Study on Applicability of Village Extinction Index Through Comparative Study with Regional Extinction Index (지방소멸지수와의 비교 연구를 통한 마을소멸지수의 적용 가능성 검토 연구)

  • There is a serious risk of regional extinction due to low birth rate and aging in Korea. Accordingly, the regional extinction index is applied to diagnose the extinction status of cities, counties, and districts. However, when the regional extinction index was applied to rural villages, most villages were found to be at 'high risk of extinction'. There is no differentiation in the level of extinction of rural villages. Therefore, a village extinction index was developed to apply to rural villages. This study applies and compares the existing regional extinction index and the newly developed village extinction index to rural villages. The purpose is to propose an index that can better diagnose the extinction of rural villages. As a research method, the regional extinction index and village extinction index are applied to all villages in Haengjeong-ri villages in South Chungcheong Province. And the adequacy of the index suitable for rural villages is diagnosed. For this purpose, ➂ stage distribution for each two indices, ➂ demographic aspect diagnosis, and ➂ resident awareness survey were analyzed. When the village extinction index was used, the discrimination problems seen in the regional extinction index were overcome. As a result of the demographic analysis, the regional extinction index showed that villages with a population of 200 or more were at 'high risk of extinction', but the village extinction index was derived as 'high risk of extinction' for villages with underpopulated populations. Lastly, the results of the residents' awareness survey also showed that the village extinction index was well reflected in the actual situation of rural villages when applied. When the village extinction index was applied to rural villages rather than the regional extinction index, it was found to reflect the actual state of rural extinction better.

Analysis of Energy Use of Rural Village and Utilization of Community Facilities - Focusing on Community Facilities of Rural Amenity Resources - (농촌마을 에너지 사용 및 공동시설 활용 분석 - 농촌어메니티 공동생활시설자원을 중심으로 -)

  • Rural villages have many problems such as the collapse of rural village communities with continued over-depopulation and aging, reduced functions of towns and villages, deteriorated services with changes in the structure of settlement class and decreased use of the facilities. they also have difficulties in maintenance in spite of the increase of the roles of rural village community facilities. Various plans for the utilization of community facilities to promote the vitality of rural villages and the revitalization of communities have been needed. Thus, this study aimed to offer basic data to seek for future plans to utilize community facilities and reconstruct communities through an analysis of the current uses of energy and community facilities in rural villages. The results indicated that the consumption of petroleum was highest in mountain villages at an average of 187,475 won/month($137{\ell}$), followed by fishing villages at an average of 144,142 won/month($104{\ell}$) and rural villages at an average of 126,070 won/month($93{\ell}$). The rate of utilization of community facilities was reversely highest in rural villages at 84.3%, followed by fishing villages at 61.1% and mountain villages at 40.7%. This research also found that households saved energy when they used community facilities and areas with a high rate of utilization of community facilities at a lower average temperature in winter. It saved approximately 33% energy compared to other areas. Finally, efficient and economical methods for community facilities in villages to be newly developed and the remodeling of existing facilities should been needed in the future to contribute to reconstructing rural village communities that face a crisis of maintenance or abolition.

Classification of Rural Villages Using Information Theory (정보이론을 이용한 농촌마을 권역화 연구)

  • Classification results of rural villages provide useful information about rural village characteristics to select similar villages in rural development project; many researches about regional classification have been practiced. Recently rural amenity was introduced as an alternative for rural development, and rural villages have been surveyed to find potential resources for rural development by 'Rural Amenity Resources Survey Project'. Accumulated information through this survey project could be used to classify rural villages. However existing rural classification method using statistical data is not efficient method to use rural amenity resources information described with text. We introduced Information Bottleneck Method (IBM) based on information theory and implemented this method to classification with rural amenity resources information of Yanggang-myen, Yeongdong-gun in Chungbuk province.

  • In this study the location condition and the management of the Rural Experience Tourism Villages located around unified Cheongju city has been surveyed or investigated. On the basis of the results of the survey or investigation this study is to suggest a way to make activate the Rural Experience Tourism Villages which have been inactive. The ways of the research include the understanding of what means the activation of rural areas and then this study is to find the problems with the Rural Experience Tourism Villages and to suggest final ways or plans after the field investigation of the condition of the location and management of the Villages. In this study I had full understanding of the concept of the activation for rural areas and the humanistic and geographical characteristics and then made a wide investigation and analysis of the location condition and the management of the Rural Experience Tourism Villages in this area. Based on the theory and the results of the actual investigation I made a suggestion of basic direction for the improvement of the Villages and the ways for activation of the Villages. I really expect these suggestions of mine to make active contribution to make the actual plan through the promotion of the Rural Experience Tourism Villages.

Operation Management Appraisal and the Classification of Rural Tourism Villages - The Cases of Yang-Pyeong Rural Tourism Villages - (농촌체험휴양마을 운영관리 평가 및 유형화 - 양평 농촌체험휴양마을을 사례로 -)

  • This study aims to understand why the sales volume and the number of visitors are different in each rural tourism village. The study considered that the management and operation of rural tourism villages is one of the major influencing factors. To prove this, the study determined what factors were related to the management and operation of villages and derived detailed items to evaluate them. In the study, the researchers conducted an in-depth interview and a literature review on the management and operation of rural tourism villages in Yangpyeong-gun. They also performed a case study on the Sumi village, one of the successfully managed and operated villages in Yangpyeong-gun, to determine the detailed items. As a result, seven factors were identified. These factors comprise operation entity, governance, shared vision, leadership, efficient role-playing, marketing efforts, and equity in profit distribution. Based on these seven factors, 85 of the evaluation items were developed. The management and operation scores of 85 items were measured and summed for each of the 21 rural tourism villages. First, 21 villages were divided into two groups by the sales figures to derive items to determine the difference in the mean value of the evaluation scores. Second, an independent sample t-test was conducted for each village at YangPyeong-gun. Third, the study divided the 21 villages into four groups using 46 evaluation items. Finally, the study's researchers clarified some challenges to solve and appropriate management and operation plans considering each type of rural tourism village.

A Study on the Divergence of Economic Activities between Rural Villages in Rural-Urban Ares : The Cases of Two Villages of Seojong-Myeon in Yangpyeong County (도시 근교 농촌마을 경제활동의 다양성에 관한 연구: 경기도 양평군 서종면의 사례)

  • The study is a comparative analysis of the differences in economic activities of two rural villages near the city. It is the general notion that rural villages near large cities lose the characteristics of traditional rural villages and change the areas with urban characteristics due to the influence of urbanization. The survey also showed that Munho 4-ri and Jeongbae 1-ri in Gyeonggi-do have urban characteristics, such as population growth, agricultural activity reduction and non-agricultural activity increase, and community activity reduction. However, they also found that there were important differences in the future development patterns of the two villages. In other words, the reasons and purposes of migration of people moving to the two villages, the differences in the system of economic activity in the villages, and the differences in community cooperation are emerging. Therefore, the study shows that policies to develop rural villages near cities need to be implemented differently based on the characteristics of those villages.

Present State of Experiencing Villages for Green Tourism in Rural Area (그린투어리즘을 위한 농산어촌 체험마을 현황 분석 - 농촌관광 인터넷 포털사이트 분석을 중심으로 -)

  • Recently, Environmentally friendliness and sustainability become the main concern of rural tourism. Green-tourism is the emerging and best alternative tourism development. This paper deals with the present state of experiencing villages for green-tourism in rural areas. Several internet portal sites for rural tourism were reviewed and analyzed. Totally, 863 village are designated for experiencing villages by several portal sites. There are 281 information oriented villages, 208 farm-stay villages, 122 green experiencing villages, 93 mountain villages, 93 fishing villages. Some villages were designated duplicately for each projects. In 'Green-tour' site, the distribution of experiencing villages by region were, 49 for Gangwon, 43 for Gyungbuk, 41 for Jeonnam, respectively. The types of experiencing villages were, green experiencing village, traditional theme village, mountain village, fishing village, information-oriented village, etc. Themes of experiencing activities were 6 types, experiencing agricultural life, fishing life, traditional foods, traditional culture, ecological nature, and health/leisure sports. The kinds of experiencing activities were abundant by agricultural life, traditional culture. Otherwise, fishing life experiencing activities were dull. Also, development of ecological nature experiencing programs are suggested.

A Study on the Recent Discussion and Policy Trends of Japan for the Development of Marginal Village Policy (한계마을정책 개발을 위한 최근 일본의 한계집락 관련 논의 및 정책 동향 연구)

  • This study is a basic research for the development of 'Marginal Village Policy' in response to the hollowing-out of rural areas. For this purpose, the viewpoint of "Regeneration" & "Reconstruction" of the "Marginal Village Theory" and the recent "Rural Planning Theory of Evacuation" in Japan were reviewed. The background and trends of Marginal Village policy in Japan were also investigated. And based on this, the implications and future tasks for Korea were summarized as follows; (1)It is necessary to be interested in the disappearance of villages and marginal villages and to form positive discussions and social consensus. (2)Continuous field investigation and management of changes in population and village functions at regional and village level are required. (3)In addition to increasing the importance of depopulation problems, it is necessary to establish 'marginal villages' as a public policy target. (4)It is necessary to review and consider the viewpoint of reconstruction along with regeneration. (5)It is necessary to pay attention that the software project is expanded, and the regeneration & reconstruction policies of the rural villages are aimed at revitalizing the rural community. (6)It is necessary to consider the possibility of applying 'spacial construction' along with the expansion of the academic debate on the 'rural planning theory of evacuation'. On the basis of this, in this study, rural villages were classified into 'continuous villages', 'semi-marginal villages' and 'marginal villages' according to the degree of marginalization, and the basic framework of 'Marginal Village Policy' was proposed, which is to encourage the differentiated policies of 'continuous villages' by 'rural village policy', 'semi-marginal villages' and 'marginal villages' by 'marginal village policy'.

A Study on Revitalization of Rural Traditional Theme Villages -Focused on Wanju Digital Sannaegol- (농촌전통테마마을의 활성화 방안에 관한 연구 -완주 디지털 산내골을 중심으로-)

  • Rural Traditional Theme Villages are one of the village-based businesses, which obtains excellent results. However, it also has brought negative results such as splits in locals due to income disparity, and ill-advised development which does not consider surrounding potential resources, etc. So, this study analyzes several problems of Rural Traditional Theme Villages, and proposes how Rural Traditional Theme Villages can be revitalized by benchmarking other successful cases. First, it is important to pursue differentiation of operating programs for Rural Traditional Theme Villages. Second, it is possible to give weight to elements which show efficiently rural atmosphere to enhance images of Rural Traditional Theme Villages. Third, expanding budget support and securing a new route for budget are definitely needed to cultivate self-growth capability of villages. Fourth, it is necessary to apply experts and facilities of local-based universities, cooperate with relevant organizations, and nurture local leaders by various means such as study in/visits to advanced regions at home and abroad and experts training. Localgovernment should be in charge of nurturing talented people. Fifth, it is necessary to reinvigorate rural economy by networking each Rural Traditional Theme Village, providing a wide range of information on diversified villages to people in cities, and promoting consumption. Moreover, securing immovable customers is important through networking city-rural exchange with city consumers and other organizations, and sisterhood relationship, membership businesses and events. As mentioned above, it is expected that Rural Traditional Theme Villages will be able to be developed continuously as a model for rural revitalization, which is stagnant, by expanding city-rural interchange.

A study on conservative Value Evaluation for landscape of the Rural Tourism villages (농촌체험 마을경관의 보전가치평가 연구)

  • This paper researches conservative value evaluation of rural tourism villages with "CVM(Contingent Valuation Method)" focusing on visitor to offer the guide for preservation and management in landscape of rural tourism villages based on critical consciousness for conservation and utilization by regional development. The option value is 37,624won(36.7%), the bequest value is 34,856won(34.0%), existence value is 30,073 won(29.3%), and overall average willingness to pay of conservation value is 102,517won(100.0%) for conservative value of sesim-village in Kyung-Ju. The results show that landscape of rural tourism villages has great value historically and culturally. In conclusion, it suggested that planners and staffs of rural tourism villages recognize that it is positively necessary to be considered not only multiple landscape index but also conservation policy in process of development planning in rural tourism villages.
