해체계획서 및 심사지침서 항목에 관한 고찰 (Review for Items of Decommissioning Plan and Standard Review Plan)

  • 원자력발전소 운영자는 원자력시설을 해체하고자 할 때 규제기관에 해체계획서를 제출하게 된다. 해체심사지침서는 제출된 해체계획서가 관련 규정 및 기준에 적합하게 작성되어 있는지를 확인하고 평가하기 위하여 사용된다. 국내 원자력법 제31조에는 원자로운영자가 원자력 시설을 해체하고자 할 때에 해체계획서를 제출하도록 요구하고 있다. 본 연구에서는 해체계획서 작성항목별 상세 항목을 도출하기 위해 국외에서 원자력시설을 해체할 경우에 인가 기관에 제출하는 보고서의 작성항목들을 검토하여 각 항목별 주요 기술사항을 도출하였으며, 또한 해체계획서의 작성 내용들이 관련 규정이나 기준에 적합하게 작성되었는지를 확인하기 위한 해체심사지침서(안)을 도출하였다.

SAMPLING BASED UNCERTAINTY ANALYSIS OF 10 % HOT LEG BREAK LOCA IN LARGE SCALE TEST FACILITY

  • Sampling based uncertainty analysis was carried out to quantify uncertainty in predictions of best estimate code RELAP5/MOD3.2 for a thermal hydraulic test (10% hot leg break LOCA) performed in the Large Scale Test Facility (LSTF) as a part of an IAEA coordinated research project. The nodalisation of the test facility was qualified for both steady state and transient level by systematically applying the procedures led by uncertainty methodology based on accuracy extrapolation (UMAE); uncertainty analysis was carried out using the Latin hypercube sampling (LHS) method to evaluate uncertainty for ten input parameters. Sixteen output parameters were selected for uncertainty evaluation and uncertainty band between $5^{th}$ and $95^{th}$ percentile of the output parameters were evaluated. It was observed that the uncertainty band for the primary pressure during two phase blowdown is larger than that of the remaining period. Similarly, a larger uncertainty band is observed relating to accumulator injection flow during reflood phase. Importance analysis was also carried out and standard rank regression coefficients were computed to quantify the effect of each individual input parameter on output parameters. It was observed that the break discharge coefficient is the most important uncertain parameter relating to the prediction of all the primary side parameters and that the steam generator (SG) relief pressure setting is the most important parameter in predicting the SG secondary pressure.

  • In spite of lab safety act for over 10 years, over 100 safety accidents in the laboratory have been constantly occurring. The ideal safety management system is to prevent accidents by differential classifying and managing laboratory regulatory materials according to the risk level. In order to approach this system, in-depth interviews with safety managers were first conducted to identify the current status of safety management in domestic university laboratories. And then through comparative analysis of safety management systems in domestic and foreign laboratories, a new regulatory substance classification standard based on the analysis of the hazards and the classification of risk grades, and a safety management system are proposed. From this study, it will contribute to the creation of a safe laboratory environment by differential classification and management laboratory regulatory materials based on the risk level.

주문형서비스(Video on Demand) 광고 규제에 관한 연구 (A Study on Regulation of Video on Demand Advertisements)

  • 본 연구는 최근 시장규모가 급격히 커지고 있는 주문형서비스(Video on Demand) 광고의 심의 규제를 위한 입법 공백의 문제점을 지적하고, 이를 위한 해결방안으로 통합방송법(안) 내 유사방송서비스 정의 및 규제를 위한 법적 근거를 마련하되 공동규제(Co-Regulation) 방식 채택을 제언하고 있다. 유료방송플랫폼 사업자들은 VoD 시청 규모 증가를 발판으로 VoD 광고를 수익모델로 삼아 제공 중에 있는데 실시간방송광고가 엄격한 심의 규제를 받는 반면, VoD 광고는 그렇지 못하다. 그 이유는 방송법을 비롯한 국내 법령에서는 VoD 및 VoD 광고 심의 규제를 위한 법적 근거가 부재하고, 광고 내용에 대한 규제는 사업자간 자율규제체계에 의존하고 있기 때문이다. 사업자 중심의 자율규제체계 하에서는 이용자(특히 어린이, 청소년과 같은 소수계층) 보호에 한계가 있고, 사업자가 광고주 영향력에 취약하며, 규제 실효성을 담보할 수 없다는 한계점을 가지고 있다. 이에 본 연구는 VoD 광고의 내용 규제 방향을 세 가지 측면에서 분석하였다. 첫째, 영국, 캐나다, 유럽연합(EU), 아일랜드와 같은 해외 주요국의 VoD 광고 규제 사례조사를 수행하였다. 각 국은 VoD 및 VoD 광고에 대한 법적 근거를 방송법 내지 그에 파생된 법령을 통해 확보하고 있었으며, 방송통신규제 기관 중심으로 심의규제를 하되 공동규제 방식을 채택하고 있었다. 둘째, VoD 광고 규제의 목적과 영역 측면에서 검토하였다. 본 연구가 제안하는 VoD 광고 규제의 목적은 이용자 보호이어야 하며, 그 영역은 내용심의로 제언하고 있다. 셋째, VoD 광고규제를 입법론 차원에서 검토하였다. 법적 근거는 일반법인 통합방송법(안)에 마련하되, 공동규제 방식 채택을 권고하였다. 개별법보다는 일반법을 권고한 이유는 VoD 서비스는 유사방송의 특성을 가지며 VoD를 제공하는 사업자가 유료방송사업자라는 지위 측면에서 통합방송법(안)에서 수용하는 것이 합리적이라는 점, 규제기관의 전문성 측면에서 실시간 방송광고를 심의하는 기관이 감독기능 및 지침제 개정 승인권을 보유하는 것이 일관성이 있다는 점에 근거한다. 본 연구가 제안한 VoD 광고에 대한 내용 심의 규제가 가능해진다면 광고 심의의 사각지대였던 VoD 광고 심의를 통해 이용자보호에 보다 충실할 수 있을 것이고, 자율규제체계가 가진 지속가능성 측면에서의 취약성을 어느 정도 극복할 수 있을 것으로 기대할 수 있다.

Review on the New Fire Protection Standard for Nuclear Power Plants and Investigation for the Applicability of the Performance-Based Fire Modeling

  • NFPA-803 has been referred as the Fire Protection Standard at the Nuclear Power Plants of Pressurized Water Reactor. This Standard has been used as the fire protection regulation, containing prescriptive requirements with deterministic methodology. Recently, with cumulative efforts by the U.S. Nuclear Regulatory Commission and Utilities in America to establish a new Standard, including a quantitative evaluation methodology, NFPA-805, the Performance-Based Standard for FIRE Protection for Light Water Reactor Electric Generating Plants was issued and approved by the American National Standards Institute as an American National Standard with an effective date of February 9, 2001. This paper presents an analysis result from the computer modeling for the fire simulation In addition, it proposes the idea that this kind of analytic method can be available for the facilities design of fire prevention and protection fields, as well as an evaluation for the fire suppression system with a quantitative analysis for the thermal phenomena in fire compartments in Nuclear Power Plants.

최근 외국의 영양표시 실태와 운영 현황 (Current Regulatory Status of Nutritional Labeling in Advanced Countries)

  • This study was to investigate current regulatory status of nutrition labeling in advanced countries, such as US and Japan. In US, the mandatory and voluntary components and the order in which they must appear are total calories, total fat, cholesterol, sodium, potassium, total carbohydrate, protein vitamin and iron. The amount of each nutrient must be reported on the basis of the serving size except vitamines and minerals. In Japan, new regulatation on nutrition labeling was made in 1995. For nutrition labeling on processed food, a standard must be appeared and it is mandatory. The union of Europe and Codex also newly regulated on nutrition labeling. It is time to make new regulation on nutrition labeling for being advanced country.

  • Recently, the common concern of nuclear power industry in the development of technology mitigating and preventing the aging of steam generator tubes prevails, because the trends of steam generator flaws at Uljin unit #1,2 and KSNP(Korea Standard Nuclear Power Plant) impose a burden on the operation of nuclear power plant. While the regulatory agency is demanding the establishment of the advanced general performance maintenance system, the steam generator management program adapting advanced technology is being developed which may comply with EPRI PWR SG Guidelines based on NEI 97-06 ‘ General Guidelines including all the maintenance aspects consist of the tube integrity assessment criteria, repair limit, allowable leakage level, water chemistry will be composed in order to obtain the approval of regulatory agency and be applied to Nuclear power plant early 2005. This presentation is to introduce maintenance state including SG tube degradation and main contents of advanced SG management program being developed, and futhermore update present and future plan, and estimate the alternation after the completion.

환경보전 정책에 관한 제 방법의 상대적 효율성 연구 - 판매가능한 배출허용권제도를 중심으로 -

  • In evaluating current environmental protection policy, economists often note that current regulations are more costly than necessary to meet environmental quality standards. While the a priori case can be made that current regulatory approaches entail higher-than-necessary costs to attain environmental standards, there is relatively little empirical evidence to support this claim in Korea. The purpose of this analysis is to supply some of the missing evidence by presenting the results of one study that assesses some of the potential savings associated with implementing economic, rather than command-and-control regulatory approaches to abate one type of air pollution in one region, in Korea, Specifically, the analysis examine the costs of meeting a long-term standard for TSP under the alternative control strategies for stationary sources of TSP in Ulsan Industrial Complex region. The alternative strategies that are considered are current command-and-control and various marketable permit designs. The analysis shows that the most efficient policy of emissions control is economic approaches, supporting results of previous empirical studies conducted in other countries.

OTT산업의 규제혁신 수요 파악을 위한 정책 갈등구조 분석 (A study on the policy conflict structure to Identify Demand for Regulatory Innovation in OTT Industry)

  • OTT 산업 분야는 신산업 규제정비 기본계획 상 중점 추진 분야로서 정책적 대응이 시급한 분야임에도 불구하고, 관련 제도인프라 부족으로 인해 다양한 이슈들이 발생하고 있다. 따라서 이 연구는 OTT산업의 규제혁신 수요 파악을 위해 주요 이해관계자들의 의견을 청취하고 Q방법론을 활용하여 규제 장애 및 지체가 발생하는 정책 갈등구조를 분석하고자 한다. 분석결과는 다음과 같다. 첫째, OTT관련 정책추진에 있어 우선 저작권료 정산방식에 대한 기준체계개선이 필요하다. 둘째, OTT사업자의 기금부담에 대한 부담을 경감할 수 있는 지원방식 개선이 요구된다. 셋째, 제로레이팅에 관한 잠재적 규제 이슈들에 대한 규제적용방식 전환을 통한 제도적 보완이 필요하다. 본 연구는 새로운 산업 및 서비스에 대한 규제 혁신과정에서 다양한 이해관계자의 인식을 복합적으로 고려하고 제도를 개선하는 데 활용될 수 있다.

우리나라 대기오염 역사, 규제의 변천, 현행 규제제도의 개선방안 (Air Pollution History, Regulatory Changes, and Remedial Measures of the Current Regulatory Regimes in Korea)

  • All Koreans had suffered heavily from municipal and industrial air pollution problems since 1960's to 1980's. However the levels of $SO_2$, CO, and Pb have been dramatically decreased since 1990's due to various air pollutants' reduction policies under the provisions of the 1978 Environmental Preservation Act and the 1990 Air Quality Preservation Act such as increasing the supply of low-sulfur fuel, the use of cleaner fuel, no use of solid fuel, and so on. Even though the national ambient air quality standard has been strengthened to protect public health and welfare, the levels of $NO_2$, $O_3$, and $PM_{10}$ frequently exceed the corresponding standards; for example, only 4 stations (1.7%) out of 239 nationwide monitoring stations satisfied the 24-hr based PM10 standard in 2011. Moreover, upto the present time, since there are serious underlying policies of economism and growth-first which can not be solely solved by the environmental laws, it is difficult to root out undesirable social evils such as public indifference, passive academic activities, complacent government bureaucracy, insufficient social responsibility of enterprise, and radical activities of environmental groups. The paper initially reviewed air pollution history of Korea with surveying various environmental factors affecting in/out-door air pollution in the past Korea. Further this study extensively investigated legal and political changes on air pollution control and management for the last 50 years, and then intensively discussed the present environment-related laws and policies unreasonably enforced in Korea. It is necessary to practically revise many outdated legal policies based on health-oriented thinking and on our current economic levels as well.
