When the Juam multipurpose dam which is connected with existing large water supply facilities is finished, water environment is changed from stream to lake. The changed quality of water should be examined. In this study, the result of water quality forecasting is analysed and an effective management plan of water quality is presented. Tn this study, the WASPS model that is a dynamic water quality simulation model was selected to forecast the water quality. This model forecasts movement of change of pollutants. For an application of the model, the subject areas were divided into seventeen sub-areas by considering change temperature depending measuring points and on depth of water. Meteorological data collected by the meteorological observatory and data about quality measured by the Korea Water Resources Development Corporation were used for an operation of the model. As a result of quality examination through quality data and estimated pollutant loading, the water quality environment criterion was grade II and the nutritive condition was measured as meso-graphic grade. In this study, an effective management was planned to improve water quality by reducing pollution load. According to the result of examination, when more than 30% of BOD was reduced it was recorded that the environment standard of water quality was improved to the second grade.
An understanding of temporal trends of stream flows can help in the river management and the water resources planning for natural circumstances and human communities. Changes in temperature, precipitation, flow, and land use (agriculture, flood prevention activities, reservoir operation, interbasin diversion, etc.) are all eventually reflected in the flow pattern of the river. An assumption that the stationarity of the hydrologic series implying time-invariant characteristics of the time series accepted in water structure designs can no longer be valid if the flow changes as a result of the climate change or the stream flow use. Therefore, the identification and description of the characteristics of changes in hydrologic time series is a very important task in the river basin management. In this study, the statistical tests on the flow change forced by excess water diversions in the Sumjin River basin were performed by ways of single variable and time series variable comparisons. The tests showed that currently the Sumjin River basin statistically keeps its homogeneity in annual streamflow series, but the changed situation has been appeared in dry season streamflow series.
The water treatment plants in Seoul Metropolitan Area, which are under Korea Water Resources Corporation(KOWACO)'s management, take water from Paldang Reservoir in Han River System for drinking water supply. There are taste and odor (T&O) problems in the finished water because the conventional treatment processes do not effectively remove the T&O compounds. As part of countermeasures for taste and odor control, KOWACO is planning to introduce advanced water treatment process such as ozone and GAC in near future. This study evaluated the removal characteristics of T&O and dissolved organic matter (DOM) to find design and operation parameters of advanced water treatment processes in a pilot-scale treatment plant. The GAC adsorption capacity for DOC in the two GAC system (GAC and $O_3$-GAC) at an EBCT of 14min was mostly exhausted after 9months. The differency of the removal efficiency of DOC between $O_3$-GAC and GAC increased with increasing operation time because the bioactivity in $O_3$-GAC process was enhanced by post-ozone process. Removal by conventional treatment was unable to reach the target TON(threshold odor number) of 3 but GAC systems at an EBCT(empty bed contact time) of 14 min were able to archive the target with few exception. During the high T&O episodes, PAC as a pretreatment together with GAC could be useful option for T&O control. However, substantial TON removal continued for more than two year (> 90,000 bed volumes). At the spiking of less concentration 26 to 61 ng/L in the influent of GAC systems, GAC absorber and $O_3$-GAC processes could meet the treatment target. The better spike control after 12 and 19 months of operation compared to that after 7 months of operation is a strong indication of biological control. The results presented in this study had shown that $O_3$-GAC process was found to be more effective for T&O control than GAC process. And the main removal mechanism in GAC systems were adsorption capacity and biodegradation.
To provide a reliable tool for runoff simulations of ungauged watersheds upstream of reservoirs, a daily runoff simulation model, Tank model, is restructured, the parameter regionalization of the model is conducted, and the model's applicability is evaluated. Taking into account the characteristics of runoffs from the watersheds, a three-tank model is employed. The percolation process of the model's third tank is eliminated, considering the water budgets of the watersheds, and its evapotranspiration component is improved, reflecting the conditions of meteorological observation in South Korea. The sensitivity analysis of the model shows that the model's behaviors, varying with a sensitive parameter, ${\alpha}$, are reasonable. The regional parameter estimation equations are determined, using the characteristics and land uses of the watersheds as variables. The model is applied for the runoff simulations of three watersheds and the water stage simulation of one reservoir, and the simulation results are then compared with the observed values, which prove to be in close agreement with the observations. In addition, the results from simulating inflows of twenty-four reservoirs using the model show that the averages of evapotranspiration rate and runoff rate are 42.8% and 56.6%, respectively, which are resonable. Consequently, it is concluded that the model is practically applicable to simulating runoffs from watersheds upstream of reservoirs, and simulated inflow data are useful for watershed management and reservoir planning, design, and operation.
This study investigates the sediment processes the Improved-pneumatic-movable weir through laboratory experiments considering changing channel slopes. Experimental results show that the delta migrates towards the weir and the delta height increases as time passes. Moreover, as the delta approaches the weir, the delta migration speed decreases. As the dimensionless delta location increases, the effective height of dimensionless delta and the dimensionless reservoir capacity increases. Therefore, under the same slope conditions, the sediment deposition volume of the delta is small as the channel slope is mild. This means that the channel slope affects the development of the delta in the upstream of the Improved-pneumatic-movable weir. At the beginning of the experiment, the foreset slope is mild. However, the foreset slope of the delta increases with water depth as the delta migrates downstream. Moreover, as the slope is mild, the ratio of delta front length to delta height is close to 1, and the dimensionless delta height and the dimensionless delta migration speed decrease. As the delta height increases, the water depth, the velocity approaching to the weir and the delta migration speed decrease.
The Uncertainty of drought events can be regarded as supernatural phenomena so that the uncertainty of water supply system will be also uncontrollable. Decision making for water supply system operation must be dealt with in consideration of hydrologic uncertainty conditions. When ultimate small quantity of precipitation or streamflow lasts, water supply system might be impacted as well as stream pollution, aqua- ecosystem degradation, reservoir dry-up and river aesthetic waste etc. In case of being incapable of supplying water owing to continuation of severe drought, it can make the damage very serious beyond our prediction. This study analyzes comprehensively sustained drought impacts on the Han River Basin Water Supply System. Drought scenarios consisted of several sustained times and return periods for 5 sub-watersheds are generated using a stochastic hydrologic time series model. The developed drought scenarios are applied to assess water supply performance at the Paldang Dam. The results show that multi-year drought events reflecting spatial hydrologic diversity need to be examined in order to recognize variation of the unexpected drought impacts.

This study of the subject will review past and present irrigation development in Korea. Particular attention will be given to water pricing structure and a case study on the purpose of rational operation and management of irrigation water and organizations, and the optimum irrigation water and organizations, and the optimum irrigation water fee inorder to reduce farmers burden and to rationalize the farmland associations management so as to achieve development of the rural environment. In 1971, the reservoir of the Farmland Improvement A sociation (FIA) produced only 775 millison $m^3$ of irrigation water or 77% of planned capacity of 1,015 million $m^3$. It was caused by inefficient maintenance of irrigation facilities; for instance, about 21% of reservoirs, pumping stations and weirs in Korea have been silted by soil erosion which hinder to water production according to an ADC survey. The first Irritation Association was established in 1906, whcih was renamed the Farmland Assoeiation by the Rural Development Enouragement Law in 1970. By the end of 1971, 411,000 ha of rice paddies were under the control of 267 associations nationwide. The average water price assessed by Associations nationwide rose from 790 won per 0.1 ha. in 1966 to 1,886 won in 1971. The annual growth rate was 20%. The highest water price in 1971 was 4,773 won her 0.1 ha. and the lowest was 437 won. This range was caused by differences in debt burden, geographic conditions and management efficiency among the Associations. In 1971, the number of Associations which exceeded the average water price of 1,886 won per 0.1 ha. was 144, or 55.1% of all Association. In determination of water price, there are two principles; one is determined by production cost such as installation cost of irrigation facilities, maintenance cost, management cost and depreciation ect. For instance, the Yong San River Development project was required 33.7 billion won for total construction and maintenance cost is 3.1 billion won for repayment, maintenance and management cost per year. The project produces 590 million $m^3$ of irrigation water annually. Accordingly, the water price per $m^3$ is 5.25 won. The other principle is determined by water value in the crop products and in compared with production of irrigated paddy and non-irrigated paddy. By using this method, water value in compared with paddy rice vs. upland rice(Average of 1967-1971) was 14.15 won per $m^3$ and irrigated paddy vs. non-irrigated paddy was 2.98 won per $m^3$. In contrast the irrigation fee in average association of 1967-1971 was 1.54 won per $m^3$. Accordingly, the current national average irrigation fee(water price) is resonable compared with its water value. In this study, it is found that the ceiling of water price in terms of water value is 2.98 won per $m^3$ or 2,530 won per 0.1 ha. However, in 1971 55% of the associations were above the average of nationwide irrigation fees. which shows the need for rationalization of the Association's management. In connection with rationalization of the Association's management, this study recommends the following matters. (1) Irrigation fee must be assessed according to the amount of water consumption taking intoaccount the farmer's ability. (2) Irrigation fee should be graded according to behefits and crop patterns. (3) Training personnel in the operation and procedures of water management to save O&M costs. (4) Insolvent farmland association should be integrated into larger, sound associations in the same GUN in order to reduce farmers' water cost. (5) The maintenance and repair of existing irrigation facilities is as important as expansion of facilities. (6) Establishment of a new Union of Farmland Association is required to promoted proper maintenance and to protect the huge investment in irrigation facilities by means of technical supervision and guidance.

The purpose of this study was to evaluate the relationships between purification characteristics and hydraulic conditions, and to clarify the basic and essential factors required to be considered in the construction and management of artificial wetland system for the improvement of reservoir water quality. The artificial wetland system was composed of a pumping station and six sequential plants beds with five species of macrophytes: Oenanthe javanica, Acorus calamus, Zizania latifolia, Typha angustifolia, and Phragmites australis. The system was operated on free surface-flow system, and operation conditions were $3,444-4,156\; m^3/d$ of inflow rate, 0.5-2.0 hr of HRT, 0.1-0.2 m of water depth, 6.0-9.4 m/d of hydraulic loading, and relatively low nutrients concentration (0.224-2.462 mgN/L, 0.145-0.164 mgP/L) of inflow water. The mean purification efficiencies of TN ranged from 12.1% to 14.3% by showing the highest efficiency at the Phragmites australis bed, and these of TP were 6.3-9.5% by showing the similar ranges of efficiencies among all species. The mean purification efficiencies of SS and Chl-A ranged from 17.4% to 38.5% and from 12.0% to 20.2%, respectively, and the Oenanthe javanica bed showed the highest efficiency with higher concentration of influent than others. The mean purification amount per day of each pollutant were $9.8-4.1\;g{\cdot}m^{-2}{\cdot}d^{-1}$ in BOD, $1.299-2.343\;g{\cdot}m^{-2}{\cdot}d^{-1}$ in TN, $0.085-1.821\;g{\cdot}m^{-2}{\cdot}d^{-1}$ in TP, $17.9-111.6\;g{\cdot}m^{-2}{\cdot}d^{-1}$ in SS and $0.011-0.094\;g{\cdot}m^{-2}{\cdot}d^{-1}$ in Chl-a. The purification amount per day of TN revealed the hi링hest level at the Zizania latifolia bed, and TP showed at the Acrous calamus bed. SS and Chl-a, as particulate materials, revealed the highest purification amount per day at the Oenanthe javanica bed that was high on the whole parameters. It was estimated that the purification amount per day was increased with the high concentration of influent and shoot density of macrophytes, as was shown in the purification efficiency. Correlation coefficients between purification efficiencies and hydraulic conditions (HRT and inflow rate) were 0.016-0.731 of $R^2$ in terms of HRT, and 0.015-0.868 of $R^2$ daily inflow rate. Correlation coefficients of purification amounts per day with hydraulic conditions were 0.173-0.763 of Ra in terms of HRT, and 0.209-0.770 daily inflow rate. Among the correlation coefficients between purification efficiency and hydraulic condition, the percentages of over 0.5 range of $R^2$ were 20% in HRT and in daily inflow rate. However, the percentages of over 0.5 range of correlation coefficients ($R^2$) between purification amount per day and hydraulic conditions were 53% in HRT and 73% in daily inflow rate. The relationships between purificationamount per day and hydraulic condition were more significant than those of purifi-cation efficiency. In this study, high hydraulic conditions (HRT and inflow rate) are not likely to affect significantly the purification efficiency of nutrient. Therefore, the emphasis should be on the purification amounts per day with high hydraulicloadings (HRT and inflow rate) for the improvement of eutrophic reservoir withrelatively low nutrients concentration and large quantity to be treated.
Agricultural reservoirs supply water for various purposes such as irrigation, maintenance, and living. Since agricultural reservoirs respond sensitively to seasonal and climate changes, it is essential to estimate supply and inflow for efficient operation, and water management should be done based on these data. However, in the case of agricultural reservoirs, the measurement of supply and inflow is relatively insufficient compared to multi-purpose dams, and inflow-supply analysis in agricultural reservoirs through water balance analysis is necessary for efficient water management. Therefore, rainfall-runoff analysis models such as ONE model and Tank model have been developed and used for reservoir water balance analysis, but the applicability analysis for ungauged watersheds is insufficient. The ONE model is designed for daily runoff calculation, and the model has one parameter, which is advantageous for calibration and ungauged watershed analysis. In this study, the water balance was analyzed through the ONE model and the Tank model for 15 watersheds upstream of dams, and R2 and NSE were used to quantitatively compare the performance of the two models. While there have many completions of large parks recently under development, there has been a dearth of quality assessments. Studies focused on post-evaluation have been made to resolve this, but most of these are biased toward user satisfaction after completion and therefore behaviour analysis has limitations on solving problemsduring the actual design implementation processes. Therefore, this study examined the internal phenomenon and structure of the implementation process of design competition through the ground theory and microscopic independent perspective. As a result, maintaining the identity and differentiation of parks derived from the preserved design competition scheme contributed greatly to completeness and satisfaction. Outcomes were mainly caused by the trust of public officials as the ordering organization, the will of policy decision-makers, and the competence of operational enterprises, etc. Negative factors such as undermining the whole concept of the park and landscape occurred as external pressure and related subjects intruded on change design factors due to variations in social conditions. Additionally, illogical construction processes occurred, such as a reinvestigation of the budget for restoration after damaging on original landscape. There have been needs for the improvement of the work processing system. On balance, an interventional role is very important in the park construction process, especially the PA and operation committee in terms of maintaining the basic direction, landscape design supervision for detailed designs, and expert construction management on LA in terms of rational work management in the field. The study, using the microscopic perspective of the designer and ground theory, deliver significant meaning as an early study by suggesting alternative methods for the after-evaluation of large parks and structurally looking into main influence factors driven during the construction process.
