In 2008, 17, 596 dams and reservoirs are scattered across South Korea, and 17, 505 of them (99.5 %) are used for agriculture and 99.3 % are fill dam types. This study aimed to review literature related to the precise safety diagnosis system for agricultural reservoirs established by Korea Rural Community Corporation (KRCC) and analyze problems of its evaluation method. And then, it proposed ways to improve the system including a modified diagnosis system, which was applied to pilot districts in order to verify the utility. For assessment model development of agricultural reservoir, we reviewed status of precision safety inspections systems of agricultural reservoir. There are many problems such as assess agricultural reservoir not by sheet which used in fill dam but by block which used in concrete dam construction and diversion tunnel which main element in reservoir levee is treated as water intake facility. For considering diversion tunnel in reservoir levee, previous precision safety inspection systems which summed in separated phenomenon, separated element, separated site, separated facility was change to new systems which summed in site, phenomenon, element, and facility. Compared results of previous inspection system calculated total assessment index (Ec) with new system calculated total assessment index (Ec) are not show statistical difference.
This paper looked into the structure of and changes in the building process of Gijang mountain fortress and its receiving reservoir by analyzing data from an excavation investigation. The structure of the receiving reservoir may be classified into a flat form, stone sheath, floor facility, wall facility, and entry and exit facility. The flat form of the Gijang mountain fortress and receiving reservoir is round. Concerning the sectional form, the wall was obliquely excavated in the trapezoid. As a stone sheath building method, it was built by undertaking a range work of oblong stone materials in a clockwise direction on a stamped soil floor. Then, it was treated with stamping using double layers of gray clay and yellowish brown clay on the floor and the wall. Also, in a space between the stamped layers on the floor, herbal plants and a straw mat were laid for waterproofing as well as to prevent sinking. As an entry and exit facility, two facilities were confirmed symmetrically in the southeast and in the northwest. It is believed that they were built additionally during rebuilding after the initial construction. The building process was revealed to have been carried out in 8 stages. Given the structure and excavated remains, the building period is estimated to be the early to mid 7th century for the initial building, the later 9th to 11th centuries for the primary rebuilding, and the later 16th to early 17th centuries for the secondary rebuilding.

For efficient turbid water withdrawal in the Imha reservoir, a selective withdrawal facility was recently installed and operated during summer season of year 2006. In this research, CE-QUAL-W2 model was utilized to assess the efficiency of the selective withdrawal facility, in comparison with the original surface withdrawal, on turbid water management. Model calibration was carried out using data observed at four automatic monitoring stations in the reservoir. It was found that the model appropriately simulated, with the RMSE less than 5.2 NTU, the observed vertical and horizontal distributions of water temperature and turbidity as well as the location of maximum turbid water at each monitoring station. The analysis results showed that selective withdrawal is more effective in removing high turbid water than surface withdrawal as selective withdrawal contributed to reducing $35Mm^3$ of high turbidity water (> 100 NTU) in the reservoir by increasing outflows of high turbid water. Therefore, effective management of turbid water in the reservoir can be achieved by changing locations of intake depending on turbid water distribution conditions. The results of this study will provide some basic information for establishing better operation strategies to cope with turbid water problems.
농업용 저수지의 80 % 이상이 50년 이상 된 노후 시설물로 안전성 및 기능 저하가 발생하고 있다. 이로 인해 저수지의 붕괴 등 안전사고가 발생하고 있는 실정이다. 이에 따라서 저수지의 붕괴 등의 안전사고를 미연에 방지하고자 정밀안전진단을 실시하고 우선순위에 따라 수리시설개보수사업을 시행하고 있다. 하지만 사업 우선순위 선정의 대부분은 시설물 관리자의 주관적인 판단을 통해 이루어지고 있다. 이에 본 연구에서는 정밀안전진단 결과 및 기존의 수리시설 개보수사업의 의사결정 사례를 D/B화하여 80개의 가설을 설정하고 상관분석 및 유의성검정을 통해 45개의 변수를 선정하였다. 선정된 변수들을 로지스틱회귀분석을 이용하여 의사결정지원모델을 제시하였다. 의사결정지원모델의 변수는 총 21개가 채택되었으며 모델의 분류 정확도는 86.8 %로 나타났다. 본 연구는 수리시설개보수사업 선정을 위한 의사결정의 정량적인 지표를 제시 한 부분에 중요한 의의를 가진다.
Most of the intake facilities of small agricultural reservoirs are conduits and they are regarded as serious defects due to the structural weakness that penetrates the body of the dam, and countermeasures are needed. This study suggests the application method of siphon type water intake facility by hydraulic model test and physical scale model test of siphon type water intake facility which has high safety and easy maintenance. Experimental results show that sufficient flow rate can be secured for the purpose of intaking water according to the differential head between the reservoir and the discharge part, and the flow rate can be controlled by the valve. The negative pressure was -31.5 kPa, and vibration and noise did not occur during the operation of the siphon. The maximum flow velocity in the discharge outlet was 1.11 m/s which meets the criterion for irrigation canals. Therefore, scour risk would be very low. As a result of the inflow distribution experiment, even if the inflow part is separated by only about 0.8 m, the flow velocity is remarkably decreased, so that the clogging by debris would not appear. When the pump was operated only once for the first time and the inside of the siphon was filled with water, continuous operation was possible by only valve operation. The results of this study are expected to be used for the design guidelines of the water intake facilities and improve safety and maintenance convenience of agricultural reservoirs.
Excessive outflow of pollutant loads resulting from rapid industrialization has unbalanced the water ecosystem, deteriorating the water quality environment severely. Therefore, measures for improving the water quality are necessary to maintain clean reservoir water and restore water-friendly spaces. A water quality model which is capable of simulating daily reservoir water quality was developed. The model had been applied to Masan reservoir and Wanggung reservoir in Korea. The model appeared to be satisfactory in representing the trend of water quality variations by comparing measured and simulated results. The model had been also applied to assess water purification techniques such as dredged pool, floating island and vegetation purification system. The model was considered to assess the effect of water purification techniques on reservoir water quality improvement. The results of water quality simulation for lake water purification techniques showed that a large facility would be needed to meet the targeted water quality of the reservoir when only one technique is applied. To effectively improve the quality of the polluted reservoir water, it is therefore recommended that pollutant sources should first be controlled, and a combination of the water purification techniques applied to make the utmost use of their secondary effects such as conservation of the reservoir volume capacity, establishment of a recreation space, promotion of bio-diversity, and improvement of the lake landscape.
본 연구에서는 무선 센서 네트워크 시스템을 이용한 저수지 댐 시설물 전체의 모니터링 시스템의 적용성을 평가하고자 국내의 저수지 댐을 대표할 수 있는 구간을 시범구축 현장으로 선정해, 계측과 동시에 시설물의 상태를 평가할 수 있는 시스템을 구축, 운영하였다. 무선 센서 네트워크 구축을 위해 시설물의 현재 상태를 평가하여 위험인자를 도출함과 동시에 극한상태에서의 위험인자의 한계값을 도출하였다. 위험구역, 위험인자에 적합한 측정항목을 설정하여 현장에서 측정할 센서의 종류 그리고 위치를 결정하였다. 국내의 저수지 댐을 대표할 수 있는 필댐을 대상으로 현장에서 무선 센서 네트워크 시스템을 구축하여 모니터링 함으로써 시스템의 적용성을 평가하였으며, 현재 댐의 계측관리 기술인 부분 집중방식의 계측과 직접 비교함으로써 시스템의 적용성을 검증하였다.
Objectives: The Yongpung reservoir in Korea is a crucial facility that supplies water to farms in its surrounding $2km^2$ area. However, its water quality is not suited to the needs of current residents who wish for the availability of environmentally friendly agricultural products and desire to use the waterfront area. The aim of this research was to evaluate the reservoir's fish and benthic macroinvertebrate distributions and determine its water quality and the heavy metal content in its sediment. This basic data can be used to establish environmentally protective plans for the Yongpung reservoir. Methods: Six sites were selected for analysis in this investigation. Three points (YP-1, YP-2, and YP-3) were evaluated for water quality and metal content in sediments; they were located upstream, midstream, and downstream of the reservoir. Samplings of the fish and benthic macroinvertebrate populations were performed at three other sites: St. 1, St. 2, and St. 3. Results: Based on chemical oxygen demand (COD) and total nitrogen (T-N) data, the quality of the Yongpung reservoir water corresponds to Class VI (very poor) according to Korea's lake environmental standards. The lead levels measured in the sediment at the midstream and downstream points of the reservoir were 76.7 and 72.7 mg/kg, respectively, while 8 orders, 15 families, and 16 species of benthic macroinvertebrates were identified in the reservoir. The ecological score of the benthic macroinvertebrate community (ESB) was between 8 and 23, denoting poor to very poor environmental conditions. Further, 4 families and 7 species of fish were identified in the reservoir, with Cyprinidae accounting for 94.3% of all observed freshwater fish. Conclusion: Based on these findings, we conclude that management plans, including the removal of lead from the sediment, are necessary to improve the quality of the agricultural water in this reservoir. The T. japonica, which cover almost 30% of the water area, must also be removed.
An advanced model for assessing life cycle cost of the facility containing several subdivisions has been proposed with systems engineering approach. This model evaluates the maintenance cost in the sphere of the safety as well as in that of its functionality. The proposed approach has been shown to be more reasonable and practical than existing models. The serviceability and reasonability have been proved through evaluating life cycle cost of the reservoir which is a representative agricultural facility. In addition, the proposed method is helpful to make a maintenance strategy using the survival probability in the point of safety and functionality.
