공동주거단지 개발에 따른 주변지역 거주자의 근린의식 특성에 관한 연구 - 광주광역시 사례를 중심으로 - (Study on the Characteristics of the Residents' Sense of Neighborhood in the Surrounding Area after the Housing Complex Development - Focused on the Cases in Gwang-Ju -)

  • This study aims to examine the characteristics of the changes in residents' perception of neighborhood and sense of neighborhood according to the residential structural changes caused by city renewal projects such as old urban large redevelopment. Research findings benefits of the residential environment changes after the development are environment improvement, convenient traffic, leisure activity increase, and green area increase, whereas their drawbacks are encroachment of sunshine and view, However, with the regard to the relationship with neighbors, paired-sample t-test results showed there were no statistically significant differences between before and after the development. It appeared to be that the community residential complex development did not influence the relationship with neighbors. ANOVA was used to examine the differences in the neighborhood perception among age categories. The results showed that there were no differences between age groups but when there were changes in their life cycle, residents showed differences in their neighborhood perception among age groups. The neighborhood perception was measured on 5-point Likert Scale in four factors of intimacy, participation, reliability, and group identity. The perception decreased somewhat after the development and the group identity, especially, showed a significant difference (p<.001). This was considered to be caused by a sense of incongruity due to the influx of different social-economic groups.

활성화된 근린 소규모 전통시장의 도시·공간 특성 - 서울특별시 관악구 사례를 중심으로 - (Vibrant Traditional Markets in Small Residential Neighborhoods; - A Case Study of their Urban-Spatial Characteristics in Gwanak-gu District, Seoul -)

  • Due to the changes in the contemporary society, small-scale traditional markets have declined and lost their functions as the center of neighborhood commercial and cultural affairs. While most traditional markets are deteriorating, there exist rare cases of neighborhood small-scale traditional markets that continuously maintain their vitality and popularity. This paper examines urban spatial characteristics of those markets. As for the cases, this paper inventoried eighteen such markets in Gwanak-gu, Seoul. The research methods include literature reviews, on-site investigation of total 18 such markets, and participant observations. The findings of this paper are as follows: There are distinctive differences in the urban-spatial characteristics of physical environmental factors between the revitalized markets and declining markets. In terms of neighborhood and commercial environment, the franchised super-markets are not necessarily in competition with small-scale traditional markets. The former often has symbiotic relationship the latter, if the small scale traditional markets are strategically located in between residential areas and subway stations, providing active pedestrian networks. There are many outdoor display stands in the revitalized markets, while the declining markets rarely have them. The market improvement projects such as transforming the open space into arcade space, hardly have effects on revitalization of the small-scale traditional markets.

  • Unlike the projects that the government has implemented recently to develop new cities under the New Deal project, Saeddeul Village projects to improve the environment of the city are gaining attention. The problem has been found to be that many of the buildings in Saeddeul Village are still not earthquake-proof by using drones to review the state of the town. It also revealed that after two years of earthquakes, Pilotis structures are the most vulnerable to earthquakes. However, it is suitable for small spaces in the city because it provides parking spaces as well as residential spaces. Accordingly, the focus should be on repair and reinforcement rather than reconstruction. In this study, a concrete-based seismic design and construction method is developed in the columns of the existing pylotis structure.

도시재생사업의 평가요인 선정 및 적용 (Selection and Application of Evaluation Factors for Urban Regeneration Project)

  • 본 연구는 도시재생사업을 평가하기 위한 지표 선정 및 개선방안을 제시하기 위해 연구를 진행하였다. 먼저 도시재생 관련 전문가를 대상으로 설문조사 및 분석을 수행하여 평가지표를 선정하였으며, 선정된 지표를 활용하여 도시재생사업이 시행 중인 원고개 마을의 주민의견을 수렴·분석하였다. 이를 바탕으로 해당지역의 개선방안을 제시하였다. 연구결과를 살펴보면, 도시재생 평가지표를 그 특성에 따라 '물리적 환경', '사회적 환경', '경제적 환경' 부문으로 구분하고, 1차 전문가 설문 및 MCB 분석을 통해 도시재생 평가요인을 선정하였다. 그 결과, '물리적 환경' 부문은 '교통 및 보행환경', '주거(주택) 환경', '안전 및 보안환경', '녹지 공간', '경관 개선', '공공 공간' 등 6개 요인이 선정되었으며, '사회적 환경' 부문은 '주민 참여', '공동체 활성화', '지자체 및 지원센터 역할', '주민 교육' 등 4개의 요인, '경제적 환경'부문은 '지역경제 활성화', '경제기반 환경조성', '일자리 창출' 등 3개의 평가요인이 선정되었다. 다음으로 선정된 평가요인을 2차 전문가 설문 및 AHP 분석을 수행하여 종합가중치를 도출하였다. 도시재생 평가요인 가운데 '주거(주택) 환경'이 0.108로 가장 높은 가중치 값을 가지며, 다음으로 '지역경제 활성화', '주민참여' 가 높은 값을 가지는 것으로 분석되었다. 마지막으로 도시재생 평가요인을 활용하여 원고개 마을의 주민의식을 분석한 결과, '주차환경', '노후주택 및 생활환경 정비', '마을 및 사회적 기업을 조성할 수 있는 환경조성', '상가 및 업무환경 개선', '기존 상권 유지 및 활성화', '가내수공업, 부업 등 소규모 지역경제 활성화' 등이 종합중요도는 높지만 만족도는 낮아 중점 개선이 필요한 것으로 나타났다. 따라서 원고개 마을의 도시재생사업을 개선하기 위해선 공가 및 폐가, 유휴지 등을 활용하여 공용주차장을 조성하거나, 마을 내 위치한 학교운동장을 주민들에게 개방하는 등의 주차환경 개선이 필요할 것으로 판단된다. 또한 협동조합과 연계하여 마을기업, 사회적 기업을 육성하고, 주민활동을 통해 생산된 제품을 주변시장에 판매하는 등의 경제적 활동을 장려시켜야 할 것으로 사료된다.

뉴타운사업 내 재개발구역의 주체별 개발이익 비교 분석 - 길음 뉴타운 2, 4구역을 중심으로 - (A Study on the Development Profit from the Redevelopment Area of New Town Project by Developing Agencies - In Case of the Gilreum Newtown 2, 4 District in Seoul -)

  • This New-Town Project has been proposed to improve the environments of deprived residential areas. This paper investigates the distribution levels of the participating parties' monetary surpluses from New-Town Projects through a case study and tentatively suggests political issues and measures. The methodology followed includes a thorough survey of the precedent theories, including a literature review concerning issues and tasks that have been raised since the development was initiated. A general assessment of the complete project is also provided with a broad perspective of the background settings. Secondly, the case study of Gil-Eum will be the focus for identifying the mechanism for the project's profit distribution levels, then for constructing a set of measuring procedures according to the stages of the project and the participating parties. This set of procedures that has been drawn out from recognizing the system, is applied to the target project and measures the amount of profit gained from each stage of the development. This also aids in collating information about the procedural arguments concerning the financial gains of the operations that have been provided. This project falls under the 'Urban and Residential Environment Improvement Act', and based on the results of each stage, the measurement of the profits of the participating parties is analyzed.

프랑스의 거버넌스형 도시재생 추진기구로서 ANRU의 특성과 시사점 (Characteristics and Implications of ANRU as a Governance-Type Urban Regeneration Promotion Organization in France)

  • 이 연구의 목적은 프랑스의 거버넌스형 도시재생 추진기구인 ANRU의 특성을 살펴보고, 국내 도시재생사업에 활용 가능한 정책적 시사점을 살펴 보는 것이다. 연구결과를 요약하면 다음과 같다. 첫째로, 프랑스에서는 국가차원의 거버넌스형 도시재생 추진기구로서 ANRU가 설립, 운영되고 있으며, ANRU는 중앙주도형 도시재생 추진기구이지만, 다양한 도시재생사업의 주체들이 참여하는 거버넌스 방식의 운영을 지향한다. 둘째로, ANRU는 PNRU, NPNRU, PNRQAD 등 3개의 도시재생 프로그램을 전국적으로 운영하고 있으며, 이에 따른 행정 및 재정지원을 통해, 사업지구 내 주거환경의 개선, 도시기능의 다양화, 경제 개발, 사회적 다양성 증대 등을 도모하고 있다. 셋째로, 국내의 도시재생사업에 주는 정책적 시사점으로, 도시재생사업의 효과적인 추진과 가시적 성과를 위한 국가차원의 거버넌스형 도시재생 추진기구의 필요성, 자치단체 간 연대의 필요성, 다양한 차원의 민관 파트너십 활용의 필요성을 제안하였다.

마을벽화로 본 지역문화정책 비판적 고찰 (A Critical Study of Local Cultural Policy by Village Mural)

  • 본 연구는 마을벽화를 통하여 정부와 지자체의 지역문화정책을 비판적으로 고찰하고자 한다. 1990년대 말부터 그려지기 시작한 마을벽화는 지난 십수 년 동안 전국적인 문화현상이 되어왔다. 특히 정부와 지자체가 시행하는 다양한 지역문화 정책의 중요 요소로 꾸준히 활용되었다. 정부와 지자체는 '주거환경 개선'과 '관광 활성화'라는 두 개의 목적으로 이 사업을 전개하여 왔으나 대체로 '관광 활성화'에 치중되었다. 본 연구는 사례연구 방법의 하나인 현장조사를 통하여 전국의 주요 마을벽화의 구체적인 실태를 파악하였다. 또한 공문서 분석을 통하여 마을벽화 사업에 작동하는 정부와 지자체의 정책적 근거와 행정적 관리 방안을 분석하였다. 현장조사 결과 전국 대부분의 마을벽화는 획일화된 소재, 낮은 수준의 재현, 부실한 사후관리 등의 문제를 갖고 있었다. 이는 부분적으로 마을벽화 사업에 참여한 단체나 예술가의 경험이나 능력에 따른 것이지만 근본적으로는 장기적인 주거환경 개선보다는 단기적인 시각적 관광물에 치중한 정부와 지자체의 사업에 기인한 것이라고 하겠다. 정부와 지자체의 사업은 수직계열화에 의하여 전개되었으며 실제 작업에 있어서 구체적인 주제와 소재, 도안과 색채 등을 요구하는 등의 문제가 있음을 확인하였다. 이로 인하여 마을벽화는 해당 주민을 '대상화'하고 해당 지역을 '낭만화'하였으며 그 결과 획일화된 시각 재현물이 전면화되었다. 이에 본 연구는 행정과 회계는 엄격히 관리하되 실제 작업에서는 각종 문서와 절차의 간소화하여 수직계열화 구조를 완화하고 아울러 대상지에 대한 풍부한 문화적 이해, 다양한 주제의 선택, 독창적인 소재와 표현 등이 필요하다고 제언하고자 한다.

리모델링 공동주택단지의 외부공간 성능평가 비교 연구 (The Comparative Study on Performance Evaluation of Outdoor Space for Remodeling Apartment)

  • In this study, remodeling projects are perceived as a sustainable urban management policy to boost the value of old apartments and stimulate urban regeneration and development. To evaluate the physical environmental performance of external spaces of remodeled apartments, an evaluation model was developed. After applying it to the target places, the following results were obtained. First, analysis of the external space change index of the target apartments revealed that institutional standards are necessary in line with the building arrangement type, parking lot expansion method, and changes in the building-to-land ratio. Second, the score ratio as to the external space change index performance is as follows: safety (48.30); pleasantness (25.90); convenience (18.90); eco-friendliness (14.90). In other words, "safety" had the biggest score ratio. Third, to boost the external space performance of remodeled apartments, the needs of residents and neighboring environmental plans should be considered from a communality standpoint.

도시개발사업 내 토양 오염 현황과 개선 방안 고찰 (Examination of Soil Contamination Status and Improvement Strategies within Urban Development Projects)

  • Heavy metals emitted from urban development do not decompose in the soil and remain for long periods, continually impacting the environment. Since the mid-1990s, there has been increasing societal concern in South Korea regarding soil contamination, prompting various legislative revisions to reduce pollution. This study utilizes the Environmental Impact Assessment Support System (EIASS) to investigate projects in the metropolitan area that have exceeded the Ministry of Environment's soil contamination concern levels from 1989 to 2022 and to examine improvements in the environmental impact assessment (EIA) process. The results reveal that the average concentrations of nine contaminants-cadmium (Cd), copper (Cu), arsenic (As), mercury (Hg), lead (Pb), hexavalent chromium (Cr6+), zinc (Zn), nickel (Ni), and fluoride (F)-have all increased over the years. Among these, Zn had the highest relative proportion, with 37.5% of the 40 sites exceeding environmental concern levels. Investigation of 19 specific projects at these exceedance sites showed that only 7 had documented analyses of contamination causes and remediation plans, and just one had contracted additional remediation services, though results from these efforts were found to be lacking. Furthermore, since 2019, a significant proportion of these sites were involved in residential developments, likely due to government initiatives in new city development and extensive housing supply plans. This research emphasizes the importance of public disclosure of the processes and outcomes of remediation efforts on historically contaminated soils prior to project development. It discusses improvements to the EIA by reviewing current legislation and international examples. The findings of this study are expected to heighten public awareness about heavy metal contamination and enhance transparency in soil remediation efforts, contributing to sustainable environmental management and development.

범죄로부터 안전한 다세대·다가구주택 계획기준 마련을 위한 시범평가 연구 (A Pilot Evaluation Study for the Establishment of CPTED Criteria of Flat or Multiple Dwelling Houses)

  • Flat or Multiple Dwelling Houses are relatively vulnerable to crime safety. Crime prevention measures are urgently needed because crime is 2.6 times higher than in real apartments. Through the analysis of domestic and foreign crime prevention design standards, field survey, and interviews with experts, 27 items of crime prevention design criteria for flat or multiple dwelling house were derived, and ten design criteria that should be considered first by the expert AHP were derived. As a result of the pilot evaluation of existing flat or multiple dwelling house, the houses completed after 2015 have relatively high level of crime prevention, but the houses constructed before that are very vulnerable. The policy and system improvement plan based on the analysis result is as follows. First, new housing should be promoted to meet minimum criteria by supplying and educating public officials, architects, and building owners in the short term to provide criteria for flat or multiple dwelling house crime prevention plans. Second, existing housing should be supported with basic crime prevention support projects such as security windows for flat or multiple dwelling house where security of residential environment such as urban renewal policy is poor. Third, the Enforcement Decree of the Building Act shall be revised to make the crime prevention environment design of flat or multiple dwelling house obligatory, and the criteria of flat or multiple dwelling house crime prevention plan should be reflected in the notice of crime prevention building standard.
