  • This study focus on the legislative conflict for Se-Jong City In case of this paper, the law of administration agency centered is based on the conflict of legislative conflict present government at that time suggested the amendment of that legal status because of so many inefficiency and negative effects regardless of opponent asserts. Here there were a deep various political interests fundamentally both of sides. Legislative conflict here affects the regional conflict among the benefits and indirect benefits or nothing in any area. As the result, political interest deeply which was connected in politics influenced the big national issues, not to amend as a result government failure will be come.

  • The purpose of this study is to investigate the economic potential of the regions from the mining sector of North Morowali, Central-Sulawesi, Indonesia, and the formulation of pro-business regional development management that aims to create synergy between the local government and mining sector entrepreneurs. This study uses a descriptive qualitative approach by taking data in the form of primary data from FGD and secondary data observations from statistical bureau data in the North Morowali, Indonesia. The analysis unit uses SWOT analysis to determine the economic potential of the North Morowali and Location Quotient (LQ) to analyze the economic potential of the mining sector. The research period covers one year (2018-2019) in North Morowali, Indonesia. All the mining products have considerable potential as a financing unit in North Morowali, while mining potential has not been maximally exploited. The absence of regulations, facilities such as road access, and optimal land and sea transportation are the causes of the difficulty of optimization and access to explore mining products comprehensively. As a new province at Central Sulawesi, more efforts and the role of government are needed to focus attention to North Morowali as an area with great potential in the mining sector.

  • The Korea China FTA was signed on June 1 2015. It includes some concessions regarding major export items in the manufacturing sector for the protection of primary industries and preferential tariffs for a number of products produced in the Kaesong Industrial Complex. Primary industries are what the Korean government paid the greatest attention to. Rice was excluded from the negotiations from the get go, and was joined by 548 other food items including pork, apples, pears, beef, chili, garlic etc. These foodstuffs account for about one-third of the agricultural and livestock products that Korea produces, and are not going to be subject to tariff elimination. The results of the study are as follows: Korean government policy is to maintain of agri-food export support system, eliminate of agri-food non-tariff barriers, foster of agri-food export SMEs and expand of investment of foreign agri-food company. Korean firms strategy is to establish of regional marketing strategy, ensure of high quality agri-food and develop of food packaging technologies, establish of agri-food export logistics center and take advantage of the FTA preferential tariff.

Input-Output Analysis on the Economic Effect of the Korean Traditional Retail Market Supporting Project

  • Purpose - This study analyzes an economic effect on the project that Korean government supported for the vitalization of traditional markets using an input-output model. From 2002 to 2013, the government provided 180.8 billion won for a Management Modernization Project and 2.851 trillion won for a Facility Modernization Project for vitalization of traditional markets. Research design, data, and methodology - The present study conducted inter-industry analysis by matching industries related to the Traditional Market Project for the measurement, and calculated the ripple effect of each project. Result - The results from the study showed that from 2002 to 2012, the Management Modernization Project and Facility Modernization Project showed a 296.1 billion won effect on production inducement, a 158.7 billion won value-added inducement effect, and a 3,135-person effect on employment inducement in total. From 2002 to 2013, the Facility Modernization Project showed a 6.948 trillion won effect on production inducement, a 2.1109 trillion won effect on value-added inducement, and 40,209-person of effect on employment inducement in total. Conclusions - This study provided an empirical demonstration of a clear effect of the governmental support to traditional markets on developing regional economies. In particular, this study empirically analyzed and presented that there were a considerable amount of an economic effect by region due to governmental policy support to traditional markets.

  • Ten-week-old White Leghorn immature males and females were exposed to four lighting regimens: a constant light (12L : 12D); repeated up and slow down (13 min. up and 1 min. down per day for 13 consecutive days, and repeated on two-week cycle) lighting; repeated slow up and down (1 min. up per day for 13 consecutive days and 13 min. down, and repeated on two-week cycle) lighting; and step-up (14 min. up every second week) lighting. At 15 weeks of age, significantly larger testis and comb weights and significantly higher concentrations of plasma LH and testosterone were observed in the cockerels under the repeated slow up and down lighting regimen than those under the other lighting regimens. At 20 weeks of age, significantly larger oviduct weights and significantly higher concentrations of plasma estradiol were observed in the pullets under the repeated up and slow down, and the step-up lighting regimens than those under the other lighting regimens.

  • For the Palestinians, what is the impact of the Arab Spring? The revolution not only dislodged Mubarak from the presidency, but also changed Egyptian policy regarding Palestinians in Gaza. New Egyptian diplomacy has encouraged Hamas and Fatah, which had been in dispute, to seek reconciliation and has loosened the border control on humanitarian grounds. We focus on Palestinian voting attitudes in the wake of the Arab Spring. Despite the vast quantity of literature written about Palestinian politics since the first decade of the millennium, we know little about the determinants of Palestinian attitudes toward the divided governments in the West Bank and the Gaza Strip. The Fatah government, in the West Bank, increased in popularity after submitting a request for UN recognition of Palestinian statehood. In Gaza, the Hamas government lost popularity because of mismanagement but won support through the success of its prisoner swap deal with Israel. However, evaluation of the ruling party does not depend only on one-time events. This research attempts to measure the impact of policy change in Gaza after the Arab Spring. We provide an account of our research on Palestinian attitudes toward the divided governments based on two sets of the original survey data conducted in May 2009 and June 2012. The paper sheds light on Palestinian attitudes and makes clear the effects of "democratization" in the Middle East and the effects of regional context factors on the occupied Palestinians.

  • Technology commercialization or new product development (NPD) is the complete process of bringing a new product to market. This paper presents a framework for a technology firm to think about its commercialization strategy in an environment where the established firms have tight control over the government funded. Companies typically see new product development as the first stage in generating and commercializing new product within the overall strategic process of product life cycle management used to maintain or grow their market share. Market-oriented item will overcome the lack of capacity, and will ensure the success of SME.

On the direction of fisheries subsidies programs in Korea under fortifying international regulations for fisheries subsidies

  • We propose some countermeasures needed to cope with fortifying international regulations for fisheries subsidies. The government should rigorously select the recipients of fisheries subsidies to ensure that they are not engaged in ineffective projects by resorting to subsidies. On the other hand, the government should make the individual applicant's application for the subsidies easier by exempting them from the submission of a burdensome feasibility report. As for the strengthening regulatory international movements against the fisheries subsidies, we can consider the following countermeasures. One is not to designate and provide prohibitive subsidies in such a way that violates international norms. The other one is to reform the domestic fisheries subsidies system in Korea with the following points considered. It should be considered that fisheries subsidies, which can be categorized as the actionable subsidies, should not be granted to the items that can be exported but to the items that can be used for domestic consumption or processing. In the case of non-actionable subsidies, the subsidies are mainly allowed for promotion of public-sector research and development, regional development, and adaptation to new environmental regulations. Thus, the non-actionable subsidies should be designated in the consideration of the allowances for these activities.

  • The objective of this study is to analyze 1) the law system in relation with the development permissions 2) characteristics of the development permissions change 3) especially focusing on the development permissions changes in agricultural, forestry and fisheries facilities in light of socio - economic conditions in Korea Greenbelt. The following results were obtained: 1) The purpose of Greenbelt in Korea is to control the land use in order to protect the surrounding areas from urbanization. 2) During the 1990s, the number of formulated development regulations increased one and half times than that of the previous decades(1970s 1980s). The main reasons are advancements of local autonomy and democratization. 3) Three patterns were observed with respect to ease the regulations in agricultural, forestry and fisheries facilities those are: (1) increase in types of businesses ; (2) increase the maximum area permitted ; (3) decrease in qualification for establishing facilities. 4) There were few development permissions in a agricultural, forestry and fisheries facilities in consideration to the regional agricultural condition. The development permissions were only during the period of restricted to use ($1979.12{\sim}1993.11$). We propose that the authority of development permission should be given to the local autonomy government, because the local government has the knowledge of its individual agricultural conditions.

  • In this paper the demand and supply of labor are forecasted over the next 10 years for customized nurturing human resource focused on Manufacturing Industry in Chung-Nam Province. Despite that the industrial structure is rapidly changing, industrial labors are nurturing on the basis of past industrial structure. This research is conducted for reducing mismatched labors throughout forecasting human resources until 2020. As a practical approach, the BLS Methodology is partially utilized. And the previous researches and official statistics data are reviewed. In conclusion, this study presents that more human resources on Manufacturing Industry than other Industries will be needed in Chung-Nam province. In details, it shows that there will be required more Industrial labors for strategic industries for examples, Audio and Video related industry, and Car related industry which is propelling by overall local government. In additions, policy implications are developed by analyzing current status and forecasting the labor demand and supply in the Chung-Nam Manufacturing sector.
