중국 영토공정에 관한 대응방안 연구 (A Study on the Countermeasures for China's Territory Expanding)

  • 중국이 우리 영토인 '구려벌'을 그들의 영토로 만들기 위해 동북공정을 필두로 한 영토공정을 실시하고 있는 것에 대해, 중국 영토공정의 원인과 목적 및 실태를 분석하고 그에 대한 대응 방안을 제시함으로써 잃어버린 우리 영토를 수복하는 데 본연구의 목적이 있다. 이를 위해서 본 연구에서는 중국이 실시하는 영토공정에 대해 세부적으로 검토했다. 중국이 실시하는 영토공정인 동북공정과 단대공정, 탐원공정과 요하문명론은 물론 근대공정까지 실시하게 된 원인과 목적을 밝히고 그 내용을 점검하고 실태를 분석하여 문제점을 지적한 후 그에 대한 대응 방안을 제시했다. 중국은 영토공정을 실시하기 위해서 무엇보다 문화와 역사를 왜곡하였다. 따라서 본 연구에서도 문화와 역사적인 측면에서 중국이 주장하는 왜곡의 실태를 파악하고 그 모순을 짚어서 맞대응하는 방법을 택함으로써 차별성을 가졌다. 아울러 본 연구에서는 중국의 역사와 문화 왜곡은 물론 우리 스스로 중국이 주장하는 것들을 각기 딴 생각으로 해석하는 잘못을 지적하였다. 또 우리 영토를 지키는데 정부의 적극적인 대응이 매우 중요하다는 점을 강조하였다.

청계천의 3차원모델 및 가상현실컨텐츠 제작 (Constructing 3D Models and Virtual Reality Contents of CheongGyeCheon)

  • With the development of Geospatial Technology (GT), many countries and industries have been expanding their investment in constructing a cyber territory. As the critical components of this cyber territory, three-dimensional models and virtual reality contents based on these models of urban areas in particular have been considered. These models and contents can be intensively used for a city to decide the policies efficiently and to attract the interests of peoples while planning and performing large projects. In this study, we have thus constructed the 3D models and virtual reality contents of the large areas along the CheongGye stream to visualize the environment of these areas before and after the CheongGyeCheon restoration project being completed. Furthermore, we propose efficient methods to construct and visualize these large models, such as tile mapping and multiple LOD application.

일본 정치권의 독도인식과 우리의 대응전략 (Recognition of Japan politics about Dokdo and our strategy)

  • Last December, the Abe government came back, and it is critical core of Northeast Asia. They visited to Yasukuni Shrine, denied to Korea's invasion and they are denying all of their invasion history. I'm afraid they want to take Dokdo. Dokdo is Korean territory, but Japan politics assert it belongs to them. To make matters worse, they are waiting an opportunity to invade. Ministry of Foreign Affair blue paper and Ministry of Defense white paper have claimed Dokdo as Japanese territory, and many right wing politicians are taking part in the Cabinet. Liberal Democratic Party of Japan is becoming more right wing politicians than before by Japan Restoration Party, and the others also have more right wing ideologies. It can't control Japan right wing political parties. They finally aim to take Dokdo. In this situation, we have to defend Dokdo. Japan must be very important partner for our nation's development. But it is necessary to trust between two countries. Dokdo is effective controlled by Korea. It is the best way how to keep Dokdo. During Dokdo is effective controlled by Korea, the Japanese Government has limited Dokdo's ownership. Now we don't have any way to keep Dokdo except more effective control. We have strategies about Japanese claim of Dokdo's ownership as follows. First, we can overpower Japan right wing politics as Japan conscientious force's ideology. Second, Japan politics say to Dokdo's ownership is based on The San Francisco Treaty. But it is not right. Third, we have to exchange a lot of local government and civic society in Japan. Finally, we must prepare thoroughly to bring the matter to the International Court of Justice.

자치단체지역의 자연환경관리를 위한 보전지역 설정 (Conservation Area Designation Method for Natural Environmental Management in a Rural Local Government)

  • Local government with abundant natural resources should consider the nature conservation oriented planning process for the sustainable development. With this regard, the aim of this study is to provide a substantial methodology to support the decision-making process to designate the conservation areas. The objectives of the proposed methodology is to conserve natural resources in the local government's territory through quantitatively assessing the values of the natural resources based on various ecological factors such as topography, flora and fauna. In order to test the usability of the method, Gangneung City in Kangwon-Do is selected considering the latest data availability. Based on the assessment process land use of the subjected city could be categorized into 4 levels of conservative area, conservative level 1 area, conservative level 2 area, and conservative level 3 area. Among them, conservative area and conservative level 1 area could be combined as natural resources conservation area and the others could be regarded as buffer and transitional area. Especially conservation area is surrounded by conservation level 2 area. Conclusively, the GIS methods adopted in this could be the efficient illustrative tool to assess the local natural resource values with the central government established nature-environmental information systems.

웹 생태박물관을 활용한 문화유산의 기록과 보존 : 무등산을 중심으로 (A Record and Conservation of Cultural Heritages through Web Ecomuseum : the Case of Mountain Mudeung)

  • 1968년 프랑스에서 출현하여 전 세계로 널리 확산된 생태박물관은 유물의 소장 전시보다 어떤 지역의 자연 문화유산 전체를 '본래의 장소에서' 보존 해석하여 그 지역의 장소적 의미를 찾고 주민의 참여와 지역 공동체의 발전을 도모하는 것을 목적으로 하는 새로운 유형의 박물관이다. 이 박물관이 갖는 의의는 사라져가는 지역의 집단 기억을 회복하여 주민의 문화적 정체성을 되찾고 낙후된 지역을 활성화하는 데 있다. 그런데 이 박물관은 분산형 야외박물관인 경우가 많기 때문에 흩어져있는 지역 유산 전반에 대한 원격 정보 제공과 종합적 해석이 가능하도록 유산을 디지털화하여 기록 보존 해석 활용하는 '웹 생태박물관'이 필요하다. 본고에서는 무등산이라는 지역을 예로 들어 웹 생태박물관의 가능성과 그 구성 내용 방법에 대해 고찰하였다. 특히 후자에 대해서는 지역 고유의 주제를 선정하여 관련 유산을 토대로 디지털 아카이브를 구축(기록 보존)하고, 웹 전시를 개최(해석)하고, 전자문화지도를 제작(활용)하는 방안을 제시하였다.

낙동정맥 내 OECM 적용 가능 지역 발굴을 위한 마을 특성과 서식지 질 비교 (Comparison between village characteristics and habitat quality to application OECM in Nakdong-Jeongmaek)

  • The Jeongmaeks are Korea's unique forest space recognition system that diverged from the Baekdudaegan. The Jeongmaeks are easily exposed to pressure because it is adjacent to the living area. Among them, Nakdong-Jeongmaek has high biodiversity, but damage is accelerating. According to the Convention on Biological Diversity (CBD) in 2022, the target is to expand the area of terrestrial and marine protected areas to 30% of national territory by 2030. As of September 2023, the area of terrestrial protected areas in South Korea is only 16.97% of the country's territory. This is due in part to the high proportion of private forests in the region, which makes it difficult to establish protected areas. Therefore, there is a need to establish Other Effective Area-based Conservation Measure (OECMs), which pursue complex and effective conservation that considers multiple values, as an alternative to protected areas. This study aims to identify areas suitable for OECM and to provide opinions on the establishment of appropriate management plans for each value using SOM and InVEST Habitat Quality model. This study evaluated the habitat quality of 206 villages located within 1km of the Nakdong-Jeongmaek and compared the characteristics of villages classified by SOM. As a result, the habitat quality was 0.867 for Tourism village (ClusterIV), 0.838 for Conservation village (ClusterVI), 0.835 for Mixed village (ClusterI), 0.796 for Production (ClusterV), 0.731 for Rural village (ClusterIII) and 0.625 for Urban village (ClusterII). When the distribution was identified through statistical analysis, the Kruskal-Wallis test showed that the distributions were not identical, with a p-value of 1.53e-08. Dunn's test showed a difference between Tourism, Conservation and Rural, Urban village. However, Mixed village was overestimated due to the lack of villages and the small area included in the study area. Moreover, Conservation village was somewhat under-evaluated in the analysis due to the use of a single weight for protected areas. It is necessary to perform additional reinforcement of the value evaluation of Jeongmaeks by conducting Forest Resource Survey and the National Natural Environment Survey. Therefore, we believe that sufficient validity for the establishment of OECMs in the Nakdong-Jeongmaek can be provided by addressing these limitations and conducting additional research.

도시 내 자연환경(산림, 하천)과 근린공원의 연결 현황 평가 및 연결방안 (The Evaluation of Connectivity between Natural Environment (Forests and Rivers) and Neighborhood Parks Inside Cities in Gyeonggi-do)

  • In this research, the connectivity status between natural environment (forests and rivers) and urban parks in view of ecological networks in a city is evaluated and on the basis of these evaluation results, a future connectivity enhancing recommendations are suggested. As a result, the 96.8% of the connectivity role of the neighborhood parks were core or connected parks and as in terms of the ecological pattern on the outer park, 84.1% of the case neighborhood parks were connected to the ecological element at least one side. Therefore, it can be expected to play a role as corridor that enables the direct connection with the natural environment if the connection plan is well established. As a result of connectivity evaluation of the parks, inside of the parks had low ecological element overall and had low connectivity, outside of the parks had 1.5 times more of low connectivity parks than high connectivity parks, and had similar disconnections such as facilities(fence, soundproof walls, breast walls, etc.), developments(roads, apartment complexes, industrial complexes, etc.), or poor greens regardless of the neighborhood with the ecological elements. To increase the connectivity of ecological network, the cities already built shall secure primarily green territory where can connect with the isolated park due to the surrounding with the developing areas and when planning for new cities or residential complexes, it shall establish a connection plan with the nearby at the beginning.

비탈면 녹화 설계 및 시공 잠정 지침 (Design on Slopes Revegetation and Tentative Instruction on Construction Work)

  • In Korea, there has been no revegetation applicable standard for slopes formed by road construction work up to now, so revegetation work has been done using mostly foreign varieties in the manner of early revegetation. However, foreign varieties have some shortcomings; for example, they tend to be dried to death after construction work. Besides, due to the rift in the supporting soil, these revegetated varieties are often displaced from the slopes. Thus, the Ministry of Construction & Transportation on July, 2005 established revegetation standard on the slopes suited for the natural eco-system of Korea and organized positively recommending directions for using self-sewn plants growing near the slopes in overall consideration of soil, weather, regional conditions. The locations specified in this direction are the slopes at the road construction jobsite like the expressway, highways, and local roads. In addition, the Ministry's standard and directions stipulated that damaged slopes's natural environment and eco-system due to various road construction work should be restored, and thus a feeling of stability and pleasantness should be provided to road users as well. Also, the Ministry tried to select seed plants and revegetation measures suited for surrounding environment to put the environment-friendly slope revegetation measures into practice through the test revegetation work in order to prevent illegal construction practices and to improve the quality of revegetation. According to the direction, revegetation districts aimed at the slopes are divided into three ones in consideration of weather environment, regional environment, and forest environment as follows : national territory's core ecological green-land based district centering on the Taebaek Mountains; coastal ecosystem district including islands off the coast; inland eco-system district. The combination of revegetation plants according to environment revegetation districts, should be executed by dividing into herb-oriented type, woody plant colony type, and bio-species versatility restoration type, and the selection of seeding plants should be done in the presence of a supervisor and through test construction results and technology counseling from a specialist in natural eco-system restoration and revegetation measure seed combination standard according to environment revegetation districts. This direction will be executed in the manner of monitoring until the yea 2008 and 2009 it will be finalized and enforced on December, 2009.

지리산국립공원에 방사된 반달가슴곰의 행동권 분석 (Analysis of Home Range of Asiatic Black Bear Released in Jirisan National Park)

  • 본 연구는 지리산국립공원에 방사한 반달가슴곰 개체군 보전과 복원을 위한 서식지로서의 여건을 객관적으로 평가하기 위한 기초자료를 제공하는데 그 목적이 있다. 조사는 2008년부터 2010년까지 방사된 반달가슴곰 개체가 확인된 피아골, 빗점, 장당골, 뱀사골, 한신계곡, 칠선계곡에서 이루어졌다. 반달가슴곰의 조사연도별 행동권 크기에서는 뚜렷한 차이가 나타나지 않았다. 95% Minimun Convex Polygon(MCP)법으로 분석한 계절별 행동권 크기는 수컷이 봄 $25.64km^2$, 여름 $73.02km^2$, 가을 $41.58km^2$, 겨울 $6.11km^2$이었고, 암컷은 봄 $17.57km^2$, 여름 $27.45km^2$, 가을 $13.26km^2$, 겨울 $2.89km^2$으로 수컷의 행동권이 암컷보다 큰 것으로 나타났다. 반달가슴곰의 성별 행동고도는 수컷이 암컷보다 높은 것으로 분석되었다. 계절별 평균 행동고도는 봄 $894{\pm}33m$, 여름 $852{\pm}20m$, 가을 $985{\pm}67m$, 겨울 $996{\pm}26m$로 나타나 반달가슴곰은 겨울에 다른 계절에 비해 가장 높은 행동고도를 가지는 것으로 분석되었다.

「문화유물보호법」을 통해 본 북한의 문화유산 (Cultural Property in the territory of the North Korea considered from 'the law of the Democratic People's Republic of Korea on Protection of Cultural Property')

  • In this paper we examine cultural properties of the North Korea from 'the law of the Democratic People's Republic of Korea on Protection of Cultural Property". This law was adopted the Resolution of the Standing Committee of the Supreme People's Assembly of DPR of Korea in 1994. For our study, some other laws or rules established after the end of Japanese colonial occupation (1910-1945) in North Korea were examined. The policy on protection and conservation of cultural property in North Korea seems to have taken place a relatively rapid. The purpose of this law is to carry out the policy with a view to contributing to establishment of strict system and order for protection and management of cultural property, to their preservation in original state, to their proper inheritance and development, and to enhancement of national pride and confidence among the people. This law consists of 6 chapters (52 articles): (1) Fundamentals of the law on protection of cultural property, (2) Archaeological excavation and collection of cultural relics, (3) Evaluation and registration of cultural property, (4) Preservation and management of cultural property, (5) Restoration of cultural property, and (6) Guidance and control of cultural property protection. Nevertheless, it is difficult to find the evidence of efforts to exploit the cultural properties from an academic point of view in North Korea since the late 1980s.
