Role of the Ships' Routeing of JiangSu in the development of Port and Channel

  • Yangtze River channel is in natural condition for a long time. There are more to be done in grade of navigation and transport. Since 1980's the rate of vessel in JiangSu channel is going up every year, especially for ocean vessels. Meanwhile, the serious factors such as no sailing at night have become a battlement causing the long period for vessels, high cost for shipowners, lower competitiveness for JiangSu ports along the Yangtze River. It also can not meet the port logistic development. After the Ships' Routeing in JiangSu has been carried out. It has improved the safety of navigation in JiangSu area and reduced the risk of pollution or other damage to the marine environment caused by ships colliding or anchoring in or near JiangSu channel. By analyzing, compareing, calculating and model forecasting. The main focus of the paper is put on the study the development of port, channel in JiangSu and efficiency in many fields. Navigation efficiency of the sailing at night; Safety efficiency of reducing the risk by ships; More efficiency of the higher cargo volumes of the other ports in Yangtze River with the increase cargo volume of JiangSu ports along Yangtze River. The purpose of this study is: To get the social and economical efficiency after the Ships' Routeing in JiangSu has been carried out. Also the role of the Ships' Routeing of JiangSu in the development of Port and Channel.

  • The Busan New harbor will be opened by 2011, after which it is expected that the marine traffic volume around this area would Increase significantly and that very large ships such as 12,000 TEU container ships would come into the port. Therefore, it is necessary to build a new ships' routeing by considering these factors. In this paper, environmental circumstances, marine traffics, and the preceding studies have been reviewed and ships' routeing is proposed through experts' opinions and Delphi technique. For the purpose of validation, the proposed ships' routeings are reviewed by several guidelines on the ships' routeing and through simulation studies.

Study on the Vessel Traffic Safety Assessment for Routeing Measures of Offshore Wind Farm (해상풍력발전단지의 대체통항로 통항안전성 평가에 관한 연구)

  • In this paper, we analysed vessel traffic volume and patterns of traffic flow for ships using areas where included wind farm site and adjacent waters of Daejeong Offshore Wind Farm, and estimated traffic volume by classified navigational routes according to suggestion of rational routeing measures on the basis of classified patterns after installation of offshore wind facilities. Also, we assessed vessel traffic safety for each designed routeing measures on the basis of estimated traffic volume and proposed requisite countermeasures for the safe navigation of ships. With a result of analysing patterns of traffic flow, the current traffic flow was classified by 8 patterns and the annual traffic volume was predicted to 8,975 ships. On the basis of these, expected the vessel traffic volume according to designed four routeing mesaures after installation of wind farm. As result of assessing vessel traffic safety by using powered-vessel collision model of SSPA on the basis of the estimated traffic volume, the value of collision probability was less than safe criteria $10^{-4}$. Thereby we made sure usability of the designed routeing measures for the safe navigation of ships.

  • The area including outside of Mokpogu has not been routed for a fairway, and PTMS(Port Traffic Management Service) did not carried out south of Sihado. So there are many dangerous elements because some fairways are crossed. In this paper, we proposed a fairway which is designed with expert group's knowledge for safety navigation in the area and marine transportation environment and domestic and foreign route design standard.

  • Prime advantage of flexible manufacturing systems(FMS) is a flexibility. Flexibility is expected to prolong the service life of a manufacturing facility and enable it to respond quickly and economically to dynamic market change. The FMS loading decision is concerned with the allocation of operations and tools to machines subject to technological and capacity constraints of the system. Modern FMS loading problem has the multiple objectives such as processing cost, time and work load balance. We propose multi-objectives which could be used to formulate the loading/routeing problem and sequencing decision which should be adopted for each part type in order to maximize the machine flexibility by Hamming distance matrix based on Incidance matrix. Finally, a numerical example is provided to illustrate the proposed model.

  • The "ship's routeing" system was adopted by IMO and has been operated on the major sea routes of all over the world for the prevention of marine casualty and the improvement of marine traffic flow. Thereupon, also in Korea, the "Hong-do" and "Bogil-do" sea routes on southern coast were designated to mandatory sea area by traffic separation scheme(TSS) in 2003, and the "Geomun-do" sea route on southern coast was designated in 2005. But there were few or no studies on the effect of designated traffic separation scheme in Korea. For this reason, in this paper, we evaluated the contribution of traffic separation scheme to the prevention of marine casualty and the improvement of marine traffic flow after designation of domestic traffic separation scheme using data of the marine casualties and ship's tracks from AIS information. The results of evaluation showed that on the contrary, the cases of marine casualties were increased on some sea routes and regular traffic flows were disturbed by some vessels after designation of traffic separation scheme. For the safer and better sea routes, alternative ideas such as reposition of ship's routing on "Hong-do" and "Bogil-do" sea areas were suggested.

A method of calculating the number of fishing operation days for fishery compensation using fishing vessel trajectory data (어선 항적데이터를 활용한 어업손실보상을 위한 조업일수 산출 방법)

  • The fishery compensation by marine spatial planning such as routeing of ships and offshore wind farms is required objective data on whether fishing vessels are engaged in a target area. There has still been no research that calculated the number of fishing operation days scientifically. This study proposes a novel method for calculating the number of fishing operation days using the fishing trajectory data when investigating fishery compensation in marine spatial planning areas. It was calculated by multiplying the average reporting interval of trajectory data, the number of collected data, the status weighting factor, and the weighting factor for fishery compensation according to the location of each fishing vessel. In particular, the number of fishing operation days for the compensation of driftnet fishery was considered the daily average number of large vessels from the port and the fishery loss hours for avoiding collisions with them. The target area for applying the proposed method is the routeing area of ships of Jeju outer port. The yearly average fishing operation days were calculated from three years of data from 2017 to 2019. As a result of the study, the yearly average fishing operation days for the compensation of each fishing village fraternity varied from 0.0 to 39.0 days. The proposed method can be used for fishery compensation as an objective indicator in various marine spatial planning areas.

  • Recently, many ships such as fishing boats, cargo ships, high speed ferry boats are visiting Mokpo harbor. In particular, many marine accidents have been occurred at this area due to the narrow channel, a thick fog, the existing of the shallow waters etc. However there is no suitable ships' routeing system which takes account of today's traffic situations in this area. This study aims at the settling of hazardous factors to mitigate the danger to vessels in Mokpo harbor and to secure the safety of maritime environment.
