To preserve competitiveness in rapidly changing world military market and to adapt themselves to newly-developed warfare, many developed counties have been readjusting their military organizations and technical procedures. In a private sector, business reengineering and other innovative efforts were made to respond to this change, using structural approaches. In the military sector, the United States is the one leading this move. She has been trying to reorganize her military structure to hold her hegemony in world politics for the coming 21st century. The purpose of this paper, is, (1) to analyze the information technology on the military revolution, (2) to deduce what to be changed, and (3) to infer how to change. The comparison between Korea and U.S. in terms of the real military situation was made to analyze these three research questions. The study was based on the structural contingency theory, one of the environmental analysis models, being introduced to explore the Revolution in Military Affairs(RMA) case in United States and Korea. The conclusion may be summarized as follows; First, information-based society which is characterized by the development of information technology and environmental, complexity and weakness in security affairs will affect the military factors such as the issue of holding information superiority, changing warfare in proportion to the military-scientific development and weakness in military security. This trend will be more deep-rooted and multiple in its influence on the military affairs.

Russia invaded Ukraine in February 2022. Many military experts predicted that Russia could defeat Ukraine within a week, but the Ukraine-Russia War has not been going as expected. Indeed, Ukraine military has been defending well and seems to fight more efficiently than Russian military. There are many reasons for this unexpected situation and one apparent thing is due to artificial intelligence (AI) technologies. This study focused on AI-enabled combats that the Armed Forces of Ukraine has carried out around Siverskyi Donets River, the Crimean Peninsula, and suburbs of Kyiv. For more systematic analysis, the revolution in military affairs (RMA) theory was applied. There are four significant implications inferred by studying current Ukraine-Russia War. First, AI technologies are effective even in the current status and seems to be more influential. Second, hyper-connected network by satellite communications must be needed to enhance the AI weapon effects. Third, military AI technologies should be based on the civil-military cooperation to keep up with pace of technological innovation. Fourth, AI ethics in military should be seriously considered and established in the use of AI technologies. We expect that this study could help ROK Armed Forces to be modernized in the revolutionary fashion, especially for manned and unmanned teaming (MUM-T) system.
In present, advanced countries in the world are seen concentring on Military Transformation to create new military capability as there is a shift in Warfare Paradigm. Rapid development of technology enables military system, operational concept and organization innovated. As a result, Revolution in Military Affairs(RMA) that dramatically increased warfighting capability is pursued. Especially, advanced information technology constructs system of systems with abilities of battle visualization, information sharing in battlefield, long-range strike capability that are interoperable and combined. Corresponding to this, engagement methods and organizations are being progressively developed. The purpose of this thesis is overview of newly developing Warfare Paradigm and analysis of tendency of Military Transformation that advanced countries are pursuing preparation to this. Above all, specific aspects and contents of the Warfare Paradigm which emerged by information age were summarized. Subsequently, Military Transformation which provides the basic concepts and principles to the advanced countries in the world for the creation of new military capability was discussed. In conclusion, the tendency of Military Transformation by U.S.A, Japan, China, and Russia surround the Korean peninsular as the major power in military was carefully observed.

In this study, based on the awareness of the problem of current scientific guard systems of ROKA, We suggested a develoment direction for scientific guard system applying 3 elements of Revolution in Military Affairs by 2035. To this end, we analyzed challenges of current scientific guard systems and reviewed similar cases in other countries. Based on this, We suggested a develoment direction for scientific guard system, comprised of the concept of gurad operation, the organization of guard troops, and MUM-T(manned and unmanned teaming) by applying the framework of 3 elements of military innovation (operation concept, organization, weapon system). In order to overcome challenges at hand, we need a innovative scientific guard systems that applies MUM-T based on high technology along with agile&smart guard troops.
It has been fifteen years since military science was introduced into private and public universities since 2004. The department focuses on the improvements of the South Korean Army quality based on the Korean Army's traits including: an increase of power in the armed force and operations through research, development, and the expansion of a cooperation between the public (civilians) and military. Approximately, four hundred students from various universities in the military science department graduate in order to become an officer. The fourth industrial revolution causes structural transformation to our lives. Through the use of Artificial Intelligence (AI,) war and the military as a whole will be altered significantly particularly with regard to efficiency. Nevertheless, it is important for us to train officers in creative ways so that they can deal with situations where machines will be unable to handle situations. Considering this change in our lives, it is necessary for the military science departments to change the way to teach and train their students. In order to accomplish this goal, we need to introduce a method called "Flipped Learning" and during the process all the members need to participate and communicate in an interactive way. By doing this, the military science departments will play an important role by improving human resource in terms of military and national security.

Sun Tzu once clarified that "One who knows the enemy and knows himself will not be endangered in a hundred engagements, " while Clausewitz explained that "A victory will be guaranteed for one who can overcome 'fog and friction' at a battlefield." Now the U.S. is striving hard to develop an American version of RMA (Revolution in Military Affairs)/MTR (Military Technical Revolution) by utilizing its rapidly emerging information technology in the information age. The U.S. firmly believes that its RMA/MTR with less defense expenditure can provide all combat players in the battlespace with "dominant battle awareness, " by which no nation will be able to challenge U.S. military superiority. The Republic of Korea Army(ROKA) has carried out a deep change to prepare for the future war since 2017. For this, Korea Army Research Center for Future & Innovation(KARCFI) established in 2018 tried to spread out boom of innovation toward the whole ROKA. A number of ROKA members mentioned the necessity of research methodology creating future crucial capabilities, weapons, combat concepts, structures, etc. KARCFI researchers established a thinking process for revolution in military affairs(RMA) to rapidly respond field requests and optimized it through validity assessment of professionals and experiment in Army Innovation School. As a result, a thinking process for RMA provided creative ideas with the Army's vision and strategy, was included in its education system. Simultaneously, it became one of methodologies for the Army's research tasks and KCI journals. From now on, a thinking process for RMA will be able to signpost for RMA of the Army through diverse following studies.
This article aims to critically review recent U. S. RMA-centered theories of warfare having prevailed after the 1991-92 Gulf War upon which the current ROKA military transformation project, the Vision 2020, largely based. In order to evaluate validity as a universal warfighing theory of NCW (Network Centric Warfare) and EBO (Effects-Based Operations), this article reviews the intrinsic strength and weakness of the theories as well as results of several recent wars that the U. S. Army conducted based on doctrines derived form such theories, In addition, this article examines the impact of certain military technology or weapon system in some well-known historical wars to draw lessons regarding the relationship between technology(weapon system) and military victory. Historical examples has shown that victories in war were not achieved by new technologies alone in most cases. Rather military victories tended to owe to combination of new technology, original doctrine and well conceived organization. Although the U. S. Armed Forces showed brilliant records of operational successes anchored on the system of PGMs and NCW concepts in Iraq (1991-92; 2003) and Afghanistan (2001-02), it must be pointed out that the operational successes did not bring about political ones in cases of Iraq and Afghanistan. It reminds us of perils of too technologically tilted approach to the conduct of war. In sum, one ought to recognize that superior technology nowadays became a necessary condition of success but is not yet a sufficient condition, the ROKA needs to be abreast with development trends of military technologies and related theoretical concepts, it need not too be in a hurry in adopting cutting edged war-making technologies at the expense of large amount of budget. The essay recommends for the ROKA several basic requirements for coping with conduct of future wars as well as establishing a 'Korean style military thought'; (1) Recognition of importance of technology in conduct of war; (2) Imposition of officer self-study hours in working days; (3) Establishing a lifestyle of military professionalism in the Korean officer corps; (4) Setting up small or large groups of think-tanks that are specialized in army doctrinal formulation.

That is how change of ubiquitous paradigm could influence to the defence sector and which appearance could be arisen in ubiquitous defence environment. The second purpose of this study is to predict the characteristics of Planing, Programing, Budgeting, Executing, Evaluating, System (PPBEES) of the defence sector.

C4ISR, the military IT revolution, as a integrated technology innovation of Command, Control, Communications, Computer, Intelligence, Surveillance and Reconnaissance suggests that the aspect of the future war hereafter is changing much.
