However, the problems arise when the diseases and pests are found in a country where their economic structure largely depends on agricultural exports and cause ripple effects on other industries and ecosystems. Therefore, establishing an effective quarantine system is essential to protect and recover from the damage caused by non-native diseases and pests. This study's objectives are 1) analyzing the agricultural policies relate to the quarantine system on diseases and pests in Korea, 2) evaluating the Korea plant quarantine system's value, and 3) simulating plant quarantine policy strategies. We estimated the Korean quarantine system's benefits on diseases and pests to reach these objectives. The benefits are measured with a willingness to pay from respondents surveyed by the contingent valuation method (CVM). The CVM approach directly asks people how much they would willingly pay for food security. Finally, the Korean quarantine system's values are simulated with several policy scenarios and different scales of infection at the regional level. The results of this study can deliver policy implications on the quarantine system innovation in developing countries including Asia.

This paper presents the occurrence and damage characteristics of the rice leaf-folder populations in the paddy fields of Dangsu-dong, Suwon from 2004 to 2007, and also reports the insecticide response of rice leaf-folder populations, which were collected from 2005 to 2006 in Korea and Vietnam. Laboratory measurements of the head capsule width and body length data enabled the identification of the rice leaf-folder larva stages collected in the field. The rice leaf-folder population in Suwon from 2004 to 2007 has a clear pattern consisting of two different group: the low and high density years. During the low density years (2004 and 2006), only one adult peak was noted in late August, with the damaged-hill percent less than 10% in late July, and the damaged-leaf percent around 2% in September. In contrast, during the high density years (2005 and 2007), two adult peaks were noted in early August and mid-September, with the damaged-hill percent was around 30% in late July, and the damaged-leaf percent 15 to 30% in September, which was beyond the economic injury level of rice leaf-folder. High correlations existed between the occurrence of rice leaf-folder in late July and early August and damages to rice during September. Based on these results, we suggest that the information on the rice leaf-folder population monitored by the adult density or damaged-hill percent in late July and early August would be very useful for predicting the damages later in the season for aiding in decision-making for timely control. In addition, the regional populations of rice leaf-folder showed the similar responses to the insecticides tested: high susceptibility to IGRs (tebufenozide and methoxyfenozide) and organophosphates (chlorpyrifos-methyl, pyridaphenthion), but relatively low to cartap.

Objective: The purpose of this study is to examine the factors influencing the satisfaction of the housing environment of householders living in apartments in the region according to the difference in the elderly population ratio. Methods: The analysis was conducted from the 2021 housing survey in Chungcheongbuk-do and Jeollanam-do region, where the elderly population ratio is the high and low regions. The subjects of the study consisted of 552 people in Chungcheongbuk-do and 616 people in Jeollanam-do, and analysis was performed with t-test and multiple regression. Results: In the Chungcheongbuk-do region(p<0.05), Ease access to commercial facilities, Ease access to medical facilities, Ease access to public institution, Ease access to cultural facilities, Ease access to city parks and green spaces, Ease access to public transportation, Level of air pollution, Relationship with neighbors, and Jeollanam-do region showed positive influences(p<0.05) in Waterproof condition, Safety from fire, Ease access to commercial facilities, Ease access to cultural facilities, Ease access to public transportation, Educational environment, Level of air pollution, Relationship with neighbors. There was a difference(p<0.05) between regions in Waterproof condition, Safety from fire, Ease access to medical facilities, Ease access to public institution, Ease access to city parks and green spaces, Educational environment. Conclusion: The factors influencing housing environment satisfaction according to the elderly population ratio by region were different. it is judged necessary to consider regional population groups when establishing and promoting city development and housing environment improvement project plans.

The purposes of the study were to; 1) examine the diffusion and adoption of new agricultural technology in rice farming, 2) survey the status of agricultural education institutions on technology transfer, and 3) explore the linkages between agricultural education and extension for more effective reinforcement strategies to further the diffusion and adoption of new agricultural technology in Korea. Literature review, field survey and panel discussions were employed to strengthen the linkages among agricultural education, research and extension in Korea. As the results of analysis of the diffusion and adoption of new agricultural technology in rice farming following recommendations were offered; 1. Extension services have helped Korean farmers in achieving self-sufficiency in rice and year-round supply of green vegetables as well as upbringing rural youth, however, government changed the status of extension educators from central government staff to county/city government staff since 1997. This brought about various problems such as: decreased morale and number of extension educators, thus weakening the extension education function, weakened linkages between national and local extension offices, less opportunity for in-service education of extension educators, and weakened linkages between agricultural research and extension, etc. 2. In order to insure that extension educators are high caliber professional individuals, it is crucial to establish a system that nationally recognizes these individuals as such, and that provides a professional development path. It is important to restore the morale of extension educators to continually achieve the national goals of food production, balanced national development and preservation of environment, at the same time to meet increasing needs of farmers. 3. Because of the critical importance of diffusing innovations to agricultural producers in order to ensure quality and steady food supply, it is crucial that these issues be addressed before the extension service further deteriorates. Further research activities on agricultural extension should be conducted for more effective agricultural extension system in Korea to achieve a greater rural, national and regional development. 4. Research and implementation activities should be emphasized and encouraged to improve the cooperation and collaboration among agricultural education research and extension to better serve farmers' educational and information needs. National level research activities should be encouraged to improve the effectiveness of agricultural technology transfer including internet education programs for farmers in Korea.

The purpose of this survey was to investigate the regional and seasonal characteristics of a water system and to obtain basic information of a water system at Andong bridge, Nakdan bridge, Kangjung, Waekwan bridge and Koryung bridge along Nakdong River. We surveyed the water quality in the Nakdong River for 2 years from Jan. 1996 to Dec. 1997. The results summarized were follows; 1) The pH in the Nakdong River on the basic of 2 years average were 6.5-8.6. 2) The DO, the COD and the BOD were low level in summer and high level in winter, respectively. 3) The suspended solids(SS) contents was high especially in summer. 4) The T-P and the T-N contents were higher than the lower level of nitrogen and phosphorous for algae growth and the contents were high especially in winter. 5) The $NH_4{^+}$-N and $NO_3{^-}$-N were also observed to be quite high.
Until now, research achievements of groundwater such as groundwater to depth distribution, usage, the available amount of development, water quality have been written in the watershed units($25{\sim}250km^2$). However, complex topography and geology, and the rivers of our country does not fit. And a clear management standards have not been able to present measures in groundwater quantity, water quality management such as rainfall, groundwater, utilization, water quality, pollution, etc. Therefore, in this study, the classification criterion of subwatershed unit($2.5{\sim}25km^2$), which is suitable for topography and geology of Korea, for rainfall-rating, groundwater level-rating, groundwater pollution-rating, groundwater quality-rating presented and proved its efficiency by applying in Hampyeong-Gun area.

This paper mainly studies two films created by Huo Jianqi, Nuan and Postman in the Mountains, and analyzes the aesthetic style of Huo Jianqi's local movies in three parts. The first part deals with the characteristics of Huo Jianqi's local movies and discusses the theme selection, theme performance, character creation and emotional expression of the film. The second part elaborates Huo Jianqi's film and television works from three aspects: picture language, voice language and color language, which further reflects Huo Jianqi's aesthetic style. The third part analyses the puzzlement in the development of local films and how to develop them. With its unique oriental aesthetics, unique perspectives, unique rural scenery and characteristics, Chinese local movies have become the most representative of the overall level and style of Chinese movies. Chinese local film is the reflection and care of Chinese local culture, showing strong regional local culture, regionality is its distinct feature. Since the reform and opening up, with the changes of the times and the renewal of film directors, local films have shown distinct characteristics of the times. Through the analysis of Huo Jianqi's aesthetic style of local movies, this paper hopes to provide some valuable reference and inspiration for the development of Chinese local movies.

Since 1980's there have been two trends that obviously developed in the would -- economics globalization and urban internationalization. China, with is reform and opening-up policy and rapid economic growth, keeps pace with these two trends. The term "International City" has no putative standard or definition. If we make an analogue of urban functional hierarchy in the world with a pyramid, the International Citiesa are the few elites on its top. The highest level international cities can be called "World City" or "Global City". In today's new international division of labor, they are diversified leading cities with control capacity on a world scale, like New York, London, and Tokyo. The secondary international cities are either diversified cities with influence and regulative functions on multinational scale or specialized cities on politics, economics, culture, or other aspects with worldwide impact. Judged by different criteria, there is no city that is qualified as International City with the exception of Hong Kong, which was returned to the P.R. of China in 1997. Nevertheless, Some favorable conditions for the development of the international city still exist in China. This country is already the sixth largest economic entity in the world, and the second largest economic entity in the world, and the second largest one if GNP estimated by ppp. Furthermore its import and export value make up for 40% of its GNP, indicating that China is repidly merging into global economy. In this 1, 2 billion-population country, the difference of economic levels between urban and rural, coastal and inland regions is so big that a few metropolises in the coastal region have the possibilities and potentials to develop into international cities regardless of rather low GNP per capita of the whole country. This article will focus on analysis from several perspectives, such as the proportion of foreign trade values in GDP, the proportion of imports and exports by foreign funded enterprises in total foreign trade value; distribution of the 500 largest foreign-funded enterprises; distribution of the 500 enterprises with largest import and export values; distrigbution of foreign computer and telecom companies with offices in China; the number of outward flights per week and the international tourists; the value of foreign capital used in cities and so on. From this analysis, it is predicted that Chinese international cities will surely emergy from the eastern coastal regions and they must be the core cities of metropolitan interlocking regions that have been formed or in the process of forming. Those international cities will arise from south to north in turn : Hong Kong-Guangzhu, Shanghai, Beijing-Tianjin, and perhaps the last one is Dalian-Shenyang. The other side of this issue is that there is a long way for the coming international cities in China except Hong Kong. At least China and these core cities must continually devote to (1) improve the regional composition of foreign capital sources. (2) improve the composition of export commodities. (3) improve the investment environment (including hard and soft environment) to attract more transnational corporations to settle. (4) deepen the reform of state-owned enterprises and establish Chinese own transnational corporations to enter the world market.ons to enter the world market.

This study aims to evaluate the efficiency in the provision of employment services for the middle-aged by using spatial analysis in GIS. Based on location information of employment service institutions, we find service areas of the institutions and calculate regional rates of duplication and exclusion in terms of spatial coverage of the employment services. Taking into account potential demand for employment services, the regions with high priority in the provision of the services are identified. Among the regions, those with high exclusion rate of the services are designated as the regions of insufficient service level. Results indicate that Namyangju-si is a representative region of insufficient employment service level. To improve efficiency in the provision of employment services, we suggest to relocate employment service institutions that have been located in a region of high duplication rate such as Siheung-si, Danwon-gu, Gangnam-gu, Songpa-gu into the locality of Namyangju-si.

Village-concentrated agricultural regional development projects that aim for increased profits are now being aimed at core agricultural and fishing areas. These agricultural and fishing stimulus projects aim to not only increase the net profit of local citizens but also improve their living conditions. As the industry itself has changed, local rural areas have also changed in various ways. One such aspect is the emergence of rural-urban complexes known as "rurban" areas. These naturally occurring rurban regions are created by a combination of complex urban infrastructure while maintaining the insulated rural communities that agricultural areas are usually so readily identified by. "Jeongeupsi Naejangsnagdong", the target of this research, also specifies the unaltered surrounding natural environment of rural areas while at the same time containing complex central living areas typically found in urban areas. This research suggests that the direction of residents' participation in community-level rurban projects could solve the problems found in existing top-down government development projects. This research also suggests rurban area activation plans to improve living conditions through analysis of both local rurban agricultural characteristics and citizen demands. In order to encourage citizen autonomy and self-governing attitudes, citizen-strengthening workshop programs are proposed, such as citizen workshops or pilot activities. This research was carried out by target area analysis, rudimentary planning, development direction setting, detailed project planning, and finally project processing. This procedure established three goals, which are walking environment improvement, community infrastructure establishment, and good living environment establishments, based on actual site research and citizen demands. This research suggests plans to activate community groups that were already established and reflect citizen needs as the main avenues for local businesses. This research is predicted to promote more active and successful growth through autonomy in stimulating these increasingly emerging rurban agricultural regions.
