도로선형 설계일관성 통합평가방법론을 활용한 안전성 평가 (Road Safety Assessment by Using Integrated Evaluation Methods of Road Design Consistency)

  • PURPOSES: Road Design Consistency Evaluation can guarantee road alignments with safety factors, however it can be hard work to deal with general car accident factors in only this evaluation index. Ideal Road Design Consistency Evaluation is show the mutual balance of road alignment and human factors with a variety of factors for road safety. METHODS: This study carried out overall road safety evaluations which are methods of running speeding consistency and car platoon safety analysis (driver's behaviors factors) as well. RESULTS: Out of 13 sections in a experimental road layout, safety factors of 8 sections showed 'Good' or 'Fair' status. However, 'Poor' results were found out in 5 sections. Particularly, it showed the different outcomes among the 4 evaluation methods used in this study. CONCLUSIONS: Road safety countermeasures were proposed for the potentially dangerous sections in road which failed to identify in the other methods. This study will contribute toward future study of more reliable Road Design Consistency Evaluation in the future for road safety.

도로 노면결빙 판정모델을 적용한 도로결빙 예측에 대한 연구 (A study on road ice prediction by applying road freezing evaluation model)

  • 본 연구는 도로 노면결빙 판정 알고리즘을 적용하여 도로결빙 구간에 대한 시나리오를 분석하였다. 도로결빙 알고리즘 적용을 위해서, 도로 결빙에 대한 영향인자를 검토하고, 분석을 위해서 목감IC, 정릉터널, 성산대교, 염창교 등 4지점의 관측자료를 활용하였다. 관측소는 모두 고속화도로에 설치되어 있으며, 도로 결빙 특성 분석을 위하여 분류하였다. 도로 결빙 판정 알고리즘의 노면온도-노점온도 차가 3℃ 이하일 때 도로결빙 발생 구간을 확인하고 결빙 구간의 노면상태와 수막두께 변화를 통해 도로 결빙 판정을 도출하였다.

도로 노면 안전성 분석을 위한 물고임 측정장비 개발 및 현장 적용성 연구 (Comprehensive Evaluation of Water-Reservoir Measuring Equipment for Highway Safety Analysis)

  • PURPOSES : The purpose of this study is development of automatic equipment to measure the road water-reservoir which can be one of factors for road traffic safety inspection and its application to safety analysis. METHODS : The scopes of this study are the examination of the riskiness and location of road water-reservoir through literature review, development of appropriate sensor and automatic equipment to survey the road water-reservoir and evaluation of field application. RESULTS: The laser lighting and IR camera were selected to develop the equipment. It was found from the field calibration that there is a high correlation between rutting and road water-reservoir and road water-reservoir caused by rutting can be correctly calculated. About 20.2km of national highway were inspected for case study and field application. It was found from correlation of traffic incident that 2.08km of the latent length for water-reservoir which is related to 12 traffic incidents were analyzed. CONCLUSIONS : This technique can be utilized evaluation method for road condition such as road water-reservoir for conventional evaluation system such as road traffic safety assessment and safety analysis and it can be use to new evaluation system to apply various road condition and traffic condition.

조도 기반 자동차 전조등 시인 성능 평가 방법의 적정성 평가 (Appropriateness Assessment of Illuminance-Based Evaluation Method in Automotive Headlight Visibility Performance)

  • PURPOSES : The current practice in car headlight visibility performance evaluation is based on the luminous intensity and illuminance of headlight. Such practice can be inappropriate from a visibility point of view where visibility indicates abilities to perceive an object ahead on the road. This study aimed at evaluating the appropriateness of current headlight evaluation method. METHODS : This study measured the luminance of object and road surface at unlit roadways. The variables were measured by vehicle type and by headlight lamp type. Based on the measurements, the distance where drivers can perceive an object ahead was calculated and then compared against such distance obtained by conventional visibility performance evaluation. RESULTS : The evaluation method based on illuminance of headlight is not appropriate when viewed from the visibility concept that is based on object-perceivable distance. Further, the results indicated a shorter object-perceiving distance even when road surface luminance is higher, thereby suggesting that illuminance of headlight and luminance of road surface are not the representative indices of nighttime visibility. CONCLUSIONS : Considering that this study utilized limited vehicle types and that road surface (background) luminance can vary depending on the characteristics of the given road surface, it would likely go too far to argue that this study's visibility performance evaluation results can get generalized to other conditions. Regardless, there is little doubt that the current performance evaluation criterion which is based on illuminance, is unreasonable. There should be future endeavors on the current subject which will need to explore study conditions further, under which more experiments should be conducted and effective methodologies developed for evaluating automotive headlight visibility performance. Needs are recognized particularly in the development of headlight visibility performance evaluation methodology which will take into account road surface (background) luminance and luminance contrast from various perspectives as the former indicates the driver's perception of the front road alignment and the latter being indicative of object perception performance.

2차로 시설개량 사업의 도로 안전성 평가방법 연구 (A Study on Road Safety Evaluation Method for Improvement Project of Two-Lane Road)

  • 최근 사회여건의 변화로 도로정책의 패러다임은 이용자 중심의 안전성 위주로 변화하고 있다. 최근 시설개량사업은 지속적인 증가 추이를 보이고 있으나 대부분 경제적 타당성 확보가 미흡한 실정이다. 따라서 도로 안전성에 대한 객관적이고 타당한 분석을 통해 합리적인 시설개량 대상사업 선정이 절실히 요구되는 시점이다. 본 연구에서는 새로운 도로 안전성 평가기법 개발을 위해 국도, 국지도, 지방도 등 75개 노선에 대해 현행 도로 안전성 평가기법을 토대로 데이터를 구축하였으며, 이렇게 구축된 데이터를 중심으로 문제점을 분석하여, 새로운 도로 안전성 평가기법의 기초자료로 활용하였다. 본 연구에서는 교통사고발생현황을 가중치를 통해 일반 평가항목으로 추가하고, 지자체 공무원들의 문제 지적 및 건의 사항 등을 통해 최종 평가항목을 확정하였다. 각 평가항목에 대해서는 전문가 AHP (Analytic Hierarchy Process) 설문 평가를 통해 합리적 가중치를 도출하였으며, 항목별 평가기준을 토대로 안전지수(Safety Index)를 결정하였다. 결정된 각 항목의 안전지수(SI)를 토대로, 각 안전지수의 곱인 종합 안전지수를 산출하였으며, 위험구간 판정 기준을 정립하였다. 또한, 위험구간 연장 비율인 종합위험도에 따른 시설개량 대상사업 선정 기준 도출 등 합리적이고 객관적인 도로 안전성 평가기법을 개발하였다.

농촌마을내부도로의 정비수준 진단지표개발 (Development of Evaluation Indicators on Improvement Level of Rural Village Roads in Korea)

  • Since rapid industrialization of Korean society, out-of-village roads have been greatly improved, while almost all of in-village roads have not been fundamentally improved yet. Unless village roads should be improved in relatively comparison with trunk roads, it has been widely recognized that grass rooted achievement of accessibility revolution not be realized. In this regard, this study tried to develop evaluation indicators system for improvement of village roads. The evaluation indicator system on village road conditions was proposed which is sub-categorized as structural improvement of road itself, its communication serviceability and public securing level of property rights of road site. The system has 6 indicators(2 of each subcategory);good pavement ratio and over 3m wide road length ratio, ratio of household fronting under 2m wide road and connectivity of road network, ratio of registered as 'road' in land category and ratio of publicly owned road sites. In the final conclusion, village roads in rural Korea have been generally in worse condition regardless of whether prior improvement works or not, except some of recent plan-based improvement villages.

도로절개면 정밀조사를 위한 조사우선순위 결정법에 관한 연구 (A Study on the Evaluation Method of Hazardous Road Cut-Slopes for the Detailed Investigation)

  • When a large number of hazardous road cut-slopes are spreaded in widely scattered areas, the effective investigation and evaluation method that is able to decide the risk of hazardous road cut-slopes, is required. Many different evaluation techniques were suggested by many different researchers based on their demands, but there are the limited researches on the experimental evaluation technique which can be utilized by personnel who does not have much experiences on the road cut-slopes. In this study, the appropriate and effective evaluation method of the dangerous slope is suggested and this method can be used by both inexperienced and experienced persons. Therefore, this is the one of the effective ways that can mitigate the possibility of landslides.

도로설계 평가를 위한 3차원 시뮬레이션 적용 (Application of Simulation for Road Design Evaluation)

  • 2차원적인 도로설계는 설계기준과 운전자의 반응 사이에는 상이한 점이 많아 위험성을 내포하고 있다. 따라서 2차원 도로설계는 시공전에 예측을 하기가 어려운 실정이다. 그러나, 3차원 도로설계는 요구되는 구성요소의 완성 이후 발생하는 문제를 예측할 수 있다. 본 연구에서는, 실제도로에서 도로설계평가를 위하여 설계를 하였다. 그리고 도로설계는 Inroad를 라는 도로설계프로그램을 사용하였다. 또한, 수치지형도와 포고자료를 이용하여 DTM을 생성하였다. 3차원 도로설계는 도로의 DTM 과 지형자료를 합성하여 설계를 하였다. 3차원적으로 도로설계된 것을 이용하여 설계평가를 수행하였다. 도로선형의 안정성 평가를 위하여 운전자 시뮬레이션과 시거분석을 실시하였다. 그리고, 음영시뮬레이션을 통해 도로노면결빙구간의 불량구간을 추출하였다. 시뮬레이션 결과, 본 연구에서는 도로완공후의 모습을 확인할 수 있었다. 그리고 시거를 시각적으로 산정을 할 수 있었다. 또한 음영 시물레이션을 의해 도로노면결빙구간을 추출하였다.

Research on the Evaluation and Promotion Plan of Competitiveness of Chinese Cultural and Creative Industries - Taking Provinces and Cities Along the "Belt and Road" As an Example

  • With the rapid growth of high-tech, the development of cultural and creative industries has gradually become the focus of national industrial development. With the proposal of China's "Belt and Road" strategy, the role of cultural and creative industries in the provinces and cities along the "Belt and Road" in the entire international trade is becoming increasingly critical. It is necessary to explore solutions to improve the competitiveness of China's cultural and creative industries, factoring the surrounding cities of the "Belt and Road" as an example. Thus, this paper proposes the six-element diamond model based on innovation capability and government support to render a comprehensive evaluation of the competitiveness of the cultural and creative industries in the 31 provinces and cities across the country. The results show that the overall competitiveness of the 18 provinces and cities along the "Belt and Road" cultural and creative industries is weak. Focusing on the 18 provinces and cities along the "Belt and Road", using the linear regression measurement model quantitative analysis, the four types of influencing factors affecting the development of the competitiveness of cultural and creative industries along the "Belt and Road" were obtained. Finally, according to the four types of influence, the competitiveness improvement plan is proposed from the four aspects: government role, consumption preference, industrial innovation ability, and the introduction of high-quality talent.

도로면 측정 분석 시스템 개발 및 국내 도로면 특성평가 응용 연구 (Development of the Road Profiling System and Evaluation of Korean Roads Roughness Characteristics)

  • The ‘AEIPR’(Accelerometer Established Inertial Profiling Reference) method has been applied to measure the road profile. The dynamic road profiling method using AEIPR has the advantages of cost effectiveness, measuring speed and relatively high reliability. However, it is required to improve the double integration algorithm to get the measurement results with the accuracy of hither level. In the first part of this paper, the effective double integration algorithm is suggested and the ‘Road Profiler’ software is developed on the basis of the algorithm. Road profiling tests are performed using the developed ‘Road Profiler’ system on the specially designed tracks for the durability tests and the various types of pubic roads. Test results are shown and evaluated by the international road evaluation indicies and classification.
