A Fundamental Concept of Risk-Based Thinking and Risk Management for ISO 9001:2015 Certification (ISO 9001:2015 인증을 위한 리스크 기반 사고의 개념과 리스크 관리)

  • ISO 9001 Quality Management Systems-Requirements has been revised in 2015. It has been updated four times since its publication in 1987. It is the most widely used International Standard in the world. There are over one million companies and organizations in over 170 countries certified to ISO 9001 from an ISO survey. Organizations are supposed to be certified to this new version by late 2018. The key changes in ISO 9001:2015 are to establish a High Level Structure (HLS) and focus on Risk-Based Thinking (RBT). Risk-Based Thinking means the process approach to decide how risk is addressed in establishing the processes to improve process outputs and prevent undesirable results. It pursues process planning and controls based on risks so that organizations can improve the effectiveness of the quality management system. It maintains and manages a Quality Management System that inherently addresses risks and meets objectives. In this article we firstly attempt to explain how to understand the fundamental concept of Risk-Based Thinking which is a systematic approach to consider risks rather than treating prevention as a separate component of a Quality Management System. We comment on the detailed requirements that contain risks in ISO 9001:2015 clauses. We also summarize recent advances on the risk assessment and management in line with ISO 31000:2009 Risk Management-Principles and Guidelines. We finally propose the practical risk management procedures for implementing ISO 9001:2015 with an emphasis on RBT. This article would contribute to help quality managers and practitioners convert to ISO 9001:2015.

Psychological Impact of Health Risk Appraisal of Korean Women at Different Levels of Breast Cancer Risk: Neglected Aspect of the Web-based Cancer Risk Assessment Tool

  • Objective: Health risk appraisal is often utilized to modify individual's health behavior, especially concerning disease prevention, and web-based health risk appraisal services are being provided to the general public in Korea. However, little is known about the psychological effect of the health risk appraisal even though poorly communicated information by the web-based service may result in unintended adverse health outcomes. This study was conducted to explore the psychological effect of health risk appraisal using epidemiological risk factor profile. Methods: We conducted a randomized trial comparing risk factor list type health risk appraisal and risk score type health risk appraisal. We studied 60 women aged 30 years and older who had no cancer. Anxiety level was assessed using the Spielberger State-Trait Anxiety Inventory YZ. Results: The results of multivariate analysis showed that risk status was the independent predictors of increase of state anxiety after health risk appraisal intervention when age, education, health risk appraisal type, numeracy, state anxiety, trait anxiety, and health risk appraisal type by risk status interaction was adjusted. Women who had higher risk status had an odd of having increased anxiety that was about 5 times greater than women who had lower risk status. Conclusions: Our findings indicate that communicating the risk status by individual health risk appraisal service can induce psychological sequelae, especially in women having higher risk status. Hospitals, institutes, or medical schools that are operating or planning to operate the online health risk appraisal service should take side effects such as psychological sequelae into consideration.

An Objective Method of Risk Evaluation based on RAM(Reliability, MTBF) and AHP Data Analysis for Warship (RAM(신뢰도, MTBF) 데이터와 AHP 분석을 통한 함정분야 위험평가 방안)

  • This study proposes a risk evaluation method based on RAM and AHP data in order to prevent subjectivity of risk assessment. The risk assessment consist of Risk Likelihood(RL) and Risk Consequence(RC) in five levels. However, risk analysis of warships is hard to make a judgment because of small quantity production(Ship), long building period, equipment changes, complexity, various kinds of equipments, etc. The proposed RAM data and AHP analysis method are used to quantify each level quantitatively. RAM(MTBF) date is used to classify the RL, and AHP analysis is used to classify the RC. These scientific and data-based method will increase objectivity as well as efficiency of risk evaluation.

  • Purpose - Investors, creditors, governments, and others make decisions using reasonable information provided by others. In many cases, the users of this information have goals and objectives conflicting with those of the information's producers, indicating the need for external auditors. Research design, data, and methodology - Competition in auditing has noticeably intensified globally, especially in developed countries. This means that auditors are striving to increase the efficiency of their methods. In recent years, risk-based auditing has become prominent among these efforts. In risk-assessment auditing, the auditor may directly affect the effectiveness and efficiency of the audit. Results - As a central framework, the risk assessment process improves audit quality and effectiveness such that the audit will lead to necessary changes. Previous studies have shown that risk assessment affects the nature, timing, and content of audit procedures. Conclusions - In the planning stage of an audit, audit risk assessment may identify any inappropriate or inefficient distribution of resources or determine whether the results of an audit will be ineffective or incorrect. Thus, assessing audit risk is a critical task.

The Implementation of Risk-Based Inspection for the Refinery Plant

  • Recently, regulatory bodies quite often encourage to adopt risk-based inspection (RBI) and management programs because they can enhance safety simultaneously with deregulation in Korea. RBI is an integrated methodology that factors risk into inspection and maintenance decision making. This paper describes an example of how to use known risk assessment codes (API 580, API 581 BRD) to address such safety analysis requirements for risk management in the refining industry. Specifically, this paper reports the methodology and the results of implementation to the Crude Distillation Unit(CDU) plant of refinery units using the $KGS-RBI^{TM}$ program, developed by the Korea Gas Safety Corporation in reference of API Codes and ASME PC (Post Construction) with a suitable consideration of Korean situation. The results of the risk and reliability assessment using $KGS-RBI^{TM}$ program are useful in determining whether the detected defects are tolerable or required to be repaired. The subsequent decisions are to manage the future inspection, repair and maintenance planning in the risk reduction control.

  • The mam purpose of this study is to find out how perceived risk elements influence to customers' perceived value and repurchase intention in the electronic commerce environment. To achieve the goal, we set 6 sub-dimensions - privacy risk, social risk, time loss risk, economic risk, psychological risk, and performance risk - based on comprehensive consideration of related studies, and established a research model included 2 factors such as perceived value and repurchase intention to measure performance in internet shopping malls. From 174 customers of the electronic commerce shopping malls survey data have been collected and analyzed based on the covariance structural model method. The results of this study are summarized as follows. Firstly, five perceived risk characteristics of privacy risk, time loss risk, economic risk, psychological risk, and performance risk are significantly positive effect on perceived value. Secondly, perceived value IS very significantly related to repurchase intention in electronic commerce shopping malls. Consequently, we discussed the strategies to create perceived value and repurchase intention in electronic commerce environment. Also we suggested the implications and further research directions.

Analysis of Marine Vessel Collision Risk based on Quantitative Risk Assessment

  • The collision problem is one of the design factors that must be carefully considered for the risk of collision occurring during the operation of ships and offshore structures. This paper presents the main results of the ship collision study, and its main goal is to analyze potential crash scenarios that may occur in the FLNG (Floating Liquefied Natural Gas) considering the likelihood and outcome. Consideration being given to vessels visiting the FLNG and surrounding vessels navigating around, such as functionally supported vessels and offloading carriers. The scope includes vessels visiting the FLNG facility such as in-field support vessels and off-loading carriers, as well as third party passing vessels. In this study, based on QRA (quantitative risk assessment), basic research methods and information on collision are provided. Based on the assumptions and methodologies documented in this study, it has been possible to clarify the frequency of collision and the damage category according to the type of visiting ship. Based on these results, the risk assessment results related to the collision have been derived.

A GIS-Based Mapping to Identify Locations at Risk for Highly Pathogenic Avian Influenza Virus Outbreak in Korea (지리정보시스템 기반의 고병원성 조류인플루엔자 발생 위험지도 구축)

  • Six major outbreaks of highly pathogenic avian influenza (HPAI) occurred from 2003 to 2016 in Korea. Epidemiological investigations of each outbreak revealed that migratory birds were the primary source of the HPAI virus. During the last five years, the geographic transmission pattern of domestic HPAI seems to have extended from local to nationwide; therefore, it is necessary to identify specific locations in which poultry farms are at elevated risk for HPAI outbreak to enable targeted surveillance and other mitigation strategies. Here, a geographical information system (GIS)-based analysis was used to identify geographic areas at high risk for future HPAI incidents in Korea based on historical outbreak data collected between December 2003 and April 2016. To accomplish this, seven criteria were used to identify areas at high-risk for HPAI occurrence. The first three criteria were based on defined spatial criteria buffering of 200 bird migration sites to some defined extents and the historical incidence of HPAI outbreaks at the buffering sites. The remaining criteria were based on combined attribute information such as number of birds or farms at district levels. Based on the criteria established for this study, the most-likely areas at higher risk for HPAI outbreak were located in Chungcheong, Jeolla, Gyeonggi, and Gyeongnam provinces, which are densely populated poultry regions considered major poultry-production areas that are located along bird migration sites. The proportion of areas at risk for HPAI occurrence ranged from 4.5% to 64.9%. For the worst criteria, all nine provinces, including Jeju Island, were found to be at risk of HPAI. The results of this study indicate that the number of poultry farms at risk for HPAI outbreaks is largely underestimated by current regulatory risk assessment procedures conducted for biosecurity authorization. The HPAI risk map generated in this study will enable easy use of information by policy makers to identify surveillance zones and employ targeted surveillance to reduce the impact of HPAI transmission.

  • As one of promising solutions to overcome high oil price and energy crisis, the construction market of high value-added LNG plants is spotlighted world widely. The purpose of this study is to introduce LNG-RBI system to develop risk assessment technology with RAM(Reliability, Availability, Maintainability) modules against overseas monopolization. After analyzing relevant specific features and their technical levels, risk assessment program, non-destructive reliability evaluation strategy and safety criteria unification class are derived as core technologies. These IT-based convergence technologies can be used for enhancement of LNG plant efficiency, in which the modular parts are related to a system with artificial optimized algorithms as well as diverse databases of facility inspection and diagnosis fields.

Direction for the management of air pollutants based on health risk in Korea (위해성을 고려한 대기오염물질의 관리 방향)

  • Policy direction for the management of air quality in Korea has been on the reduction of the average concentrations of the criteria air pollutants such as sulfur dioxide and fine particles. However, recently, risk based management of air pollutants becomes an important issue. In this study, to develop an effective air quality management policy direction in Korea, (1) the fourth Multiple Air Toxics Exposure Study (MATES IV) carried out in the South Coast Air Quality Management District (SQAQMD) in the USA is reviewed and (2) the results are compared with in these in Seoul and (3) policy directions are suggested. It was found that (1) systematic integrated study comprising of measurement, modeling, emission inventory estimation, and risk assessment was essential to estimate the health risk of air pollutants reliably, (2) cancer risk of diesel particle was dominant over other air pollutants, and (3) health risk based emissions were different from amount based emissions. It was suggested that (1) reducing the exposure from hot spots might important to reduce health risk from air pollutants and (2) an integrated air quality management administration system is important for the efficient management of air pollution.
