地域代表性과 汚染被害를 考慮한 大氣汚染 測定網 配置技法의 開發에 關한 硏究 (Development of an Air Pollution Monitoring Network Design Method Based on Regional Representativeness and Pollution Damage Impact)

  • A new method for designing air pollution monitoring newtork is presented in this study. In this method, the magnitudes and the correlation coefficients of predicted concentrations in each grid points are examined and the monitoring stations are assigned to those stations which cover the damage cost the most. This method was applied to the Ulsan-Onsan Industrial Complex. This method turned out to be much more efficient than the method of TM coordinates and the method of concentric circles prescribed in the Standard Methods for Pollution Measurement as well as the existing monitoring system established in the area. The 21 stations selected by the method of TM coordinates could cover only 64.4% of the damage cost in the area, the 16 stations by the method of concentric circles 72.1%, and the existing 21 stations 67.8%, while 11 stations were enough to cover 90% of the damage cost in the area with this method. It also was found that this method required only 24 stations to cover the entire area.

중앙차선 버스 정류장과 주변지역의 대기오염 특성 비교 (Comparison of Air Pollution Characteristics in the Center Lane-Bus Stop and the Surrounding Areas)

  • The use of bus stop in the center lane has reduced the emissions of exhaust gas on the road due to the improvement of the traffic speed but has caused a health problem for the citizens who are waiting for the bus in the platform, and thus the air pollution control of bus stop in the center lane is emerging as a more important part. This study was conducted to investigate the air pollution degree for the center lane-bus stops in four regions using mobile air measuring vehicle, and to evaluate the characteristics of air pollution by comparing with the data measured at the urban air monitoring site close to the bus stops. In addition, the correlation analysis was performed to analyze the impact to neighboring region by vehicle exhaust gas. The regional mean concentration of nitrogen dioxide in the center lane-bus stops ranged from 0.025 to 0.043 ppm which shows from 2.5 times to 5.3 times higher than the values of urban air monitoring site selected as a control group. The regional mean concentration of ozone in the center lane-bus stops ranged from 0.023 to 0.034 ppm which shows from 3% to 28% lower than the values of urban air monitoring site selected as a control group. The concentrations of nitrogen dioxide and ozone for the sampling regions did not exceed one hour-air quality environmental standard (0.1 ppm). The mean concentration of particulate matter for four center lane-bus stops was $28{\mu}g/m^3$ which shows about 27% higher than the values of urban air monitoring site selected as a control group, and that of particulate matter did not exceed one day-air quality environmental standard ($100{\mu}g/m^3$). In the results of correlation analysis between data from center lane-bus stops and data from urban air monitoring sites, the correlation coefficient (r) of nitrogen dioxide was relatively low as 0.316 to 0.416, and the correlation coefficient was high as the distance was close and vice versa. However, the correlation coefficient of ozone ranged from 0.167 to 0.658 and the correlation coefficient was high as the distance was far and vice versa.

엔트로피 가중치를 활용한 대기오염 취약성 평가 - 오존을 중심으로 - (Vulnerability Assessment of the Air Pollution Using Entropy Weights : Focused on Ozone)

  • 지표를 활용한 대기오염 취약성 평가에서는 지표의 선정과 함께 지표별 가중치 결정이 중요한 문제이다. 본 연구는 전국 249개 시군구를 대상으로 엔트로피 가중치 산정법을 활용하여 오존을 중심으로 한 대기오염 취약성을 평가하고, 엔트로피 가중치 방법론의 활용가능성을 검토하였다. 연구방법은 대기오염 취약성 지표를 선정하고 이들을 표준화하고, 엔트로피를 이용한 가중치를 적용하여 취약성을 평가하는 방식을 활용하였다. 노출 지표는 기상요인과 대기오염요인을 고려하였고, 민감도는 취약대상과 취약환경요인을, 지자체별 적응능력은 지역의 사회 경제적 요소, 보건의료요인, 대기관리 요인을 적용하였다. 취약성 평가 결과는 단순합산의 경우 화성시, 광진구, 김포시, 광주시, 군포시 순으로 취약성이 높게 나타났으며, 취약성-탄력성 지표(VRI) 방식도 단순합산 결과와 유사한 취약지역 공간 분포 패턴을 나타내었다. 본 연구에서 제시한 엔트로피 가중치를 이용한 대기오염 취약성 평가는 자료에 기반한 객관적인 취약성 평가로 불확실성을 동반하는 기후변화와 대기오염 취약성 평가에 활용가치가 높을 것으로 보인다. 또한 취약성 평가결과는 지자체별 특성이 반영된 것으로 세부적인 분석을 통해 지역 맞춤형 정책수립에 활용될 수 있다.

Key air pollution problems in the early 21st century

  • This paper explores not only emerging scientific problems but also the difficulties communicating air quality issues into an increasingly sensitive the public and policy arena. The public understanding and trust in air pollution information and indices may be very different to the notions of validity or accuracy that are important for a scientist. We operate in a world where openness requires us to reveal both the difficulties and disagreements in our understanding of the polluted atmosphere. Yet this can be confusing and increase complexity in situations where clear political and social decisions are required. I am going to examine these issues, starting with questions of what substances we regard as pollutants and the difficulties of getting the correct balance of concern given the broadening the base of chemicals emitted to the environment. There are also questions of exposure particularly in terms of vulnerable populations, who may spend large amounts of time indoors, where air is rarely monitored. In contemporary society there are pollution problems that extend far beyond urban areas and we have to consider regional issues such as windblown dusts, smoke from forest fires along with issues of the emission of green house gases and ozone depleting substances. Finally I will discuss the issues of communicating with a concerned public and sceptical politicians and the troubling interface between technological and sociological control. Such complexity is often missed in a maze of seemingly stronger political and social needs.

  • 급속도로 발전하고 있는 동북 아시아, 그 중 중국에서 배출되는 대기오염물질의 장거리 이동은 여러 나라에 영향을 주고 있으며, 이는 관련 국가의 큰 관심의 대상이 되고 있다. 장거리 이동은 국제적인 문제로 이출 해결하기 위해서는 과학적인 접근과 정책적인 접근이 동시에 이루어져야 한다. 기존의 연구들에서는 한가지에 초점을 맞춘 접근을 주로 하고 있으므로(김용표, 1999), 본 연구에서는 두 가지 접근을 모두 시도해보고자 한다. Regional Air pollution INformation and Simulation - Asia(RAINS- Asia)Modeling을 통해 중국, 한국, 일본 세 국가의 이산화황 배출에 따른 침적량을 분석해 보았고, 향후 30여년 간의 추세를 예측해 보았다. (중략)
