A novel approach is proposed to effectively estimate the quantile functions of normalized performance indices of reliability constraints in a reliability-based optimization (RBO) problem. These quantile functions are not only estimated as functions of exceedance probabilities but also as functions of the design variables of the target RBO problem. Once these quantile functions are obtained, all reliability constraints in the target RBO problem can be transformed into non-probabilistic ordinary ones, and the RBO problem can be solved as if it is an ordinary optimization problem. Two numerical examples are investigated to verify the proposed novel approach. The results show that the approach may be capable of finding approximate solutions that are close to the actual solution of the target RBO problem.
In reliability based design and assessment (RBDA) methodology, reliability targets are used to ensure that safety levels are met relevant limit states in the stage of design and maintenance. The target reliability for flammable gas pipelines have not been developed yet in Korea. Instead of the reliability targets, the tolerable criteria for risk measures such as societal and individual risk have been applied in pipeline risk management. This paper introduces the procedures to develop the target reliability using tolerable risk criteria for societal and individual risk which can be enforced for high pressure natural gas pipelines in quantitative risk assessment. In addition, we propose the target reliability for natural gas and hydrogen gas transmission pipelines by the procedures.

For this end, first of all, we need to construct functional block diagram based on the design output and PWBS(Project Work Breakdown System). Another important input data for reliability allocation is the relationship between the cost and the reliability. In this study we investigate various reliability allocation models, which can be applicable to aircraft, vehicle, and power plant, and etc. And we suggest a proper reliability allocation model which can be effectively applicable to KTX-II high speed train to achieve the target system reliability.

Bridge decks are one of the main structural components that are most suitable for utilizing the advantages of FRP materials due to the high strength weight ratio of FRP materials. Design codes for the design of FRP bridge decks should be established to apply FRP materials for bridge decks effectively. At present, design codes are relatively well established for the use of FRP materials as reinforcements in concrete structures. However, design codes have not yet been provided for the structures made of FRP as a main construction material. In this study, for the purpose of preparing design code provisions, reliability analyses were performed to evaluate target level of safety and serviceability on GFRP decks. Based on the results, several guidelines for the development of design codes are suggested.

This paper brings up fallacy of material factors specified for the design of concrete members in the current Korean limit state design code for highway bridges, and proposes new material factors based on a robust optimization scheme to overcome the fallacy. It is shown that the current load factors in the code and the proposed material factors lead to a much higher reliability index than the target index. The load factors are adjusted to yield the target reliability index using the inverse reliability analysis. A reliability-based approach following the basic concept of Eurocode is formulated to determine material factors as well as load factors. The load-material factors obtained by the proposed reliability-based approach yield a lower reliability level than the target index. Drawbacks of the basic concept of Eurocode are discussed. It is pointed out that differences in the uncertainties between materials and members may cause the lower reliability index of concrete member than the target.

Calibration of load-resistance factors for the limit state design of perforated caisson breakwaters are presented. Reliability analysis of 12 breakwaters in nationwide ports was conducted. Then, partial safety factors and load-resistance factors were sequentially calculated according to target reliability index. Load resistance factors were optimized to give one set of factor for limit state design of breakwater. The breakwaters were redesigned by using the optimal load resistance factor and verified whether reliability indices larger than the target value. Finally, some load-resistance factors were proposed by changing target reliability index.

PURPOSES : The purpose of this study is to perform a reliability analysis of the proposed wind load combination which governs the design of support structures of subsidiary road facilities, and to evaluate whether the target reliability of the design is satisfied. METHODS : The statistical estimation method is applied and the design period of the support structure is used to obtain the statistical property of the wind load. In addition, the statistical properties of the strength of support structures are obtained from a literature review and simulation study. Actual support structures are designed by the proposed load combination and are used as the examples to examine if the target reliability is obtained. RESULTS : The result of the reliability analysis performed by using the statistical properties of load and resistance for the support structure in this study indicates that the proposed wind load combination satisfied the target reliability index of the design. Also, the convenience of the design is achieved by adopting the same design wind velocity given in the bridge design code by applying the wind velocity ratio defined for the design period of the support structure. CONCLUSIONS : It is presented that the design using the wind load combination proposed in this study achieved the target reliability index and the design wind load for different design periods can be conveniently defined by applying the velocity ratio proposed in this study.

In this paper the reliability analyses of the cable-supported bridge design code which is recently issued in Korea are performed and the results are presented. Governing load combinations for the member design and the statistical properties of the main members are introduced and the analysis is performed using an example cable-stayed bridge for which the design is performed following the load and resistance factors defined in the design code. The reliability analysis shows the target reliability index can be achieved by applying load and resistance factors and the application of the resistance modification factor can enhance the reliability level if the importance of the bridge needs to be increased. The sensitivity analysis reveals that decreasing uncertainty of the cable strength is critical for obtaining the target reliability index. The study results show that the design using the load and resistance factors of the code can achieve the target reliability indexes for the design of cable supported bridge.
