The vibration or/and noise generated by blast operations might cause not only structural damage to properties but mentally also to humans and animals. For that reason, maximum permitted vibration and noise levels are set by sensitivities of structures and they are used for the management of blast vibration. It is known that the fish lived in water are more sensitive to vibration than land animals, and thus the adverse impact of the blasting on fish farms should be very concerned. This study investigated the vibration and noise levels at a large eel farm located some 840 meters of the blasting site through the large real-scale experiments of blastings, prior to conducting the actual blasting. As a result, it was found that the noise met the requirement to be within maximum permitted level, while the ground vibration exceeded the permitted vibration. Accordingly, the impact of the excess vibration was investigated by an existing empirical method and verified by a new three dimensional numerical analysis. In this study, such an inspection process was briefly described, and a method was suggested for the examination of possible adverse effects from blasting on vibration-sensitive structures like the eel farm. The study also introduced a design method that controls the blast effects - ground vibration and noise.
The slightly hyperstoichiometric uranium dioxide, i.e. U $O_{2.005}$ and U $O_{2.01}$ within a range of the requirement for the use of a nuclear fuel, were sintered directly in an atmosphere of $CO_2$/CO mixture without any succeeding reduction process. The kinetics of sintering in the late stage were investigated for various O/U ratios. A sintering diagram, which show the relation of Temperature-Time-Density-Grain size, was established for each O/U ratio. Only by controlling the oxygen partial pressure in the sintering atmosphere, U $O_2$ pellet could be sintered very easily at low temperature 1050$^{\circ}$~120$0^{\circ}C$ with a density above 95% T.D. and average grain size above 7${\mu}{\textrm}{m}$. It was found that the rate of grain growth follows D=(Kt)$^{1}$4/ in the late stage of sintering. And the activation energies for grain growth in the final sintering stage were found to be 75, 64 and 62kca1/mo1 for U $O_{2.005}$, U $O_{2.01}$ and U $O_{2.10}$, respectively. Although no significant differences are obtained between the activation energies for different O/U ratios, the sinterability is enhanced considerably with increasing the oxygen partial pressure in the sintering atmosphere.tmosphere.
Composting is among the most effective integrated waste management strategies used to recycle sewage sludge (SS) waste and generate a useful product. An encapsulated lifting system is a relatively new industrial-scale composting technology. The objective of this study was to evaluate the effectiveness of composting dewatered stabilized SS mixed with green waste using this new technology. The composting process was monitored by changes in the physico-chemical properties, UV-visible spectra, and fourier transform infrared (FTIR) spectra. The composting temperature was steady in the thermophilic range for 24 and 12 d in the intensive and maturation phases, respectively, which fulfilled the disinfection requirement. Moreover, the temperature increased rapidly to 76.8℃ within three days, and the thermophilic temperatures peaked twice and lasted longer than in traditional composting, which accelerated SS degradation and decreased the composting period necessary to obtain mature compost. FTIR spectroscopic analysis showed a diminished in methyl group derived from methylene C-H aliphatic groups because of organic matter degradation by microorganisms and an increased number of aromatic chains. The new technology may be a viable and sustainable alternative for SS management that converts waste into compost that is useful as a soil amendment.

There is a wide variety of data quality attributes such as the ones proposed by the ISO/IEC organization and also by many other domestic and international institutions. However, it takes considerable time and costs to apply those criteria and guidelines to real environment. Therefore, it needs to define data quality evaluation attributes which are easily applicable and are not influenced by organizational environment limitations. The purpose of this paper is to derive data quality attributes and order of their priorities based on customer requirements for managing the process systematically and evaluating the data quantitatively. This study identifies the customer cognitive constructs of data quality attributes using the RGT(Repertory Grid Technique) based on a Korean quality standard model (DQC-M). Also the correlation analysis on the identified constructs is conducted, and the evaluation attributes is prioritized and ranked using the AHP. As the results of this paper, the consistent system, the accurate data, the efficient environment, the flexible management, and the continuous improvement are derived at the first level of the data quality evaluation attributes. Also, Control Compliance(13%), Regulatory Compliance(10%), Requirement Completeness(9.6%), Accuracy(8.4%), and Traceability(6.8%) are ranked on the top 5 of the 19 attributes in the second level.

More and more systems are developed from components with exactly reusability, independency, and portability. Component based development is focused on advanced concepts rater than passive manipulation or source code in class library. The primary component construction in CBD. A lot of difficult issues and aspects of Component Based Development have to be investigated to develop good component-based products. There is no established normalization model which will guarantee a proper treatment of components. This paper elaborates on some of those aspects of web application to adapt user requirement with exactly and rapidly. Distributed components in this paper are used in the most tiny size on network and suggest the network-addressable interface based on business domain. We also discuss the internal and external specifications for grasping component internal and external relations of user requirements to be analyzed. The specifications are stored on Servlets after dividing the information between session and entity as an EJB (Enterprise JavaBeans) that are reusable unit size in business domain. The reusable units are used in business component through query to get business component. As a major contribution, we propose a systems model for registration, auto-arrange, search, test, and download component, which covers component reusability and component customization.

In order to detect climate changes using satellite imagery, the GCOS (Global Climate Observing System) defines requirements such as spatio-temporal resolution, stability by the time change, and uncertainty. Due to limitation of GK-2A sensor performance, the level-2 products can not satisfy the requirement, especially for spatial resolution. In this paper, we found the optimal pan-sharpening algorithm for GK-2A products. The six pan-sharpening methods included in CS (Component Substitution), MRA (Multi-Resolution Analysis), VO (Variational Optimization), and DL (Deep Learning) were used. In the case of DL, the synthesis property based method was used to generate training dataset. The process of synthesis property is that pan-sharpening model is applied with Pan (Panchromatic) and MS (Multispectral) images with reduced spatial resolution, and fused image is compared with the original MS image. In the synthesis property based method, fused image with desire level for user can be produced only when the geometric characteristics between the PAN with reduced spatial resolution and MS image are similar. However, since the dissimilarity exists, RD (Random Down-sampling) was additionally used as a way to minimize it. Among the pan-sharpening methods, PSGAN was applied with RD (PSGAN_RD). The fused images are qualitatively and quantitatively validated with consistency property and the synthesis property. As validation result, the GSA algorithm performs well in the evaluation index representing spatial characteristics. In the case of spectral characteristics, the PSGAN_RD has the best accuracy with the original MS image. Therefore, in consideration of spatial and spectral characteristics of fused image, we found that PSGAN_RD is suitable for GK-2A products.

China water market has huge potential for increased use of BOT mode and one of the most attractive markets of doing business. However, the current China water BOT market shows that many foreign companies are retreating from the market while Chinese water companies fast growing. From the view no domestic companies have track records in China BOT water market, the research identified twenty market access barriers in terms of construction laws, regulations, BOT-related policy and the recent market situation. These are evaluated based on interview results with 10 professionals direct or indirect having a China water BOT experience. All the factors are found to be highly influential to foreign company's decision on the market participation. Among those, no fixed return policy and low water price, difficulty in water price adjustment and approval, and no government guarantees, all directly related to the project viability and under the control of government, were the most critical factors, implying government's role is the key in increasing the market competition by attracting more foreign participation on the market. In addition, new construction law regulating foreign EPC contractor's construction work, namely Decree 113, and requirement of applying competitive bidding in selecting EPC contractor in a BOT project are also considered signigicant barriers on foreign participation, which contradicts international norm and therefore necessitates an adjustment on current decision process in domestic companies.

With the rapid acceleration of low-birth rate and population aging, the employment of the neglected groups of people including the middle aged class is a crucial issue in South Korea. In particular, in the 2010s, the number of the middle aged who want to find a new job after retirement age is significantly increasing with the arrival of the retirement time of the baby boom generation (born 1955-1963). Despite the importance of matching jobs to this emerging middle aged class, private job portals as well as the Korean government do not provide any online job service tailored for them. A gigantic amount of job information is available online; however, the current recruiting systems do not meet the demand of the middle aged class as their primary targets are young workers. We are in dire need of a specially designed recruiting system for the middle aged. Meanwhile, when users are searching the desired occupations on the Worknet website, provided by the Korean Ministry of Employment and Labor, users are experiencing discomfort to search for similar jobs because Worknet is providing filtered search results on the basis of exact matches of a preferred job code. Besides, according to our Worknet data analysis, only about 24% of job seekers had landed on a job position consistent with their initial preferred job code while the rest had landed on a position different from their initial preference. To improve the situation, particularly for the middle aged class, we investigate a soft job matching technique by performing the following: 1) we review a user behavior logs of Worknet, which is a public job recruiting system set up by the Korean government and point out key system design implications for the middle aged. Specifically, we analyze the job postings that include preferential tags for the middle aged in order to disclose what types of jobs are in favor of the middle aged; 2) we develope a new occupation classification scheme for the middle aged, Korea Occupation Classification for the Middle-aged (KOCM), based on the similarity between jobs by reorganizing and modifying a general occupation classification scheme. When viewed from the perspective of job placement, an occupation classification scheme is a way to connect the enterprises and job seekers and a basic mechanism for job placement. The key features of KOCM include establishing the Simple Labor category, which is the most requested category by enterprises; and 3) we design MOMA (Middle-aged Occupation Matching Algorithm), which is a hybrid job matching algorithm comprising constraint-based reasoning and case-based reasoning. MOMA incorporates KOCM to expand query to search similar jobs in the database. MOMA utilizes cosine similarity between user requirement and job posting to rank a set of postings in terms of preferred job code, salary, distance, and job type. The developed system using MOMA demonstrates about 20 times of improvement over the hard matching performance. In implementing the algorithm for a web-based application of recruiting system for the middle aged, we also considered the usability issue of making the system easier to use, which is especially important for this particular class of users. That is, we wanted to improve the usability of the system during the job search process for the middle aged users by asking to enter only a few simple and core pieces of information such as preferred job (job code), salary, and (allowable) distance to the working place, enabling the middle aged to find a job suitable to their needs efficiently. The Web site implemented with MOMA should be able to contribute to improving job search of the middle aged class. We also expect the overall approach to be applicable to other groups of people for the improvement of job matching results.

The Ubiquitous-City (U-City) is a smart or intelligent city to satisfy human beings' desire to enjoy IT services with any device, anytime, anywhere. It is a future city model based on Internet of everything or things (IoE or IoT). It includes a lot of video cameras which are networked together. The networked video cameras support a lot of U-City services as one of the main input data together with sensors. They generate huge amount of video information, real big data for the U-City all the time. It is usually required that the U-City manipulates the big data in real-time. And it is not easy at all. Also, many times, it is required that the accumulated video data are analyzed to detect an event or find a figure among them. It requires a lot of computational power and usually takes a lot of time. Currently we can find researches which try to reduce the processing time of the big video data. Cloud computing can be a good solution to address this matter. There are many cloud computing methodologies which can be used to address the matter. MapReduce is an interesting and attractive methodology for it. It has many advantages and is getting popularity in many areas. Video cameras evolve day by day so that the resolution improves sharply. It leads to the exponential growth of the produced data by the networked video cameras. We are coping with real big data when we have to deal with video image data which are produced by the good quality video cameras. A video surveillance system was not useful until we find the cloud computing. But it is now being widely spread in U-Cities since we find some useful methodologies. Video data are unstructured data thus it is not easy to find a good research result of analyzing the data with MapReduce. This paper presents an analyzing system for the video surveillance system, which is a cloud-computing based video data management system. It is easy to deploy, flexible and reliable. It consists of the video manager, the video monitors, the storage for the video images, the storage client and streaming IN component. The "video monitor" for the video images consists of "video translater" and "protocol manager". The "storage" contains MapReduce analyzer. All components were designed according to the functional requirement of video surveillance system. The "streaming IN" component receives the video data from the networked video cameras and delivers them to the "storage client". It also manages the bottleneck of the network to smooth the data stream. The "storage client" receives the video data from the "streaming IN" component and stores them to the storage. It also helps other components to access the storage. The "video monitor" component transfers the video data by smoothly streaming and manages the protocol. The "video translator" sub-component enables users to manage the resolution, the codec and the frame rate of the video image. The "protocol" sub-component manages the Real Time Streaming Protocol (RTSP) and Real Time Messaging Protocol (RTMP). We use Hadoop Distributed File System(HDFS) for the storage of cloud computing. Hadoop stores the data in HDFS and provides the platform that can process data with simple MapReduce programming model. We suggest our own methodology to analyze the video images using MapReduce in this paper. That is, the workflow of video analysis is presented and detailed explanation is given in this paper. The performance evaluation was experiment and we found that our proposed system worked well. The performance evaluation results are presented in this paper with analysis. With our cluster system, we used compressed $1920{\times}1080(FHD)$ resolution video data, H.264 codec and HDFS as video storage. We measured the processing time according to the number of frame per mapper. Tracing the optimal splitting size of input data and the processing time according to the number of node, we found the linearity of the system performance.

Korea is preparing an offshore carbon capture, transport and storage (CCS) demonstration project which is recognized as one of important $CO_2$ reduction technologies to mitigate climate change. The offshore CCS project aims to transport, inject and store large amount of $CO_2$ into offshore geologic formation, and has a potential risk of leakage which might cause disastrous damage to human health, environment and property. Therefore, in order to ensure the safety of the offshore CCS project, a strict HSE (health, safety and environment) management plan and its implementation are required throughout the project life cycle. However, there are no HSE domestic laws or regulations applicable to CCS projects, and the related research is insufficient in Korea. For the derivation of the essential and urgent requirement in HSE management framework applicable to the offshore CCS project in Korea, we analysed the HSE management methodologies and foreign CCS HSE management guidelines and cases. First, this paper has analyzed ISO 31000, a generalized risk management principles. Second, we have investigated the HSE management practices of CCS projects in Norway and UK. Based on the analyses, we suggested the necessity of developing the HSE Philosophy and the HSE management process through the whole life cycle. Application of HSE management in early phase of an offshore CCS project will promote systematic and successful project implementation in a cost-effective and safe way.
