This paper examines the policy implications of poverty in terms of its forms: primary and secondary poverty and brings out the synergetic relationship between the reduction of primary and secondary poverty in Urban India. The paper also demonstrates the influence that the alleviation of secondary poverty exerts on the alleviation of the primary poverty and it pinpoints the macro-level policy implications and suggests envisaged strategy for poverty alleviation applicable to the developing world.
This study analyzed the regional effects on the poverty status of households and the poverty difference between Metropolitan and Non-metropolitan area in Korea. The Korea Welfare Panel Study was used for the study, and the results are as follows. First, the poverty rate of Non-metropolitan area is higher than Metropolitan area, and the poverty rate of small-sized regions is the highest area among Non-metropolitan areas. It shows that the poverty of regions is deeply related with the development of region. Second, the people living in Non-metropolitan area have experienced more hardships than the people of Metropolitan area, even though they have similar socio-demographic characteristics. It implies that living in the Non-metropolitan area is to have much more risk of poverty. Third, the regional effects on the poverty are found, that is, living in Non-metropolitan areas is positively associated with the poverty probability. Lastly, regional effect, that is the differences of the poverty probability between Metro and Non-metropolitan areas, is estimated as $49.2{\sim}73.7%$ of total poverty differences. Results of this study suggest that regional poverty policies are necessary to solve the regional differences of poverty in Korea.

The objective of this study is to examine and provide guidelines for regional governments, communities, and the private sector in planning and implementing poverty-reduction activities that are more effective, efficient, and targeted. Besides, this research's specific aims are: 1) increasing the rate of regional economic growth through optimization of potential sources of local income, 2) increasing per-capita income, and 3) reducing poverty, unemployment, and social-economic inequality of the community. The study was conducted in North Morowali District, Central Sulawesi Province, Indonesia, in 2018-2019. The research approach used quantitative and qualitative descriptive analysis. Data sources include sources from the Focus Group Discussion (FGD) and Regional Statistics. The results of this study are based on the Millennium Development Goals (MDG's) indicators that there are four priority scales in poverty reduction, namely, Health and Infrastructure (Priority I), Education (Priority II), Food stability (Priority III), and Population and Employment (Priority IV). Therefore, as a solution to poverty alleviation strategies, the cost approach through regional economic optimization and local income sources and community empowerment factors are essential. Apart from that, the involvement between elements (government, organizations, society, universities, and institutions) is expected to continue as an effort to realize poverty reduction can be optimally overcome.
The main purpose of this paper is to examine the structural determinants of regional variations of poverty in Korea. Poverty rates and independent variables in Seoul, 6 other metropolitan areas, and 8 provinces except Jejudo from the year of 1998 through 2006 were pooled as unit of analysis. The pooled cross-sectional time-series regression(TSCSREG) using SAS program was adapted for the analysis. As a result of the analysis, absolute poverty and relative poverty of Gangwondo and Chungcheongnamdo were relatively higher, and that of Seoul and Ulsan metropolitan area were lower than other areas. And, the increase of financial self-reliance, social welfare expenditure, rate of standard workers, and rate of workers in manufacturing sector were associated with lower poverty rates. Therefore, place-based policies should be considered as another poverty-fighting tool in conjunction with people-based policies.
Purpose: This study aims to map the spatial distribution of poverty using nighttime light satellite images as a proxy indicator of economic activities and infrastructure distribution in D.I Yogyakarta, Indonesia. Research design, data, and methodology: This study uses official poverty statistics (National Socio-economic Survey (SUSENAS) and Poverty Database 2015) to compare satellite imagery's ability to identify poor urban areas in D.I Yogyakarta. National Socioeconomic Survey (SUSENAS), as poverty statistics at the macro level, uses expenditure to determine the poor in a region. Poverty Database 2015 (BDT 2015), as poverty statistics at the micro-level, uses asset ownership to determine the poor population in an area. Pearson correlation is used to identify the correlation among variables and construct a Support Vector Regression (SVR) model to estimate the poverty level at a granular level of 1 km x 1 km. Results: It is found that macro poverty level and moderate annual nighttime light intensity have a Pearson correlation of 74 percent. It is more significant than micro poverty, with the Pearson correlation being 49 percent in 2015. The SVR prediction model can achieve the root mean squared error (RMSE) of up to 8.48 percent on SUSENAS 2020 poverty data. Conclusion: Nighttime light satellite imagery data has potential benefits as alternative data to support regional poverty mapping, especially in urban areas. Using satellite imagery data is better at predicting regional poverty based on expenditure than asset ownership at the micro-level. Light intensity at night can better describe the use of electricity consumption for economic activities at night, which is captured in spending on electricity financing compared to asset ownership.
The Correlations Between the Labour Market Structure and Poverty of the Regions The main objectives of this study are to make an investigation into the spatial characteristics of poverty and to analyze the effects of regional labour market structure. Most previous studies on poverty were more likely to examine internal factors like the characteristics of poor households or family structures than external factors in terms of the regional environments. In order to achieve these goals, this study used the Small Area Estimation designed to estimate the income of each household and then calculate the poverty rate of each local area in order to examine the spatial characteristics of poverty. The poverty distribution in Korea showed the local labour market structures effect on the region poverty rate. The Korean economy now exhibits a big gap between the haves and the have-nots and between urban areas and rural areas. The poverty rate of particular regions will increase and those in the areas will face deteriorated circumstances falling into poverty traps. This study reflects this stern reality and empirically proved the strong need for consideration of regional characteristics in conducting studies on poverty and related policy amendments.
The multidimensional poverty index is an indicator system established for defining and evaluating poverty, to understand poverty in dimensions beyond just monetary scarcity. Based on income, education, health, living standards, and social dimensions, this article measures and analyzes the level of multidimensional poverty in Xinjiang using the AlkireFoster method, with cross-sectional data obtained from a 2022 survey. Probit model is constructed for regression analysis, further considering the impact of education on enhancing feasible capabilities and alleviating multidimensional poverty at the post-poverty alleviation era. The data shows that many people still face significant challenges from the perspective of multidimensional poverty; the decomposition results of each dimension show that education contributes more to the multidimensional poverty; the regression analysis results show that the higher the education level, the lower the multidimensional poverty; heterogeneity analysis revealed that the inhibitory effect of education on multidimensional poverty is greater for females than males, and the poverty reduction effect of education mainly concentrates on middle-aged and older individuals. This article is meaningful for exploring strategies to alleviate multidimensional poverty in ethnic minority regions in frontier areas in the new era, accelerating regional economic development, and achieving shared prosperity.
This study investigates the employment and spatial mismatch as a significant acting factor of deepening urban poverty and analyses the placeness of regional labor market that the more efficient place-based labor market intervention needs to take into account. The change of unemployment rate as a regional labor market outcome in metropolitan cities is determined by the dynamic interaction between disequilibrium of labor supply and demand and employment mismatch according to various labor market conditions and its process is certainly differentiated across the metropolitan regional labor markets. In addition, it is analyzed that during the employment suburbanization the spatial mismatch puts differentiated impacts on different labor groups through human capital requirements and industry-selective job opportunities. As a result, because this whole process works with its unique process within individual regional labor markets, in order to link between urban poverty and employment mismatch and to promote problem-solving labor market intervention, we need to develop place-based policy based on the placeness of regional labor marekt.

In recent years, it seems that a considerable stratum of working poor as a new urban poverty among labor population within large cities has been generated, deepening socio-spatial conflicts. This paper is to bring focus on the working poor which can be seen as a newly emerged special problem intermingling labor and poverty. It first begins with a consideration of definitions on the working poor, then discusses on the internal relationship between labor and poverty problems by analyzing causes of the generation of the working poor and looking into actual conditions of working poor from both static and dynamic perspectives, and finally considers existing policies for supporting the working poor, suggesting some alternative policy tasks for resolving the problem of the working poor.

China is in the process of carrying out socialist planned economic system and capitalist market economic system along with its reforms and opening. In the process, the problem of poverty is surfacing along with the commercialization of housing. In this study, we've analyzed China's social security system through literature at home and abroad based on the concept of place poverty, and have pointed out the characteristics and problems of Chinese urban housing reform centered around what we've identified. Furthermore, we've divided up China into 8 zones, and have examine the characteristic of each area by population & social index, economic index, and housing index. As a result of analysis, the process of urban housing reform had an effect on housing poverty, and appeared to have different characteristics by zone. In this study, since China's situation by area is very diverse, it presents a point that we must approach with not a monistic method but a pluralistic method regarding housing policy.
