The Effect of Internet Addiction Prevention Program on Adolescents' Self-regulation -A Systematic Review and Meta-analysis- (인터넷중독 예방프로그램이 청소년의 자기통제력에 미치는 효과 -체계적 문헌고찰 및 메타분석-)

  • The purpose of this study was to investigate the effect of internet addiction prevention program on adolescents' self-regulation using systematic review and meta-analysis. Databases od domestic literature were used, Library of Congress, KERIS, KISS, domestic Journal, until 2018, eleven articles were used for meta-analysis. As a result of the study, there was statistically significant difference in the overall effect of self-regulation on the internet addiction prevention program, but the heterogeneity was high and subgroup analysis was conducted. The effects of self-regulation on the Internet addiction prevention program according to subjects were statistically significant in both elementary and middle & high school students. The effect size of self-regulation by internet addiction was statistically significant..Therefore, it's necessary to develop an Internet addiction prevention program according to the characteristics of elementary and middle & high school students.

The Mediated Effects of Self-regulation in the Relationship between Nursing Professionalism and Social Responsibility of the Nursing Students (간호대학생의 간호전문직관과 사회적 책임과의 관계에서 자기조절의 매개효과)

  • The purpose of this study was to identify the mediating effect of self-regulation in the relationship between nursing professionalism and social responsibility of the nursing students. The participants of this study were 179 nursing students in S university of Gyeonggi-do, Korea. Data were collected using structured questionnaires and analyzed using SPSS WIN 25.0 program. As a result of the study, There were statistically significant positive correlation between nursing professionalism, self-regulation and social responsibility. Also, nursing professionalism affected social responsibility and self-regulation had a partial mediating effect in the relationship between nursing professionalism and social responsibility. The results are recommended to be applied by developing various programs to improve nursing professionalism and self-regulation in order to produce nurses with social responsibility in university.

  • This paper investigates the roles and the limitations of the Korean antitrust agencies-the Office of Fair Trade (OFT) and the Fair Trade Commission (FTC) during the making of the major industrial policies of the 1980's. The Korean antitrust agencies played only a minimal role in three major industrial policy-making issues in the 1980's- the enactment of the Industrial Development Act (IDA), the Industrial Rationalization Measures according to the IDA, and the Industrial Readjustment Measures on Consolidation of Large Insolvent Enterprises based on the revised Tax Exemption and Reduction Control Act. As causes for this performance bias in the Korean antitrust system, this paper considers five factors according to the current literature on implementation failure: ambiguous and insufficient statutory provisions of the Monopoly Regulation and Fair Trade Act (MRFTA); lack of resources; biased attitudes and motivations of the staff of the OFT and the FTC; bureaucratic incapability; and widespread misunderstanding about the roles and functions of the antitrust system in Korea. Among these five factors, bureaucratic incompetence and lack of understanding in various policy implementation environments about the roles and functions of the antitrust system have been regarded as the most important ones. Most staff members did not have enough educational training during their school years to engage in antitrust and fair trade policy-making. Furthermore, the high rate of staff turnover due to a mandatory personnel transfer system has prohibited the accumulation of knowledge and skills required for pursuing complicated structural antitrust enforcement. The limited capability of the OFT has put the agency in a disadvantaged position in negotiating with other economic ministries. The OFT has not provided plausible counter-arguments based on sound economic theories against other economic ministries' intensive market interventions in the name of rationalization and readjustment of industries. If the staff members of antitrust agencies have lacked substantive understanding of the antitrust and fair trade policy, the rest of government agencies must have had serious problems in understanding the correst roles and functions of the antitrust system. The policy environment of the Korean antitrust system, including other economic ministries, the Deputy Prime Minister, and President Chun, have tended to conceptualize the OFT more as an agency aiming only at fair trade policy and less as an agency that should enforce structural monopoly regulation as well. Based on this assessment of the performance of the Korean antitrust system, this paper evaluate current reform proposals for the MRFT A. The inclusion of the regulation of conglomerate mergers and of business divestiture orders may be a desirable revision, giving the MRFTA more complete provisions. However, given deficient staff experties and the unfavorable policy environments, it would be too optimistic and naive to expect that the inclusion of these provisions alone could improve the performance of the Korean antitrust system. In its conclusion, this paper suggests several policy recommendations for the Korean antitrust system, which would secure the stable development and accumulation of antitrust expertise for its staff members and enough understanding and conformity from its environments about its antitrust goals and functions.

An Exploratory Content Analysis of Beer Advertisements in Korea (국내 주류광고에 대한 탐색적 연구: 동영상 맥주광고 내용분석)

  • Objectives: The purpose of this study is to analyze contents of beer advertisements in Korea. Research has suggested the influence of alcohol advertisements on viewer's drinking behavior, attitude, and expectancies. Korea's policy on alcohol advertising relies on limited government regulation and self regulation among alcohol industries. This study is expected to lay a foundation for further discussion on regulating alcohol advertising in Korea. Methods: A total of 81 beer advertisements broadcasted between 2008 and 2011 were analyzed. The contents were categorized into themes (22 themes were used), models, and presentation techniques. Results: The themes most frequently appeared in beer advertisements were quality (66.7%), relaxation (44%), camaraderie (41%), and individuality (39.5%), respectively. Analysis of models revealed that most advertisements had more than three models (64.2%), and most of them were in their 20s (68%). As much as 82% of advertisements used celebrity models. Analysis on presentation techniques showed that 91.4% displayed drinking scenes, and 27% displayed gulping down the whole bottle or the glass. Finally, about 10% of ads showed drinking in hazardous situations such as during water sports. Conclusion: The results of the study reflect the minimal regulation of alcohol advertising in Korea. The need for joint effort by legislators, researchers, alcohol industries, and advertising agencies is discussed in order to establish healthier drinking environment.

The Linkage of Foreign Direct Investment, Economic Growth, and Environmental Regulations : Scale Effect and Technique Effect (외국인직접투자, 경제성장, 환경규제의 관계분석 : 규모효과와 기술효과를 중심으로)

  • The purpose of this paper is to estimate the impact of foreign direct investment on environmental performance for 27 OECD countries using endogenous environmental policy model. The empirical test shows that with 1% increase in the ratio of inflow stock of foreign direct investment over domestic capital stock, emission on NOx and $CO_2$ will increase by 0.0071%(NOx) and 0.0165%($CO_2$) and 1% increase in the ratio of foreign capital stock induces 0.044%(fixed effect) and 0.047%(random effect) of economic growth. 1% increase of per labor total output increases 2.038%(fixed effect) or 1.890%(random effect) in reinforcement of environmental regulation. However, we could not confirm the Porter's hypothesis that the more strong environmental regulation leads technical innovation. The scale effects (0.0119, 0.0172) are estimated higher than the technical effects (-0.0048, -0.0007) in two pollutants (NOx, $CO_2$). It implies that each country needs to increase pollution abatement and control expenditure more aggressively to protect environment.

  • From 1982, the Korean Ministry of Employment and Labor has executed the risk assessment regulation for manufacturing industries. When a manufacturing company install, transfer, or modify the major facilities, the program inspects and verifies safety of the working place to ensure safety against risks. This study performed cost-benefit analysis of the program for the eight industrial categories that were free from the program. The cost-benefit analysis is the basic method to estimate the effect of the policy execution, and used to justify the policy effectiveness. As a result, there is the biggest benefit in the manufacture of basic metal products and then motor vehicles, trailers and semitrailers, other manufacturing, other machinery and equipment, wood products of wood and cork, rubber and plastic products, food products, furniture in order. Thus the hazard prevention program should be applied into the 8 industrial categories in order to strengthen national competitiveness, protect labors's safety, reduce the social cost and improve the welfare.

  • In Korea, soil is being transported in and taken out for the purpose of national land development, but the soil is being moved without consideration of soil contamination. Therefore, this is a policy-focused study of the management system on soil moving. In this study, we analyzed current state of domestic and foreign management and suggested three alternatives for management of soil moving in 1) self-regulation, 2) obligatory regulation, 3) phase-in according to types of regulation. In order to establish a clear and reasonable management system for soil movement in the future, it is necessary to improve the legal and institutional limitations of the current soil environmental law as suggested by this study.

  • Objective : In order to understand the changes in domestic approval regulations applicable to traditional Korean medical device companies, this article will explain the major amendments 「Regulation on Medical Device Approval Report Review, etc.」 from 2005 to the present on a year-by-year basis, and provide a counter plan to the recent changes in approval regulations. Methods : We analysed the changes in approval regulatory amendments related to the traditional Korean medical devices from 2005 to the present. Results : The Ministry of Food and Drug Safety is continuously improving medical device approval regulations to ensure the global competitiveness of domestic medical devices and contribute to the improvement of public health. Recent major approval regulatory amendments include the establishment of a review system for software medical devices and digital therapeutics, the recognition of real world evidence materials, the introduction of a biological evaluation of medical devices within a risk management process and a medical device approval licence renewal system. Conclusions : It is expected that the range of medical devices available to Korean medicine doctors will continue to expand in the future through the provision of non-face-to-face medical services and the development of advanced and new medical devices, as well as wearable medical devices and digital therapeutics. In order to increase the market entry potential of traditional Korean medical devices that incorporate advanced technologies such as digital technology and AI-based diagnosis and prediction technology, it is urgent that the government provide significant support to traditional Korean medical device companies to improve approval regulatory compliance.

New Method to Calculate Cost of Capital for Telecommunication Market (통신시장의 투자보수율 산정 개선방안)

  • Cost of capital is one of the key factors of accounting regulation policy for telecommunication market. This paper aims at investigating efficient policy improvements concerning accounting regulation for telecommunication market focused on cost of capital calculation methods and its application. At First, cost of capital estimating method should be improved. In estimating the cost of equity capital, it is necessary to use benchmark method for Equity risk premium. It will reduce analytical errors caused by a rapid economic change and inflation. It is also more desirable to use debt premium adding method for the cost of debt capital. Optimal capital structure method may be considered a better way to estimates capital structure. Secondly, cost of capital estimating process also has to be reformed. Telecommunication industry changes rapidly so it does not reflect fast environmental changes. Therefore, cost of capital should be calculated every year. Cost of capital should be calculated by individual companies. There is information asymmetry between regulators and regulatees. Because of that cost of capital calculating process takes long time and cost a lot. To solve this problem, regulator should legislate on cost of capital calculation and then regulating companies report the calculating result. Lastly, major telecommunication companies are all listed now and it is possible to calculating it separately. We must continuously improve the estimating method and application of cost of capital and due to the fast growing of telecommunication industry. The process of determining the calculating method must be discussed and best method chosen.

Design of an Adaptive Robust Controller Based on Explorized Policy Iteration for the Stabilization of Multimachine Power Systems (다기 전력 시스템의 안정화를 위한 탐색화된 정책 반복법 기반 적응형 강인 제어기 설계)

  • This paper proposes a novel controller design scheme for multimachine power systems based on the explorized policy iteration. Power systems have several uncertainties on system dynamics due to the various effects of interconnections between generators. To solve this problem, the proposed method solves the LQR (Linear Quadratic Regulation) problem of isolated subsystems without the knowledge of a system matrix and the interconnection parameters of multimachine power systems. By selecting the proper performance indices, it guarantees the stability and convergence of the LQ optimal control. To implement the proposed scheme, the least squares based online method is also investigated in terms of PE (Persistency of Excitation), interconnection parameters and exploration signals. Finally, the performance and effectiveness of the proposed algorithm are demonstrated by numerical simulations of three-machine power systems with governor controllers.
