A Study on the Spatial Mismatch between the Assessed Land Value and Housing Market Price: Exploring the Scale Effect of the MAUP (개별공시지가와 주택실거래가의 공간적 불일치에 관한 연구: 공간 단위 임의성 문제(MAUP)의 스케일 효과 탐색)

  • The assessed land values and housing prices have been widely utilized as a basic information for the land and house trades and for evaluating governmental and local taxes. However, there exists a price difference in actual markets between the assessment level and assessed land values or housing prices. This paper emphasizes the spatial mismatch between the assessed land values and housing market prices and particularly addresses the following two aspects by focusing on spatial effects of the modifiable areal units, which would substantially affect the estimation of the assessed land values and housing prices. First, we examine the spatial distributions of the assessed land values and housing market prices, and the gap between those prices, on the basis of the aggregated spatial units(i.e., aggregation districts). Second, we explore the scale effect of the MAUP(modifiable areal unit problem) generally embedded in estimating the prices of the sampled standard lands and houses, and calibrating the correction index for the land values and housing prices for the individuals. For the application, we analysed the land values and housing prices in Seoul utilizing GIS and statistical software. As a result, some spatial clusters that the housing market prices are significantly higher than the assessed land values were identified at a finer geographic level. Also, it was empirically revealed that the statistical results from the regression of regional variables on the assessed land values for the individuals are significantly affected by the aggregation levels of the spatial units.

Analysis of the Characteristics of Middle School Students' Science Academic Achievement Based on the Results of NAEA in the 2009 Revised Curriculum (학업성취도 평가 결과에 기초한 2009 개정 교육과정 시기의 중학생의 과학 학업성취 특성 분석)

  • In this study, we examined students' science academic achievement through an analysis of the national assessment of educational achievement(NAEA) from 2015 to 2018 when the 2009 revised curriculum was applied. This study analyzed achievement average scores by gender and region and also analyzed the trend of the rate of achievement level in order to understand the characteristics of students' academic achievement. In addition, we analyzed the characteristics of the affective aspect using a survey of students' attitudes (confidence, interest, value, and willingness to learn) toward science. The main findings are as follows; First, the average science score shows a tendency to decrease year by year at the middle school level. Second, when analyzed by achievement level, the decline in the advanced group was large, and the rate of the below basic group increased. Third, comparisons of the average achievement scores by gender, female students' scores were generally high and the difference in achievement scores between male and female students tended to increase. Fourth, a characteristic gap was found between regional scales that increased in the advanced group. The results of a questionnaire on students' attitudes show that the four constructs of the students' attitudes had a significant correlation with the average achievement scores. In addition, the mean and positive response rates on the confidence, interest, and value of science in the above proficiency group increased but decreased in the below basic group. These results can be used as basic data for revising the curriculum, improving teaching and learning, and establishing educational policies.

  • Purpose: To date, there is no region-specific guideline for pediatric endoscopy training. This study aimed to illustrate the current status of pediatric endoscopy training in Asia-Pacific region and identify opportunities for improvement. Methods: A cross-sectional survey, using a standardized electronic questionnaire, was conducted among medical schools in the Asia-Pacific region in January 2024. Results: A total of 57 medical centers in 12 countries offering formal Pediatric Gastroenterology training programs participated in this regional survey. More than 75% of the centers had an average case load of <10 cases per week for both diagnostic and therapeutic endoscopies. Only 36% of the study programs employed competency-based outcomes for program development, whereas nearly half (48%) used volume-based curricula. Foreign body retrieval, polypectomy, percutaneous endoscopic gastrostomy, and esophageal variceal hemostasis, that is, sclerotherapy or band ligation (endoscopic variceal sclerotherapy and endoscopic variceal ligation), comprised the top four priorities that the trainees should acquire in the autonomous stage (unconscious) of competence. Regarding the learning environment, only 31.5% provided formal hands-on workshops/simulation training. The direct observation of procedural skills was the most commonly used assessment method. The application of a quality assurance (QA) system in both educational and patient care (Pediatric Endoscopy Quality Improvement Network) aspects was present in only 28% and 17% of the centers, respectively. Conclusion: Compared with Western academic societies, the limited availability of cases remains a major concern. To close this gap, simulation and adult endoscopy training are essential. The implementation of reliable and valid assessment tools and QA systems can lead to significant development in future programs.

A Study on the Current Status and Activating Policy for e-Payment Services of Local Tax (지방세 전자납부제의 현황분석 및 활성화 방안에 관한 연구)

  • This study is to consider the current status of e-payment of local tax, one of the e-business models between Government and Customers(G2C) which is designed for the implementation of e-Government, and to present the activated policy for e-payment of local tax. For the survey, the complete enumeration is conducted through the questionnaire survey with those people who have used the e-payment tax system in C county and interview with those officials who are in charge of tax affairs in 232 local autonomies in Korea. As the system introduction status is viewed, the e-payment of local tax system is operated in 196 cities and counties in nation-wide but it has shown big differency in the extent of utilization according to regions. And the way of system operation is varied and the age bracket of those users is mainly comprised of 30's. In sum, a severe gap among taxpayer's age group, regional difference, and the lag of information in the system infra is appeared. But users consider this system to be settled as a new tax-payment system, and the good prospect is anticipated. As an activating policy for the e-payment of local-tax, some measures-providing incentives to those users of e-payment of tax system, improving the operating system, and enhancing the information education for taxpayer's-are needed to be taken. Hereafter, in-depth study on the e-payment tax system which is planned for the realization of e-Government is expected through a more systematic and scientific approach to this field.

Analysis of Fish Ecology and Water Quality for Health Assessments of Geum - River Watershed (금강본류의 건강성 평가를 위한 어류생태 및 수질 특성분석)

  • This study examined the physicochemical water quality and evaluated the ecological health in 14 sites of Geum River (upstream, mid-stream, and downstream) using the fish community distribution and guilds and eight multi-variable matrices of FAI (Fish Assessment Index) during June 2008-May 2009. The analysis of the water quality variables showed no significant variation in the upstream and mid-stream but a sharp variation due to the accumulation of organic matter from the point where the treated water of Gap and Miho streams flew. The analysis of physicochemical water properties showed that BOD, COD, TN, TP, Cond, and Chl-a tended to increase while DO decreased to cause eutrophication and algae development from the downstream where Miho and Gap stream merged. The analysis of fish community showed that the species richness index and species diversity index increased in the mid-stream area but decreased in the downstream area, indicating the stable ecosystem in the upper stream and the relatively unstable ecosystem in the downstream. The analysis of the species distribution showed that the dominant species were Zacco platypus that accounted for 20.9% of all fish species and Zacco koreanus that accounted for 13.1%. The analysis of the fish tolerance and feeding guild characteristics showed that the sensitive species, the insectivore species, and the aquatic species were dominant in the mid-stream point. On the other hand, contaminants from the sewage water treatment plant of Miho stream had a profound effect in the downstream to show the dominance of tolerant species, omnivorous species, and lentic species. Therefore, it is necessary to improve water quality by reducing the load of urban pollutants and to pay attention to the conservation and restoration of aquatic ecosystems.

The Impact of Community on Family Relations Satisfaction : Focusing on the Family Happiness Composite Index in Korea (지역사회가 가족관계만족에 미치는 영향 : 한국 가족행복종합지수를 중심으로)

  • This study aims to enhance the family-friendliness of the region by examining the relationship between family relations and the community environment, and objectively comparing the local environment surrounding the family. To this end, we reviewed the areas of socio-cultural and economic sectors that affect the family relationship satisfaction, and in particular, analyzed the trend of changes in regional index by utilizing the Korean Family Happiness Composite Index (KFHCI) developed as a community indicators. This index utilizes community indicators published in the National Statistical Portal's "e-Region indicators," and these variables are related to family relationship satisfaction. Therefore, this study compared the seven areas of the Family Happiness Composite Index (Population Family, Health Culture, Education, Income Consumption, Employment Labor, Housing Transportation, Environment and Social Integration) by region, and examined the trends for 10 years. According to the study, the average score of KFHCI's entire region was rising from 2008 to 2018. Overall, the community environment that affects family relationship satisfaction is also improving. The regions belonging to the upper level were Jeonnam, Gangwon, Chungnam, Jeonbuk, and Gyeongbuk. Areas belonging to the lower level are Seoul, Busan, Daegu, Incheon, and Gwangju. In almost sectors, the lower-level regions did not have sufficient physical infrastructure compared to population density and over-density, and improved little by little, but not enough to reflect the needs of local people and improve the quality of life. In the future, we should develop more regular and complementary indicators to develop customized policies for each region that can improve the quality of family relationships. It will also be necessary to study the impact of each index field when a socioeconomic crisis occurs due to social disasters, and try to change indicators

Impact of the Utilization Gap of the Community-Based Smoking Cessation Programs on the Attempts for Quitting Smoking between Wonju and Chuncheon Citizen (원주시민과 춘천시민의 지역사회 내 금연프로그램 이용 격차가 금연 시도에 미치는 영향)

  • Objectives: This study aimed to explore whether there are differences in smoking status between two regions of Wonju-City and Chuncheon-City, Gangwon State, and to determine whether the experience of smoking cessation programs in the region affects quit attempts. Methods: The study design was a cross-sectional study in which adults aged 19 and older living in two cities were surveyed using a pre-developed mobile app to investigate social capital for smoking cessation, and a total of 600 citizens were participated, including 310 in Wonju-City and 290 in Chuncheon-City. The statistical analysis was conducted using chi-square test and logistic regression analysis. Results: Wonju-City had a higher prevalence of current smoking than Chuncheon-City. Among smoking cessation programs operated by local public health centers, Wonju-City had a lower odds ratio for experience with smoking cessation education than Chuncheon-City (OR=0.52, 95% CI=0.33 to 0.81). When examining the effect of smoking cessation program experience on quit attempts, in Wonju-City, citizens who had completed smoking cessation education and used a smoking cessation clinic were more likely to attempt to quit than those who had not (OR=2.31 and OR=2.29, respectively). In Chuncheon-City, citizens who were aware of smoking cessation support services were 2.26 times more likely to attempt to quit smoking than those who were not, but statistical significance was not reached due to the small sample size. Conclusion: Therefore, healthcare organizations in both regions should develop more practical intervention strategies to increase smokers' quit attempts, reduce smoking rates in the community, and address regional disparities.

A Study on Health Behavior of the Populations in Urban and Rural Area (도시·농촌지역 주민의 건강행태에 관한 연구)

  • Objectives: This study was carried out to evaluate the socio-demographic, style of living, and health related behaviors of community residents between urban and rural areas in Jeonbuk province. Methods: The data was obtained from 2,086 residents who lived in Jeonbuk province from July to September 2001 which included 1,238 residents in urban area and 848 residents in rural area. Results: The results were as follows; There were significant differences socio-demographic characteristics including occupation and educational level of the populations between urban and rural areas. In the urban populations, housewives, professional classes, and people who received collage graduate education were significantly higher, people who were engaged in the primary industries and lower educational classes(below middle school), in contrast, were significantly lower than in the rural populations. In the practice of health behavior, consumption of health foods and amount of exercise in urban populations were significantly higher than in the rural, whereas the state of health, prevalence of chronic disease, Body Mass Index(BMI), consumption of ethanol and cigarette, and hours of sleep were not significantly different between the urban and rural populations. In the eating habits, rate of surfeit, vaccination of hepatitis B, and screening of cancer in the urban populations were significantly higher than in the rural, rate of regular meal, taste of salted food, consumption of vegetables, in contrast. were significantly lower than in the rural. But, consumption of coffee, intake of meat, and periodic medical checkup were not significantly different between urban and rural communities. Logistic regression analysis revealed that the factors associated with subjective thought on health state were sex, age, occupation, educational level, exercise, and consumption of coffee. Logistic regression analysis to find related factor with prevalence of chronic disease was conducted. As a results, age, educational level, BMI, intake of meat, screening of cancer, and consumption of health foods were related to prevalence of chronic disease. Conclusions: The study showed that special attention to device the health plan are necessary and it suggested that consideration of regional differences are required to provide the community health projects.

Analysis of Factors Influencing Entrepreneurial Performance at the University Level for Becoming Entrepreneurial Universities (기업가형 대학(Entrepreneurial University)을 위한 대학의 창업 성과 영향요인 분석)

  • The purpose of this study was to investigate the influence factors of the university level centering on the entrepreneurial performance of the university students and full-time faculties in the situation of increasing interest in entrepreneurial university. In order to achieve the purpose of the study, a panel data was established from 2015 to 2018 on the basis of the university notification data. The panel data included universities with data on the number of university students and full-time faculty founders for at least two years. Through this, four year data from 154 universities were used for analysis. As an analysis method, frequency analysis and descriptive statistics were conducted to understand the characteristics of the university. Since then, panel negative binomial regression analysis has been conducted in consideration of the longitudinal features and distribution of the data. Also, based on the Hausman test results, the results were interpreted based on random effect model. The results of this study are as follows. First, as a result of the analysis of the entrepreneurial performance and the change trend of the domestic university from 2015 to 2018, the entrepreneurial performance of the university has been steadily increasing in the last four years, and the increase in the number of university student entrepreneurs was relatively higher than the full-time faculties. Second, economic and educational approaches need to be combined to promote university students' start-ups. The university factors that promote the start-up of university students were found to be scholarships, start-up grants, startup lectures, and startup clubs. Third, the openness and regional characteristics of the univeristy can promote the establishment of university students. Fourth, the establishment of a research environment and support for start-ups for full-time faculty members can enhance their start-up performance. The university factors that promote the start-up of full-time faculty were research funds and staffes who support start-up. The conclusions drawn from these findings are as follows. First, overall efforts are needed to develop into an entrepreneurial university. Second, in order to change into an entrepreneurial university, direct support for entrepreneurship is needed. Third, as an entrepreneurial university, it is necessary to find a way to bridge the gap by university according to region and size. Fourth, it is necessary to reinforce the support for linking the research results of universities to start-ups. Fifth, it is necessary to improve the atmosphere for full-time faculty members to be entrepreneur.

Socio-Economic Differentials along the Ethnic Line among Coffee Farms in Central Highland, Vietnam (베트남 중부고원지대 커피농가의 사회경제적 격차: 민족성의 영향을 중심으로)

  • Since after the 1986 economic reform policy(Doi Moi), the central highland in Vietnam has transformed into one of the largest coffee producing areas. The transformation had been supported by mass migration of ethnic Kinhs from the coastal lowland. It did not take long for the Kinh migrants to be the ethnic majority in the region. Meanwhile the growth of coffee industry entailed in socio-economic disparity, specially between Kinh migrants and native ethnic minorities. The disparity has becomed obvious not only between coffee farming Kinhs and non-coffee farming ethnic minorities but also between coffee farming Kinhs and ehtnic minorities. The previous literatures highlight the lack of human and social capital and the lagging modernization in ethnic minority societies. However, they fall short in showing the explicit processes why ethnic minority coffee farmers earn less than ethnic majority counterparts. With a case study of Dak Lak province, this research attempts to show the reason why there is income gap between Kinh and ethnic minority Ede coffee farmers by comparing their ways of producing coffee and selling their products. The results show that Ede's land productivity is significantly lower than Kinh's. It is because Ede farmers use less fertilizer due to the shortage of the capital. Also they often get into debt for coffee production and should pay it back right after the harvest. It deprives them of chance to raise earning by selling the coffee beans at a higher price.
