A Study on Deep Learning Model for Discrimination of Illegal Financial Advertisements on the Internet

  • The study proposes a model that utilizes Python-based deep learning text classification techniques to detect the legality of illegal financial advertising posts on the internet. These posts aim to promote unlawful financial activities, including the trading of bank accounts, credit card fraud, cashing out through mobile payments, and the sale of personal credit information. Despite the efforts of financial regulatory authorities, the prevalence of illegal financial activities persists. By applying this proposed model, the intention is to aid in identifying and detecting illicit content in internet-based illegal financial advertisining, thus contributing to the ongoing efforts to combat such activities. The study utilizes convolutional neural networks(CNN) and recurrent neural networks(RNN, LSTM, GRU), which are commonly used text classification techniques. The raw data for the model is based on manually confirmed regulatory judgments. By adjusting the hyperparameters of the Korean natural language processing and deep learning models, the study has achieved an optimized model with the best performance. This research holds significant meaning as it presents a deep learning model for discerning internet illegal financial advertising, which has not been previously explored. Additionally, with an accuracy range of 91.3% to 93.4% in a deep learning model, there is a hopeful anticipation for the practical application of this model in the task of detecting illicit financial advertisements, ultimately contributing to the eradication of such unlawful financial advertisements.

The Korean Pharmacogenomic Database at NIFDS: 2008 Update

  • Since its first release in 2007, the National Institute of Food and Drug Safety Evaluation (NIFDS) has provided pharmacogenomic and comparative information specific to Koreans to allow regulatory reviewers and researchers to adapt their working practices to pharmacogenomics. The highlights of this year's additions include "Drug Information", "Gene Information" and "Pharmacogenomic information in the drug labels" sections. These new additions provide information on 737 genes, 719 drugs and pharmacogenomic data of the labels or relabels of 253 approved drugs as of November 2008. The latest version of the Korean Pharmacogenomic Database (KPD, release 2.0) has expanded significantly since its previous release. More SNP and haplotype information has been added to the database with the latest version of the KPD containing approximately four times as many SNPs and haplotypes than the previous version (719 vs. 152, and 30 vs. 7 respectively). Through the "SNP" and "Haplotype" sections, the KPD provides unique Korean SNP and haplotype information as well as comparative information of other populations (Japanese, Chinese, European, African) to offer a range of pharmacogenomic data that can help reviewers and the public understand pharmacogenomic information. A Linkage Analysis of ISMS-P and GDPR; Focused on Personal Information Protection (ISMS-P와 GDPR의 개인정보보호 부문 연계 분석)

  • The importance of the personal information has been increased, there have been a lot of efforts to establish a new policy, certification or law for administrating personal information more effectively and safely. Korean government has operated ISMS and PIMS certification system to assess whether an organization has established and managed appropriate information security system or not. However, it has been addressed the needs for revising and modifying of PIMS and ISMS. It is evaluated there are a few overlapped criteria to assess information management system in both ISMS and PIMS. ISMS-P certification, combining with ISMS and PIMS, is, finally, suggested, in the recent. GDPR is established having an aim of primarily to give control to individuals over their personal data and to simplify the regulatory environment for international business by unifying the regulation within the EU. This study compares GDPR and ISMS-P, focusing on "personal information". It can be expected to contribute as followings. This study can be a criterion for self-evaluation of possibility to violate of GDPR of a firm in preparation for ISMS-P. Second, this study also aims to increase the understanding of the role of ISMS-P and GDPR, among various certifications with the purpose of assessment of the information security management system, by reducing the costs required to obtain the unnecessary certification and alleviating the burden. Third, it contributes to diffusion of ISMS-P newly implemented in Korea.

A Study on Strengthening Personal Information Sovereignty through Analysis of Domestic Service Cases and Research Projects of Self-Sovereign Identity Technology (자기주권신원기술의 국내 서비스 사례 및 연구 과제 분석을 통한 개인정보 주권 강화 방안연구)

  • Along with the exponential growth of data businesses, the importance of data containing personal information of use have also increaseing. Particularly, in Korea, as the Data 3 Act was implemented, companies can use personal information more actively through regulatory improvement and stipulation in case of using data containing personal information. In this situation as per the service use, self-sovereign identity technology has emerged that can minimize the provision of personal information in relation to real name authentication and provision of personal information. Recently, services and studies using blockchain have been actively conducted in case of using the self-sovereign identity function for clarity and verification of records according to the use of personal information. In this thesis, by analyzing the characteristics of domestic self-sovereign identity service and the current status and contents of research related to blockchain-based self-sovereign identity technology and we suggest a research direction based on self-sovereign identity technology to reinforce the sovereignty of personal information in the era of the 3rd Data Act do.

The Effects of Information Searching Behavior and Perceived risk on Consumer Satisfaction in Medical Service Consumer (의료소비자의 정보탐색행태와 지각된 위험이 고객만족도에 미치는 상대적 영향)

  • Objective : The purpose of this study is 1) to understand the information-searching behavior of health care consumers ; 2) to examine the relationship between the information-searching behavior of health-care consumers and regulatory variables such as socioeconomic factors, characteristics of medical utilization, and perceived risks ; and 3) to determine the factors that affect consumer satisfaction, especially with respect to information-searching behavior. Method : The data for this study were collected from 838 respondents in five university hospital located in three areas?Seoul, Gyeonggi province, and Chungchong province. As the first step of the study, we conducted a preliminary survey from September 23?26, 2008. At the second step, we conducted a survey on the effect of information-searching behavior on those individuals who had visited. Furthermore, personal interviews were conducted through a face-to-face survey between September 30 and October 17, 2008. Results : The major research findings that were obtained from the study were as follows : First, the age, educational level, and residential district were associated with information source utilization. Second, the level of information searching effort and quality of service had a significant effect on consumer satisfaction. Conclusion : These results show that it is essential for marketers to have in-depth knowledge about the young and educated people who actively search for information and about those who are in the prime of their life and rely on word-of-mouth communication from personal and experi in-al informers. Therefore, marketers should develop different marketing strategies to meet the needs of such consumers.

Stock Price Predictability of Financial Ratios and Macroeconomic Variables: A Regulatory Perspective

  • The present study examines a set of financial ratios in predicting the up or down movements of stock prices in the context of a securities law, the Sarbanes-Oxley Act of 2002 (SOA), controlling for macroeconomic variables. Using the logistic regression with proxy betas to alleviate the incompatibility problem between the firm-specific financial ratios and macroeconomic indicators, we report evidence that financial ratios are meaningful predictors of stock price changes, which subdue the influence of macroeconomic indicators on stock returns, and more importantly that the SOA truly improves the stock price predictability of financial ratios for the markup sample. The empirical results further suggest that industry and time effects exist and that for the markdown sample the SOA actually deteriorates the predictive power of financial ratios.

  • As with the fast spread of internet uses in recent years, electronic commerce has evolved. The proliferation of electronic commerce has increased diverse forms of fraud cases since internet helps intended criminals remain anonymous. In absence of effective tools to warrant the reliability of parties offering products or services through electronic commerce, consumers have to absorb damages unfairly. Internet escrow service has been considered to be an option to establish reliability between buyers and sellers and to protect consumers from possible fraud cases. However, like other industries, fraudulent escrow services have appeared in internet. This study has been intended to analyze fraudulent internet escrow services and to propose an effective regulatory system of internet escrow services. To do that, this study benchmarked the regulation of the State of California, primarily focusing on the formation of escrow company, regulation of escrow business, and remedies for wrongdoing, so Korea can consider the adoption of similar systems.

  • After Japanese Fukushima nuclear power plant accident caused by the beyond design basis earthquake and tsunami, it has turned to be a major challenge for nuclear safety. IAEA, US NRC and EU have provided new safety design standards for beyond design basis event, Domestic regulatory bodies have also enacted guidances for licensees and applicants on additional methods related to beyond design basis events. This paper describes several evaluation methods for applying to nuclear power plants piping for beyond design basis earthquake. As a results, energy method based on the absorbed energy on nuclear power plant, deterministic method following design code and theory, experience method considering past earthquake data and information and probabilistic methods similar to probabilistic risk assessment were reviewed.

  • A serious problem with traditional 'command & control' spectrum management techniques is that they do not easily accommodate new technologies and new services. This paper describes the necessary principles of flexible-use spectrum rights which may allow a wide variety of spectrum uses in a single general-purpose band. Based on the electrospace description of the radio spectrum, these principles allow general aggregation or division of licensed electrospace regions via secondary markets, providing rules for how regulatory limits change under aggregation or division. These flexible-use principles limit transmitter behaviors that tend to create a more difficult operating environment for receivers, while making receivers responsible for handling any remaining interference. The author shows how flexible-use principles could provide a basis for real-world flexible-use frequency bands.

Mechanosensitive β-catenin signaling regulates lymphatic vascular development

  • The Wnt/β-catenin signaling is an evolutionarily conserved pathway that plays a pivotal role in embryonic development and adult homeostasis. However, we have limited information about the involvement of Wnt/β-catenin signaling in the lymphatic vascular system that regulates fluid homeostasis by absorbing interstitial fluid and returning it to blood circulation. In this recent publication we report that canonical Wnt/β-catenin signaling is highly active and critical for the formation of lymphovenus valves (LVVs) and lymphatic valves (LVs). β-catenin directly associates with the regulatory elements of the lymphedema-associated transcription factor, FOXC2 and activates its expression in an oscillatory shear stress (OSS)-dependent manner. The phenotype of β-catenin null embryos was rescued by FOXC2 overexpression. These results suggest that Wnt/β-catenin signaling is a mechanotransducer that links fluid force with lymphatic vascular development.
