Knowledge plays a more important role in promoting entrepreneurship in the current information-led society than it did during the age of industrialization. Many recent studies found that entrepreneurship stimulates and generates innovation and economic growth. In response to the issues of long-term low growth, the Japanese government implemented several policies to encourage universities initiate entrepreneurial activities. This paper examines Japanese policies since 2014 that support universities in providing various programs for developing global entrepreneurs. Thirteen academic institutes were beneficiaries of three-year funding since the fiscal year of 2014. Each university designed its own educational programs according to their own contexts, built various forms of innovation ecosystems with domestic as well as international partner organizations, and offered entrepreneurship training courses or innovation workshops for companies to sustain its programs through broadening their funding bases. Due to the interdisciplinary nature and short history in operating the programs so far, it is difficult to evaluate the effectiveness of the programs. However, each participating university accumulated knowledge and experience while carrying out their various programs, suggesting important new directions for policymakers and education program designers in facilitating entrepreneurship and innovation.

Contemporary organizations strive for customer agility through the deployment of digital technologies on customer-focused operations to build enduring customer relationships, with mobile apps being one of its prominent examples. Drawing on prior agility and ECT literature, this study proposes a model to examine customers' view of a firm's customer agility. Our empirical test of conceptual model from data collected in a field study from 128 customers demonstrated that the conceptual model offers good explanation for customers' view of a firm's customer agility through relationships among customer expectations-customer perceived firm's responsiveness-satisfaction. Data were analyzed using PLS, polynomial modeling, and response surface methodology to examine the relationships between customers' digital interactions with the firm, influence of digitized interactions on customer expectations, customers' evaluation of firm's responsiveness, and subsequent customer satisfaction.

The Research of local governments in addressing climate change policy formulation and enforcement role in the formulation of local governments, and faithful to the role of local governments when addressing climate change to policy issues and is aimed to provide direction. The role of local governments' Star Statement by looking at best practices, through which more realistic and effective climate change response measures would be able to set aside. Local party organizations in addressing climate change and understanding the role and establishment and enforcement of the policy must be balanced community and residents more comfortable and be able to provide a comfortable life.

There is a limitation for a ship which is sailing on sea to gather weather and seastate informations. To make up for this weakness , land organizations can gather wider variety of information and evaluate the seakeeping performance on ship. and supply this information to the ship. In this study, calculated the response amplitude of ship motions with the weather information provided in real time, the norminal speed loss with obtaining increased of resistance caused by wave and stochastic process of the seakeeping performance elements. And the results have been achieved to develop a system whichcan evaluate the synthetic seakeeping performance. Using this system , the results have been studied to determine the feasibility of using this simulation inactual operation onboard ship.

IT Services market is growing rapidly in the business industry and SOA-based Web Services have been introduced as an effective vehicle for the integration of enterprise-wide applications within organizations. The number of publicly available Web Services is ever increasing recently in a variety of areas, and as the number of public Web Services increases, there will be many Web Services with the same functionality. These services, however, will vary in their QoS properties, such as price, response time and availability, and it is very important to choose a right service while satisfying given QoS constraints. This paper addresses the issue of selecting composite Web Services which involves conditional branches in business processes. It is essential to have any conditional branches satisfy the global QoS constraints at service selection phase, since the branches are chosen to execute at run-time dynamically. We proposed service selection procedures for basic structure of conditional branches and explained them by examples. Experiments were conducted to analyze the impact of the number of candidate services and service types on the time of finding service solutions.

Service-oriented Architecture(SOA) is one of the most recent trends in IT solutions. SOA is a paradigm for organizing and utilizing distributed capabilities that may be under the control of different ownership domains and implemented using various technology stacks. From a technical perspective SOA, can be considered a method for designing and developing IT systems where applications are constructed from loosely coupled and autonomous building blocks. And SOA is a very effective response to the problems faced by companies in terms of reusability, interoperability and reduce coupling between systems that implement their information systems. To exploit these advantages many organizations have decided to evolve their legacy systems towards this architecture. This paper proposes a modeling for SOA based business process generation and testing, and introduces its implementation in the BPEL. And we analyze business process between enterprises, modeling the service-oriented business process with BPEL to realization level. Also, we suggests that UML is used from high-level business problems to the process of low-level problem for Visual and effectively.

Because XML is a W3C standard and has characteristics like platform-independent, it has a critical role in e-commerce. Business rules and procedures should be standardized for efficient B2B integration. But a lot of companies has its own XML documents instead of standard documents. Therefore many organizations try to make standards for e-commerce based on framework. In this paper, n messaging system is designed and implemented. Client request service in a XML and server return response in XML in this system. So we can more easily and efficiently build e-Procurement system based on this XML messaging system.

To minimize and prevent the increasing fire and personal injury, the domestic firefighting organizations are making continuous efforts to strengthen the response system and safety standards. "Fire Reduction Program" has been prepared to reduce the outbreak of fire up to 20% in the next 10 years, and the analysis of fire sources should be done and its countermeasures also should be done accordingly. Therefore, the management status, the improvement tasks, and the limitations of the implementation plan are reviewed and studied so that the implementation and goal of the "Fire Reduction Policy" can be achieved.

Japan is experiencing a most rapidly aging demographic. Despite this, the overall morbidity has been increasing due to the proportion of aging population that has increased rapidly along with the proportion of lifestyle related diseases, such as： all types of cancer, heart disease, stroke, diabetes, etc. As a result, the number of people requiring special care has become a serious problem. In response to these emerging health issues, the Strategic Planning force proposed the National Health Promotion Actualization Initiative in the 21st Century (“Healthy Japan 21”) so that it could be achieved by the year 2010. The policies should be conducted by providing adequately as well as with active participation and collaboration, effectively networking with the various organizations dealing with health issue. The Japanese Health Promotion Act passed by the National Assembly, 2001. As well as the many individuals that contributed to the development of this national health plan.

Recently construction enterprises involves more occurred with increase of size and complxity of construction works. Risk management is one of the key project management process. Numerous tools are available to support the various phases of the risk management process. We present the results of a study designed to identify the tools that are most widely used and those that are associated with successful project management in general, and in effective project risk management in particular. The study is based on a questionnaire administered to a sample of project managers from construction enterprises. The response data was analyzed in order to find which tools are mon likely to be used in the those organizations that report better project management performance and in those that value the contribution of risk management processes.
