  • The purpose of the study focuses on the agriculture education services in the changing rural areas conditions such as population decline, aging society, and returning farmers. The study reviews the effects of agricultural education services on returning farmers and local residents for satisfaction, intention for recommendation, and intention to continue participation. Further, the study aims to investigate any difference in the level of satisfaction for two groups. The results suggested that there is a meaningful difference between return-farmers and local residents. Among the demographic variables, age and income showed a notable difference. However, sex, level of education and type of household did not suggest noticeable differences. In addition, the study accessed agricultural education from a service perspective and analyzed its service quality and customer satisfaction, loyalty and relationship using a service profit chain model. Like the result of most other studies, the analysis showed that these had positive relationships. While the study focused on the efficiency of agriculture education training program in agriculture technology centers, the study carries a meaningful value in that it discovered a meaningful difference in the satisfaction level between returning farmers and locals despite the fact that agriculture education was applied as a part of service. In practical terms, the study pointed out the need for consumer-centered education that reflects the characteristics of the groups rather than standardized education.

  • This paper describes the background and the development of a hydrologic network flow model. The model was development to simulate daily water demand and supply for selected stream reaches within a watershed, and used as a tool for evaluating, simulating, and planning a water resources system. The proposed network flow model considers daily runoff from subareas, various water demands, and diversion structures within each subarea. Daily streamflow at a reach is simulated after balancing the water demands from subareas. The lateral inflow from subareas is simulated using a modified tank model. Total water demands consist of the daily demands for agricultural, domestic, industrial, livestock, fishery, and environmental uses within a rural district. The return flow, diversions from sources and storage components such as reservoirs were also incorporated into the mode l . The developed model is a generalized version that may be applied to different combinations of river reaches for a given system. This may help potential users identify areas where water supply does not suffice the demands for different time horizons.

  • Immigrant farmers work in various social and economic fields of activity, settling in their rural community. In this study, I inquired into the way of acting of immigrant farmers, based on the texts which were made in the precedent studies. The texts were transcriptions that were made by interviews with immigrant farmers. I classified immigrant farmers' activities into 8 groups that were related to; farming, nonfarm business, off-farm business, volunteering, participating in community organization, lifelong learning, leisure and social interaction in everyday life. And, I tried to capture the characteristics and meanings of those activities. The implications from this analysis are as followings: 1) most of immigrant farmers have small family farm so that they need nonfarm or off-farm jobs, 2) pluri-acivities of immigrant farm households can contribute to their community's economic viability, 3) their economic activities should be observed carefully in the perspective of self-help approach in community development as well as farm households' livelihood strategy, 4) immigrant farmers have many difficulties to participate in community, nevertheless community participation will improve the social capital, 5) gender-sensitive policy should be developed.

  • Urbanization means the sudden increment of a population and the industrialization. The hydrologic water cycle causes many changes due to urbanization. Therefore, the affects that urbanization influences on the precipitation events were analyzed. But the precipitation events are very much influenced many meteorological and climatologically indices besides the effect of an urbanization. So, an analysis was performed by using precipitation data observed in many spots of the Korean peninsula. The analysis data are annual precipitation, the duration 1 daily maximum amount of precipitation, the rainy days, and 10 mm over the rainy days, and 80 mm. seasonal precipitation and seasonal rainy days. The analytical method classified 4 clusters in which the precipitation characteristic is similar through the cluster analysis. It compared and analyzed precipitation events of the urban and rural stations. Moreover, the representative rainfall stations were selected and the urban stations and rural stations were compared. In the analyzed result, the increment of the rainy days was conspicuous over 80mm in which it can cause the heavy rainfall. By using time precipitation data, the design precipitation was calculated. Rainfall events over probability precipitation on duration and return period were analyzed. The times in which it exceeds the probability precipitation in which the urban area is used for the hydrologic structure design in comparison with the rural area more was very much exposed to increase.

  • BACKGROUND: Green manure and graminaceousmanure crops have several benefits, such as improving soil physical and chemical properties and utilizing excessive greenhouse nutrients that they have a potential to be a water pollutant source. METHODS AND RESULTS: The objective of this study was to investigate nitrogen (N) supplying capabilities of green manure and graminaceous manure crops for lettuce (Lactuca sativa L.) and Chinese cabbage (Brassica campestris L.) grown under greenhouse conditions. For this two leguminous manures (Crotalaria juncea (Cr.) and Sesbaniaexaltata (Se.)) and two graminaceous manures (Sorghum bicolor; Haussolgo(Ha.) and Sudangrass (Sg.)) in the greenhouse were grown, cut, and incorporated into the greenhouse soil before planting. Chemical nitrogen (N) fertilizer rate was estimated based on N recommendation for lettuce and Chinese cabbage. 100% of the N recommended rates (1N) were 70 kg N $ha^{-1}$ for lettuce and 60 kg N $ha^{-1}$ for Chinese cabbage and 50% of the N recommendation rates (0.5N) were 35 kg N $ha^{-1}$ for lettuce and 30 kg N $ha^{-1}$ for Chinese cabbage. Nitrogen treatments were control (0N), Cr., Se., Cr + 0.5 N, Se + 0.5 N, Ha + 0.5 N, Sg + 0.5 N, and N recommendation rate (1N). Incorporated N from green manure and graminaceous manure crops were 130, 116, 93, and 87 kg N $ha^{-1}$ for Cr., Se., Ha., and Sg., respectively. Lettuce and Chinese cabbage were grown after incorporated green manure crops into the greenhouse soil. There was no significant difference in lettuce and Chinese cabbage yields under N treatments except control (0 kg/ha). Nitrogen use efficiency (NUE)was from 44% to 73% and the highest NUE was under Se. treatment. Although yields were not statistically different under N treatments except control, actual yield increase ranged from 170 to 1,100 kg/ha for lettuce and ranged from 2,770 to 5,210 kg/ha for Chinese cabbage compared to yield under N recommendation rate. Estimated economic benefit from this would be higher approximately between \2,770,000 and \5,210,000/ha under N treatments except control than the N recommendation rate. CONCLUSION: These results suggest that incorporating green manure crops, such as Cr. and SeSe. into soil or adding 0.5 N after incorporation of them can be beneficial in many ways in that it increases economic return because of yield increase, reduces the use of chemical N, and decreases the negative environmental impact on water quality because excessive N in the greenhouse soil can be used by green manure crops during the fallow.

  • Up to date, the economic feasibility analysis on land consolidation and on-farm development projects were mainly depended upon the direct benefits from market value of project outputs. Therefore the projects were neglected in allocation of the government's financial funds and loans on account of undervaluation of the project benefits including socio-economic and environmental values of the projects. Accordingly the Extended Benefit Cost Analysis Method should be adapted to cover not only the benefits such as non-market values of environmental functions of the projects and but also the economic market values of the project outputs. The main objectives of this study is (1) to provision of the guideline for economic feasibility analysis based on the IBRD and ADB guidelines, (2) to estimate the benefits such as Productivity increase effect, labor saving effect, off-farm income increase effect during off-farm season, saving of O&M cost of farm mechanization, enhance of farmer's public health, increase of environmental public function of paddy fields, effect of food security and establishment of peaceful and uncontroversial rural society by implementing the land consolidation and on-farm development, (3) to introduce the newly adapted analytical method as the extended benefit cost analysis which could make possible the analysis of non-market goods such as the food security value and the environmental public value of paddy fields. To carry out the study, the publication on the guideline for economic analysis of agricultural projects were reviewed and consulted and for the post evaluation of the land consolidation and on-farm development project, field survey in Jeongja area were made for the feasibility study of the project by new method. According to the initial project plan, Jeongja land consolidation and on-farm development project has 96ha of benefit area and the project was started in 1989 and completed in the spring, 1990. The total project costs were amounted to 1,052 million won and the annual project benefits were estimated at 135.4 million in 1989 constant market prices. On the other hand, the newly estimated project benefits as a part of post evaluation of the project were amounted to 602.1 million won including all the benefits from the market and non-market commodities of the project as mentioned above column. The original IRP(Internal rate of return) of the project was estimated at 15.81%. On the other hand, the IRR of the post evaluation of the project was amounted to 16.83%. In case of including the benefit from the environment public function of paddy field, the SRR(Social Rate of Return) was reached to 38.81% and when we added the benefit from food security of the project, the SRR showed very high rate as 46.41%. In conclusion, the project were verified socio-economically feasible and environmentally sustainable considering the above decision making criteria.

  • The number of modernized green houses have been increased to produce high quality and high-payoff farm products. The unit investment costs per pyeong($3.3058m^2$) for building a glass house was estimated at 449 thousand won. On the other hand, the unit prices for the PC house with iron frame and the vynil house with automatic control system were revealed 365 thousand won and 93 thousand won respectively. The main objective of the study was to identify the financial feasibility of the green house investment prevailed in rural area. At present, some farmers have selected the green house without any consideration of profitability of crops and accessiblity of their fanning practices and technology. For the soundness of green house cultivation and management, the indices of finacial efficiency for the modernized green houses were necessary. The decesion making criteria such as NPV(Net Present Value), IRR(Internal Rate of Return), B/C Ratio and Payback Period were analyzed for the individual high investment facilities considering the present farmer's technology and on-farm benefits and costs. The results of the feasibility analysis of green houses were as follows: 1. In case of 100% private burden of the investment costs, NPV revealed only positive value for the vinyl house with automatic system and IRR for the house was also estimated at more than 10% and B/C Ratio was amounted to more than 1.0. On the other hand, the other glass and PC houses showed negative NPV and unacceptable B/C ratio and IRR. 2. In case of the following terms and conditions as 50% Government subsidy, 20% loans and 30% farmers burden of the total investment cost, all the green houses showed acceptable IRR, B/C Ratio and NPV. 3. The financial feasibility of the glass house was acceptable in tomato cultivation rather than in cucumber cultivation. The payback periods of cucumber were represented as 8.9 years for glass house, 8.5 years for PC house and 4.1 years for vinyl house with automatic system respectively. In conclution, the glass and PC house cultivation of high value vegetables were only acceptable under the Goverment subsidy and loan systems from the view point of farmer's financial situations. On account of the unacceptable economic rate of return, the government subsidy and loan policy for glass house cultivation should be transfered to the vinyl and pc houses in the future.

  • The objectives of this study are to investigate the relationship between the growth of the horticultural sector and horticultural research and extension and to examine the socioeconomic returns to investment on research and extension in Korean horticulture. Data for horticultural production values, producer price indices and research and extension budgets for horticultural sector from 1965 to 1998 are collected from various sources. Multi-variate time series analysis technique with vector auto-regression model and Akino-Hayami Formula were employed for the analysis. This study finds (1) horticultural production responds about seven years later to the horticultural research investment shock. the magnitude of the impacts increases to a peak in seventeen years from the initial expenditures and then declines slowly thereafter until twenty years. and this peak gives a tip that horticultural research impact lasts much longer than grain's or agriculture's: (2) the social surplus from research investment benefits more to the consumer rather than to the horticultural producer: (3) B/C ratios in horticultural research are quite high with the range of 9 to 55 from 1965 to 1998. but these have been decreased since the early 1990s: (4) the socioeconomic returns to horticultural research is quite high with 56 percents of internal rate of return. It remains to be analyzed returns to investment on extension in horticulture because of no statistic significance in this study.
