농촌진흥법 개정방향 (Directions for Revision of Rural Development Law)

  • This study aimed at exploring new directions for revision of the Rural Development Law. Research and development for environmentally friendly agricultural technologies and localization of the extension offices and staffs were some of the important challenges to agricultural extension services in Korea. The study suggested new directions for revision of the Rural Development Law should consider new development and environmental concerns of agricultural sciences, and needs of farmers, local and central government. Some of major focus of the revised Rural Development Law should include the following; 1) Rural development programs should cover extended areas of newly developed concerns and target groups, 2) County and city administration should provide proper administrative and financial support for local agricultural extension center. 3) Areas for agricultural research and development should be extended to meet the needs of newly developed technologies and sustainable environment system at local level, 4) Monitoring and evaluation of extension efforts should be performed annually to support financially and to strengthen proper systematic linkage between national and local extension services.

운영 중인 ERP 시스템의 활용도에 영향을 미치는 요인에 관한 연구 : 사용자 중심의 통합된 사회-기술적 관점에서 (Factors Affecting the Usage of an ERP System in Operation : A Socio-technical View with User Orientation)

  • Although many organizations have implemented and used ERP systems for years, industry reports point out that the usage level does not reach their expectation. As a result, they do not enjoy the benefits from the investment into ERP systems. This study attempts to develop a research model and test the model empirically for identifying factors that affect the usage of an ERP system at a public organization. This study has classified potential factors into three groups of technical system characteristics (usability, usefulness), organizational support characteristics (operational support, education and training, evaluation and measurement), and user characteristics (organizational citizenship, self-efficacy). Then, a structural equation model has been established on the basis of previous literature and tested with empirical data. In summary, this study has found that self-efficacy, usefulness, and operational support have an effect on the ERP usage. Self-efficacy is the strongest factor; Usefulness is the second; and the third is operational support. On the contrary to the previous literature, this study has not found a significant effect of organizational citizenship on the usage. The result confirms that an organization can increase the ERP usage by improving the usefulness of an ERP system to some extent. However, to boost the usage further, the result implies that organizations need to strengthen the self-efficacy of their members by reinforcing operational support, providing education and training steadily, and establishing an evaluation mechanism in relation with the ERP usage.

  • Fiber optic facilities are increasingly being deployed in loop applications for both busines and residential areas. These facilities support a variety of communications services that include high speed data and video using leading technologies such as Synchronous Optical Network (SONET), Wavelength Division Multiplexing(WDM). This proliferation of fiber optic facilities combined with the increasing pressure on network operators to reduce costs are fostering increased automation to reduce labor costs associated with providing and maintaining communications services. Effective fiber management and accurate records can improve the reliability and integrity of the future telecommunications networks and the quality of customer services. This paper describes the trend forward and the need for the deployment of Fiber Administration System (FAS) into the operations enviroment of a typical network provider.

수출지원기반활용사업에서 디자인 서비스의 성과에 관한 연구 (A Study on the Performance of Design Services in the Export Voucher)

  • 본 연구는 수출기반활용사업 중에서 디자인서비스 분야의 성과에 관한 연구이다. 특히, 참여기업 관점에서 디자인서비스의 이용실태와 이에 따른 문제점을 파악하여, 관련 사업에서 디자인서비스 분야에 있어서 성공적 지원방안 마련을 위한 기초 자료 제공을 목적으로 한다. 본 연구는 기록자료(archival records)를 활용하여 디자인서비스의 정확한 성과를 측정할 수 있도록 정량적 설문(survey) 조사를 설계하였고, 설문은 총 3차례 발송을 통하여 참여기업은 135개사에서 응답하였다. 연구결과에서 디자인서비스의 유의미한 성과는 의료/바이오/헬스케어, 전기/전자제품 등 국가 주력산업군의 수출에서 디자인 역할이 중요하다는 것을 알 수 있었다. 또한, 매출액 차이와는 상관없이 모든 참여기업들이 디자인서비스를 이용하고 있다는 것을 알 수 있었다. 특히, 디자인서비스 효과는 참여기업들의 96 %가 가장 효과적이었던 서비스라고 답변하였다. 결과적으로 수출지원기반활용사업에 있어서 디자인서비스의 중요성을 입증하였고, 향후 수출지원기반활용사업의 디자인서비스의 발전방향으로서 관리 시스템 도입의 중요성을 제언하였다.

지역사회 서비스에서 관계혜택과 관계품질, 관계지속의도와의 관계연구 (A Study on the Relationship of Benefits, Quality, and Continuity Intention in Community Services)

  • Purpose - This study aims to examine the correlations between relationship benefits, quality, and continuity intention of community services. It further investigates the mediation effect of relationship quality operating on the association between relationship benefits and relationship continuity intention. Thus, this study will aim to elucidate the correlations between relationship benefits, quality and community services intention. Research design, data, and methodology - To achieve these objectives, this study executed a questionnaire from the users of the child․adolescent psychological support service which represents part of community services. The research framework that was utilized in this study was of three main factors. They were relationship quality, relationship benefits, and intention of relationship continuity. In relationship quality, factors such as trust and commitment was included in this section. For relationship benefits, factors such as society benefits and commitment benefits were the essence. The control variable in this study was gender, age, income, hours of service used, and the number of times service was used in community services. Results - The key research findings are as follows. First, this study found out that the more the social benefits was enhanced in the community services, the higher the relationship continuity intention was. Second, this study has found out that the higher the trust of community services, the higher the relationship continuity intention. Third, this study has shown that the more the relationship benefits was enhanced in the community services, the higher the recognition by the users' relationship quality was. Fourth, the trust in the community services played a mediating role between the relationship benefits and relationship continuity intention. Conclusions - Many associations could be discovered on the correlations between relationship benefits, quality, and community service continuality intention. These results will have important implications for the future of child and adolescent psychological support services. In terms of relationship marketing, the three factors; benefits, quality, and continuity intention in community services were proved to be pivotal. In order for the continuity intention in community services, the two factors of benefits and quality were the influential factors. From a policy maker's standpoint, the relationship continuity was the most important factor.

B2C 마이크로블로깅을 통한 고객참여 메커니즘의 이해 (Understanding Customer Participation Behavior via B2C Microblogging)

  • Social network services based on openness, connectedness, and mass participation are reshaping many aspects of how companies conduct business and create value for their customers. For instance, Facebook and Twitter are expected to play a pivotal role as a new communication channel through which companies-forge close relationships with their customers for co-creation of value for mutual benefits. Given the potential of social network services, it is not surprising that many companies have strategically invested in social network services to reach out to customers. Despite the growing interest in social network services as a platform to connect companies and their customers, few guidelines exist about how managers can effectively utilize social network services in forging relationships with their customers. As such, scholars should pay greater attention to how firms can successfully develop relationships with their customers on social network services. In particular, this study employs the S-O-R (stimulus-organism-response) framework as a theoretical lens to develop a research model that explains customers' participation in the value co-creation platform that companies opened on Twitter. According to the S-O-R framework, certain types of individuals' behaviors can be best understood based on a causal link from environmental stimulus to organism, and response. We apply the S-O-R framework to understand how ubiquitous connectivity (stimuli) can influence customers' experience (organism) with companies on Twitter, which in turn influence their participation behavior (response). Two steps have been undertaken to empirically test the research model. First, we conducted a content analysis of tweets written by customers who follow companies on Twitter. As a result, we found event/promotion participation, company support, and giving feedback as three specific types of customer participation behavior. Second, we conducted a web-based survey to test research hypotheses in the research model. Participations in the survey were solicited to customers who followed companies on Twitter. As a result, a total of 115 respondents have completed the survey. Data were analyzed using the partial least square (PLS) technique. The results of data analysis suggest that ubiquitous connectivity (stimuli) had strong positive effects on perceive usefulness, perceived enjoyment, and perceived intimacy (organism). Perceived intimacy showed positive effects on customer participation behavior (response), such as event participation, company support, and giving feedback. Perceived enjoyment was found to have strong positive effects on company support and giving feedback. On the other hand, perceived usefulness did not have significant impacts on the three types of customer participation behavior.

의사결정나무기법을 활용한 노인장기요양보험 표준급여모형 개발 (A Decision-support System for Care Plan in Long-term Care Insurance)

  • 우리나라 노인장기요양보험에서는 수급자가 월 한도액 범위 내에서 필요한 서비스를 비용-효율적으로 이용할 수 있도록 지원하고자 표준장기요양이용계획서를 작성하여 제공하고 있다. 본 연구는 표준장기요양이용계획서의 객관성 확보와 업무 효율성 제고를 위하여 의사결정나무기법을 이용해 수급자의 건강 및 기능 상태에 맞는 최적의 급여계획을 도출하는 표준급여모형을 개발하였다. 타당도 높은 모형 개발을 위하여 국민건강보험공단의 전국 220개 장기요양운영센터로부터 장기요양인정조사와 표준장기요양이용계획서 작성 경험이 풍부한 직원(본 연구에서는 '훈련된 조사자'라고 함)을 추천받아 자료수집의 내용과 방법에 대해 교육을 실시하였고, 이들이 수급자의 건강 및 기능 상태를 평가하고 작성한 수급자 개인별 맞춤형 급여계획을 자료 분석에 활용하였다. 표준급여모형은 1단계로 시설 또는 재가 급여 권고 여부를 결정하는 모형을, 2단계로 재가급여를 권고했을 경우의 재가급여 세부 종류별 권고 여부를 결정하는 모형을 개발하였다. 본 연구에서 개발된 표준급여모형은 전산프로그램화 되어 국민건강보험공단 직원이 수급자에게 제공할 표준장기요양이용계획을 수립하는 과정에 실제로 활용되고 있어 표준장기요양이용계획서의 객관성 확보와 업무 효율화가 기대된다.

대학도서관 연구데이터 관리 서비스 현황 및 제안 - 과학기술특성화 대학을 중심으로 - (Current Status and Proposal of University Library Research Data Management Service: Focused on Science and Technology Specialized Universities)

  • 데이터 중심의 연구환경으로 빠르게 변화하고 있다. 이에 따라 국내 대학도서관에서도 대학의 연구자를 지원하기 위한 연구데이터 관리 서비스 구축 및 운영을 준비하고 있다. 본 연구는 과학기술특성화 대학도서관에서 연구자를 지원하기 위한 연구데이터 관리 서비스를 제안하고자 설계되었다. 해당 서비스를 제안하기 위하여 해외 및 국내 과학기술특성화 대학 중 11곳을 선택하여 해당 기관의 연구데이터 관리 서비스를 분석하였다. 분석 결과, 연구데이터 관리, 전자 연구노트 그리고 RDM 교육으로 핵심 카테고리를 도출하였으며 특히, '연구데이터 관리' 카테고리는 DMP, 데이터 수집, 데이터 관리, 데이터 보존, 데이터 공유 및 출판, 데이터 재사용, 인프라 및 도구 그리고 RDM 가이드 및 정책으로 구성하였다. 본 연구 결과는 과학기술특성화 대학도서관에서 연구데이터 관리 서비스를 도입하고 운영하는데 도움이 될 것이다.

지역특화작목시험장의 기술전파활동 현황 (Extension Services in Agricultural Experiment Station)

  • The objectives of this study were 1) to explore the present status of extension services of agricultural experiment station, and 2) to get some implications for ameliorating extension services of agricultural experiment station. The data were collected through the semi-constructed interviews with 11 agricultural researchers in 6 local agricultural experiment stations and 11 farmers who have ever made contact with the researchers. The major findings of this study were as follows: The agricultural experiment stations were providing extension services as expedients to accommodate to new markets and structural changes of organizations, though they are originally research-oriented agencies. The extension methods of agricultural experiment stations were similar with those of extension agencies, and the extension methods used mainly were 'experiment plot demonstration exhibition', 'consultation using telephone, internet, face to face meeting', 'visiting farms and consulting'. These were generally carried out by farmer's request, therefore the extension services of agricultural experiment stations were provided in a passive way so far. Based on the results of this study, the followings are recommended for further development of extension services of agricultural experiment station: The rural development organizations should set principles and support for extension services of agricultural experiment stations. The alternative plans to strengthen the linkage between research and extension have to be made, and these plans should include financial, personnel and systematic arrangements for further development of extension services of agricultural experiment stations.

  • RUPI 기반 로봇 서비스는 다양한 성능을 지원하는 로봇과 서버간의 연동을 통해서 융통성과 확장성을 보장하는 로봇 기반 서비스를 제공한다. 이러한 로봇 서비스를 제공하는데 있어서 안전성 보장은 필수 요소이다. 하지만 로봇 서비스에 적용되는 각 노드의 다양한 성능을 보장하기 위해서는 각 서비스에 맞는 보안 메커니즘이 적용되어야 하며, 이를 위해서 효율적인 키 관리 구조가 선행되어야 한다. 따라서 본 논문에서는, RUPI 기반 로봇 환경에 적합한 키 관리 구조를 제안한다.
