Evaluation of Regional Rural Amenity Values on Living and Tourism Resource Characteristics (생활 및 관광자원으로서의 특성을 고려한 농촌어메니티의 지역별 수준평가)

  • The rural area has kept traditions and green open spaces highlighted in these days since the life quality elevated. Institute of Rural Resources Development has been conducting nation-wide survey project for rural amenity resources to construct the databases of rural amenity distribution and richness. Using surveyed data from the project, this study was implemented to evaluate rural amenity values based on SAW (Simple Additive Weighting) method considering two aspects including living and tourism amenity. For defining the set of evaluation criteria, the rural amenity resources were classified into almost intact nature resources(natural resources), interaction between nature and man resources(cultural resources) and man-made resources(social resources). The weighting values of the criteria were evaluated from the step wise pair-comparison results by AHP(Analytic Hierarchy Process) method. In the results of weighting values related to living amenity, social resources was the hightest ranked criterion (0.512), followed by cultural resources (0.245) and natural resources (0.243). On the other hand, the results related to tourism amenity was that weighting values of natural resources, cultural resources and social resources were 0.481, 0.340 and 0.179, respectively. The two aspects evaluation methods was applied to the selected 18 areas (Myeon administration level) in Chungcheongbuk Do. The results demonstrated the differences of amenity values for living conditions and tourism conditions and could be used for prioritizing rural amenity planning.

Thoracic and Cardiovascular Surgeons' Perception of the Concentration of Cardiovascular Operations in Seoul Metropolitan Area's Hospitals

  • Background: The purpose of this study is to evaluate the concentration of cardiovascular surgical procedures in a metropolitan area and investigate the perception of specialists regarding governmental policies to resolve this imbalance. Methods: From March to May 2015, surveys were distributed to members of the Thoracic and Cardiovascular Surgery Association. The final pool of research subjects consisted of 75 respondents. Subjects were queried regarding the concentration of cardiovascular operations in metropolitan areas, alternatives to the imbalance, and governmental policies to resolve the inequalities. Results: Survey participants responded that South Korea needs governmental policies to alleviate the concentration of cardiovascular surgery patients in large metropolitan hospitals. Participants agreed that the freedom to choose medical institutions and improved accessibility to metropolitan hospitals due to advanced transportation systems were some of the causes for the concentration. A majority (98.7%) of respondents thought establishing thoracic and cardiovascular surgery centers in provinces was an appropriate solution to alleviate the concentration. Thoracic and cardiovascular surgery specialists were ranked as the number one group on which to focus development. Conclusion: Developing and carrying out policies to establish thoracic and cardiovascular surgery centers in provinces will alleviate the regional imbalance in available heart surgery services and an overall improvement in cardiovascular disease treatment in South Korea.

  • In order to compare what kinds of transcription factors are associated with the inhibition of preadipocyte cell proliferation, we prepared several grape extracts and tested the expression patterns by reverse transcription-polymerase chain reaction. As a result, 50% ethanol extract of Campbell early seed inhibited adipogenesis derived from the MDI solution. Extract of Campbell early seed was significantly inhibited lipid droplet formation and expression of molecular factors C/EBP-alpha and delta in 3T3-L1 cells. It is suggested that grape extracts of fractions would be a good candidate for the development of regional skin fat modulator.

Factors Influencing Obesity among Rural and Urban Adolescent : Analysis of 2013 Korean Youth Health Behavior Survey (도시와 농촌 청소년의 비만에 영향을 미치는 요인: 2013 청소년 건강행태 조사결과를 중심으로)

  • Purpose: This study was conducted to differentiate the factors associated with the BMI group of adolescents between rural and urban areas, and provide baseline data in the development of health education programs considering their personal and environmental characteristics. Methods: Secondary data analysis was performed using the data from an on-line survey of the 9th adolescence behavioral health in 2013. The instruments included general, behavioral, and psychosocial characteristics. This study was a cross-sectional survey conducted with 26,513 adolescents. The data were analyzed using a t-test, two-way ANOVA, and multinomial logistic regression analysis. Results: Significant differences in the prevalence of obesity between urban and rural areas were nated and rural areas exhibited a higher prevalence of obese adolescents (p<0.05). The factors associated with the BMI group were the mothers' education level (low) and lower age of adolescents (middle school) in rural areas, wherase those for urban areas were gender (boys) and the fathers' education level (low) (p<0.05). Conclusion: Because there was a significant difference in the prevalence of obesity between rural and urban areas, it is necessary to develop a tailored education program considering the regional and environmental characteristics that the adolescents belonged to in order to prevent and control adolescent obesity.

Analysis of the Factors Influencing the Management Characteristics of Tech SMEs in Determination of High-growth Firms: Focusing on Fourth Industrial Revolution Related Businesses and General SMEs (기술 중소기업의 경영 특성에 대한 고성장 기업 결정 영향 요인분석: 4차 산업혁명기업과 일반 중소기업을 중심으로)

  • This study categorized 3,214 companies out of the tech firms supported by the Korea Technology Finance Corporation's "technology guarantee scheme" through technology assessment from 2017 to 2019 into Fourth Industrial Revolution-related companies and general SMEs. The impact of the management characteristics of these 1,752 tech firms on the determination of high-growth firms was then empirically analyzed. This study used the OECD(2007) definition to define a "high-growth firm" as "an enterprise with average revenue growth greater than 20% per annum, over a two-year period." As the two sample groups showed non-normal distribution, this study conducted the Mann-Whitney U test, a nonparametric test, to analyze the mean differences and bivariate logistic regression in which the normality assumption is less stringent. The independent variables include fundamental characteristics; a regional dummy; a technological level dummy; and the capabilities of company representatives, human capital, and technological innovation. The corresponding sub-variables are representatives' level of education and experience in the same industry, full-time workers, research personnel, the extent of intellectual property rights, investment in research and development, firm age, total assets, region_metropolitan area, region_central region, technological level_high technology, and technological level_medium technology. As a result, the research hypothesis about representatives' level of experience in the same industry, full-time workers, total assets, and technological level_high technology was supported for the Fourth Industrial Revolution-related companies. For the general SMEs, the research hypothesis about representatives' level of experience in the same industry, research personnel, total assets, and region_metropolitan area was supported.

Numerical Solution of Second Order Linear Partial Differential Equations using Agricultural Systems Application Platform (농업시스템응용플랫폼을 이용한 2계 편미분 방정식의 해석)

  • The Agricultural Systems Application Platform (ASAP) provides bottom-up modelling and simulation environment for agricultural engineer. The purpose of this study is to expand usability of the ASAP to the second order partial differential equations: elliptic equations, parabolic equations, and hyperbolic equations. The ASAP is a general-purpose simulation tool which express natural phenomenon with capsulized independent components to simplify implementation and maintenance. To use the ASAP in continuous problems, it is necessary to solve partial differential equations. This study shows usage of the ASAP in elliptic problem, parabolic problem, and hyperbolic problem, and solves of static heat problem, heat transfer problem, and wave problem as examples. The example problems are solved with the ASAP and Finite Difference method (FDM) for verification. The ASAP shows identical results to FDM. These applications are useful to simulate the engineering problem including equilibrium, diffusion and wave problem.

Development of a Model to Predict the Number of Visitors to Local Festivals Using Machine Learning (머신러닝을 활용한 지역축제 방문객 수 예측모형 개발)

  • Purpose Local governments in each region actively hold local festivals for the purpose of promoting the region and revitalizing the local economy. Existing studies related to local festivals have been actively conducted in tourism and related academic fields. Empirical studies to understand the effects of latent variables on local festivals and studies to analyze the regional economic impacts of festivals occupy a large proportion. Despite of practical need, since few researches have been conducted to predict the number of visitors, one of the criteria for evaluating the performance of local festivals, this study developed a model for predicting the number of visitors through various observed variables using a machine learning algorithm and derived its implications. Design/methodology/approach For a total of 593 festivals held in 2018, 6 variables related to the region considering population size, administrative division, and accessibility, and 15 variables related to the festival such as the degree of publicity and word of mouth, invitation singer, weather and budget were set for the training data in machine learning algorithm. Since the number of visitors is a continuous numerical data, random forest, Adaboost, and linear regression that can perform regression analysis among the machine learning algorithms were used. Findings This study confirmed that a prediction of the number of visitors to local festivals is possible using a machine learning algorithm, and the possibility of using machine learning in research in the tourism and related academic fields, including the study of local festivals, was captured. From a practical point of view, the model developed in this study is used to predict the number of visitors to the festival to be held in the future, so that the festival can be evaluated in advance and the demand for related facilities, etc. can be utilized. In addition, the RReliefF rank result can be used. Considering this, it will be possible to improve the existing local festivals or refer to the planning of a new festival.

  • After 2001, the world aircraft industry grows consistently with world's economic recovery. The environmental changes after 9.11, including the market decent and revival, rise in oil price, and the environmental problems, make the aircraft industry change gradually. The increasing demand of point-to-point flight needs over 200 seat class large jets and changes the main model of regional jet over 100 seat class. And the needs of various flight schedule raises the demand of business jet and VLJ. The competition between airliners including the main streams, the regionals and the low prices goes harder and it needs more efficient airplanes which reduce the cost. In the military side, still the development of 5th generation fighter is proceeding and it diffuses to the more countries. Before its popularization, the 4th generation fighter is chosen for good alternatives of it. And there are some changes in the military demand after the war against terrorism. The army needs more unmanned reconnaissance and they want new aircraft which gives more accessibility.

Achievement of Health Promotion Program in Korea (국민건강증진사업 10년의 성과)

  • There has been 10 years since the Health Promotion Act was legislated. The government began to establish a health promotion fund on the basis of Health Promotion Act in 1995, and to manage and operate the fund from 1998. It is evaluated that health promotion program have had various outcomes in many aspects. First, there has been growing awareness of the impotance of health promotion through the establishment of Health Plan 2010 and the effort to actualize the Plan. Second, the importance of securing health equity and identifying health determinants have been recognized during the planning process of Health Plan 2010. Third, the health promotion program have mainly focused on improving healthy life style of the population. As a result, desirable health behavior change of the population could be expected from the result of 2005 National Health and Nutrition Survey. Fourth, public health centers began to play a crucial role in implementing health promotion programs, and began to build infrastructure for health promotion programs. Fifth, management efficiency of private health related organizations have been improved. Finally, training for health promotion personnel and their participation in the program could be the foundation for the higher level of outcome achievement from the health promotion programs. Important challenges for future health promotion would be identification of the determinants and risk factors of health, formulating plan of regional health promotion programs, building infrastructure for health promotion, creation of specific action model by public health center, development of health promotion program for the elderly, conducting research for evidence concerning major factors reducing the need for health care through prevention disease activities, and establishment of evaluation and feed back system for health promotion programs.

  • The aim of this research is to examine patterns of design governance used by Northern European countries to respond to social crises and understand design governance as a tool for sophistication of social services and social integration. Design governance as applied in Sitra of Finland, MindLab of Denmark and the Gulliver project of Germany encourages using design methodology for analyzing and solving problems related to social phenomena based on involvement of the private, public, industrial, and academic groups. Especially, the citizens are actively involved in developing problem-solving ideas and designing new policy with other governance members, rather than simply providing information or one-time participation. In the cases discussed in this study, design governance reduce unnecessary administrative and financial consumption and inconvenience caused by complicated rules, based on field-oriented approach, regional characteristics, pluralism, and respect for diversity. Therefore, future design policy paradigm will need to evolve into concept of policy design and pluralistic monitoring centered on design governance based on participation of private sector to lead policy development, from the current system in which only few officials decide policy.
