응급구조(학)과 학생들의 아동학대에 대한 인식과 신고의무태도 (Awareness of child abuse and reporting obligations attitude of paramedic students)

  • Purpose: We aimed to identify the awareness and reporting obligation attitude toward child abuse among paramedic students who will become paramedics in the future and play an important role as those with an obligation to report child abuse. Methods: Data were collected from the paramedic students after consent to this study through online. The period of data collection was from July 10 to August 2, 2023 and 142 questionnaires were analyzed using SPSS 27.0 program. Results: 79.6% of the subjects knew who was required to report child abuse, but only 46.5% knew the reporting agency, and 30.3% knew the reporting procedure. Additionally, 83.8% were willing to report child abuse when discovered. Awareness of child abuse was 4.58±0.29 points out of 5. The reporting obligation attitude toward child abuse was 3.53±0.74 out of 5. Awareness of child abuse was determined by whether one was required to report child abuse (p<.05), whether one was aware of the reporting procedure (p<.05), and whether one was willing to report child abuse (p<.05), there appeared to be a significant difference. Attitude toward reporting obligation regarding child abuse was determined by gender (p<.05), whether one was aware of the obligation to report child abuse (p<.05), and willingness to report upon discovery of child abuse (p<.01), it was found that there was a significant difference. Conclusion: It is necessary to develop realistic educational content that can be linked to suspected abuse sites in hospitals and out of hospitals so that students who will become paramedics in the future can play an active role as mandatory reporters of child abuse.

  • 환경보호 분야에서는 국제협약의 원활한 이행을 위해 당사국 간의 긴밀한 협조가 요구되며, MARPOL 73/78 상 보고의무는 해양환경보호를 위한 국제협력의 일환으로서 중요한 역할을 하고 있다. 이 연구에서는 MARPOL 73/78 상 보고요건의 국제법적 의미에 대하여 살펴보고, 당사국들의 보고의무 이행현황을 조사하였다. 이를 위하여 2001년부터 2010년까지 지난 10년간의 MEPC/Circ.318의 각 항목에 따른 MARPOL 73/78 상 보고의무의 이행현황을 분석하였다. 또 다른 한편으로는 이러한 이행현황에 대한 분석을 통해 당사국의 보고의무 준수율을 향상할 수 있는 개선방안을 제시하였다.

예비 치과위생사의 아동학대 인식 및 신고 의무태도에 관한 연구 (A study on prospective dental hygiene students awareness of child abuse and attitudes towards mandatory reporting)

  • Objectives: To confirm the awareness of child abuse and attitudes toward mandatory reporting among dental hygiene students in the Gwangju and Jeonnam regions. Methods: The level of awareness of child abuse according to general characteristics, attitudes toward reporting obligation, and awareness of the mandatory reporting system were analyzed using t-test or one-way analysis of variance (ANOVA) analysis, and correlation was analyzed using Pearson correlation coefficient. Results: Awareness of child abuse was 3.76, 3.68, 3.67, and 3.18 points for neglect, sexual abuse, physical, and emotional abuse, respectively. The attitude toward reporting obligation were 3.60 and 2.62 points for positive and negative reporting attitudes, respectively. Regarding awareness of child abuse, a significant positive correlation was observed between positive reporting attitude (r=0.326, p<0.01) and awareness of mandatory reporting system (r=0.272, p<0.01). Conclusions: To increase the reporting rate among dental hygienists, awareness should be improved starting from the undergraduate level, perceptions of prospective dental hygienists should be reflected in the development and direction of educational programs, and it is necessary to increase accessibility to educational opportunities and continuously seek institutional and policy measures.

  • 여가문화의 급속한 발전은 스포츠에 대한 수요 증가와 함께 종목별로 수많은 스포츠 협회의 결성을 가져왔다. 스포츠협회가 스포츠 활동의 활성화를 위한 사회적인 기관으로서 주어진 기능을 다하고 계속 발전해 나가기 위해서는 비록 공익적 단체라고 하더라도 영리법인에 적용되는 회계보고 및 세부제도의 도입을 통하여 재무 및 사업 활동의 합리성과 투명성을 갖추어 나갈 수 있도록 해야 한다. 이런 의미에서 스포츠협회의 회계 및 조세의무에 대한 제반 규정 또한 명확하게 정비되어야 할 것이다. 이를 위하여 본 연구는 공익적 스포츠 협회의 회계 및 조세에 관한 독일의 법 모델, 즉 통상적으로 영리단체의 법적 형식을 갖추고 조세기본법상 규정된 공익성의 가정들을 충족시키는 모델에 기초를 두고, 우리나라 스포츠협회의 회계 및 조세의무에 대한 시사점을 도출하고자 하였다.

약물유해반응 보고에 대한 개국약국 약사들의 태도 및 지식에 관한 연구 (Attitude and Knowledge of Community Pharmacists to Adverse Drug Reaction Reporting)

  • The purpose of this study was to evaluate the attitude and knowledge of community pharmacists to spontaneous adverse drug reaction (ADR) reporting. A survey was conducted in 103 community pharmacists in Seoul and Kyung-Gi Province from September to October, 2009. Almost half (53, 51.5%) and three-fourths (79, 76.7%) of respondents knew they could participate in ADR reporting in the Regional Pharmacovigilance Center (RPC) or Korean Food and Drug Administration (KFDA). However, only three of them have reported an ADR to the RPC and none of them have reported to KFDA. A majority of the respondents (96, 93.2%) felt that ADR reporting was a professional obligation for pharmacists. The purpose of an ADR reporting was incorrectly identified by most pharmacists. ADR reporting was encouraged if the reaction was serious and a new product. The most frequently mentioned barriers to reporting were: uncertainty concerning the causal relationship (86.3%) and not knowing how to report an ADR (83.2%). Only 19 (18.4%) respondents had received education on how to report ADR. Education was the most recognized method of improving ADR reporting. This study showed the knowledge of ADR reporting among community pharmacists is inadequate. Education and training should be reinforced in order to improve ADR reporting by community pharmacists.

  • Under the Renewable Heat Obligation (RHO) public buildings in the Republic of Korea larger than $10,000m^2$ must achieve an 11% overall reduction to thermal energy consumption. Well intended solutions have been proposed. However, not all option is evaluated on the same basis, potentially resulting in incomplete or sub-optimal solutions. What's more once projects are implemented, there are inconsistencies in the methods used to measure and evaluate operating performance of the post-retrofit case. The RETScreen decision tools and methodology can be used by decision makers, policy developers, architects, engineers and community leaders to evaluate and select the most effective solutions for Korea's RHO needs.

  • 2015년 1월 28일 제정되었던 환자안전법이 2016년 7월 26부터 시행되고 있다. 환자안전법은 환자안전문제에 있어 사후적인 민 형사상 책임추궁에 초점을 두고 있던 과거시스템에서 탈피하여 사전적으로 의료오류(medical error)의 예방을 위해 보고시스템을 통하여 각종 오류를 수집 집적한 후 얻어진 결과물을 진료에 반영함으로써 위해를 예방하고자 하는 방식으로 이루어져 있다. 이 법의 유효성을 위해서는 환자안전사고의 예방 보고 재발 방지 등을 위한 환자안전관리체계구축의 핵심적인 전제인 '환자안전사고의 자율보고 및 보고 학습시스템'의 활성화가 관건이다. 그리고 이 시스템이 활성화되기 위해서는 무엇보다도 많은 양의 보고자료축적이 필수적인 전제요건이다. 그럼에도 불구하고 약 17개월 동안 단 2건에 불과한 보고가 있었을 뿐이다. 외국의 선례에서는 이 문제를 해소하기 위하여 부분적으로 의무보고시스템을 도입하고 있다. 본 글에서는 현행 자율보고시스템의 타당성과 발의되어 있는 두 개정안을 비판해보고, 부분적 의무보고시스템의 도입을 제시해보고자 한다.

보건의료인을 위한 약물감시교육의 해외 동향 및 국내 현황 (Educating Healthcare Professionals in Pharmacovigilance: Global Trends and Korea's Status)

  • This narrative review introduces global trends in pharmacovigilance (PV) education for healthcare professionals and the status of PV education in Korea. Proactive participation of healthcare professionals, including physicians, pharmacists, and nurses in reporting suspected adverse events is the main driving force for effective operation of the spontaneous adverse event reporting system database, which in turn facilitates early safety signal detection of otherwise unknown suspected adverse events. The World Health Organization recognizes PV education curriculum as a key aspect in promoting awareness of PV and adverse event reporting among healthcare professionals, and multiple studies have demonstrated that PV educational interventions for healthcare professionals have increased overall adverse event reporting. Considering the global trends in PV education, the curriculum in Korean universities still has room for improvement in promoting PV obligation among future healthcare professionals. Further research is needed to develop PV education curriculum. We suggest a three-step project for innovating PV education in Korea to meet the global PV educational standards: a survey to gauge current PV competencies among healthcare professionals, reform of current PV academic curriculum, and evaluation and fine-tuning of the reformed curriculum.

책무성(Accountability)의 개념분석 (Concept Analysis of Accountability)

  • Purpose: The study was done to analyze the concept of accountability. Method: This study adopts a methode of Walker and Avant(1995) for analysis. Result: The defining attributes of accountability are obligation(competency, implementation) of justification, explanation, reporting and disclosure one's action to whom, acception of the evaluation and sanction against results of one's action. The antecedents of accountability are competency, knowledge, skills, values, duty, obligation, authority, empowerment, responsibility, autonomy. The consequences are public safety, improvement of professionalism & healthcare quality, partnership and stress & strain. Conclusions: It is required to develop the ethical concept and theory construction for accountability.

약물감시사업과 약물유해반응에 대한 인식도 조사 (A Survey on Attitude and Awareness of Health-Care Professionals Regarding Pharmacovigilance System and Experience for Adverse Drug Reaction (ADR) from a Single University Hospital)

  • Objective: To study the attitudes and awareness of healthcare professionals (physicians, pharmacists, nurses and others) toward the Pharmacovigilance system and experience for adverse drug reactions (ADRs) from a Single University Hospital in Deajeon. Methods: A survey was performed using a structured questionnaire involving 360 health-care professionals at the hospital between $1^{st}$ November and $16^{th}$ November, 2012. Results: Sixty-five percent (n=235) of all respondents were experienced incidences of ADRs for their patients and 55.8% (n=201) knew the ADR Spontaneous Reporting System in the hospital. However, three-fourths (n=273, 75.8%) of respondents did not know the existence of the Korean Association of Regional Pharmacovigilance Centers (KARP) and 61.7% (n=222) were unaware of the obligation of ADR report from KFDA in cases of serious ADRs. About 83% (n=299) answered that the electronic ADR report system of the hospital was helpful while their work and most (n=336, 93.3%) agreed on the necessaries of the promotion and education about ADR. Conclusion: Seventy-five percent (n=271) of respondents wanted to continue the work for evaluation and feedback for ADRs reported in the hospital. However, the barriers to reporting ADR were; inconvenient ADR reporting system and the lack of time to report ADRs. This study showed that the easier ADR reporting system and education and promotion about ADRs for health-care providers are needed to improve the ADR reporting.
