New buildings have been designed using different seismic design standards that have been revised. However, the seismic performance of existing buildings is evaluated through the same performance evaluation guidelines. Existing buildings may not satisfy the performance targets suggested in the current guidelines, but there are practical limitations to discriminating the existing buildings with poor seismic performance through a full investigation. In this regard, to classify buildings with poor seismic performance according to the applied standard, this study aimed to evaluate performance-based investigation of the seismic design proposals of buildings with different design standards. The target buildings were set as RC ordinary moment frames for office occupancy. Changes in seismic design criteria by period were analyzed, and the design spectrum changes of reinforced concrete ordinary moment resisting frames were compared to analyze the seismic load acting on the building during design. The seismic design plan was derived through structural analysis of the target model, compared the member force and cross-sectional performance, and a preliminary evaluation of the seismic performance was performed to analyze the performance level through DCR. As a result of the seismic performance analysis through the derived design, the reinforced concrete ordinary moment frame design based on AIK 2000 has an insufficient seismic performance level, so buildings built before 2005 are likely to need seismic reinforcement.

In this study, the analysis of density characteristics of some dredged and reclaimed ground sites, which is necessary for liquefaction evaluation of a dredged and reclaimed ground, was conducted. From analyzing a simplified liquefaction potential evaluation using SPT-N values which have been applied as domestic earthquake-resistant design criterion, improvement scheme is suggested. Based on the analysis result of density characteristics, it was found out that the relative density and the intial N-value ranged respectively $40{\sim}50%\;and\;5{\sim}8$. In the case of applying Liao & Whitman's equation to correct effective overburden pressure, liquefaction resistance of the upper ground that is relatively weaker than that of lower ground is overestimated. So, Skempton's equation is recommended. And the N value with depth which is applied for design process should be estimated by the exponential equation, $N=1.35{\sigma}'^{0.75}$.
Ministry of Science, ICT and Future Planning established the mobile application accessibility guideline on 2011 to help people with disabilities to use mobile applications, and has intimated it for governmental and public institutions to utilize. This paper presents an analysis of relationship between success criteria in the current mobile application accessibility guideline and the issues raised by users based on user evaluation performed on 5 mobile applications. Analysis results show that the current mobile application accessibility guideline doesn't apply accessibility requirements thoroughly because some mobile applications could not be accessed by users although they are fulfilling the guideline. To fully provide mobile application accessibility, success criteria such as keyboard accessibility, control size, label and time limit that are raised from the result of user evaluation need to be added to the current guideline. And the guideline need to be amended with modification or elimination of some success criteria.
This study was conducted to develop a teaching competency scales customized for teaching programs conducted by Center for Teaching & Learning at A University. To achieve this purpose, a preliminary study was set up, which consists of three competency groups (basic competency, practice competency, innovation competency) and 26 learning competency factors through a review of previous studies. In order to verify the reliability and validity of the provisional teaching competency scales, an online survey was conducted on A university teachers in September 2020, The collected questionnaire data were organized and exploratory factor analysis and confirmatory factor analysis were conducted. As a result of exploratory factor analysis, 26 teaching competency was reduced to 17. As a result of the confirmatory factor analysis, the model was found to be good, Also, as a result of analyzing the construct reliability and AVE of the confirmed teaching competency factors, all 17 factors showed a good level of .7 or more. The teaching competency scales developed through this study can be used as basic data for performance evaluation and development of new programs of CTL teaching program.

The purpose of this study was to develop self-evaluation criteria for objective verification and performance analysis of LINC 3.0. To achieve this goal, evaluation indicators in the fields of human resources development and skill development and commercialization were developed and their validity was verified. We investigated previous evaluation-related studies and similar cases to construct an evaluation model and system and develop indicators. The validity of the developed evaluation indicators was secured through two round Delphi surveys. As a result of the research, LINC 3.0 evaluation indicators can be divided into the field of human resources development and skill development and commercialization. A total of 66 evaluation indicators were developed. CIPP in the field of human resources development was developed with 13 categories and 38 evaluation indicators, and CIPP in the field of skill development and commercialization was developed with 12 categories and 28 evaluation indicators. The significance of this study is that it suggests a way to increase the objective verification and validity of the university industry-academia cooperation model by developing self-evaluation indicators for the LINC 3.0 project. The evaluation indicators developed in the research need to be continuously upgraded based on field usability, and it is necessary to improve the quality and competitiveness of university education by sharing and spreading excellent affairs.
Tug services are essential services to ensure port safety. However, due to the relatively low barrier to entry into the tug service market, the number of service companies has increased, which has led to growing concerns about excessive competition among companies and poor service quality. To solve these problems, it is necessary to prepare a service quality evaluation system, but full-fledged implementation remains far away. The purpose of this study is to develop a tug service quality evaluation model that can be practically applied. To this end, an evaluation model consisting of two major categories, eight middle categories, and 25 detailed evaluation indicators was developed through a literature review, case studies, and expert interviews. AHP analysis is also conducted to derive the relative importance of the evaluation items. As a result of the analysis, it was found that the weight of user satisfaction was higher than that of management evaluation. In addition, the weights for each detailed indicator of management evaluation were in descending order of facility management, company management, and financial soundness, and it was analyzed that the management of facilities directly used for services was important. User satisfaction is in descending order of safety, punctuality, service satisfaction convenience, and transparency. These results show that securing safety is a top priority, and that the inherent quality of services such as safety and punctuality is more urgent than those of the convenience and transparency of the process in terms of providing preliminary services.

This paper is to analyze the feasibility of area of agricultural and fishing village as the link of the broadband convergence network(BcN) build-up. For the project feasibility analysis, we utilized the questionnaire of experts and drew the new index of evaluation. By using the AHP technique, we evaluated the feasibility. And by reviewing precedent papers and references, it drew proper evaluation criteria and evaluated BcN feasibility using AHP; economic feasibility, technological feasibility and policy feasibility were figured out as main criteria and resulted evaluation criteria for BcN feasibility. As a result, we found the business enforcement was exposed to be apposite and inconsistency index showing the reliability of the analysis was showed up lowly as 0.0566. Afterward, the BcN business of construction contribute to the living improvement of a nation. Moreover, there will be a value as the basic materials for reasonably propelling the BcN project.

The safety speed 5030 policy, which is currently being implemented nationwide, tends to increase citizens' dissatisfaction due to reduced mobility and inconvenience. In order to successfully promote the Safety Speed 5030 policy, it is important to collect various opinions of citizens who use roads by deviating from quantitative policy evaluation criteria such as traffic accidents and traffic speed. Therefore, in this study, citizens who use roads were classified into a driver group and a non-driver group, and civic consciousness analysis such as adequacy evaluation of speed limit, satisfaction evaluation of road service quality (MDS), and importance-satisfaction analysis (IPA) was conducted. As a result of the analysis of civic consciousness, in particular, satisfaction with mobility, economy, and environment was low. Accordingly, it was intended to promote the successful implementation of the Safety Speed 5030 policy by presenting measures to improve the speed limit and quality of road service for roads with low satisfaction.
This study aims to apply the concept of regulatory stringency to the regulatory sandbox with a fresh perspective. The regulatory sandbox is a system that gives opportunities under certain conditions to new technologies or businesses that have not been launched due to inadequacy or insufficiency in legal systems. Previous research on regulatory sandboxes has mainly focused on discussions about their impact on specific technologies or business domains. This study attention to the results according to the evaluations. Among them, whether special cases for demonstration can evolve into official permission has garnered significant attention. For this study, among the cases that passed the regulatory sandbox evaluation from February, 2019, to December, 2022, 162 cases in the field of ICT convergence were selected. The evaluation results were classified into three groups 'positive interpretation (Fast Track)', 'temporary permission', and 'special case for demonstration.' Each case was assigned to one of the three groups. Through the comparative analysis, the common characteristics and differences were summarized. Then, this study explored improvement measures to pass a less restrictive regulatory sandbox. The analysis of the cases revealed that the differences in each evaluation result were attributed to variations in the technological characteristics and user protection features. Considering these differences, as well as the higher weight and importance of the preparation stage for sandbox application, this study suggested a three-step approach to prepare for temporary permission and positive interpretation rather than special case for demonstration. In addition, this thesis discussed the policy limitations of the regulatory sandbox mechanism in South Korea and the limitations of the current study. Hopefully, the results of this study would be beneficial to individuals and companies, particularly venture companies and startups seeking to develop new technologies or businesses and utilize regulatory sandboxes.
