Comparative study of the Regional Economic Power of the Korean 5+2 Mega-regional Economic Zones (5+2광역경제권의 지역경제력 비교연구)

  • This paper as basic work on the regional economic policy of Korean government considers economic conditions and fundamentals of the cold started 5+2 mega-regional economic zones and makes a comparative study of regional economic power of national mega-regional economic zones based on the established economic indicator. Therefore, this study aims to consider henceforward policy direction of the mega-regional economic zone and the validity of the regional economic policy, which promote autonomous mega-regional economic zone in dimension to secure the global competitiveness. According to the comparison result of regional economic power index, the capital area had absolute superiority, while Gangwon, Honam and Jeju areas were relatively weak. Since the given regional conditions are dissimilar, the government must consider regional characteristics and economic fundamentals carefully, as they push henceforth regional development policy for the mega-regional economic zone. What is more, the government should promote a balance of the regional development, through to maintain demand-based policy and demand-pull policy flexibly, which are based on demand analysis, as well as unequal quota budget and policy for regions, which are relatively falling behind in terms of development and income.

Study on Rainfall Regional Frequency Analysis (강우 지역빈도해석의 적용성 연구)

  • At-site analysis is not appropriate if the record length is shorter than target return period T. If the record length is longer than 27 years, then at-site analysis may be sufficient(Institute of Hydrology, 1999). However, in such a case, regional frequency analysis is recommended for purpose of comparison. Record lengths of annual maximum rainfall data in Korea are usually shorter than 50 years. It is therefore essential to apply regional frequency analysis for estimating rainfall quantiles of more than 100 years return period. In this research, regional rainfall frequency analysis is performed for hourly rainfall data of South Korea. Homogeneous regions are idntified by clusgter analysis which is a standard method of statistical multivariate analysis for dividing a data set into groups. An appropriate distribution is chosen by goodness-of-fit test. GLO is found to be an appropriate distribution as a result of goodness-of-fit measure (Hosking & Wallis, 1997). Simulation experiments are performed to check the performance of frequency analysis techniques. The effects of discordant sites on quantiles are considered.

  • This study, in order to complement instability of analysis result stemming from the choice between reference point and comparison point which is pointed out as the defect of shift-share analysis, conducted shift-share analysis using Gross Regional Domestic Product (GRDP) trend of Geumgang area, Chungcheongnam-do for the period from 2000 to 2011. As a result of the analysis, (1) industries that had both the positive Regional Share Effect (RSE) and Industrial Mixed Effect (IME) were service industries such as manufacturing industry, electricity gas, transportation industry, art, etc., which are positively influencing the regional industry. (2) industries that had both the negative RSE and IME were other service industries such as wholesale and retail businesses, lodging industry, food industry, real estate business and leasing service, business service industry, public administration, etc., which provide basic livelihood services for the residents. (3) industries that had the positive RSE and negative IME were agriculture, forestry and fishery industry, mining industry, construction industry, and educational service industry. (4) industries that had the negative RSE and positive IME were info-communications industry, financial and insurance businesses, health industry, etc.

The Theoretical Comparison of Malmquist and Luenberg Productivity Indices & Empirical Analysis (Malmquist 생산성지수와 Luenberger 생산성지수의 이론적 관계와 실증적 분석)

  • Background: We measured productivity changes of regional public hospitals using both global Malmquist productivity index-based on global production possibility set over all the periods-and the traditional Malmquist productivity index and analyzed the factors of productivity change. Methods: The data used in this study is two annual inputs and two annual outputs of 32 regional public hospitals in Korea from 2005 to 2009 and the results such as distances and Malmquist productivity index and global Malmquist productivity index are obtained by an R program written for this study. Results: The results can be summarized as follows. Firstly, technical efficiencies of regional public hospitals are affected largely by scale efficiency than pure technical efficiency. Second, productivity progressed and technological change has more significant influence on productivity advance over the period between 2005 and 2009. Third, the circularity problem of the traditional Malmquist index is confirmed, and so the global Malmquist index without this problem are valid for the analysis. Conclusion: Though this study also has some limitations with the data of regional public hospitals with a short time span, it is the first study of hospitals using global Malmquist productivity index and later it can be expanded to private hospitals and longer time periods.

Related Factors of Depression according to Individual Attributes and Regional Environment: Using Multi-Level Analysis (다수준분석을 활용한 개인특성 및 지역환경에 따른 우울증 관련 영향요인 분석)

  • Background: This study is aimed to verify individual and regional-level factors affecting the depression of Koreans and to develop social programs for improving the depressive status. Methods: This study used individual-level variables from the Korean Community Health Survey (2018) and used the e-regional index of the Korean Statistical Information Service as the regional-level variable. A multi-level logistic regression was executed to identify individual and regional-level variables that were expected to affect the extent of depressive symptoms and to draw the receiver operating characteristic curve to compare the volume of impact between variables from both levels. Results: The results of the multi-level logistic regression analysis in regards to individual-level factors showed that older age, female gender, a lower income level, a lower education level, not having a spouse, the practice of walking, the consumption of breakfast higher levels of stress, and having high blood pressure or diabetes were associated with a greater increase in depressive symptoms. In terms of regional factors, areas with fewer cultural facilities and fewer car registration had higher levels of depressive symptoms. The comparison of area under the curve showed that individual factors had a greater influence than regional factors. Conclusion: This study showed that while both, individual and regional-level factors affect depression, the influence of the latter was relatively weaker as compared to the first. In this sense, it is necessary to develop programs focused on the individual, such as social prescribing at the local or community-level, rather than the city and nation-level approach that are currently prevalent.

Variations and Factors Associated with the Supply and Utilization of Nursing Home Services in Japan and South Korea (한국과 일본 장기요양시설 공급과 이용의 지역 간 변이)

  • Background: Few studies have examined the performance of the public long-term care insurance (LTCI) from the perspective of geographic equity. This study investigated regional variations and associated factors in the supply and utilization of nursing home care within and also between Japan and Korea. Methods: A comparative dataset was developed by extracting data from 2013-2015 LTCI statistics yearbooks and Organization for Economic Cooperation and Development regional statistics, as well as other comparable data in Japan and Korea. The unit of analysis was the prefecture in Japan and the province in Korea. We computed variation indices and conducted regression analyses for regional variations within each country and decomposition analyses to examine the variations between the countries. Results: The overall regional supply and use of nursing home care were higher in Japan, but the regional variations in Korea were larger than in Japan. In both countries, the nursing home supply was negatively associated with the proportion of older people with independent living. Nursing home use was also negatively associated with the supply of hospital beds and home care agencies in Korea; the relationship was the opposite in Japan, however. The country-based differences were more likely to be explained by differences in the distributions of the variables included in the analytical model than country-specific characteristics. Conclusion: Regional-level nursing home supply and use were unequal in both countries, and the contributing factors were not the same. Policy efforts are needed to advance regional equality in long-term care (LTC) and collaboration between health and LTC institutions for frail older people, especially in Korea.

Comparison between Korean Regional Public Hospitals and Private non-profit General Hospitals for Investment Efficiency and Management Performance (지방공사의료원과 민간 종합병원 간의 투자효율 및 경영성과 비교)

  • This study analyzed the financial information between 2011 and 2014 comparing management performance and utilization of capital and human resources between private non-profit general hospitals and regional public hospitals operated as general hospitals. The purpose of this study was to enhance the productivity for financial independence of regional public hospitals. Comparison analysis variables were value added to the total assets, value added to the productive activity tangible fixed assets, value added to personnel expenses, ratio of value added, and operating margin to revenues. According to the analysis results, regional public hospitals showed lower investment efficiency indicator and higher ratio of value added, as well as significantly lower operating margin-to-revenues compared with private non-profit general hospitals. Moreover, the effect of investment efficiency indicators on operating margin-to-revenues was value added to the productive activity of tangible fixed assets and value added to personnel expenses in regional public hospitals; the value added to personnel expenses in private non-profit general hospitals had a significant effect on the operating margin-to-revenues, the effect of value added to personnel expenses was the greatest. Therefore, it is necessary to asset utilization to the revenue and propriety of human resources to personnel expenses in regional public hospitals.

Comparison of changes in Ankle Muscle Stregth and Balance ability in Patients with Chronic Ankle Instability using Kinesio Taping and MWM Taping (만성 발목 불안정성 환자에서 키네시오 테이핑과 MWM 테이핑 적용이 발목의 근력과 균형능력의 변화 비교)

  • Background: Ankle sprains, and the resulting ankle instability worsen to chronic due to recurrent ankle injuries or sprains, 78% of which are accompanied by posture instability and damage due to changes in the position of the talus of the ankle. The purpose of this study is to investigate the immediate effect of applying MWM taping on the patient's muscle strength and balance ability in patients with chronic ankle instability. Methods: 15 people with MWM taping and 15 people with Kinesio taping were applied, and after applying the taping of the ankle, 10 minutes of walking treadmill and 10 times of forward lunge operation, the change in ankle muscle strength and balance ability was confirmed. The strength test of the ankle was performed using a test device called Biodex system 4 (USA) for the movement of the dorsi-flexion and plantar flexion of the foot, and the balance of the two groups was measured using Biodex balance system (USA) to test balance ability. Results: The comparison of muscle strength changes in the ankle does not show a significant increase in the group applying MWM compared to the group applying kinesio taping (p<.05). In the comparison of equilibrium capabilities, the MWM taping group also showed a significant increase in the MWM taping group compared to the kinesio taping group (p<.05). Conclusion: When applying MWM taping and kinesio taping to patients with chronic ankle instability, there was no significant difference in comparison of muscle strength changes, but there was a significant difference in comparison of balance ability.

Classification of International Container Ports by Using Principal Component Analysis and Cluster Analysis (주성분분석 및 군집분석을 이용한 컨테이너항만의 분류)

  • The subject of port efficiency is one of the important issues facing port authorities and policy makers today. A number of studies have been undertaken which compare ports in terms of their efficiency. But any port comparison can only be valid and meaningful if a port’s efficiency is compared with a similar port. The main objective of this paper is to introduce a systematic approach to identifying similar ports based on the technique of principal component analysis and cluster analysis. And it seeks to identify the most important factors underlying the port classification. Lack of awareness of which factors differentiate ports has resulted in an unnecessary collection of data which are of limited use in port classification. This paper has identified five groupings of similar ports within which port comparision can be justifiably made. This approach can be used for any future port comparision.

Near-real-time Ionosphere Modeling Based on Regional GPS Data

  • We present a GPS-derived regional ionosphere model, which estimates Total Electron Content (TEC) in rectangular grids on the spherical shell over Korea. The GPS data from nine GPS stations were used. The pseudorange data were phase-leveled by a linear combination of pseudoranges and carrier phases. During a quiet day of solar activity, the regional ionosphere map indicated 30-45 Total Electron Content Unit (TECU) at the peak of the diurnal variation. In comparison with the Global Ionosphere Map of the Center for Orbit Determination in Europe, RMS differences were at the level of 4-5 TECU for five days.
