The modernization approach to monitoring regional processes of providing social services is proposed. The methodological approach is developed in the context of the modern public policy, which includes the following stages: the formation of a system of indicators that characterize the level of the social services modernization; the determination of the levels of regions development by such components as the modernization level of the economic sphere, the modernization level of the demographic component and the modernization level of employment; the determination of weights for each group of indicators and calculation of integrated indicators, ranking of regions; the allocation of criteria for classification and grouping of regions according to the modernization level of the social services sphere; highlighting the most important problems of each region. The proposed method is tested on the example of the Ukraine's regions. According to the results of calculations of the modernization level of the processes of providing social services, the ranking and grouping of the regions was carried out. The rating allowed to distinguish four groups of regions: regions with a high modernization level of social services, regions with above-average levels, as well as regions with medium and low levels. The author's modernization approach to monitoring the processes of providing social services allows to investigate the real state of the main indicators influencing these processes and to identify problem regions in order to develop mechanisms to stimulate their development.
The survey was performed on 201 cases of mothers who visited pediatric hospitals and public health clinics in Pusan and Kyeong-nam provinces from Dec. 10 to Dec. 30 of 1993. If this study, each infant weighed over 2500gm and between 2 months and 12 months old. The research was statistically analyzed according to the percentage, Pearson correlation, $x^2$-test. The result of this study were as follows ; 1. Feeding method related to the job of mother (p<0.01). 2. Feeding method related to the way of bringing up child(p<0.05). 3. Whether the mother and child shared the same room effected the feeding method (p<0.01). 4. The shape of nipple before breast feeding related to feeding method. 5. The reason for stopping breast feeding related to feeding method(p<0.01). 6. First breast feeding related to period of seperation after delivery(p<0.05). 7. Plan of breast feeding related to birth weight (p<0.05).
A few bioinformatics tools have been used to find out conserved regions as probes. We have developed a system based on a heuristic method with web interfaces to find out conserved regions against microbial genomes. The system runs in real time by using relative entropy in limited narrow regions and detecting similar regions between pair regions with local alignment. The system could be useful to find out conserved regions as genome-wide scale.
Color quantization replaces the color of each pixel with the closest representative color, and thus it makes the resulting image partitioned into uniformly-colored regions. As a consequence, continuous, detailed variations of color over the corresponding regions in the original image are lost through color quantization. In this paper, we present a novel scheme for restoring such variations from a color-quantized input image. Our scheme identifies which pairs of uniformly-colored regions in the input image should have continuous variations of color in the resulting image. Then, such regions are seamlessly stitched using the Laplace equation. The user can optionally indicate which regions should be separated or stitched by scribbling constraint brushes across the regions. We demonstrate the effectiveness of our approach through diverse examples, such as photographs, cartoons, and artistic illustrations.

An affine invariant descriptor is proposed, which is able to well represent the affine covariant regions. Estimating main orientation is still problematic in many existing method, such as SIFT (scale invariant feature transform) and SURF (speeded up robust features). Instead of aligning the estimated main orientation, in this paper ellipse orientation is directly used. According to ellipse orientation, affine covariant regions are firstly divided into 4 sub-regions with equal angles. Since affine covariant regions are divided from the ellipse orientation, the divided sub-regions are rotation invariant regardless the rotation, if any, of ellipse. Meanwhile, the affine covariant regions are normalized into a circular region. In the end, the gradients of pixels in the circular region are calculated and the partition-based descriptor is created by using the gradients. Compared with the existing descriptors including MROGH, SIFT, GLOH, PCA-SIFT and spin images, the proposed descriptor demonstrates superior performance according to extensive experiments.

This paper presents a new motion compensated error coding method suitable for region based image coding system. Compared with block based conding, the region based coding improves subjective quality as it estimates and compensates 2D (or 3D) translantional, rotational, and scaling motion for each regions. although the region based coding has this advantage, its merit is reduced as bock-DCT (2D-DCT) is used to encode motion-compensated error. To overcome this problem, a new region adaptive motion compensated error coding technique which improver subjective and objective quality in the region boundary is proposed in this paper. In the proposed method, regions with large error are estimated using contour of the regions and contrast between the regions. The regions estiated as those with large error are coded by arbitrarily shaped image segment coding method. The mask information of the coded regions is not transmitted because it is estimated as the same algorithm in the encoder and the decoder. The proposed region adaptive motion conpensated error coding method improves about 0.5dB when it is compared with conventional block based method.
This study was conducted to investigate the differences in food habits, eating behaviors and food frequency by gender and regions in upper grade elementary school children in Korea. Subjects of this study were 1,211 children, 645 boys and 566 girls, attending 6 elementary schools (4th, 5th and 6th graders). 389 children lived in Seoul and 822 children lived in other regions. Mean height, weight and BMI of subjects were 142.4 cm, 38.7 kg and $18.8\;kg/m^2$ respectively. 70.5% of the subjects had breakfast every day and 12.4% of the subjects skipped breakfast. There were significant differences between boys and girls in causes of skipping breakfast, overeating, meal volume, and duration of meals. Girls showed more desirable eating behavior than boys (p < 0.001). Scores for specific eating behaviors such as unbalanced diet and intake of meats and vegetables were better in girls (p < 0.001), and boys ate meals faster than girls (p > 0.001). There were significant differences between Seoul and other regions in eating behavior. Eating behavior scores of children in other regions were higher than in Seoul (p < 0.01). Children in Seoul had a higher frequency of watching television with meals. Frequency of fruits (p < 0.001), milk products (p < 0.01), and meats (p < 0.05) of children in Seoul were higher than other regions. Otherwise the frequency of simple sugar products of children in other regions was higher than Seoul (p < 0.001). Frequency of green vegetables was higher for girls than boys, and frequency of fast foods was higher for boys than girls. These results showed that in nutrition education programs designed to improve the nutritional health of elementary school children, we need to focus more on differences in the children's food habits and eating behaviors by gender and regions. In consideration of these differences, such educational programs need to have a different emphasis for each gender and regions to serve its specific needs.

Precipitation data and groundwater level data were collected for Korean peninsular and Jeju island. The relationship between precipitation and groundwater level and the correlation between the moving average of precipitation and goundwater level were analyzed. Critical infiltration, which is the spatially averaged maximum daily infiltration depth over interested region, is considered when the precipitation data was modified for moving average process and correlation between the moving average of modified precipitation and groundwater level. High correlation regions, which have greater than 0.6 correlation coefficients, were selected after the analysis with ciritical infiltration. Twenty-six regions were selected for high correlation regions. If we divide the regions by administrative district, there are nine regions for Gyungsang-Do, five regions for Chunchung-Do, four regions for Gyunggi-Do and Gangwon-Do, three regions for Jolla-Do, and one region for Jeju island. The groundwater level data for high correlation regions shows obvious response after precipitation event and there are few cases with abrupt change in groundwater level without precipitation-related event.
This paper is intended to forecast the demand for tourism of fishing regions and find the public policies to activate it. The paper focuses on the east coast regions in Gangwon-do. The analysis was conducted through time series analyses and surveys of the tourists in the regions. The results of analyses showed that, while the number of tourists(both domestic and foreign) to the regions has increased, the regions have not been able to accommodate them enough to help improve economies of the regions. It was forecasted that the number of tourists will significantly increase in the future. However, that rates of increase, especially the rates of increase of foreign tourists, cannot be evaluated positively compared to those of the past. These results suggested a few local governmental policies to activate tourism in the regions.
We present a study of HII regions in M51 using HST/ACS images taken as part of the Hubble Heritage Program. We found about 19,600 HII regions in M51 with $H_{\alpha}$ luminosity in the range of $L=10^{35.5}-10^{39.0}\;erg\;s^{-1}$. The $H_{\alpha}$ luminosity function of HII regions (HII LF) in M51 is well represented by a double power law with its index ${\alpha}=-2.25{\pm}0.02$ for the bright part and ${\alpha}=-1.42{\pm}0.01$ for the faint part, separated at a break point $L=10^{37.1}\;erg\;s^{-1}$. Comparison with simulated HII LFs suggests that this break is caused by the transition of HII region ionizing sources, from low-mass clusters (including several OB stars) to more massive clusters (including several tens of OB stars). The HII LFs with L < $10^{37.1}\;erg\;s^{-1}$ are found to have different slopes for different parts in M51: the HII LF for the interarm region is steeper than those for the arm and the nuclear regions. This observed difference in HII LFs can be explained by evolutionary effects: HII regions in the interarm region are relatively older than those in the other parts of M51. The size distribution of the HII regions is fitted by a double power law with a break at D = 30 pc. The power law index for the small HII regions with 15 pc < D < 30 pc is ${\alpha}=-1.78{\pm}0.04$, whereas ${\alpha}=-5.04{\pm}0.08$ for the large HII region with 30 pc < D < 110 pc. The power law indices of the size distribution are related with those of HII LF, and the relation between the luminosities and sizes of HII regions is fitted well by $L{\propto}D^{3.04{\pm}}$.
