T Recently, the government has been promoting the expansion and supply of renewable energy as an alternative for achieving carbon neutrality and the nationally determined contributions by 2030. In 2020, the Ministries of Industry and Environment and the Korea Forest Service collaborated to build a nationwide onshore wind energy siting atlas considering wind resources and forestry and environmental regulations focused on central regulations. In this study, the ordinances of the local governments were analyzed to examine the effects of regional location regulations on the expansion of onshore wind power energy generation facilities, in addition to those of central regulations. A development permit standard survey of 226 urban plan ordinances of the local governments nationwide showed that presently in 2022, 52 municipalities are applying regulations on wind energy generation facilities by ordinances. This is twice more than that in 2018, when renewable energy power generation facility development was difficult. Additionally, the location regulations applied by these ordinances were organized by items and regions, and regulatory characteristics, such as the number and scope, were analyzed by regions. To analyze the spatial distribution characteristics, JeollaNamdo was selected as the case area. A spatial DB was established for regulated areas based on the regional and central regulations, and the spatial distribution characteristics and the regulatory scope were compared and analyzed.

Recently, due to the location of residential complexes in commercial areas of large cities, the urban function is shifting from commercial to residential.In order to improve the use volume system in the commercial area of Daejeon Metropolitan City, the system of special and metropolitan cities was compared and analyzed, and problems were derived by analyzing 8 cases. First, use classification of mixed-residential buildings, Second, unbalance of urban planning for functional loss of commercial area, Thrid, damage on urban environment due to difference of development density. Accordingly, improvement measures include First, securing the ratio of residential function and mixed use at least 10%, Second, securing urban competitiveness by inducing facilities that combine various uses and functions. The overall floor area ratio of housing is applied, Third, the development density is presented through the establishment of the district unit plan and consultation.
The purpose of this study is to examine the increasing number of unregistered manufacturing plants and related problems, and to recommend alternative solutions to the problems. Data are obtained from a field survey of randomly selected small scale manufacturing plants in Seoul and its suburban cities. A total number or respondents are 533, and 416 of them are unregistered plants. The Capital Regional Planning has had a goal during last three decades to lead a balanced regional economic development by restriction manufacturing plants in the Capital Region and by encouraging them in other regions in the nation. It was 1984 when a comprehensive planning was established to achieve this goal. Sets of various regulations, by-laws and codes have been implemented to regulate manu-facturing activities in the Capital Region to achieve the goal. The region is divided into three sub-regions, and a different degree of regulations is applied to each sub-region. Only a certain types of industries are allowed in a particular sub-region. For instance, a plant manufacturing high-technology products could be allowed in the most urbanized sub-region. All manu-facturing plant in the Capital Region which has ares size of larger than 200"\;"$m^2$ is compulsory to register to the local government office. In practice, however, it is not common or sometimes almost impossible to get approval for many applicant manufacturers because of strict regulations. There have been increasing number of plants in the Capital Region during last several decades, despite the strict regulations. Many of those newly established plants are without formal registration at the local administration office. howerver. These are so called 'unregisterd' plants. Surveyed data and many government official data show that many of unregistered plants have been established in recent years. which indicate that current regulations are no longer effective. The number of unregistered plants are increasing tin the Capital Region because of many locational advantages in the region for plants, particularly those in small scale. Unregistered plants are the source of many problems, such as local water pollution or noise pollution in residential areas. There are also many administration problems, bed\cause they are not registered. The central government has attempted to cure the problems of unregistered plants. For example, the government allowed a unregistered plant to remain at present site for three ydars, if it met certain conditions in three years. However, this program was unsuccessful because many of those plants were not able to meet the concitions. Three times the government renewed the term for those which did not meet conditions since 1989, but it was afraid to be without success. There are many evidences that current policies to control manufacturing plants are not effective. The Capital Region must face mounting problems if ploicies are not reformed soon. This study suggests that the policy of the Capital Regional Planning has to be reoriented to provide more favorable policies for manufacturing plants in the Capital Region than current regulations which is aimed to restrict manufacturing activities. It is time to improve many existing problems in the region through reforms and of current regulations to foster unregistered plants. This study also proposes many smaller-area sub-divisions instead of current three large area sub-regions which is too broad to apply single kind of regulation, or codes. Flexible regulations and codes can be applied to such a small-area sub-divivisions based on location and industrial characteristics of the individual sub-divisions. It is necessary to provide decent industrial environment in the Capital Region, which is best equipped to provide many favorable industrial locational factors in the nation, thus this nation can be further prepared to compete in an inter-national market at an era of globalization in manufacturing.
Water quality models can be applied to manage the regional water quality problems and to estimate the target and allowable pollution load in watershed effectively. Since the models such as QUAL2E, W ASP5 and HSPF need many data and are not easily applied in real systems, the water quality model, which would be simple and easily applicable, has been required. Thus, an Analytical Model of BOD(AMB) considering travel time of pollutant was developed for the total pollution load regulation in drainage basin. It was found that the main stream length of a sub-basin in the AMB should be shorter than 7km and the length of distributed pollutant load should also be shorter than 3.5km in a sub-basin. The basin in the AMB could be divided into sub-basins with almost same hydraulic characteristics and reaction rate constant satisfying the proposed stream length. The running results of the AMB in a small stream were very close to the results of QUAL2E, which is widely used one in the world. Therefore, the AlVIB can be used to regulate the total pollution load in drainage district by local government.rnment.

Rapid economic growth, urbanization, and industrialization of China have tremendously degraded the overall quality of living environments, especially the air quality, not only negatively affecting Chinese people but also impacting citizens of neighboring countries, namely Korea. The Chinese government has invested much effort to regulate the air pollution due to burning coal through introducing strict environmental monitoring policies and aggressive implementation. This paper presents an overview of Chinese air pollution prevention policy due to burning coal, and the associated trends and specifics of institutional arrangements regarding air pollutant emission regulations. It turns out that the policies have become stricter than before; some polices are geared towards enforcing extra regulation at the regional level. It is expected that the regulation will become stricter in the future. However, the actual contribution and feasibility of such policies must be analyzed based on sound science. The policies seem to care little about influencing the air quality of Korea, and this has to be improved. In order to do so, it is important to strengthen environmental cooperation between Korea and China, and better yet to research on not only the air quality but also the associated fields, such as energy, industrial technology, and global environmental governance.

We humans try to pursue a better living environment along with the development of modern civilization. In particular, it is a reality that a lot of efforts are being made to improve food, clothing, and shelter. Among them, the concept of housing serves as a major function to improve the quality of life. Furthermore, it is a reality that even home sales are not being handled smoothly. In general, the cost of owning a house (apartment, etc.) can be divided into acquisition and possession. In addition, a lot of taxes are borne by long-term housing. Subsequently, due to the increase in the transfer tax rate due to the sale of houses, the disposal of property rights is not free. This serves as a limiting factor for market principles. If the tax rate for the transfer of multi-homed people is raised, it can cause a phenomenon that encourages yearly or monthly rent. This is a part where it seems necessary to reduce the transfer tax rate according to the multi-year retention period. This paper is to reclassify systematically the functions of urban river: that is, water supply, land management, transportation and energy source as social and economic function; formation of geomorphic surface, water-side landscape, community constitution and boundary and separation between regions as spatial function; and drainage of waste water, purification, habitation, and weather regulation as ecological function. On the basis of this reclassification, it can be argued that the socio-economic functions (eg. water supply) of the river among the functions of the river have been strongly mobilized in the process of modernization, while the spatial function and ecological function of urban river have been ignored. The Kumho river which flows through Daegu and the adjacent area has made a great contribution to the modem development process of the river basin area, but as a result of a selective development of a specific function of the river, that is the social and economic function, it now suffers from the lack of instream flow and is deprived of its original functions with the water pollution and degradation. Moreover the Daegu region seems no longer possible to develop on the dependence of the river. In order to overcome this kind of social and environmental crisis, this paper is to suggest both some principles and main evaluating indicators to restore the original and comprehensive functions of the river, and important measures to make the co-evolution of the city and the river possible.
This study was orchestrated with the purpose of uncovering new nutraceutical resources possessing biological activities in the plant kingdom. To fulfill our objective, we analyzed several Chinese plants and selected three possessing powerful anti-oxidative activities. The anti-oxidative and anti-inflammatory effects these three Chinese plants, Malus hupehensis, Ophiorrhiza cantonensis, and Psychotria rubra ethanol extracts were then evaluated. First of all, they possessed potent scavenging activity against 1,1-diphenyl-2-picryl hydrazyl, similar with that of ascorbic acid, used as a positive control. Moreover, they inhibited lipopolysaccharide (LPS)- and hydrogen peroxide-induced reactive oxygen species, in a dose-dependent manner, in RAW 264.7 cells. Also, they induced the expression of an anti-oxidative enzyme, heme oxygenase 1, and its upstream transcription factor, nuclear factor-E2-related factor 2. Furthermore, they suppressed LPS-induced nitric oxide (NO) formation, without cytotoxicity. The inhibition of NO formation was the result of the down regulation of inducible NO synthase (iNOS). The suppression of NO and iNOS by the three extracts might be the result of modulation by the upstream transcription factors, nuclear factor ${\kappa}B$ and activator protein-1. Taken together, these results indicate that these three Chinese plants possess potent anti-oxidative and anti-inflammatory activities. Therefore, they might be utilized as promising materials in the field of nutraceuticals.
South America has vast energy resources with the renewable and non-renewable sources. However, many countries in the region are unable to guarantee adequate energy security both of energy supply and demand. Currently the possibility of energy security is high through regional energy integration based on the potential economic benefits. The difference of regulation system with the individual countries in the region impose strong barriers to integration process. Security of energy supply and its demand as well is fundamental issues in this region and regional energy cooperation is essential for getting rid of the insecurity of energy supplies. Despite of this problem, currently Latin American countries made a great effort to make multilateral energy security regime through projecting great energy infrastructure network(e.g. IIRSA) or mechanism especially in South America, which can give countries access to the region's reserve supplies by providing regulations and pricing mechanism with a shared energy market in this region. Brazil's active leading in the formulation of such movement toward energy security integration and participation of energy infrastructure network is good initiative to enforce this great energy security change. Politically and economically, Brazil's geographical position and the level of market size and oil and natural gas resources, in addition the leadership in renewable energy sources make it a sound candidate to take over the coordination of the secure integration of region's energy market. However, on the conditions of existing many obstacles such as, control of the output of the region's power plant, energy flows, the environmental matter within local community must be overcome to make more advance process and steps. Finally, to secure more institutional approach, this region must settle regional disputes resolution regime urgently.
