A Study on the Improvement of Port Administration System: Focused on the Port Authority of Korea (항만관리제도 개선에 관한 연구 -우리나라 항만공사를 중심으로-)

  • Port Authority in Korea does not have financial independence nor fair recruitment practices, thus the prospects of the establishment of the Port Authority is not adequate. Therefore independent and effective port administration cannot be achieved. To overcome this situation, this paper examines the port administration system in Korea and identifies its problems. This paper then provides an 'modeling of Analytical Hierarchy structure' for evaluation. An alternative solution is provided by carrying out a public survey, analysing the significance of the evaluation factor using the techniques of the Analytical Hierarchy Process. The significance of profitability was identified. The role of central government is significant when assessing the public service function of port administration; and the role of the private company is significant when assessing the independence. In addition, the private company is significant when assessing profitability. The private company is the alternative for port administration in Korea, based on the evaluation of various alternatives.

  • This study deals with legal issues and solutions for a successful management of the Busan Port Authority(BPA) and proposes Busan Metropolitan City Ordinance for the effectiveness of BPA because the role of BPA is to improve Busan regional economy and to strengthen the competitiveness of Busan Port. In order to prepare the ordinance, this paper suggests that the current legislation related to Port Authority(PA), which empowers central government to control the management of port, should be amended to strengthen the port autonomy by allowing PA and local government to control the management and operation on port independently and enabling the building of cooperative system from the City for BPA.

A Study on the Identification of Key Role Players in Enhancing Port Competitiveness - Focused on Busan Port -

  • The analytical hierarchy process (AHP) enables decision makers to represent the interaction of multiple factors in complex and unstructured situations. The process requires the decision maker to develop a hierarchical structure of the factors in the given problem and to provide judgments about the relative importance of each of these factors and ultimately to specify a preference for each decision alternative with respect to each factor. The research presented in this paper applies the AHP to identify key players in promoting port competitiveness. The literature survey revealed four major criteria and 15 sub-criteria. The four factors are cost, service quality, facility/capacity and economic-social variable. 150 questionnaires suitable for AHP analysis were made and 77 were returned. It is found that in terms of cost, the first key player is terminal operator and the second key player is shipping companies calling Busan port; in terms of service quality, the first key player is terminal operator, and the second key player is shipping companies calling Busan port; in terms of facility/capacity, the first key player is port authority and the second key player is terminal operator; in terms of economic-social variable, the first key player is terminal operator, and the second key player is shipping companies calling Busan port.

  • The purpose of this study was to present an alternative to improve the complex structure of Gyeonggi port governance. Based on previous research, advanced port operation, timely development of port, port safety management, and growth with the region were selected as the main roles of port governance. In addition, the importance of each role was analyzed by selecting the government-led port authority and government and local joint port authority as alternatives. As a result of the analysis, it was found that the establishment of the government-led port authority was reasonable in terms of advanced port operation, timely port development, and port safety management. On the other hand, local joint port authority is reasonable in terms of growth with the region. The implication of this study is that it is necessary to simplify port governance in Gyeonggi Privince and establish the government-led port authority in which Participation of local governments is required for linking regional administration and urban development plans.

  • This study is aimed to extract the key role of port operation organizations for the development of region ports and identify the operating efficiency priorities of three ports such as Busan, Incheon and UIsan port operated by PA(port authority). The Factor Analysis(FA) and Fuzzy Method were used as the analysis methodes. As an important role of port authority and regional maritime affairs & port office, thirteen sub-evaluation factors and four top-level evaluation factors were selected using the FA. Among the top-level evaluation factors i.e. 'port security, information management', service for regional society and customers', 'port marketing' and 'customer attraction', the most important factor was identified as 'port marketing'. The total port efficiency was evaluated using these factors and Fuzzy Method. As a result, Busan ranked 1st, followed by Incheon and Ulsan.

  • A data warehouse is not an operational database, only a database for decision support. It is defied as "a subject-oriented, integrated, time-variant and non-volatile collection of data". It is an indispensable element of successful information processing technology. This study is designed to suggest a better way to use database for efficient Port Authority's management. It is expected to play a significant role in introducing a data warehouse dedicated to port industry. Data warehouses are to serve as an opportunity to be fully exploited as a strategic technology for ports. Seven subject areas supporting ideas of researchers constitute this study.

  • This paper suggests the development device of Busan-Jinhae free Economic Zone(BJFEZ) to strengthen the competitiveness of the Port of Busan and promote the regional development in Busan. It deals with the securable feasibility of necessary sites and development costs and financial resources, the foreign investments figure, and the structure of the BJFEZ Authority. In addition, to evaluate the background, process, and contents of 'Special Purpose Local Government', the paper looks into the amendment proposal of 'Act on designation and management of free economic zones' suggested by the central government from the regional view of point. As proposals to promote and activate BJFEZ, it is recommended in the paper that it is required, first, to draw the detailed political methods to guarantee sound and sustainable development project and investment environment in accordance with regional characteristics prior to marketing, second, to develop and implement differentiated policy means to facilitate foreign investment, third, to strengthen specialty of the BJFEZ authority, and finally, to set up the supporting role and cooperation of both the central and local governments.

  • The role of social value in public institutions has recently been emphasized. The purpose of this paper is to present key performance indicators(KPIs) and a development model for the realization of social value for port authorities. KPIs that could be quantitatively measured are presented with the five social value assessment indicators of the government management evaluation system for public institutions. Through the analysis of vision, mission and social value promotion strategies and stakeholders for each port authority, the concept of a customer-specific social value model is presented.

  • Since 1996, the document exchange method by EDI has been introduced in port and logistics industries in Korea to enhance the declaration activities to the Pusan Port Authority and Customs. In spite of these efforts, users such as shipping companies, shipping agents, and freight forwarders have complained the inconvenience of using EDI systems. The major reasons can be summarized as follows: repetitional EDI transfer, too much transfer time, inconvenient EDI software, and problems on message receiving confirmation. Furthermore, EDI has been used only for transmitting messages. To solve these problems, this study has adopted the integration system by applying the concept of SCM to logistics system by XML/EDl. In the view of SCM, the existing EDI has some problems because its role is only to transmit the messages. This paper is to suggest how current EDI systems in Port and logistics sector has to be chanced by Introducing SCM. The integration system gives us such advantages as accuracy of cargo data, integration of processes among firms, and keeping the trace of cargo.

Port Privatisation and its Application to the Korean case (항만민영화와 우리나라의 추진 현황)

  • Privatisation has emerged within the past few decades as one of the most significant challenges to public ports and their governments throughout the world. More than forty countries have committed to some form of port privatisation thus far and they will quite likely be joined by dozens more by the turn of the century. A decision to privatise ports can be driven by a variety of forces. The most obvious is to relieve a financially strapped government by turning to the private sector for an infusion of capital required to modernise and sustain port operations, or to bolster the national treasury. Inefficient and costly port operations can seriously impair the competitiveness of a nation’s export industries and artificially raise the cost and thus constrain the availability of imported goods. Privatisation in certain circumstances therefore holds the promise of stimulating economic growth particularly for those whose livelihood depends directly upon port activity and trade. The main objective of this paper is first of all, to introduce a variety of methods of port privatisation after reviewing the reason why port facilities should be privatised. This paper also aims to make some proposals with which a port privatisation process in Korea can be improved after summarising the present Terminal Operating Company(TOC) system propelled by Ministry of Maritime Affairs and Fisheries.
