Assessing Traffic Safety Benefits of Technical Regulation for Pedestrian Leg (보행자보호를 위한 다리기준의 교통안전 효과평가)

  • This study proposes a methodology to assess the traffic safety benefits of technical regulation for pedestrian leg. Traffic safety benefit is defined as the injury reduction in this study. Actual accident analysis and simulation experiments using LS-Dyna3d are conducted to establish statistical models for developing the methodology. The relationship between collision speed and parameters of the regulation is explored. An application example of the proposed methodology is also presented for more comprehensive understanding. It is believed that the proposed methodology would be greatly utilized in developing various technologies and policies to protect pedestrian.

Non-signatories in Arbitration Proceedings With Focus on a Third Party Beneficiary and Equitable Estoppel Doctrines in the United States

  • The United States has used legal theoretical constructions such as equitable estoppel and the third party beneficiary under which non-signatories of an arbitration agreement can be bound to the arbitration agreement of others. The third party beneficiary theory has been used when a signatory defendant argues that a non-signatory plaintiff is bound by an arbitration agreement, or a non-signatory defendant argues that a signatory plaintiff is required to arbitrate the plaintiff's claims against the non-signatory. On the other hand, equitable estoppel has developed as two distinct theories. According to the first theory, if a non-signatory party knowingly accepted the benefits of an agreement, it can be estopped from denying its obligation to arbitrate. The second theory compels a signatory to arbitrate because of the close relationship between the entities involved and the fact that the claims were intimately founded in and intertwined with the underlying contract obligations.

Estimating the Effect of Freeway Ramp Metering on Safety

  • This paper presents a method evaluating benefits of ramp metering strategies on freeway safety. Based on the traffic and the accident data collected on a 4.2 km (2.6 mile) section of Interstate highway 35-West in Minneapolis, U.S.A., the relationship between traffic variables and safety measures is investigated. An aggregate specification that could be used to predict accident frequencies on freeways is proposed as a multiple regression form. The specification includes 15 minutes volume and occupancy data, which are commonly available from surveillance and control systems. The primary variables that appear to affect the frequencies of freeway accident are: vehicle-miles of travel, entrance ramp volumes and the dynamic effect of queue building. A simulation method evaluating the dynamic effect of control strategies on safety is proposed next. The potential benefits of freeway ramp metering on freeway safety are finally investigated via a proposed method.

Relationship between Target Costing Practices and Organizational Performance : An Empirical study (원가기획시스템의 실무수준과 성과간의 관련성에 관한 실증연구)

  • Target Costing research has a long history in the study of management control systems. However, there is very little published empirical analysis studies on Target Costing. This study investigate the impact of Target Costing practices on organizational performance. This study uses survey responses from executive at 125 Target Costing practicing firms to better understand the benefits that firms have experienced through Target Costing adoption and whether a more comprehensive implementation is worthwhile. The research results demonstrate that Target Costing has a positive and significant relationship with low cost, efficiency of R&D, and interaction facilitation. In particular, there is significant and positive relationship between organizational structure and performance. This study indicate that Target Costing is a vital management strategy to build and sustain competitive advantage.

Knowledge Sharing in Co-worker Relationships: Interaction Effect of Quality of Co-worker Exchange and Learning Goal Orientation (동료 간 지식공유에 관한 연구: 동료관계의 질과 목표성향의 상호작용효과)

  • Knowledge sharing has many benefits; however, employees are generally reluctant to share their knowledge with co-workers. This reluctance can be attributed to the facts that sharing knowledge involves the threat of losing personal competitiveness and the codification of knowledge for sharing requires additional effort. This study explains why employees engage in knowledge sharing despite the threat and cost of sharing knowledge. Specifically, it examines the effects of the quality of co-worker exchange (CWX) on knowledge sharing and the moderating effect of learning goal orientation on the relationship between CWX and knowledge sharing. Data from 186 individuals indicate that there is a positive relationship between CWX and knowledge sharing, and that this relationship is strengthened when learning goal orientation is low rather than when it is high. The theoretical and practical implications of the findings are also discussed.

  • Examining whether the relationship between proprietary information cost and management's disclosure decision is also valid for domestic companies is expected to provide meaningful implications for investors and regulatory authorities. However, there are no domestic studies related to proprietary information costs so far. This study examines whether managers tend to lower the disclosure level at their discretion in consideration of proprietary information costs. This study used the measurement quality of disclosure to examine whether managers tend to lower the disclosure level at their discretion in consideration of proprietary information costs. As a result of empirical analysis, it was confirmed that there is a negative relationship between proprietary information cost and the quality of disclosure. This suggests that management tends to make disclosure decisions in consideration of not only the benefits of disclosure but also proprietary information costs resulting from disclosure in order to maximize corporate value. These findings are expected to have significant implications for investors and related policy authorities.

  • This paper develops a model to predict the adoption and level of usage of network technology in a two-level supply chain with buyer-supplier relationships. A firm's adoption of a new technology depends not only on its own beliefs of the new technology's costs and benefits, but also on the adoption decisions of other firms in the supply chain. A model first analyzes an individual supplier's decision about a new technology adoption considering with multiple suppliers and buyers. Individual suppliers' decisions are aggregated with a population model to project how new technology diffuses across the supply chain and examine the pattern of diffusion process. This study found that as more firms adopt in initial periods, the total amount of information to the potential adopters in the population increases, and then the number of firms persuaded by the information increases as the process moves up the distribution of adoption process. We consider three factors influencing the diffusion speed of the new technology in a supply chain network : mean benefits, cost sharing, and information provision. This study examines how such factors affect the reduction of threshold levels, which implies that reductions in threshold levels have an aggregate effect by accelerating the rate of adoption. In particular, we explore relationship factors available in practice in a buyer-supplier relationship and numerically examines how these relationship factors contribute to increase the diffusion speed of the technology in a two-level supply chain.

Integrated Management Strategy of Vehicle Emission Reduction Policies Based on Total Benefits and Co-benefits (총 편익과 공 편익에 기반한 자동차 배출저감 정책의 통합관리 전략)

  • This study aims to propose integrated management strategies based on the relationship between co-benefits and total benefits of greenhouse gases and air pollutant emissions for establishing a transport and environmental policy. The results show that the integrated management of the following policies: 'Car Free Day' and 'Early Scrapping of Decrepit Diesel Vehicle', which are used for reducing reduce gasoline and diesel, can together reduce both PM and $CO_2$ emissions and increase total benefits. In addition, the integrated management of 'Car Free Day' with environment policies and 'Congestion Charge' with environment policies simultaneously controls the three factors which influence emissions, including travel volume, travel speed and emissions factor, and was found to be effective in terms of co-benefits. This study reduces both air pollutants, which are harmful to health, and greenhouse gas emissions, which influence climate change, and improves the efficiency of policy through the integrated management of policies.

Korean Caregiver's Perceived Benefits and Costs of the Coresidence with the Elderly Parents - focused on Rural and Urban Difference - (부양의식, 형제자매 지원과 노부모 동거에 대한 혜택-비용 지각 - 도시와 농촌 비교를 중심으로 -)

  • In spite of rapid sociocultural changes and an increase in the number of nuclear families in recent years, quite many families in Korea still have taken the extended family form where daughter-in-law provides care for the elderly parents. Even though the nature of the inter-generational relationship in Korea is reciprocal in many regards, most of the studies looked at the burden or costs of coresidence with the elderly parents while relatively little attention has been given to the positive side of the coresidence. This study is an attempt to fill this gap in the area. The purpose of this study is to examine not only the costs but also benefits of the coresidence with the elderly parents. We also explore whether there is a rural-urban differences in costs and benefits of coresidence and related factors. For the purpose, data were gathered from 876 daughters-in-law of three generational family both in rural and urban area, using structured questionnaire. The statistical methods used for data analysis were descriptive statistics, cross tables, and regression analysis with SPSS/PC+ program. The major findings of this study were as follows: Marital and economic status of the elderly parents, age, job status and filial responsibility attitude of caregiver, sibling support, and coresidence duration were the significant variables predicting the level of perceived benefits. Marital status of elderly parents, income, job status, educational level, and filial responsibility altitude of caregiver, residence region affected the level of perceived costs. Rural-urban differences are found in many aspects of coresidence experiences and related factors. Rural caregivers receive higher level of the sibling support, have more traditional final responsibility altitude and perceived less costs and more benefit than urban caregivers. There also are differences in the factors influencing the level of perceived costs and benefits between rural and urban area. Level of sibling support and final responsibility attitude have significant impact on both the perceived costs and benefits. But there are differences in terms of that perceived costs and benefits of urban caregivers are affected by job status of caregivers while those of rural caregivers are affected by educational level of caregivers and marital status of elderly. The results confirm that Korean caregivers experience both positive and negative aspects of coresidence and shows that the nature of the inter-generational relationships differ between rural and urban Korea.

An Analysis of the Impact of Social Assistance Benefits on Poverty Reduction in Korea and the UK (한국과 영국 공공부조제도의 빈곤완화 효과에 관한 연구)

  • This paper analyzes the relationship between social assistance and poverty in Korea. Social assistance in Korea which had a Poor Law tradition for about forty years, was finally reformed and a new general assistance scheme designed to protect fundamental human rights, was established in 1999. Are the means-tested social assistance benefits effective in protecting the poor from hardship? How effectively do the means-tested benefits reduce poverty? To assess the effects of the means-tested social assistance benefits in Korea on poverty reduction, the study uses household data from the National Basic Livelihood Security Programme Review Board (NRB). Moreover, to obtain a comparative perspective, a British dataset the Family Resources Survey (FRS) is assessed. The incidence and the intensity of poverty for a range of household types are analyzed before and after social assistance benefits for both countries. The results of the analysis show the Korean social assistance benefits do not radically alleviate poverty, although recipients' income positions are improved after social assistance transfers. Compared to Korea, Britain achieved marked success of means-tested social assistance benefits with a high degree of effectiveness, especially among the extreme and the severe poverty brackets, while there are variations between different household types regarding the incidence and the intensity of poverty before and after transfer.
