A Study on the Optimization Methods of Security Risk Analysis and Management (경비위험 분석 및 관리의 최적화 방안에 관한 연구)

  • Risk management should be controlled systematically by effectively evaluating and suggesting countermeasures against the various risks which are followed by the change of the society and environment. These days, enterprise risk management became a new trend in the field. The first step in risk analysis is to recognize the risk factors, that is to verify the vulnerabilities of loss in the security facilities. The second step is to consider the probability of loss in assessing the risk factors. And the third step is to evaluate the criticality of loss. The security manager will determine the assessment grades and then the risk levels of each risk factor, on the basis of the result of risk analysis which includes the assessment of vulnerability, the provability of loss and the criticality. It is of great importance to put the result of risk analysis in mathematical statement for a scientific approach to risk management. Using the risk levels gained from the risk analysis, the security manager can develop a comprehensive and supplementary security plan. In planning the risk management measures to prepare against and minimize the loss, insurance is one of the best loss-prevention programs. However, insurance in and of itself is no longer able to meet the security challenges faced by major corporations. The security manager have to consider the cost-effectiveness, to suggest the productive risk management alternatives by using the security files which contains every information about the security matters. Also he/she have to reinforce the company regulations on security and safety, and to execute education repeatedly on security and risk management. Risk management makes the most efficient before-the-loss arrangement for and after-the-loss continuation of a business. So it is very much important to suggest a best cost-effective and realistic alternatives for optimizing risk management above all, and this function should by maintained and developed continuously and repeatedly.

  • It is a time to change the investment system for performances of co-producing according to development of the environment of performing arts in Korea. If we keep producing performances through the conventional method of the investment, we soon fall behind because production costs will increase by extension of the performance period. Investment companies generally require to the production company the investment principal guarantee as a condition for a investment. Producing companies have been producing performance with only ticket revenue and money of investment companies without their own money. Those two unreasonable things have raised a risk. So first of all, it is necessary to account marginal cost instead of average cost to decide more exactly open-running of performance. Second, it is necessary to change total cost as an investment parameter to production cost to avoid the unreasonable demands, such as a principal guarantee to production company. Therefore, we have to accept the budget planning of the United States to account the marginal cost and the production cost.

  • Objectives This study is conducted to estimate the cost paid by the public suffering from disease possibly caused by chemical and to examine the effect on public health. Methods Cost-benefit analysis is an important factor in analysis and decision-making and is an important policy decision tool in many countries. Cost-of-illness (COI), a kind of scale-based analysis method, estimates the potential value lost as a result of illness as a monetary unit and calculates the cost in terms of direct, indirect and psychological costs. This study estimates direct medical costs, transportation fees for hospitalization and outpatient treatment, and nursing fees through a number of patients suffering from disease caused by chemicals in order to analyze COI, taking into account the cost of productivity loss as an indirect cost. Results The total yearly cost of the diseases studied in 2012 is calculated as 77 million Korean won (KRW) per person. The direct and indirect costs being 52 million KRW and 23 million KRW, respectively. Within the total cost of illness, mental and behavioral disability costs amounted to 16 million KRW, relevant blood immunological parameters costs were 7.4 million KRW, and disease of the nervous system costs were 6.7 million KRW. Conclusions This study reports on a survey conducted by experts regarding diseases possibly caused by chemicals and estimates the cost for the general public. The results can be used to formulate a basic report for a social-economic evaluation of the permitted use of chemicals and limits of usage.

Study on optimal treatment payment by cost accounting in the artificiality kidney center in medical institutions (의료기관 인공신장실의 원가계산에 의한 적정수가에 관한 연구)

  • This study is to research cost accounting practice and to analyze propriety of patients' medical payment in artificiality kidney center. The researched cost datum of the year 2012 are as follows. - Hemodialysis medical treatment was reimbursed as much as 158,001 won in case of health insured patients, but payed-off as much as 135,810 won. - The average figure of the total hospitals and clinic center is 1,603,303 won, and one time cost of hemodialysis treatment is 154,487 won. Optimal treatment pay are suggested as follows. First, Regardless of the notified classification from MOHW(Ministry of Health and Welfare), 136,000 won of fixed price payment classification needs to be reclassified by patients, severity and tobe rearranged by fixed price payment system of hospitals. Second, Fixed payment code notified by the Ministry of Health and Welfare is recommended to be simplifies and to reflect according to contents of the medical treatment rendered to patients. Third, Establishment of artificial kidney center has to be risk managed because of its huge investment. Fourth, Cost analysis model has to be maintained as basis together with appropriate application of conversion index model mixed with SGR model.

  • Nowadays, the construction industry utilizes 3D models in the designing process, on which research is being conducted to establish an automated system for project cost estimation in connection with information related to construction such as material unit costs and wages, beyond the level of design interference review and construction quantity estimation. In this process, the project cost is estimated in connection with unit price data after takeoff the quantity based on the 3D model attributes and data types. A way to reduce cost and risk would be first developing prototypes of some of essential buildings and works, comparing and validating the outcomes, and then extending to the whole scope, because estimates differ on the basis of the scope and level of 3D design models as well as the data accuracy. This study analyzes case studies of project cost estimation by computing the quantity on the basis of 3D model in the construction industry and explores methodologies and management measures applicable for estimating nuclear power plant construction project costs.

  • This study established a catastrophic scenario and a likely scenario by qualitative and quantitative risk assessments to consider climate condition with season, and assessed efficiency of safety management cost with scenarios by cost-benefit analysis. As results, the catastrophic scenario was the maintenance error for unsteady state operation, and the likely scenario was the gas release accident at node $\sharp$4 of HAZOP Also, benefit/cost ratios for total safety management cost and effective items of safety management could be assessed at each scenario.

Do Earnings Manipulations Matter Differently in Different Markets of China? Cost of Capital Consequences

  • This study investigates whether and how a firm's cost of equity capital is influenced by the extent of a firm's real earnings management (REM). Using a large sample of Hong Kong and Chinese firms over the 9-year period 2009-2017, we find that our implied cost of equity estimates are positively associated with both the extent of REM and the extent of accrual-based earnings management (AEM), but the positive association is stronger for REM than for AEM. We also provide evidence suggesting that the effect of AEM and REM on the cost of equity is more pronounced for Hong Kong firms than Chinese firms, and within Chinese firms, it is less pronounced for the state-owned enterprises (SOEs). Collectively, our results suggest that while both REM and AEM exacerbate the quality of earnings used by outside investors, REM does so to a greater extent than AEM, and thus the market demands a higher risk premium for REM activities than for AEM activities and that this cost of capital-increase effect is more prominent in a developed market like Hong Kong and mitigated by state ownership in China because of investors' expectations for a lower level of detriments to firm fundamentals by REM due to government's protection in a less developed market like China.

  • Construction manager must consider the possibility on the failure of the project in advance and the contingency to provide against the situation, those of which is a dangerous condition not to predict. If they have a quick decision without understanding the contingency, the over-cost in the total cost would be continuously accumulated, and be a barrier at a project going in progress. A various risk could not be coped with at a time to decide either going or sloping the project until the contingency is applied from the first step to progress the project. But a case to apply the contingency to the construction for the investment or the analysis of the project is a little. The process to evaluate it is also absent. The propose of this paper is the followed ; To establish the total cost including the risk first of all, devide into plus or minus factor of the cost, and then the process to calculate the contingency must be suggested by the regression analysis.

  • Urban Storm Sewer Optimal Design Model(USSOD) was developed to compute pipe capacity, pipe slope, crown elevation, excavation depth, risk and return cost in the condition of design discharge. Rational formula is adopted for design discharge and Manning's formula is used for pipe capacity. Discrete differential dynamic programming(DDDP) technique which is a kind of dynamic programming (DP) is used for optimization and first order second moment approximation method and uncertainty analysis is also for developing model. USSOD is applied to hypothetical drainage basin to test and verify. After testing the model, it is also applied to Ulsan drainage basin which was developed by Korea Land Cooperation(KOLAND). Comparing the design results of USSOD with those of KOLAND, discharge capacity 0.35 $m^3/sec$, the crown elevation is 0.77m higher and return cost is $9\%$ less than design results of KOLAND, which verify the improvement of USSOD. Layout design model using GIS and optimization including detention or retention effect are needed in the future study.

  • Potential damage and losses associated with structural systems caused by earthquake can be reduced by application of seismic design to the structures. Because the building cost required for seismic design is generally higher than the cost for non-seismic design, the application of seismic design must be justified considering both seismic performance and cost. This paper presents a risk-based fiamework for evaluation and comparison of seismic performance of structures such that necessary data can be supplied for decision making on seismic design. Seismic fragility curve is utilized for seismic risk assessment of structures, and the process for decision analysis on adaptation of seismic design is presented based on the equivalent cost model.
