Development of Management Information System of Rural Environmental Resources (농촌환경자원의 정보관리시스템 구축)

  • The first theme of this study is to preserve and manage rural multi-functionality resource Information. This study is to suggest the method that can irradiate rural multi-functionality resource Information efficiently and constructively. GIS uses PDA and Tablet PC as an investigation tool and verifies the outcome of the development in the investigation system. This study enhanced the mobility function of PDA by installing recording system and camera to the PDA. Also, Using GPS has been ensured scientific precision and realism to the investigation. Direct input on spot can save time, cost and minimize human error by simplifying the investigation process. Database is composed of characters like scale, form, location, distance, resident's opinion and image of 37 resources. The survey system was applied in 170 villages and got a total of 12,270 resources data. Management system should be easy to input and output the surveyed information and to get reports in any kind of form ( i.e. final result can be produced as a map). By utilizing of the Rural Resource information system, the study made a simulation to compare the target areas before and after. Also, digitalized investigation system, minimized re-input and reprocessing of data and enabled to simplify and standardize the process than memorandum investigation. Data collected through digital system could offer people useful information by Web-GIS. It was need to specify practical way in decision-making and a way to measure the value of resources to align with the regional plan. Also, need to keep on developing statistical data and application program that can connect us to present the best solution to support regional planning. Therefore, quality of data is very important. Finally, it is very important to develop various programs to analyze space md rural resource by monitoring rural environment.

  • Recently 'Rural Amenity Resources Survey' has been launched to preserve unique and various attributes of rural amenity resources in rural areas. While vast amounts of field data are being collected, there has been insufficient means to share and analyze the data among users. This article addresses crucial issues on why more systematical approaches of building an information system to retrieve and represent information more efficiently. In this work, we have developed an alternative 'Rural Amenity Resources Information System' using Web-GIS and ontology, and later examined its applicability.

  • BRIS has been established by the Ministry of Agriculture, Food and Rural Affairs since 2011 under Article 21 of the Act on the Preservation, Management and Utilization of Agricultural Life Resources. It is an information service that provides information related to agricultural life resources in connection with the Rural Development Administration, the Forest Service, and Korea Seed & Variety Service, Agricultural Resources and Agricultural and Livestock Quarantine Headquarters. The purpose of this study is to evaluate how the users assess the information system quality (information quality, system quality) for the current Bio Resource Information Service (BRIS). Ultimately, the structural equation modeling analyzes the causal relationship between each variable and how it responds to the user's continuous use intention. As a result, information quality among information system quality and information quality among system quality used as the main variables for the evaluation of BRIS were statistically positively influenced by users' perceived usefulness, while system quality It has been analyzed to have a positive effect on the sustained use intention. The user's continuous use intention is positively influenced by the information system quality and perceived usefulness at a statistically significant level. Especially, the perceived usefulness plays a role in mediating the user's continuous use intention.

System Analysis for Water Management Information Strategy of Agricultural Reservoir managed by City and County (시군관리 저수지의 물관리 정보화를 위한 시스템 분석)

  • Water management information system used by KRC(Korea Rural Community Corporation) operates widely including RIMS, RAWRIS and etc. Other systems are operated by each government department, for example, K-water(Korea Water Resources Corporation)'s WAMIS. Even though small scale reservoirs managed by city/country is just about 12% of total water resource, the reservoirs are important for controlling and securing water resource as the reservoirs, including about 14,700 reservoirs nationwide, are located at main subwater shed. So, it is necessary for KRC to execute integrated informatization. In this research, system analysis was performed to comprise the integrated water management information system including the reservoirs controlled by city and country at first. And then, improvement plan for informatization of the reservoirs controlled by city and country was proposed. This study proposed the improvement plan for informatization of the reservoirs managed by the city and country, which was systematically proposed through systemic analysis including from reservoir site to the integrated water management information system. The objects includes 1. Reservoir (basin, facilities, water depth-area curve, benefiter area), 2. Field supervision organization for the reservoir 3. Local government administrative organization, 4. Center organization 5. Network for information transfer, 6. integrated water management information system. As the reservoirs controlled by city and country are important considering managing water and facilities, operated by local government with minimum budget due to budget problem, securing sufficient budget is necessary to form an specialized organization controlling facilities and the water management system in terms of drought and flood control.

Development of a Web GIS-Based Real-Time Agricultural Flood Management System (웹 GIS 기반 실시간 농촌홍수관리시스템 개발)

  • This study is to develop a web-based real-time agricultural flood management system(RAFMS) for 378 agricultural reservoirs equipped with auto water level gauge stations. The RAFMS was designed to operate linking with Rural Agricultural Water Resource Information System(RAWRIS) which supports data viz. real-time rainfall and water level necessary for RAFMS. The system was constituted to monitor the floods simultaneously at each reservoir by calculating the real-time reservoir inflow from watersheds, water level, and release to downstream. In addition, the system has the prediction function for the flood by applying weather forecasting data from Korea Meteorological Administration(KMA).

Environmental Impact and Allowable Density Using the Rural Residential Density Matrix (주거밀도모형을 이용한 환경영향분석과 수용능력 산출)

  • Analysis of carrying capacity and site suitability by the systematic application of environmental information an provide a basis for implementing environmentally sensitive and sustainable resource development policies. Based on the availability of public services and environmental and site-specific constraints, a Rural Residential Density Matrix was applied in Santa Cruz County, California, USA to assess the development potential of rural land parcels since 1980. In one case, the Matrix was applied to calculate the allowable development density on a site in Lompico planned for use as a Buddhist retreat center. These calculations revealed higher environmental sensitivity and lower carrying capacity than projected in the proposed plan. Under the constraints of the county's minimum acreage policies and insufficient developable land, the developer cancelled the proposed plan. This example suggests that application of the Matrix at the concept development stage would increase the effectiveness of the prior environmental review and environmental impact assessment (EIA) system in Korea.

Development of Green-Tourism Potential Evaluation Method Considering Rural Amenity and Demand of Citizen (농촌어메니티 및 도시수요를 고려한 그린투어리즘 잠재력 평가기법 개발)

  • The objectives of this study are to develop a green tourism potential evaluation method with rural amenity and demand of citizen. The new index which was named GPD(green tourism potential degree) is designed to propose the green tourism potential of rural areas using spatial analysis of geographic information system and spatial interaction of gravity model. And in order to evaluate the green tourism potential with supply side and demand side, two indices were defined; One is green tourism demand degree(GDD) which is developed to quantify a demand side potential by the analysis of urban population and urbanization index, and the other is green tourism attraction degree(GAD) which is developed to quantify a supply side potential by the analysis of rural amenity values using AHP algorithm, based on opinion of related experts. The developed method was applied to a part of Kyounggi province, Seoul and Incheon. All the study area's GAD, GDD and GPD were assessed and the proposed green tourism potential evaluation method could be used in developing rural development plans and green tourism policies considering spatial interaction with citizen and green tourism resources.

A Study on Farmer's Requisition on Welfare Policy (농업인 복지정책 요구도 분석)

  • The purpose of the present study is to seek measures to increase the quality of farmers lives by considering the results of a survey on the welfare demand for them when setting up policy. The results are as follows: First, though many concerns and policies to control the rural exodus have been exerted in terms of maintaining agricultural communities, which is one of critical components for the development of Korean agriculture and farming villages, the rural exodus became more and more serious. It is urgently required, therefore, for the Korean administration to correspond actively to the reasons why farmers depart their villages, such as bad prospects, low incomes or problems with their children's education. Second, as the number of females who take part in farming has increased, it is necessary to reform the rural educational environment. In addition, as the agricultural community develops, and other industries flow in, the greater the worries about crime, and consequently, it is necessary to equip a local safety system, share information on job opportunities, and provide educational opportunities. Third, since rural districts nay have financial difficulties because of old-aged and small-sized farmhouse, it is necessary to mainly support the welfare of the aged and lower-income farmers, considering the characteristics of each group and area. Fourth, over half of the farmers responded that they cannot bear to pay the national pension and health insurance premiums, and therefore it should be considered to reduce the pension and premium, or to readjust the insurance value appropriate to the level of the farmer's income. Fifth, despite a number of agricultural policies now in place, farmers desire a policy which can promise a prosperous vision for Korean agriculture and the facilities needed for education and health. It is necessary for the administration to set up policies that are characterized by locality with the view that farmers are not mere recipients, but participants in the policies.
