  • In this paper, a study of stability and health of a newly-built railway tunnel is presented. The field test was implemented to monitor the secondary lining due to the significant cracking behaviors influenced the stability and health of the tunnel structure. Surface strain gauges were installed for monitoring the status of crack openings, and the monitoring outputs demonstrated that the cracks were still in the developing stage. Additionally, adjacent tunnel and poor condition of surrounding rock were identified as the causes of the lining cracking by systematically characterizing the crack spatial distribution, tunnel site and surrounding rock conditions. Reconstruction of partial lining and reconstruction of the whole secondary lining were designed as the maintenance projects for different cracking regions based on the construction feasibility. For assessing the health conditions of the reinforced lining, embedded strain gauges were set up to continuously measure the strain and the internal force of the reconstructed structures. For the partially reconstructed lining, the outputs show the maximum tensile elongation is 0.018 mm during 227 days, which means the structure has no obvious deformation after maintenance. The one-year monitoring of full-section was implemented in the other two completely reconstructed cross-sections by embedded strain gauge. The outputs show the reconstructed secondary lining has undertaken the pressure of surrounding rock with the time passing. According to the calculated compressive and tensile safety factors, the completely reconstructed lining has been in reliable and safe condition during the past year after reinforcement. It can conclude that the aforementioned maintenance projects can effectively ensure the stability and health of this tunnel.

  • In the areas of RoHS, WEEE, ELV and REACH, reinforcement of environmental regulations against harmful substances is a global trend not only in EC but also in all over the world. In the fields of Korea's major export products such as material parts, electrical and electronic products and automobile parts, we are responding to these regulations consistently. To develop reference material for analyzing lead and cadmium in paints, the candidate materials were produced through the screening process which separated shapes and sizes. To secure the traceability of the candidate materials produced, the characteristics and uncertainties are estimated by ICP-AES analysis using the primary reference material. The short-term and long-term stabilities also are evaluated in parallel. In order to calculate the final certification value of the candidate material, the verification were carried out by the performance evaluation through the comparison among the KOLAS (Korea Laboratory Accreditation Scheme) laboratories, and the CRM was produced in accordance with ISO Guide 35. The certified values and uncertainties of Pb and Cd of the final paint standard, determined according to the joint analysis among laboratories, are Pb [($191.4{\pm}3.1$) mg/kg, ($944.1{\pm}5.6$) mg/kg] and Cd [($45.0{\pm}2.6$) mg/kg, ($225.5{\pm}3.5$) mg/kg]. These standard materials were developed to enhance the reliability of measurement analysis, including the validity and traceability of measurement results. Also it is expected that the CRM will be used as QCM (quality control material) for the product design and the process monitoring, so that regulation and management of hazardous heavy metals can be systematically implemented.

  • Securing wireless Ad hoc network including the secure mechanism design and implementation is generally more difficult for vulnerability of channels and nodes, the absence of infrastructure, topology that change dynamically, and etc, than ire network. The efforts of early researches are based on the adaptation of securing methods for the wire network to wireless ad hoc network. However, wireless ad hoc network could not get effective study finding because network has essential problems. This paper proposes that some new problems are being came to light over the survivability and availability of the network itself, that are caused by the massive packet attack of more than one or two nodes, and proves the consequence of this phenomenon. Also, we propose an effective prevention mechanism of masquerade attacks for survivability reinforcement that escape standard of the early way by survivability of wireless Ad hoc network and approaches for performance elevation and reflect special quality of wireless Ad hoc network.

  • Recently, as the occurrence of earthquakes with a magnitude of 5.0 or higher in Korea increases, many studies and interests in seismic design are increasing. A lot of damage was caused by the Pohang earthquake in 2017, and port facilities such as a breakwater were also damaged. This study analyzed the dynamic behavior of the upright breakwater, an external facility, based on a centrifugal model experiment. A series of centrifugal model test was conducted by three different seismic waves such as Pohang Earthquake Wave, Artificial Wave I, and II. As a result, the dynamic behavior of upright breakwater was analyzed. The review showed that acceleration amplification tends to be suppressed as breakwater foundation ground increases support and stiffness through DCM reinforcement and riprap replacement.

  • For strengthening the national defense, the function of tactical network is essential. tactics and strategies in wartime situations are based on numerous information. Therefore, various reconnaissance devices and resources are used to collect a huge amount of information, and they transmit the information through tactical networks. In tactical networks that which use contention based channel access scheme, high-speed nodes such as recon aircraft may have performance degradation problems due to unnecessary channel occupation. In this paper, we propose a learning-backoff method, which empirically learns the size of the contention window to determine channel access time. The proposed method shows that the network throughput can be increased up to 25% as the number of high-speed mobility nodes are increases.

  • Training, unlike education in holistic perspective, not only affects individual's potential of work competencies such as knowledge and technology, but also affects the job performance in organizational perspective. The effectiveness of training for civil servants who participated in mock jury trial learning of Suwon-si was verified using CIPP model. Participants valued the significance of the process of training rather than the conclusion that draws a certain solution, and based on the comparison and analysis of pre·post evaluations, the educational effect of mock trial training and its utilization at work in the future was higher than before the training, proving its effectiveness. In terms of the implications of training programs in addition to the program planner's evaluation, participant constitution in consideration of sex or employment period is needed for learning interaction among various learners, and information acquisition training on various local issues and conflict situations, as well as the combination of deliberation learning, are needed. in addition, it may be supplemented through customized conflict management raining related to pending projects for the effectiveness of training.

  • The majority of Turkey's geography is at risk of earthquakes. Within the borders of Turkey, including the two major active faults contain the North-Eastern and Eastern Anatolia, earthquake, threatening the safety of life and property. On January 24, 2020, an earthquake of magnitude 6.8 occurred at 8:55 p.m. local time. According to the data obtained from the stations in the region, peak ground acceleration in the east-west direction was measured as 0.292 g from the 2308 coded station in Sivrice. It is thought that the earthquake with a magnitude of Mw 6.8 was developed on the Sivrice-Puturge segment of the Eastern Anatolian Fault, which is a left lateral strike slip fault, and the tear developed in an area of 50-55 km. Aftershocks ranging from 0.8 to 5.1 Mw occurred following the main shock on the Eastern Anatolian Fault. The earthquake caused severe structural damages in Elazığ and neighboring provinces. As a result of the field investigations carried out in this study, significant damage levels were observed in the buildings since it did not meet the criteria in the earthquake codes. Within the study's scope, the structural damage cases in reinforced concrete and masonry structures were investigated. Many structural deficiencies and mistakes such as non-ductile details, poor concrete quality, short columns, strong beams-weak columns mechanism, large and heavy overhangs, masonry building damages and inadequate reinforcement arrangements were observed. Requirements of seismic codes are discussed and compared with observed earthquake damage.

  • Naju Seokdanggan, Treasure No. 49, was dismantled and reconstructed due to poor performance. During construction, the crack area was reinforced and the inclination was improved. It is necessary to analyze the stiffness changes before and after the reconstruction of these cultural properties, and to establish a database of related information. In addition, there is a need for research on a scientific non-destructive testing method capable of predicting or evaluating the reinforcing effect. In this study, a simple equation for estimating the overall stiffness of the structural system was derived from information on the elasticity coefficient and the natural frequency measured by vibration tests before and after reconstruction work, and the applicability of the equation was examined. If the stiffness of important cultural properties is regularly investigated by the suggested method, it is judged that it can be used as data to estimate the time when structural safety diagnosis is necessary or when repair or reinforcement is necessary.

  • Earthquake Resistant Design Philosophy seeks (a) no damage, (b) no significant structural damage, and (c) significant structural damage but no collapse of normal buildings, under minor, moderate and severe levels of earthquake shaking, respectively. A procedure is proposed for seismic design of low-rise reinforced concrete special moment frame buildings, which is consistent with this philosophy; buildings are designed to be ductile through appropriate sizing and reinforcement detailing, such that they resist severe level of earthquake shaking without collapse. Nonlinear analyses of study buildings are used to determine quantitatively (a) ranges of design parameters required to assure the required deformability in normal buildings to resist the severe level of earthquake shaking, (b) four specific limit states that represent the start of different structural damage states, and (c) levels of minor and moderate earthquake shakings stated in the philosophy along with an extreme level of earthquake shaking associated with the structural damage state of no collapse. The four limits of structural damage states and the three levels of earthquake shaking identified are shown to be consistent with the performance-based design guidelines available in literature. Finally, nonlinear analyses results are used to confirm the efficacy of the proposed procedure.
