전자환경에서의 기록관리 개념에 관한 재검토 (Conceptual Shift of Archival Management in Digital Environment)

  • Electronic environment affects archival community to a great extent. It redefines virtually every stage of archival management form creation to current and semi-current use, to appraisal, and to preservation of records. Faced with the problems caused by ever increasing electronic records, the community is forced to reconsider traditional concepts, approaches, methodologies, even the basic paradigm embedded in archival theory and practice. The present paper discusses the need to reexamine principles and techniques of archival management in the light of digital environment. It also urges archives and archival institutions, the archival profession, or the archival community at large, to participate in this critical enterprise. Success in this endeavor will, eventually, pave the road toward creating, organizing, providing access to, preserving reliably and authentically electronic records and designing proper system for the societal collective memory in recorded digital information.

보건의료분야의 선진화를 위한 정책 방향 (Policy Directions for Advancement in Health Care Sector)

  • In the shortest period of time, we achieved both industrialization and democratization. We also achieved good performance in health care sector. Whole population are covered by health insurance since 1989 and health outcomes, such as infant mortality, life expectance show good level. However, health care system has several problems, rapidly increasing rate of health care expenditure, dissatisfaction of both consumers and suppliers. Current health care system does not reconcile with market competition principle. Causes of these problems originated from 1977 paradigm which was formed to expand health insurance to whole population within short period. Dominant assumption of 1977 paradigm is to assure equitable access of health care by government's command and control. We urgently demand to reform the 1977 paradigm to suitable in 21th century. Our economy entered into a road to advancement. We have concerns how President Lee's administration reform health care system to harmonize with economic development and to achieve advancement in health care sector.

고립지역의 산림자원 활용에 관한 고찰 (A Study on Use of Forest Resources in the Isolated Areas)

  • In case an average accumulation of the investigated area is 200$m^{3}$/ha with cutting age of 80 years applied, annual workload will be 77ha and require 5 teams; each team consisting of 5 persons, enabling stabled supply of lumbers of 15,500$m^{3}$ every year. If one cutover is less than 2ha with cutting age of 80 years applied, it's possible to protect the peculiar ecology and secure stabled labor, workload and lumbering. It may become model forest out of tropical forest management which is controversial all over the world. Of course this presupposes construction of access roads.

순서형 프로빗 모형을 적용한 공사장 교통 사고심각도 분석 (Developing the Accident Injury Severity on a Field of Construction Work Using Ordered Probit Model)

  • The traffic accidents at a construction site, which happen due to construction vehicles' frequent access to a construction site, its subsequent conflicts with ordinary vehicles and pedestrians, and inappropriate installation & management of traffic security facilities, have not many proportions in all traffic accidents, but obviously, the accident damage is quite serious when comparing the level of the fatal per one accident. This research conducted an analysis of traffic accident injury severity using Ordered Probit Model in relation to 241 traffic accident cases that occurred caused by construction sites among the traffic accidents that took place in Seoul and Gyeoggi-do region for two years from 2006 until 2007. As a result, the significant variables enough to explain traffic accident injury severity were analyzed to be the state of road surface, linear shape of an accident spot & whether the damaging car belongs to the vehicle for construction, and whether vehicles have access to a construction site at the time of an accident. Through this, this research found out some fact as follows: first, there need to be more aggressive management of the vehicles for construction and a year-round placement of the manpower who can control vehicular access to a construction site. Second, it is necessary to get drivers to recognize the fact that there exists a construction site on the construction section which is on the border of curved roads in advance to prevent a traffic accident, helping to reduce socioeconomic loss & costs incurred by a traffic accident.

경관도로의 평가모형 구축 및 중요도 인식 분석 (The Establishment of an Evaluation Model and Analysis of Perceived Differences between Appraisers for Scenic Roads)

  • 국민의 소득 수준 향상과 여가시간의 증가로 관광 및 레져 활동이 늘어나면서, 단순한 이동과 접근 기능 외에도 안전하고 쾌적하면서 그 자체가 목적이 되는 도로를 요구하게 되었다. 이러한 도로를 경관도로(scenic road)라고 하는데 경관도로는 '단순히 이동과 접근을 위한 기능이 아닌, 도로 자체가 통행의 목적이 되는 도로로서 도로 주변의 환경을 보전하거나 인공적인 시설의 설치를 통해 도로의 가치를 증대시키는 도로'로 정의할 수 있다. 본 연구는 경관도로를 계획하거나 또는 기존의 도로를 경관도로로 지정하기 위한 평가 항목의 선정 및 평가모형의 구축에 있다. 합리적인 경관도로 선정과 평가방안을 모색하기 위해 다기준 의사결정방법의 하나인 AHP(Analytic Hierarchy Process) 분석기법을 활용하였다. 분석결과에 의하면 도로주변의 경관적 가치 0.382, 도로내부의 경관적 가치는 0.154, 도로의 특성 0.269, 경관도로의 관리는 0.196의 중요도를 나타내었다. 이를 전문가 집단별로 분류하면 도시분야 전문가 집단에서는 도로주변의 경관적 가치(0.507)를 상당히 중요하게 생각하는 반면 교통분야 전문가 집단에서는 도로의 특성(0.434)에 비중을 두고 있는 것으로 분석되었다. 이는 경관도로를 평가하는 심의위원의 구성에 따라 결과가 다르게 나올 수 있다는 것을 시사하고 있다. 향후 평가항목 별로 구체적이고 세부적인 평가방안에 대한 연구가 필요하며, 지역별, 형태별, 규모별, 기능별로 각기 다른 특징을 지니는 경관과 도로의 유형을 모두 포괄할 수 있는 평가방안이 마련되어야 한다.

제천시 새주소 관리 및 안내 시스템 구축에 관한 연구 (A Study on the Implementation of New Address Management and Guide System for Jecheon City Area)

  • 본 연구는 제천시 새주소 부여사업에서 추진된 새주소 부여를 위한 수치지도상의 건물 및 도로의 데이터베이스와 주 출입구 조사 및 입력, 도로구간 설정, 도로명 제정 및 입력, 건물번호부여 등의 작업과정을 통하여 도시공간정보의 체계적인 관리와 활용을 위한 새주소 관리 시스템과 웹상에서 구현한 제천시 새주소 안내와 더불어 생활지리정보 등의 부가정보의 편리한 사용을 위하여 개발된 안내시스템에 대한 것이다. 본 연구를 통하여 지방 중소도시의 새주소 관리 및 안내시스템 개발과 구축은 클라이언트 서버 기반의 GIS 기능을 충분히 활용하여 관리시스템을 설계하고, 관리 시스템과 동일한 데이터베이스로 안내시스템을 객체지향형으로 설계하여 Web GIS로 구현하여 새주소의 안내 및 생활지리정보서비스의 다양한 기능을 추가할 수 있도록 개발하였다. 그 결과로 제천시의 새주소 관리 및 안내시스템은 일반 시민이 쉽게 접근하여 생활에 필요한 다양한 정보를 손쉽게 이용할 수 있는 그 효용가치를 크게 높일 수 있었다.

  • The purpose of this study is to investigate the economic potential of the regions from the mining sector of North Morowali, Central-Sulawesi, Indonesia, and the formulation of pro-business regional development management that aims to create synergy between the local government and mining sector entrepreneurs. This study uses a descriptive qualitative approach by taking data in the form of primary data from FGD and secondary data observations from statistical bureau data in the North Morowali, Indonesia. The analysis unit uses SWOT analysis to determine the economic potential of the North Morowali and Location Quotient (LQ) to analyze the economic potential of the mining sector. The research period covers one year (2018-2019) in North Morowali, Indonesia. All the mining products have considerable potential as a financing unit in North Morowali, while mining potential has not been maximally exploited. The absence of regulations, facilities such as road access, and optimal land and sea transportation are the causes of the difficulty of optimization and access to explore mining products comprehensively. As a new province at Central Sulawesi, more efforts and the role of government are needed to focus attention to North Morowali as an area with great potential in the mining sector.

위험물질 수송차량의 고속도로 터널통행규제 분석 연구 (A Study on the Suitability Analysis of Tunnel Access Control for Hazardous Materials Transport Vehicles on the Expressway)

  • 도로를 주행하는 위험물질 수송차량 사고는 재난형태의 심각한 피해를 야기하므로 해외국가들은 이미 오래전부터 위험물질 수송차량의 안전관리를 위하여 관련 법 제도를 구축하고 체계적인 관리를 수행해오고 있다. 최근 국내에는 인제양양터널, 금정산터널 등 10km이상의 초 장대터널이 고속도로 상에 개통되고 있으며, 화학기술의 발전과 함께 다양한 종류의 위험물질 유통량이 증가하고 있다. 그러나 위험물질 수송차량 안전운행과 관련된 법 제도는 여전히 부재하며, 이들을 관리하기 위한 체계적인 정책방안도 구체화되지 않은 실정이다. 위험물질 수송차량의 사고위험성을 인식하고, 도로관리자를 위한 체계적 관리방안을 구축하여 도로 안전성을 확보하는 것은 중요한 과제이다. 따라서 본 연구는 안전한 고속도로 위험물질 수송차량 운행을 위하여 국내 고속도로 터널통행규제에 대한 타당성을 분석함으로써 도로관리자를 위한 관리 방향을 제시하고자 하였다. 본 연구의 결과는 향후 도로 위험물질 수송차량 관련 법 개정과 위험물질수송차량 최적경로 도출을 위한 기초자료로 활용될 수 있을 것이다.

  • Through so that accident of semiconductor industry deduces unsafe factor of the person center on unsafe behaviour that incident history and questionnaire and I made starting point that extract very important factor. It served as a momentum that make up base that analyzes factors that happen based on factor that extract factor cause classification for the first factor, the second factor and the third factor and presents model of human error. Factor for whole defines factor component for human factor and to cause analysis 1 stage in human factor and step that wish to do access of problem and it do analysis cause of data of 1 step. Also, see significant difference that analyzes interrelation between leading persons about human mistake in semiconductor industry and connect interrelation of mistake by this. Continuously, dictionary road map to human error theoretical background to basis traditional accidental cause model and modern accident cause model and leading persons. I wish to present model and new model in semiconductor industry by backbone that leading persons of existing scholars who present model of existent human error deduce relation. Finally, I wish to deduce backbone of model of pre-suppression about accident leading person of the person center.

Leveraging Reinforcement Learning for Generating Construction Workers' Moving Path: Opportunities and Challenges

  • Travel distance is a parameter mainly used in the objective function of Construction Site Layout Planning (CSLP) automation models. To obtain travel distance, common approaches, such as linear distance, shortest-distance algorithm, visibility graph, and access road path, concentrate only on identifying the shortest path. However, humans do not necessarily follow one shortest path but can choose a safer and more comfortable path according to their situation within a reasonable range. Thus, paths generated by these approaches may be different from the actual paths of the workers, which may cause a decrease in the reliability of the optimized construction site layout. To solve this problem, this paper adopts reinforcement learning (RL) inspired by various concepts of cognitive science and behavioral psychology to generate a realistic path that mimics the decision-making and behavioral processes of wayfinding of workers on the construction site. To do so, in this paper, the collection of human wayfinding tendencies and the characteristics of the walking environment of construction sites are investigated and the importance of taking these into account in simulating the actual path of workers is emphasized. Furthermore, a simulation developed by mapping the identified tendencies to the reward design shows that the RL agent behaves like a real construction worker. Based on the research findings, some opportunities and challenges were proposed. This study contributes to simulating the potential path of workers based on deep RL, which can be utilized to calculate the travel distance of CSLP automation models, contributing to providing more reliable solutions.
