As mobile traffic is growing, the demand for spectrum is increasing but the deficiency of spectrum becomes serious as the supply is restricted essentially. For resolving the issue, spectrum sharing system is discussed from the technical and regulatory point of view, where multiple radio users occupy same frequency. In this paper, the policies and adoptions of spectrum sharing system in some countries are analyzed with a focus on TV white space and licensed shared access, which are based on unlicensed and licensed spectrum usage respectively. Some legal and regulatory plans to adopt and activate spectrum sharing in the Radio Waves Act system of Korea are proposed as well.

This paper addresses the democracy-oriented regulatory and legal requirements that e-democracy impacts. It demonstrates that the structure of the political system also plays a significant role in the decision to develop an e-voting application. The short term perspective of the questions put before the electorate obliterate the long term perspective in which many policy problems have to be seen. A well-designed e-voting system should produce an audit trail that is even stronger than that of conventional systems (including paper-based systems). Remote Internet voting systems pose significant risk to the integrity of the voting process, and should not be fielded for use in public elections until substantial technical and social science issues are addressed. Conclusively the paper focuses on the specific attributes an electronic voting (polling place) system should respect and ensure such as transparency, verifiability, accountability, security and accuracy in relation to the constitutional requirements such as General, Free. Equal, Secret, Direct and Democratic.

At present, the health risks associated with the natural radionuclides of ground water have become a concern as potential social problems. However, there are no regulatory actions or control strategies for such risks. Therefore, we have investigated and discussed the risks and associated management strategies for radionuclides in other countries. US EPA has proposed MCL (300 pCi/L) and AMCL (4,000 pCi/L) for radon, and 30 ppb for uranium, 15 pCi/L for gross-alpha and 5 pCi/L for radium as final MCLs. Also, Canada, WHO and European countries have their inherent management levels. Finally, we suggested several criteria for setting guidelines in our countries including exposure related criteria such as geological distribution, occurrence, exposure probability distribution, exposure population and multimedia exposure assessment, acceptable risk, and cost -benefit analysis. The national-scale exposure and risk assessment, and economic analysis should be conducted for producing and aggregating the representative information on these criteria.

Phloem network integrates cellular energy status into post-embryonic growth, and development by tight regulation of carbon allocation. Phloem development involves complicated coordination of cell fate determination, cell division, and terminal differentiation into sieve elements (SEs), functional conduit. All of these processes must be tightly coordinated, for optimization of systemic connection between source supplies and sink demands throughout plant life cycle, that has substantial impact on crop productivity. Despite its pivotal role, surprisingly, regulatory mechanisms underlying phloem development have just begun to be explored, and we recently identified a novel translational regulatory network involving RNA G-quadruplex and a zinc-finger protein, JULGI, for phloem development. From this perspective, we further discuss the role of RNA G-quadruplex on post-transcriptional control of phloem regulators, as a potential interface integrating spatial information for asymmetric cell division, and phloem development.

Studies on cellular pathways and networks are now one of the most actively researched topics in all fields of biomedicine ranging from developmental biology to etiology. Many databases have been developed and quantitative simulation models have been proposed. One of the eventual goals of pathway/network studies is to integrate different types of pathway/network models and databases to simulate overall cellular responses. A bottleneck to this goal is modeling gene expression since the mechanism of this process is not yet fully unveiled. We are developing a small scale computer program called CiRMU (Cis-Regulatory Machinery Unit model) for describing, viewing, analyzing, and modeling the process of gene expression. A prototype system is being designed and implemented for analyzing functions of nuclear receptors.

Boolean networks(BN) construction is one of the commonly used methods for building gene networks from time series microarray data. However, BN has two major drawbacks. First, it requires heavy computing times. Second, the binary transformation of the microarray data may cause a loss of information. This paper propose two methods using liner regression to construct gene regulatory networks. The first proposed method uses regression based BN variable selection method, which reduces the computing time significantly in the BN construction. The second method is the regression based network method that can flexibly incorporate the interaction of the genes using continuous gene expression data. We construct the network structure from the simulated data to compare the computing times between Boolean networks and the proposed method. The regression based network method is evaluated using a microarray data of cell cycle in Caulobacter crescentus.

When landowners have private information about land value, compensation based on conservation value at the time of regulatory takings of land is impractical even though it generates an efficient outcome. No compensation rule to a landowner not only yields an inefficient outcome but also provides an ex ante pervasive incentive for the landowner to invest in lowering conservation value. An alternative rule of compensation based on the market value of the land provides ex ante incentives for landowner either to reduce conservation value or to increase it. Under the market value compensation rule, placing the burden of proof on landowner gives higher probability of conservation than placing it on regulator. Whether it is better to allure landowners to conserve by paying compensation with market value and placing the burden of proof on landowner through changes in the regulatory regime however depends on the magnitude of inefficiency, equity consideration and dynamic nature of property rights on environmental goods.

Since the time, cost and lack of regulatory information and guidance, one of the largest regulatory obstacles for an airframe manufacturer of polymer based advanced composite materials in certified aircraft applications, is to generate design allowables that will satisfy Airworthiness Regulations. In the past two decades, the design allowables used in military aircraft had been generated and applied in Korea, however the qualification of composite materials used in certifying airframe structure was not accomplished for design and demonstration of compliance to applicable airworthiness regulation. It is the intend of this paper that provide the basis of composite material qualification for small aircraft certification to the airworthiness regulation.

This study examines the reason why consumers try to use the online shopping cart more, and especially analyzes the influence of personal psychological factor such as regulatory focus. Hypotheses are tested with a two-way ANOVA model using experimental data collected from 210 undergraduate students at a business school in South Korea. We found that prevention focused consumers try to use online shopping cart more than promotion focused consumers. It is possible that prevention focused consumers try to consider as many alternatives as possible to ensure safety as they focus on negative results or losses during shopping online. However, we also found out when the buying purpose is utilitarian, promotion focused consumers are not different from the promotion in terms of the usage intention of online shopping carts. Marketing managers can provide different messages customized for their consumers by leading them to use the online shopping cart in a more effective way.

Commercially distributed salted and fermented anchovy sauces in Korea were purchased from six different companies. Microbiological, chemical, rheological and sensory analyses were carried out to evaluate the quality and safety and to provide basic information of the products. The salinity of every product was lower than of regulatory standard. All samples tested had acceptable in moisture content and pH. However, wide range of amino nitrogen (AN), volatile basic nitrogen(AN), volatile basic nitrogen (VBN), and trimethylamine (TMA) contents were observed. One product among tested had lower level of AN than regulatory standard. Pathogenic microorganisms were also detected from the samples, therefore sanitation procedure will be needed to ensure safety. From the results, AN, VBN, and viscosity were highly correlated to sensory scores, suggesting that these values can utilized as a standard method to evaluate quality of the salted and fermented anchovy sauce.
