Among numerous policy influencers' and researchers' advices and policy suggestions, there is little opposition to the proposition that technology is essential to the economic development. The role of technology has never been more emphasized than today in Korea as in any other countries. The effects of the government's innovation policy on corporate R&D activities and more broadly the economic welfare of a whole nation are widely recognized with intuitional and empirical evidence. That is, various R&D incentives reduce the marginal cost of a firm's R&D efforts, inducing as much increase of its R&D investment to result in a better chance to acquire target technology. This paper examines the impact of R&D incentives on the technological outcomes by analyzing individual firms' investment behaviors subject to the government's R&D incentive policies. An econometric model of technological outcomes is estimated on a project level with cross-sectional data. "Probit model" is employed for estimations. Special attention was given to the effectiveness of R&D programs by estimating policy impact by types of investment. The data were collected from 928 different R&D projects completed between 1987 and 1993. With the single equation approach, we were able to find that the structure of investment is a far more significant factor in technological outcomes than the total amount of investment. The analysis also shows that the two types of firms' matching investment, in-kind and cash, do not bear a complementary, but a substitutive relations to each other. It also reconfirms the proposition that R&D incentives increase firm's financial investment. Despite many supportive studies emphasizing the cooperation between innovation performers, it is also found that the larger the number of institutions involved in a project, the less likely it leads to a technological success, And meeting the proposed deadlines without postponing is estimated to be a good barometer to predict the outcome of an R&D project. Also the probabilities of success for major variables are represented for policy implications, after calculating marginal effects.
Special security guards working at nuclear power plants, one of the country's major facilities, serve as human protection to safeguard from threats to nuclear facilities and nuclear materials. The purpose of this study was to develop a physical fitness program for fitness management that is essential for the completion of missions of special guards. This program was designed to prepare the physical fitness test proposed by Jeong et al. (2019). Researchers conducted literature analysis, research meetings, expert meetings and pretests, and developed a 90-minute physical fitness program for 6 weeks, 3 times a week. In order to verify the effectiveness of the developed physical fitness program, the experiment was conducted on 29 subjects(control group: 15, exercise group:14). Specifically, a six-week physical fitness program was conducted for exercise groups, and the fitness test for a special security guard was conducted for all subjects before and after the experiment. As a result, it was found that the physical fitness program was effective in improving the performance of 20m shuttle run, leg tuck, 20m sprint & carry, and medicine ball back throw. Until recently, problems of neglecting fitness management of security guards have been pointed out. It is expected that the physical fitness program proposed by this study will be a practical alternative for security guards' fitness management.

Various assessment indexes have been developed and utilized to evaluate the driver workload. However, existing workload assessment indexes do not fully reflect driving habits and driving patterns of individual drivers. In addition, there exists significant differences in the amount of workload experienced by a driver and the ability to overcome the driver's workload. To overcome these limitations associated with existing indexes, this study has developed a novel workload assessment index to reflect an individual driver's driving pattern. An average of the absolute values of the steering velocity for each driver are set as a threshold value in order to reflect the driving patterns of individual drivers. Further, the sum of the areas of the steering velocities exceeding the threshold value, which is defined as erratic steering area (ESA) in this study, was quantified. The developed ESA index is applied in evaluating the driver workload of manually driven vehicles in automated vehicle platooning environments. Driving simulation experiments are conducted to collect drivers' responsive behavior data which are used for exploring the relationship between the NASA-TLX score and the ESA by the correlation analysis. As a result, ESA is found to have the greatest correlation with the NASA-TLX score among the various driver workload evaluation indexes in the lane change scenario, confirming the usefulness of ESA.

This study questions that mathematical evaluations strive to memorize fragmentary knowledge and have an objective test. To solve these problems on mathematical education We did descriptive test. Through the descriptive test, students think and express their ideas freely using mathematical terms. We want to know if that procedure is correct or not, and, if they understand what was being presented. We studied this because We want to analyze where and what kinds of faults they committed, and be able to correct an error so as to establish a correct mathematical concept. The result from this study can be summarized as the following; First, the mistakes students make when solving the descriptive tests can be divided into six things: error of question understanding, error of concept principle, error of data using, error of solving procedure, error of recording procedure, and solving procedure omissions. Second, students had difficulty with the part of the descriptive test that used logical thinking defined by mathematical terms. Third, errors pattern varied as did students' ability level. For high level students, there were a lot of cases of the solving procedure being correct, but simple calculations were not correct. There were also some mistakes due to some students' lack of concept understanding. For middle level students, they couldn't understand questions well, and they analyzed questions arbitrarily. They also have a tendency to solve questions using a wrong strategy with data that only they can understand. Low level students generally had difficulty understanding questions. Even when they understood questions, they couldn't derive the answers because they have a shortage of related knowledge as well as low enthusiasm on the subject.

This study focused on development of 60 m span PSC girder considering not only structural performance, but also economical efficiency and constructability including from the improvement of cross-section to the tendon profiles in sequence. Bulb-T type cross section was derived from optimization and actual possibilities to design a bridge were assessed through cross section evaluation. Tendons were also arranged efficiently so that the girder could resist the service load effectively. After developed girder was applied to a sample bridge, result of finite element analysis proved all load steps were satisfied with the allowable stress. Furthermore, it seemed that sufficient redundancy will be available to design a bridge safely. Based on these, a full-scale 60 m span girder was fabricated and 4 point bending test was performed. An initial crack occurred over twice of the service load in this experiment, which establishes adequate structural performance. 60 m span Half-Decked PSC girder developed in this study has a lower height for the given span which resulted from cross section improvement and efficient tendon layout. This girder also has not only the structural advantage, but also advantages in economical efficiency and constructability.
This study is to quantitatively evaluate the impact on surrounding groundwater of waterway tunnel excavation and cofferdam construction in which A-dam and B-dam, so prediction of groundwater fluctuation and tunnel lining installation was studied. As a result, drawdown of groundwater level during tunnel excavation and cofferdam construction occurred about 3.58 m in the tunnel shaft. The initial condition of groundwater level recovered by up to 90 % was simulated after the completed the construction of the tunnel and lining installation. Groundwater inflow in the tunnel evaluated was analyzed to have exceeding water design criteria of the tunnel. The groundwater inflow is reduced to maximum $0.006m^3/min/km$ after lining installation done in the tunnel, so effect of lining installation was evaluated as 93 % or more. Drawdown of about 0.04~0.31 m occurs in the houses and temples analysis of groundwater system of the surrounding area from construction. Drawdown has occurred nearly by considering annual groundwater level fluctuation of National Groundwater Observation Network.

The purpose of this study is to extract core situations that can arouse various academic emotions and to analyze the characteristics of intensity-frequency of these academic emotions from Korean elementary students in Science classes. To accomplish this study, authors conducted a survey of 642 sixth grade students. The result of the study are as follows: First, science academic emotions varied depending on each of the science learning situations. On the whole, positive-emotions were aroused in science experiment situations and negative-emotions were aroused in evaluation, personality of individuals and other people, teaching-learning method and science experiment situations. If teachers want to manage a specific emotion, they should control the core situations that can arouse that specific emotion. Second, positive-emotions appeared more than negative-emotions in intensity and frequency. But boredom, annoyance and stuffiness appeared the most among negative-emotions. Teachers have to reduce students' boredom, annoyance and stuffiness that are aroused in their science classes. Based on the results, authors become assured that introduction of the emotions was a very useful method in enhancing Korean elementary students' affective domain achievement in science classes.
This study aims at developing the model that is able to detect the compression wave, which is included as a similar situation in incidents, that causes false applicable to the similar character such as incidents in the incident detection model for expressways. In this study, it has been checked whether the number of false alarms is decreased or not by modularizing this model for being able to applicable to other models such as DES and DELOS, etc. which do not perform the compression wave test based on the compression wave test process of APID model which has been being used in the expressway traffic management system currently. The evaluation in this study focuses on the sensitivity of the model and the results analysis is performed classified by each polling cycle. And how well these models are working is evaluated by each polling cycle. In addition to this, the detection rate, the false alarm rate and the average detection time in both the existing models and the model in this study are calcuated. As a result of appling the model in this study, it is found that the false alarm rate is improved through the reasonable decrease in the number of false alarm frequencies and there are not remarkable changes concerning the detection rate and the average detection time. To sum up, it is expected that a good number of improvement effects will be occurred when this model is applied to the actual expressway traffic management system.

When evaluating pillar stability in very closely spaced tunnels, a local safety factor (strength/stress ratio) at the minimum width has been widely used. Tension bolts have been frequently applied as reinforcement for the cases where safety factors are less than 1.0 from FEM stress analysis. However, the local safety factor shows a constant value irrespective of the change in pillar width/tunnel diameter (PW/D) and the safety factor of the pillar is underestimated because the variation of deviation stress is relatively small even when the pre-stressing is applied to the tension bolt. In addition, the average safety factor proposed by Hoek and Brown(1980) was reviewed, but the pillar safety factor was relatively overestimated when the width of the pillar was increased. As an alternative, the SRM safety factor using shear strength reduction method shows the effect of changing the safety factor in the case of no reinforcement and tension bolt reinforcement as the pillar width/tunnel diameter(PW/D) changes. The failure shape is also similar to the previous limit theory result. In this study, the safety factor was evaluated without considering rock bolt and shotcrete to distinguish reinforcing effect of tension bolt.
Since the introduction of the Riester Pension Scheme, the controversy has continued in the policy studies and the political debates. This study evaluates the achievements and limitations of the German Riester pension scheme and tries to derive policy implications for South Korea. As a result of the analysis, the most worthwhile achievement of the Riester Pension is to strengthen the role of the private pension schemes. Unlike other private pension schemes, it included a large part of lower income households. It also opened a new perspective of utilizing private pension schemes to accomplish the goals of the family policy. Despite these attainments, it does not reach the promised coverage rate. It also was revealed that the higher income households have concluded more Riester Pension Contracts than the targeted lower-income households. Due to high administration fee and incomplete information problems, benefit levels are supposed to be much lower than expected. It concludes, above all, despite some achievements, the Riester Pension Scheme will not fill completely the gap of old age income security caused by the reduction of the public pension system. The German case provides fruitful lessons for Korea. The introduction of a subsidized personal pension scheme in South Korea can be realized only when some prerequisites would be satisfied such as the consolidation and maturing of public pension schemes and the strengthening of the transparency in the private pension market.
