Reformation of Environmental Regulation through introduction of the Zero Liquid Discharge System (무방류시스템 도입에 따른 환경규제효율화 방안)

  • It is difficult to examine the causal relation of pollution damages because the time gap between pollution cause and effect is large and new pollutants are continuously being produced. Their many environmental effects are not promptly studied. As both the study of causal relation about pollution and the pollutant treatment are becoming highly advanced by the development of science and environmental technology, both the economy and balance on environmental regulation may be discussed. It is reasonable to decide environmental policy in consideration of close relation between both the generation and resolution of environmental problems and of technological developments because environmental problems are related to complicated social problems and scientific technologies. First item in policy decision about environmental control and management is preferentially to consider the way of prevention. It is necessary to prevent pollution by regulating the installment of environmental pollution facility into the environmentally sensitive areas, like water supply source and to regulate land utilization as a method to achieve pollution prevention. Second is a consideration of environmental technology development. This is a solution which can accomplish the development of environmental technology and the reinforcement of economic competition. Third is the coexistence of environment and economy. It is necessary to consider economy in connection with environmental problems and environment in economic problem. Then, we can enjoy a healthy life as well as economic affluence. Fourth is the enlargement of environmental management means. Environmental management means must be diversified because environmental cause and effect are varied. For Improving the land use regulation system, it is necessary to consider both land use regulation status and pollutant toxicity with the development of environmental technology. Land use must be approached by classifying land to 3 levels; water source protection zone and water front zone, special zone 1 and 2, rancus and other zones. Land regulation policy to prevent any accident in water source protection zone, waterfront zone, and special zone must be continuously upgraded. However, economical consideration in other zones is required by the development of environmental technology.

Development and Application of Operation Methods of Battery Energy Storage System for Frequency Regulation (주파수조정용 배터리 에너지저장장치 운전방법의 개발과 적용)

  • Current research and development efforts and other projects for energy storage systems (ESS) have recently been gaining attention. This is due to the many applications where ESS, particularly batteries, can be used. Among these are peak shaving, frequency regulation, and stabilization of renewable energy output. KEPCO has completed the construction and demonstration of a 4-MW battery energy storage system (BESS) located in Jeju City to verify its practicability in the power grid. KEPCO Research Institute has also been developing technology for the commercialization of BESS, and has been conducting a trial run of a 52-MW ESS (28MW + 24MW of Seo-Anseong and Shin-Yongin substations) constructed in 2014 for frequency regulation. This paper discusses the development of operation methods, as well as an operation user interface, for the safe operation and monitoring of BESS used for frequency regulation in a power system. Included are operation and simulation methods for various normal and transient frequency situations that can be experienced by a power system. Also discussed are the results obtained after applying these methods to the 4-MW BESS and the 52-MW ESS, both used for frequency regulation. The technology in this paper will be applied to 500MW ESS for frequency regulation of KEPCO by 2017. It is expected that this technology helps a safe and reliable operation and control of ESS for frequency regulation through its continuous upgrade.

  • There have been many accidents of passenger ships on the sea and they have caused a big loss of human lives. Maritime Safety Committee(MSC) of International Maritime Organization(IMO) made evacuation analysis of Ro-Ro passenger ships mandatory in order to save as many lives as possible at the time of accident. But this is a temporary regulation and HSC/IMO ties to introduce a performance-based regulation to improve the effect of regulation. Simulation-based evacuation analysis is the basis of performance-based regulation. In this paper, we performed a simulation-based evacuation analysis on a passenger ship, which is usually used in the plying between land and islands in Korea, with EXODUS system. Through inspecting the results from this analysis in more detail, we can make a proposal to improve the safety of passenger ship. Finally we describe the features of IMEX(Intelligent Model for Extrication Simulation), a new evacuation model being developed in KRISO.

The Structural Relationships of Personal and Environmental Factors on Child Aggression: Focusing on Child Negative Emotionality and Emotion Regulation, Mother Rejective Parenting, and Teacher-Child Conflict (유아의 공격성에 대한 개인적 요인과 환경적 요인간의 구조적 관계: 유아의 부정적 정서성과 정서조절, 어머니의 거부적 양육행동, 교사-유아 간 갈등을 중심으로)

  • Objective: The purpose of this study was to explore the structural relationships of child negative emotionality, mother rejective parenting, teacher-child conflict, and child emotion regulation on child aggression. Methods: The participants in this study were 3- to 5-year-old kindergarten children, their mothers, and their teachers (all of whom lived in Busan). The data were analyzed using PASW Statistics 18.0 and AMOS 21.0. For data analysis, frequency, Cronbach's alphas, Pearson's correlation coefficients, SEM were used. Results: First, mother rejective parenting had an indirect effect on child aggression through child emotion regulation. Second, teacher-child conflict had a direct effect on child aggression and had an indirect effect on child aggression through child emotion regulation. Third, child negative emotionality had an indirect effect on child aggression through mother rejective parenting and teacher-child conflict and child emotion regulation. Conclusion: These finding suggest the importance of mediating effect of mother rejective parenting, teacher-child conflict and child emotion regulation between child negative emotionality and aggression.

Machine Learning Approach to the Effects of the Superstore Mandatory Closing Regulation

  • Purpose - This paper is aimed to analyze the effects of the mandatory closing regulation targeting large retailers, which has been implemented since 2012 to protect small retailers. We examine the changes in consumers' choice of retailers and their purchasing patterns of agri-food following the implementation of such regulation. Research design, data, and methodology - Household spending patterns were identified through the historical data of household food purchase, consumer panel provided by the Rural Development Administration. Clustering was employed to determine the household spending patterns. Moreover, the different household spending patterns before and after the regulation were comparatively studied. The patterns of consumers' choice of retail stores and shopping baskets by the type of retailers, derived from the respective datasets before and after the regulation, were compared to analyze the effects of the regulation. Results -After the regulation, some consumers who used to shop at large retailers before the regulation changed their shopping places to small retailers. However, the product categories that consumers had mainly purchased before the regulation were rarely changed even after the regulation. Conclusions - Although the regulation helped migrate some of the consumers to small retailers, the regulation seemed to have failed to stimulate consumers to purchase the goods, normally bought at large retailers, from traditional markets. In other words, traditional markets are not effective substitutes for regulation-affected retailers.

  • The peroxisome is an intracellular organelle that responds dynamically to environmental changes. Various model organisms have been used to study the roles of peroxisomal proteins in maintaining cellular homeostasis. By taking advantage of the zebrafish model whose early stage of embryogenesis is dependent on yolk components, we examined the developmental roles of the D-bifunctional protein (Dbp), an essential enzyme in the peroxisomal ${\beta}$-oxidation. The knockdown of dbp in zebrafish phenocopied clinical manifestations of its deficiency in human, including defective craniofacial morphogenesis, growth retardation, and abnormal neuronal development. Overexpression of murine Dbp rescued the morphological phenotypes induced by dbp knockdown, indicative of conserved roles of Dbp during zebrafish and mammalian development. Knockdown of dbp impaired normal development of blood, blood vessels, and most strikingly, endoderm-derived organs including the liver and pancreas - a phenotype not reported elsewhere in connection with peroxisome dysfunction. Taken together, our results demonstrate for the first time that zebrafish might be a useful model animal to study the role of peroxisomes during vertebrate development.

A Study on the Applicability Improvement Enhance of Rolling Stock Safety Regulation (철도차량 안전규정의 현장적용성 개선방안 연구)

  • Nowadays there are lots of changes in the domestic railroad industries because of the reorganization in the industries, operation of KTX and expansion of city train in local areas. To cope with these changes effectively, domestic & abroad safety guideline and regulation were investigated and reviewed by railroad safety technical development project. Based on this project, domestic rolling stock safety regulation was established in the July and December on 2005. It's been a 3 years after 2005 and to confirm whether there are some problems to applicate the regulation in the field like korail, the necessity of reviewing the regulation gains force. In this study, to improve the field application in rolling stock safety regulation, we investigated the results of integrated railroad audit system and internal safety regulation system in a train operator and also collected the opinions from train manufacturer. Then through the result of investigation and collection of the opinions, we proposed the amendment to the rolling stock safety regulation.

Improving the Ownership Regulation in the Broadcasting Industry (방송사업의 소유겸영규제 개선)

  • This paper uses the horizontal regulation system as the base analysis framework. The study clearly defines the regulatory goals of the followings: the horizontal cross-ownership regulations on program provider (PP) and platform provider, the vertical regulation on cross-ownership between PP and platform operator, the regulation on cross-ownership of program provider by terrestrial broadcasting company, and the regulation on cross-ownership between terrestrial broadcasting company and platform provider. Then, by analyzing the conformity between goals and criteria of regulations and the adequacy of the regulation level according to regulatory purposes, this paper examines the justifiability of each regulation and extracts improvement measures that suite regulatory purposes. This analysis finds following appropriate measures: replacing the horizontal cross-ownership regulation on PP with conduct regulations, such as designating major broadcasting programs or replacing the current criterion of cross-ownership regulation from sales to the audience market share; reshaping the horizontal cross-ownership regulation on platform provider so that system operator (SO), satellite broadcaster and Internet protocol television (IPTV) operator would be applied by the same regulation based on the number of subscribers of pay television services; and discontinuing other cross-ownership regulation. In this way, the study shows that with appropriate regulations on cross-ownership of PP, there would be no need for additional regulation on vertical integration between PP and platform operator. On the other hand, given that the regulation on terrestrial broadcasting cross-ownership of PP could be justified only by regulatory purpose of the protection of the diversity of public opinions, it would be desirable to replace the current criteria of the number of PPs with the criteria of the audience market share. Lastly, the study shows that when platform operator is targeted by the cross-ownership regulation based on the number of subscribers of pay television services, the regulation on cross-ownership between terrestrial broadcasting company and platform provider should be replaced with conduct regulations, such as designating must-offer channels and major broadcasting programs.
