This study was conducted to supply information that can be utilized as data for desalination plant construction in the future by estimating unit cost of water production in the potential site of Incheon, Daesan, Yeosu, Busan, Ulsan and Sokcho in Korea. The production costs in Sokcho and Ulsan were similar to those of Busan and Yeosu. Those four sites showed better economic range due to low construction cost for intake facility compared to Incheon and Daesan. Although the salinity measured in the above 6 sites did not show perceptible effect on the production cost, the difference of seasonal seawater temperature needs to be considered due to the change of flux in reverse osmosis (RO) membrane. It turned out that the most critical parameters are the amortization in a year by the analysis of life cycle and the capacity of plant. Incheon and Daesan showed the difference of production cost up to 29% at the condition of amortization in 25 year, and up to 22% depending on plant capacity. However, the production cost in this study did not take into account of other indirect costs, therefore, this should be considered as the minimum cost.

Climate change has increased the need to secure a new water resource in addition to the traditional water resources such as surface water and ground water. The seawater desalination market is growing sharply in accordance with this situation in Korea, "seawater engineering & architecture of high efficiency reverse osmosis (SEAHERO)" program was launched in 2007 to keep pace with world market trend. SEAHERO program was completed in 2014, contributed to turn the domestic technology in evaporative desalination technology to RO desalination technology. Currently, it is investigated that the average specific energy consumption of the whole RO plant is around $3.5kWh/m^3$. The Busan Gi-jang plant has shown $3.7{\sim}4.0kWh/m^3$, including operational electricity for plant and maintenance building. Although not world top level, domestic RO technology is considered to be able to compete in desalination market. Separately, many researchers in the world are developing new technologies for energy savings. Various processes, forward osmosis (FO), membrane distillation (MD) process are expected to compete with RO in the future market. In Korea, FO-RO hybrid process, MD and pressure retarded osmosis (PRO) process are under development through the research program in Ministry of Land, Infrastructure and Transport (MOLIT). The desalination technology level is expected to decrease to $2.5kWh/m^3$.
중소형 폐기물소각설비의 저압 저질의 포화증기를 이용한 폐열발전용 용수처리에 관한 연구를 수행 하였다. 기존 소각설비에 적용된 강산성 이온교환수지형 연수기에 역삼투압 멤브레인 처리와 강염기성 이온교환수지형 용수처리를 연결하여 보일러 용수를 처리한 결과, KS B6209의 30 $kg/cm_2$ 증기 압력의 보일러 용수기준에는 적합하였고, 증기의 비체적으로 증기 농도로 환산하면. 역삼투압법처리에 의한 방법보다는 강염기성이온교환수지형 용수처리를 연계 처리한 결과가 중소형폐기물소각설비의 저압증기터빈발전에 보다 적합한 것으로 나타났다.

Electrochemical deionization (EDI) offers continuous demineralization at higher water recovery rates (>90%), compared with mixed bed ion exchange, and without the use of chemical regenerants and the associated production of saline waste water. Although EDI technology has been used in some power generation applications, its wider application requires the satisfactory resolution of outstanding capital cost and performance issues. This paper reports on the field evaluation of a new cost-effective EDI technology in a power generation application. The E-Cell System$^{TM}$, which became commercially available in the fourth quarter of 1996, consists of a rugged, modular system, based on a new high-performance EDI stack. Starting in May 1996, a 100 gpm modular EDI pilot system, rated for operation at 100 psi, was evaluated at the TVA Brown's Ferry Nuclear Plant. The feed consisted of Reverse Osmosis (RO) permeate with a conductivity of 4-7 $\mu$S/cm. The pilot system reliably produced 17.8-18.0 M$\Omega$.cm water under design operating conditions, independent. Silica levels were reduced from ca. 50 ppb to 4 ppb, while TOC levels were reduced from ca. 120 ppb to 30 ppb.
In order to reuse and concentrate the sewage, a forward osmosis using fertilizer as draw solution was applied. Sewage-1, which is the supernatant after settling for 30 minutes for the primary settling basin influent, and Sewage-2, which is the supernatant after settling for 30 minutes for the effluent, and Sewage-3, which is the filtrate filtered through a $1{\mu}m$ cartridge filter for the effluent were tested. Eight draw solutions of $NH_4H_2PO_4$, KCl, $KNO_3$, $NH_4Cl$, $(NH_4)_2HPO_4$, $NH_4NO_3$, $NH_4HCO_3$, and $KHCO_3$ were used in consideration of osmotic pressure, solubility and pH. In the case of Sewage-3, the permeate flux was almost similar to that of the discharge water of the sewage treatment plant, and was larger than that of Sewage-1 and Sewage-2. $NH_4H_2PO_4$ was the smallest, and $NH_4NO_3$ was the largest in the specific reverse solute flux. $NH_4H_2PO_4$ was found to be most useful for the reuse and concentration of sewage because it contains nitrogen and phosphorus, which are the major components of fertilizer, as well as low specific reverse solute flux. When $NH_4H_2PO_4$ was used as the draw solution, the concentration factor after 24 hours for Sewage-3 was 1.72.
Water factory 21(WF 2) in Orange County California, is a advanced wastewater treatment(AWT) plant designed to reclaim biologically treated munidpal wastewater for injection into a seawater barrier system. Processes included are lime treatment air stripping, filtration, activated carbon adsorption, reverse osmosis(RO), and chlorination. The effectiveness of each treatment process is presented including pretreatment, RO dimineralization. The data collected show that the processes, including RO, used at WF-21 are capable of producing a very high quality water on a reliable basis. Treatment reduced all contaminants, to levels below national primary drinldng water regulation maximum contaminant levels. It was found that lime clarified secondary effluent can be used as feedwater to a RO dimineralizer. Experiments with new low pressure membrane(250psi) show great potential for reducing RO cost.

Desalination by reverse osmosis (RO), which first entered commercial use in the 1970s, was initially mainly used for treating brackish water. Technological progress led to the development of an RO membrane enabling single-pass seawater desalination. Toyobo succeeded in developing a single-pass seawater desalination RO module composed of hollow fiber type membranes made of cellulose triacetate in 1978, and then in 1979 began production of the first commercially available double-element module. This double-element module has many advantages suitable for seawater desalination. It has high chlorine tolerance and high salt rejection, derived from the properties of the membrane material, and it is highly resistant to fouling and scaling matters due to the unique flow pattern and fiber bundle configuration. These advantages help to explain why the Toyobo double-element module has been used so successfully at the many seawater desalination plants around the world. Since the 1980s, large plants capable of desalinating several tens of thousands of cubic meters a day have sprung up around the Mediterranean and In the Middle East. The Jeddah RO Phase I Plant, which has a capacity of 56, 800m$^3$/day, went into operation in 1989. In 1994, the same sized Phase II Plant came on stream, giving the plant a huge total capacity of 113, 600m$^3$/day. The plant constructor Mitsubishi Heavy Industries, Ltd. (MHI), and the RO membrane manufacturer Toyobo Co., Ltd. In 1998, the world's largest RO seawater desalination plant in operation, which has a capacity of 128, 000m$^3$/day and is run by Saudi Arabia's Saline Water Conversion Corporation (SWCC), went into operation at Yanbu. RO seawater desalination technology has thus already reached the stage of full-scale commercial use. In order to encourage its wider use, however, RO desalination needs to be made more economical by lowering construction and water treatment costs. Toyobo has therefore developed a new economical RO desalination system by a recovery ratio of 60% using a high-pressure module with a high product flow rate. In 2000, Toyobo high recovery membrane module was selected for the largest seawater desalination plant in Japan, which has a capacity of 50, 000m$^3$/day.

Desalination is getting more attention as an alternative to solve a global water shortage problem in the future. Especially, a desalination technology is being expected as a new growth engine of Korea's overseas plant business besides one of the solutions of domestic water shortage problem. In the past, a thermal evaporation technology was a predominant method in desalination market, but more than 75% of the current market is hold by a membrane-based reverse osmosis technology because of its lower energy consumption rate for desalination. In the future, it is expected to have more energy efficient desalination process. Accordingly, various processes are being developed to further enhance the desalination energy efficiency. One of the promising technologies is a desalination process combined with Pressure Retarded Osmosis (PRO) process. The PRO technology is able to generate energy by using osmotic pressure of seawater or desalination brine. And the other benefits are that it has no emission of $CO_2$ and the limited impact of external environmental factors. However, it is not commercialized yet because a high-performance PRO membrane and module, and a PRO system optimization technology is not sufficiently developed. In this paper, the recent research direction and progress of the SWRO-PRO hybrid desalination was discussed regarding a PRO membrane and module, an energy recovery system, pre-treatment and system optimization technologies, and so on.
A coagulation process for RO (reverse osmosis) membrane pretreatment system was an effective technology to remove colloidal and particulate matters. However, coagulant residuals from the pretreatment process may negatively affect RO membrane performance. The bench-scale coagulant exposure study was performed to investigate the effect of their residual on adsorbed mass which related to the membrane performance. Coagulant addition in this study ranged from 0 to 5mg/L ferric chloride, alum, and 2mg/L cationic polymer(poly-di-methyldiallyl ammonium chloride) as coagulant aids. This results showed that adsorbed mass is not significantly increased during short-time period, however, accumulated mass of coagulants on the membrane surface is significantly increased during long-time experimental period. The effect of pH on coagulants adsorption characteristics was significantly differed due to the electrostatic repulsive interactions between soluble coagulants and membrane surface charge. This data suggest that the RO membrane performance of drinking water treatment plant could be decreased by adsorption of residual coagulants when applied for the coagulant pretreatment process.
