A Study on the Calculation of $CO_2$ Emission and Road Freight Environmental Index for Logistics Companies (물류기업의 온실가스 배출량 및 도로화물환경지표 산정에 관한 연구)

  • In order to reduce Green House Gas(GHG) reduction in the road freight sector and thus establish green logistics, running efficiency of goods vehicles is of paramount importance. Providing effective transportation infrastructure can contribute to achieve the green logistics by reducing empty running of heavy goods vehicles and van, increasing the average payload on the vehicle, and shifting the transportation mode. In order to reduce the environmental impact from the road freight sector, it is essential to quantify the amount of environmental loading from the sector. However, any systematic survey on the environmental loading from the logistics companies has not been carried out in Korea. In this study, the environmental index for the road freight sector is defined as the amount of $CO_2$ emission per ton km generated from goods vehicles. The computational analysis shows that the average $CO_2$ emission per ton km generated by the logistics companies in Korea is $363g-CO_2/ton{\cdot}km$. Compared to UK (=$130g-CO_2/ton{\cdot}km$) and France (=$97g-CO_2/ton{\cdot}km$), the efficiency of logistics in Korea is 2.8 and 3.7 times as low as in the advanced countries. It also indicates that the main reasons for the low efficiency are mainly due to the high rate of empty operation of goods vehicles and the low payload.

  • The success of road transportation, in dominating the surface movement of freight, is now threatened by increased traffic congestion, falling average motorway speed and rising in logistics costs, oil price. Due to the necessity for an effective transport system, we need to improve domestic transport infrastructure to reduce logistics cost by shifting to rail system. To analysis the demand characteristics in advance against these hypothetical circumstances, Stated Preference, which is called SP, approaches have been adopted to analysis the shipper's mode choice behaviors as RP(Revealed Preference) approaches are not appropriate. The results also indicate that the most effective policy to divert the freight volume from road to railway is to reduce freight rates for the railway with improved reliability.

  • New and renewable energy has attracted a significant attention since the Paris Agreement in 2015. Especially hydrogen energy is important for reducing greenhouse gas produced during transportation. The new government suggested that the eco-friendly vehicles, hydrogen infrastructure and the development of new and renewable energy are the major growth engines in the future. Hydrogen energy is also concerned as the main part of our economy in the national affairs. In the policy of Mission Innovation Strategy and the third Eco-Friendly Vehicle Master Plan, government presents the status, future direction, technical road map and distribution road map of hydrogen energy. With this trend, investments in the research and development on hydrogen and fuel cells have expanded and will continue to expand for the implementation of the policy. The cost reduction, technical innovation and the increase in the localization rate are required for the new and renewable energy, including hydrogen energy, to become the future growth engine.

  • Intelligent transportation systems are one of the most important new forms of infrastructure on domestic roads, and is a system that makes possible the most efficient movement of vehicles on a road. The High Pass system, which is a domestic intelligent transportation system, started a little later than in other countries but developed at a rapid pace. With the recent introduction of smart tolling technology, it provided an opportunity to stop and review the tolling system. This study aims to investigate the driving method and results of LDCC for domestic smart towing through case study. Unlike other companies, Lotte Data Communication Company has long invested in payment systems. It has little experience investing in infrastructure, but participated in the Smart Toll System at the Gwangan Bridge in cooperation with the Busan City government, to lead the development of intelligent transportation systems. LDCC, which has made new investments, not only exceeded its existing core competencies, but also upgraded Korea's tolling system's ability to reduce greenhouse gas emissions and improved its financial performance.

  • Recently, much literature has surveyed the economic effects of transportation investment, focusing on the relationship between transportation infrastructure investment and economic development. Although the conventional views assume that transportation investment stimulates economic growth, the results of recent studies are not conclusive and in some cases reject the conventional views. The contradictory results are linked with double counting Problem and Keynesian/Neo-classical economics theory. This article investigates the economic effects of road transportation with regard to freight transport using Stated Preference technique. This study examines, in particular, the value of time saving for freight which has been rarely studied in this area. In the first part, the value of time saving, excluding the value for driver and operating cost, is theoretically investigated through the model of continuous review system and periodic review system. At last, the empirical study using the Seated Preference technique shows the value of time saving for freight and the value of reliability, compared with other studies and the value of those in COBA. The result makes us conclude that road investment produces the secondary effects as well as the direct benefit such as time saving for passengers, operating cost saving. and accident cost reduction. The secondary effect includes the contribution to economic development.

On Promoting the Coastal Transport of Container (컨테이너 연안해송 활성화에 관한 연구 -부산항을 중심으로-)

  • There has been fast progress in economy in Korea derived by a consecutive five-year plan program for economic development started in the early 1960's. In the field of transportation, rapid changes in the technological environment of transportation and communication have brought a revolution of the transport system, of which inter-modal transportation through containerisation is typical. Because of the rapidly growing traffic volumes of cargo, especially container traffic, and lack of investment into transport infrastructure in the past, both road and railway are beyond their capacity. As a result, the public-road network has suffered a serious congestion problem. For instance, in relation to the corridor between Seoul and Pusan, today, it takes about 14 hours for the journey of container trailer through Kyongbu Expressway, for which it used to take only 7 hours in 1986. For the railway, though the congestion problem is not very serious compared with the road sector, a shortage of capacity on certain main lines has emerged as a problem as railway traffic has increased. Furthermore, the further expansion of the system in near future is difficult due to burden of higher construction the cost. Unlike these two modes, coastal shipping, which has been paid relatively less attention for commodity transport in Korea, shows no constraint in this respect. In addition, it is the most cost efficient mode of transport. This work therefore aims to make a proposal for the alternative inland transportation mode, which is to promote the coastal transport of container. Three obstructing factors for the promotion of the coastal transport are investigated and some solutions for those are suggested as follows : First, it appears to be essential to provide exclusive ports for the coastal shipping, that comply with simplification, specialization and rationalization. The optimum size of berths on the exclusive ports in Pusan port is estimated as 16-20. We found that it needs periodical study and publicity on the advantages from the adoption of the coastal mode. Inducing competition in the coastal shipping market is also necessary. For the supply of the fleet in the coastal shipping, chartering of the surplus ships in the oversea shipping is found to be more desirable than new shipbuilding. Second, to solve the fragmentation of the companies which wish to participate in the coastal transport, government has to implement the subsidy policy. The encouragement of participation of the shipping lines engaging in Korea-Japan run and Korea-East South Asia run, into coastal shipping also needs to be considered cautiously. Third, simplification of the document for entry in ports is needed for rational coastal shipping management. We can use B/L (Bill of Lading) for coastal shipping as a prerequisite to get the indemnity by P & I Club. The reduction of the government controls on entering and leaving the ports also needs.

  • ITS(Intelligent Transportation System) is an advanced system which can effectively handle the current transportation and tragic problems. In order to beneficially apply ITS to the current transportation infrastructure we need a telecommunication technology which guarantees high speed data transmission between the road side units and the on-board units in the vehicles. DSRC(Dedicated Short Range Communication) is considered as a promising technology since it has the capability of two-way communication and can serve to implement various ITS services. In this paper, we study an architecture of telecommunication network far ITS based on DSRC. We use the ISCNA(Information Systems and Communication Networks Architecture) framework for the method of approach. We first analyze the requirements for ITS services using DSRC in Korea, and then establish a logical architecture for the network. We also analyze the types of data and process between the network components. Based on these we propose an architecture for the telecommunication network for ITS. We also briefly discuss the simulation which we perform to validate the proposed network architecture.

Presentation on Health Impact Assessment of Transportation Noise (교통소음 건강영향평가 소개)

  • Because many people suffer from physical and mental damage caused by the noise created by transportation infrastructure, including road traffic, rail, and aircraft, developed countries have conducted research on predicting and solving the impact to human health from being exposed to transportation noise. Therefore, this study suggests a fundamental plan to assess the health impact of transportation noise on the basis of domestic and foreign prediction results regarding the health impact of transportation noise. The domestic and foreign exposure-response expressions, including the noise index and the health impact indicator of annoyance and sleep disturbance, are compared, and it is found that domestic individuals show a more sensitive response to transportation noise. Based on domestic and foreign research, and a case study regarding the health impact of transportation noise, a fundamental plan to assess the health impact of transportation noise comprises the preparation of objective assessment standards through the improvement of exposure-response models, and the establishment of reduction measures which can improve the quality of the transportation noise environment.

  • The Bering Strait crossing would link the entirety of Eurasia to the entirety of the Americas, and it can be seen as a natural extension of the historical Silk Road. There are some immense geopolitical benefits to such a project. It would bring about a profound and lasting change to the global economic and political outlook. The most valued function of the Bering Strait crossing and the extension of the associated railroad network would be to release the massive natural resources trapped underneath the tundra and permafrost for the benefit of Russia and the world. Moreover, the railroad project(s) would also build development corridors in those underdeveloped parts of the Russian Federation. The development of the resources and their rapid transportation to the global markets would contribute not only to the overall development of the region but also would be valuable for the resource-poor countries of Northeast Asia such as Japan, Korea, and China (relative to its economic size). This paper will explore the possible impact(s) of the Bering Strait crossing as a formidable infrastructure project for the economic development of the Russian Far East (RFE) from the Russian perspective under the frame of geopolitics. Furthermore, it will equally scrutinize the implications for the adjacent countries in the region.

A Study on Analyzing the Factors Affecting Environmental Loads in the Planning Stage of Korean National Highway Projects

  • Carbon emission calculation guidelines provided by the Korean Ministry of Land, Infrastructure and Transportation (MOLIT) and existing environmental load assessment studies have suggested a method for estimating based on the volume determined after the design development. Therefore they are not being helpful in the decision making of the environmental economics of road facilities in the planning stage in which specific information on construction output volume is lacking. Based on literature analysis of existing studies and consultation from a group of construction environmental professionals, 12 types of property information considered to be related to environmental load were selected from an inventory of information that will be available in the road planning stage. In addition, multiple regression analysis was performed based on the environmental load computed through the life cycle assessment (LCA) of 40 national highway project cases of Korea to deduce five impact factors of environmental load in the road facilities planning stage.
