A new and efficient method is presented for design optimization, which is based on a computational fluid dynamics (CFD). The method is applied to design an airfoil configuration. The Navier-Stokes equations are solved for the viscous analysis of the flow, which provides the object function. The CFD analysis is then coupled with the optimization procedure that used a conjugate gradient method. During the one-dimensional search of the optimization procedure, an approximate flow analysis based on a first-order Taylor series expansion is used to reduce the computational cost, (This study is supported by Korean Ministry of Education through Research Fund)

The ordinary least squares estimator of the disturbance variance in the linear regression model with stationary errors is shown to be asymptotically unbiased when the error process has a spectral density bounded from the above and away from zero. Such error processes cover a broad class of stationary processes, including ARMA processes.

Jules Henri Poincare was great not only as a mathematician brit also as a philosopher of science. He received many honors for his outstanding research. He was elected to the Academie des Sciences in 1887 and was elected President of tile Academy in 1906. In 1908 he was elected to the Academie Francaise and was elected director in the year of his death. The Poincare Conjecture was selected Millennium Prize Problems fly The Clay Mathematics Institute of Cambridge, Massachusetts(CMI). The Board of Directors of CMI have designated a $1 million prize fund for the solution to his problem. In this paper, Poincare's major works, his life, his philosophy and the Poincare Conjecture are given.

This paper examines the effects of major funding projects for graduate education in Korea, specifically the BK21 and the WCU programs, on the research productivity of professors and young researchers. We apply the standard DID method, which compares the increase in research outputs as measured by papers per year between groups before and during the project period. The DID estimates show that the effects are quite different for different fields, but they mostly indicate that the BK21 project is more effective in terms of the research productivity of the participating professors, especially those who study science and engineering areas. With regard to the productivity of graduate students, the results show that there was an increase in the research productivity of locally educated Korean doctoral degree holders after the graduate funding programs, mainly in natural science and engineering fields.

The purpose of this study is to find out how the support system of the government and the local governments for enhancing the success rate of the startup firms affected the performance of the enterprises according to the behavior characteristics of the founders. It is divided entrepreneurial support system into entrepreneurial policy support such as entrepreneurial education, mentoring and consulting, and funding of startup support such as policy fund and R & D fund, distinguished the behavior of founder into behaviors for discovery of entrepreneurial opportunities and behaviors for exploiting entrepreneurial opportunities. In order to analyze whether it affects the corporate management performance, a research model was created based on the previous research and hypotheses were set up, and the hypotheses were verified based on this questionnaire. The results of this study are as follows: First, it is found that the support for entrepreneurial policy has a positive effect on the behavior characteristics of entrepreneur. Second, it is found that the startup support such as policy fund affects the behavioral characteristics for finding the opportunity of the founder, but it does not affect the behavioral characteristics for the opportunity exploit. Third, it was found that the behavior characteristics of entrepreneur founding opportunity and exploition of entrepreneurial opportunity influenced the performance of the company. According to the this study, the following conclusion were obtained, First, it is necessary to apply different policies according to the stage of growth of startup companies. Second, startup companies grow through the stages of development of new technologies and ideas, commercialization, and marketing, at each stage, entrepreneur must overcome the so-called Death Valley, which requires funding.

The Eurocode system provides limited information regarding the structural fire design of external steel structures. Eurocode 1 provides thermal action for external member but only in steady-state conditions. On the other hand, Eurocode 3 provides a methodology to determine heat transfer to external steelwork, but there is no distinction in cross section shapes and, in addition, the calculated temperature distribution is assumed to be uniform in the cross section. This paper presents the results of a research carried out to develop a new transient heat transfer model for external steel elements to improve the current approach of the Eurocodes. This research was carried out as part of the project EXFIRE "Development of design rules for the fire behaviour of external steel structures", funded by the European Research Programme of the Research Fund for Coal and Steel (RFCS).

This study analyzes effects of the government-funded energy conservation technology research program using a simple calculation-based valuation method. Energy conservation amounts by 50 commercialized technologies are calculated and then transformed to energy conservation effect and pollution reduction effect. Export and import-substitution effects are also calculated. Empirical results show that effectiveness of the research program has been increasing rapidly after 1996 while research fund has not. We suggest rapid increase of government support of this program so that the goal of the research program can be reached.

This research aimed to investigate the effect of business management of Korean restaurants on business performance and to propose an alternative. For this investigation, a survey was carried out targeting Korean restaurant managers in the capital area, and with 360 copies as sample, factor analysis, difference test, and multiple regression analysis were conducted. As a result of analysis, among the factors of business management of Korean restaurants, only information management and fund management appeared to have effects on both financial performance and nonfinancial performance. This means, in case of Korean restaurants, business performance can be improved by understanding every environment about food service management and customer demands, by investing fund in the right place, and by managing inefficient expenses. Therefore, it is most important for a Korean restaurant manager to cultivate knowledge in management and to put effort into cost-reduction of all employees.

The construction of digital geographic information of Non-Urban Area have been needed to build a nationwide information infrastructure for the balanced development of nation to reduce a gap between city and Non-Urban Area due to the emphasis on a large scale digital map (1/1,000) implementation for cities. In this research, we researched the basic long-term blueprint for establishing digital geographic information in non-urban area. From the proposed institutional foundation, we want to build this information for Non-Urban Areas and to make a long-term plan to strengthen the national com petitiveness dealing with the globalization, liberalization, and information based on the digital geographic information in non-urban area. This study suggested 3 alternatives to implement digital geographic information of Non-Urban Area as follow. Firstly central government fund whole cost, secondly central government and local government fund a cost half and half, lastly combining first and second alternative. This study can be a basis on building national information infrastructure, provide core information for national projects and revitalize the use of spatial information for Non-Urban Area.

This study used the Unpaywall API, one of the open tools to track the OA version, to empirically identify the OA of 3,905 papers that have been published by Korean corresponding authors since 2015 in international journals. As a result, the following facts were found. First, less than 30% of papers have been open accessed, and more than half of them were bronze OA. Secondly, the archiving site of the Green OA papers was found not to be domestic but mainly subject repositories or institutional repositories of overseas universities to which co-authors belong. Third, only 19.6% of research fund granted papers were open accessed and half of them were in the medical field. In contrast to the international trends in which the OA papers showed higher citations, the analyzed OA papers showed no higher citations than the non-OA papers.
