In order to adapt the digital rights management community for the standardisation of expressing rights information in the libraries' content for the control of the rights of the digital works, it is necessary to establish rights information, that can build effective system of the distribution structure by the public ownership of the rights information and the interoperability of system. This research developed rights information constructing system in order to protect and enforce their rights over digital assets and embodied utilizing use-process of rights information.

The Internet presents a unique platform for disseminating digital content such as music, video, games, software, text, business and proprietary corporate information. It promises ubiquitous access, while at the same time fundamentally challenging the traditional rules of ownership and distribution of content. In such environment, safe protection and proper delivery of digital content would be a crucial requirement toward a new e-business model. Research on the Digital Rights Management (DRM) focuses on filling this functional vacancy of the market transition by providing a more viable business model based. XrML(eXtensible Rights Markup Language) provides a universal tool for specification of rights, fees, and issuing conditions(licenses) associated with the use and protection of digital content. ContentGuard has developed XrML to unify the Digital Rights Management(DRM) specifications and encourage interoperability. It seems that all working groups of DRM agree to use XrMl for their right description language.

Various organizations generate and collect human rights records in North Korea for the purpose of punishing perpetrators and compensating victims; hence, a systematic and integrated management system on such records is needed. As such, the study aims to propose metadata for the human rights records in the country. Furthermore, the study derived common and necessary elements for the management of human rights records and referred deficiencies to the United Nations' (UN) guidelines by analyzing three local and international organizations and two human rights record software. Overall, the metadata consists of 15 upper elements in total with their corresponding subelements. Each of the proposed upper elements consists of 13 essential and 2 optional elements.

In this paper, we propose a key management scheme which can provide delivery of the key used to encrypt a digital content from the package server to digital rights management (DRM) clients in a secure manner. The proposed scheme can protect digital content from attacks since an encrypted digital content is sent by a package server and only DRM clients can decrypt the encrypted digital content. It protects the key not only from purchasers but also among the other principals who manage the distribution and license servers.

The characteristics of agricultural water rights were examined for the national rivers in Korea. We suggest that the national rivers could according to the actual management organization of agricultural water right be categorized into national management rivers KOWACO(Korea Agrcultural & Rural Infrastructure COrporation) management river. The agricultural water right between the national and KOWACO management rivers have different characteristics for irrigation period permit procedure water charge and type of water right. The agricultural water rights are granted in the natural discharge less than reference droughty discharge for most of national management rivers and in the developed discharge for the KOWACO and KARICO management rivers. The current system of agricultural water rights is complicated inconsistent and incapable of coping with unusual drought and therefore it needs to be improved.

This study with emphasis on protecting human rights of people with mental disorder investigated human rights awareness among mental health workers and identify factors affecting their awareness. Questionnaires were sent out to employees working in mental health facilities in all parts of the country and of those 1094 were used to analyze. According to the analysis, employees' human rights awareness was ranked highest in the areas of occupational therapy and lowest in the areas of admission and discharge. Those who are women, aged between 30 and 40, highly educated, with long tenure, employed as social workers and working at rehabilitation programs presented high awareness of human rights so did employees with license in mental health and training experience in human rights. The result also presented negative correlation between employees' human rights awareness and their prejudice against people with mental disorder. Through this study, guidelines will be set up to help employees acknowledge the importance of human rights awareness and raise their awareness to promote and practice human rights of people with mental disorder.

This study assessed and compared the expectation levels of in- and out-patients at hospitals of different size in relation to patients' view of their rights. A survey of out-patients visiting university hospitals (204 patients) and small to mid size community hospitals (215 patients) in Seoul and Kyeongki Province was conducted, where the respondents reported their perceptions of patient rights. Based on the survey, their respective expectation levels for the medical services that they would receive was assessed and analyzed for exploring possible factors for their selecting small to mid sized hospitals over larger hospitals. The results showed difference in perceptions between patients visiting or staying in lager and smaller hospitals. Namely, for out-patients, those at university hospitals had higher perceptions only about their rights to privacy while in hospital, whereas in the case of in-patients, those at small to mid size hospitals had higher perceptions only about their rights to access to inspection information. With respect to the results from analysis of difference in the expectation level for medical services between university and non-university hospital patients, it was found that in-patients at university hospitals had higher perceptions about their rights to choose to see hospital visitors while in hospital and rights to access to religious facilities.

전자상거래(e-commerce)의 발달은 과거의 전통적인 상거래를 IT기술을 이용한, 새로운 시장구조를 제공하고 있다. 특히 인터넷을 통한 소프트웨어, 게임, 동영상 등 디지털 컨텐츠(digital contents)에 대한 상거래가 크게 증가하고 있어, 이러한 디지털 컨텐츠의 유통에 신뢰를 제공할 수 있는 시스템, 즉 디지털 저작권관리(digital rights management system), 또는 디지털 지적 저작권관리(digital intellectual property system)에 대한 유통 비즈니스 모델이 필요하다. XrML은 권리(rights)를 명시하는 언어로써 본 연구는 XrML을 이용하여 저작권관리에 필요한 권리구조를 구현한 시스템(prototype)을 표현했다. 벤츠와 그에 따른 서비스들을 사용할 수 있는 권리와 조건들을 명시해준다. XrML은 현재 디지털 저작권관리(Digital Rights Management: DIPR)에 가장 많이 쓰이고 있는 Rights Language이다. XrML은 ContentGuard가 개발한 DIPR 서술 언어로 전 세계 산업계 표준으로 추진하기 위하여 파트너 회사 확대, 기능 확장, 무료 / 공개 형식으로 보급을 추진중이다.

The web-based technology allows anybody who has access to the Internet to get all kinds of information from the World Wide Web. It brings about issues regarding intellectual property and copyright threats. After content is downloaded, no further protection is provided on the content that has been accessed. DRM (Digital Right Management) technologies came out to ensure the protection of copyrighted content and information. In this paper, we propose architecture of license-based digital rights management system for protection of contents and principles' rights such as contents creators, providers, distributors, and uses in contents distribution value-chain over Internet. This system makes on-line processing of all value-chain from creator to purchaser possible, compared with existing DRM products only supporting only limited distribution between distributor and purchaser.

Under the influence of growing popularity of "hallyu" (Korean wave), corporates that have copyrights such as music, movie, drama as their core competitiveness are showing continuing growth. In Addition, they built on contents are rapidly growing, interests in protection and management of intellectual property rights linked to contents are growing. Global contents development corporates are making great efforts to create profits out of copyrights. They could utilize original contents to strengthen brand value use it to produce additional contents in current market. Also they take advantage of existing storyline of the contents and strong brand to explore new markets. This paper looks into Value articulation model by Professor James Conley and analyzed the firms that utilized intellectual property rights to extend the period of protection, strengthen their competitiveness and succeeded in breaking into new market by using the rights they possess. Also, this paper examines the usage of intellectual property rights and business expansion strategy of of Iconix, the Korean entertainment company, which gained tremendous popularity in last ten years using this model. In Value articulation model, Conley classifies the process of exploiting the portfolio of the single product's(or service's) intellectual property right for a period of time into three stages ; value transference, value translation, value transportation. Pororo's strategy of utilizing intellectual property right is suggestive to domestic entertainment companies. Under the influence of hallyu" (Korean wave), domestic contents such as movies, dramas and music are enjoying the high level of popularity recently not to mention animations. In reality, Korean entertainment companies who have no background or experience of Intellectual property rights are not creating enough added values compared to fast growing market. It is believed Iconix's intellectual property rights management strategy will suggest positive aspects to domestic companies. Moreover, I hope various intellectual property rights management strategies including Conley's value articulation are studied and they can make contributions to managing domestic entertainment companies.
