  • The 21st century is often referred to as maritime age. The sea is a rich repository of natural resources, comfort shelters and the hopes and dreams of human being. But there is always possibility of disaster as well as hopes and dreams. Although there have been many advances in the ship building technology, the risk of accidents is on the increase due to the increase of maritime traffic and the revitalization of marine leisure. I like to refer to the systematic search and rescue system for the rapid response by analyzing recent marine accidents. For the safe navigation, it is necessary to establish institutional systems such as ship technology, navigation equipments, excellent human resources, traffic control, etc. and navigation components also have to be well organized each other. It is also necessary to build a prompt accident management system. The search and rescue system for the rapid response and the way of reducing the incidence of marine accidents were reviewed through the analysis of recent marine accidents.

  • Purpose: The purpose of this paper is to present a service construction plan using multiple complex sensor information to detect abnormal situations in urban life safety that are difficult to identify on CCTV. Method: This study selected service scenarios based on actual testbed data and analyzed service importance for local government control center operators, which are main users. Result: Service scenarios were selected as detection of day and night dynamic object, Detection of sudden temperature changes, and Detection of time-series temperature changes. As a result of AHP analysis, walking and mobility collision risk situation services and fire foreshadowing detection services leading to immediate major disasters were highly evaluated. Conclusion: This study is significant in proposing a plan to build an anomaly detection service that can be used in local governments based on real data.   • Autonomous system for UAVs has a capability to decide an appropriate current action to achieve the goal based on the ultimate mission goal, context of mission, and the current state of the UAV. We propose a decision-making system that has an ability to operate ISR mission autonomously under the realistic limitation such as low altitude operation with high risk of terrain collision, a set of way points without change of visit sequence not allowed, and position uncertainties of the objects for the mission. The proposed decision-making system is loaded to a Hardware-In-the-loop Simulation environment, then tested and verified using three representative scenarios with a realistic mission environment. The flight trajectories of the UAV and selected actions via the proposed decision-making system are presented as the simulation results with discussion.

  • A survivability-analysis program has been developed to analyze the ground collision risk of atmospheric reentry objects, such the upper stages of a launch vehicle or satellites, which move at or near the orbital velocity. The aero-thermodynamic load during the free fall, the temperature variation due to thermal load, and the phase shift after reaching the melting point are integrated into the 3 degree-of-freedom trajectory simulation of the reentry objects to analyze the size and weight of its debris impacting the ground. The analysis results of the present method for simple-shaped objects are compared with the data predicted by similar codes developed by NASA and ESA. Also, the analysis for actual reentry orbital objects has been performed, of which results are compared with the measurement data.

  • As the smart era, the use of smart devices is increasing. Smart devices are widely used to provide a human convenience, but there is a risk that information is exposed. The smart devices to prevent this problem includes the encryption algorithm. Among them, The hash function is an encryption algorithm that is used essentially to carry out the algorithm, such as data integrity, authentication, signature. As the issue raised in the collision resistance of SHA-1 has recently been causing a safety problem, and SHA-1 hash function based on the current standard of SHA-2 would also be a problem in the near future safety. Accordingly, NIST selected KECCAK algorithm as SHA-3, it has become necessary to implement this in various environments for this algorithm. In this paper, implementation of KECCAK algorithm.   • Recently, the demand for autonomous navigation technology has increased, and related research is also increasing. Autonomous ships generally follow the planned route, calculate the avoidance route according to the risk situation while sailing, and follow a calculated route. In general, an automatic steering device is used to follow the route, and among the operational automatic steering device methods, the route control mode is the most appropriate method to apply to autonomous ships. Therefore, in this study, we developed a route-tracking algorithm to apply an avoidance route using the navigation control mode of an automatic steering device. The algorithm was developed by dividing the straight and turning sections. A performance test was conducted to satisfy the performance suggested by IEC 62065, the relevant international standard, using simulator equipment that had acquired international certification to verify its performance. The results of the performance verification confirmed that the cross-track error, which represents the straight distance between the ship and the route, satisfied the performance standards suggested by IEC 62065 when the ship followed the route.

Spatial Composition Affecting Bird Collision in Suwon-city, South Korea (수원시의 조류 충돌에 영향을 미치는 공간 구성)

  • Humans and wild birds coexist in cities, where habitat fragmentation due to urbanization threatens the habitat and movement of birds. In this study, in order to identify landscape features associated with wild bird collide, we characterized landscape composition within a 500 m radius and points of wild bird carcasses in Suwon-city, South Korea. Dead birds were identified as having a Normalized Difference Vegetation Index (NDVI) of 0.3, Normalized Difference Built-up Index (NDBI) of -0.05, and Normalized Difference Water Index (NDWI) of -0.16 at the points of collide. And there were NDVI of 0.34, NDBI of -0.01, NDWI of -0.18, building height of 13.8 m, and soundproof wall length of 227.3 m within a radius of 500 m. Land cover type was dominated by grassland, used area, and bare land. In particular, the edges of urbanized areas, where apartments bordered forests, reservoirs, and golf courses, were identified as high-risk spaces. In order to minimize bird mortality risk in urban environments, the impact of changes to a vertical landscape should be reviewed from an environmental impact assessment approach. In addition, a preventive management plan that considers the temporal and spatial features that wild animals can safely avoid and adapt to in urbanized spaces should be prepared.

Development of Response Scenario for a Simulated HNS Spill Incident (위험유해물질 유출사고 대응을 위한 가상시나리오 개발)

  • In response to possible HNS (Hazardous and Noxious Substance) spill accident, HNS spill accident scenario and response scenario were developed. The accident area listed in scenarios is the coastal area of Busan, and scenario for possible accident in the designated area and strategies to respond the accident were developed, respectively. The scenario for accident was developed by designating HNS spill according to risk evaluation of HNS and analysis of HNS spill probability along the coastal area of Busan, and then estimating possible and potential impact from the accident. The scenario for response has been suggested as a systematical responding operations in order to effectively reduce the estimated impact from the accident. The possible HNS spill accident on the seas around Busan, has been designated by the spillage of 1,000ton of xylene due to collision accident in Gamcheon Port, and the possible impacts occurred by the accident has been simulated with the help of the atmospheric and oceanic dispersion model of xylene. In the responding scenario for the accident, a phased strategies regarding emergency rescue of peoples, protection and recovery of xylene, protective measures for the responders, and post management of the accident have been suggested.

A Study on Development & Establishment of Performance Evaluation Criteria for Guardrail End Treatments (노측 가드레일용 단부처리시설 성능평가기준 정립 및 개발)

  • Since the end treatments of guardrails installed on domestic roads have the shapes which can easily penetrate and turnover a vehicle, the occupant can be subjected to severe injury when a vehicle impacts the end treatments. In this study, the criteria of performance evaluation for end treatments are suggested which are suitable to domestic road circumstances. Based on the investigation for the installation and studies instances of end treatments, the mechanism of end treatments is examined and the new end treatment suitable to domestic road circumstances is suggested. The suggested end treatment was verified by computer simulation using d LS-DYNA programs and satisfied the suggested performance evaluation criteria for end treatments. And the developed end treatment was verified by full-scale vehicle crash test and satisfied the following three primary appraisal factors of the suggested performance evaluation criteria for end treatments; occupant risk criteria, structural adequacy, and after-collision vehicle trajectory. This study is the first to develop end treatments considering the occupant safety in Korea. Therefore, If the developed end treatments is installed on roads and highways, it can be expected that it will reduce the grave situation of end treatment accidents and increase the safety of roads.

The Main Contents and Task in Future for the Air Transport Law Established Newly in the Korean Revised Commercial Law

  • As the Reublic of Korea revised the Commercial Code including 40 articles of air transport enacted newly on May 23, 2011, so Korea became first legislative examples in the Commercial Code of the developed and developing countries. I would like to explain briefly the main contents of my paper such as (1) history of enacting newly Part VI (air transport) in the Korea's revised commercial law, (2) legal background enacting newly Part VI (air transport) in the Korea's revised commercial law and the problems on the conditions of air transport, (3) every countries' legislative examples on the civil liability of aircraft's operator, (4) unlawful Interference Convention and general risk convention of 2009, (5) main contents and prospects of the revised Commercial Code for the liability of aircraft's operator etc as the followings. Meanwhile as the Aviation Act, Commercial Code and Civil Code in Korea and Japan did not regulated at all the legal basis of solution on the disputes between victims and offender for the amount of compensation for damage due to personal or property damage caused by aircraft accidents in Korea and Japan, so it has been raised many legal problems such as protection of victims, standard of decision in trial in the event of aircraft accident's lawsuit case. But the Korean Revised Commercial Code including Part VI, air transport regulations was passed by the majority resolution of the Korean National Assembly on April 29, 2011 and then the South Korean government proclaimed it on May 23 same year. The Revised Commercial Code enforced into tothe territory of the South Korea from November 24, 2011 after six month of the proclaimed date by the Korean Government. Thus, though Korean Commercial Code regulated concretely and respectively the legal relations on the liability of compensation for damage in the contract of transport by land in it's Part II (commercial activities) and in the contract of transport by sea in its Part V (marine commerce), but the Amended Commercial Act regulated newly 40 articles in it's Part VI (air transport) relating to the air carrier's contract liability on the compensation for damage caused by aircraft accidents in the air passengers and goods transport and aircraft operator's tort liability on compensation for damage caused by the sudden falling or collision of aircraft to third parties on the surface and so it was equipped with reasonable and unified system among the transport by land, marine and air. The ICAO adopted two new air law conventions setting out international compensation and liability rules for damage caused by aircraft to third parties at a diplomatic conference hosted by it from April 20 to May 2, 2009. The fight against the effects of terrorism and the improvement of the status of victims in the event of damage to third parties that may result either from acts of unlawful interference involving aircraft or caused by ordinary operation of aircraft, forms the cornerstone of the two conventions. One legal instrument adopted by the Conference is "the Convention on Compensation for Damage to Third Parties, Resulting from Acts of Unlawful Interference Involving Aircraft" (Unlawful Interference Convention). The other instrument, "the Convention on Compensation for Damage Caused by Aircraft to Third Parties" (General Risk Convention), modernizes the current legal framework provided for under the 1952 Rome Convention and related Protocol of 1978. It is desirable for us to ratify quickly the abovementioned two conventions such as Unlawful Interference Convention and General Risk Convention in order to settle reasonably and justly as well as the protection of the South Korean peoples.
