광역경제권 설정을 고려한 지역경제성장과 토지이용에 관한 공간연관성 분석 (Analysis of Spatial Association of Regional Economic Growth and Land Use Considering Regional Economic Sphere)

  • 본 연구에서는 '5+2 광역경제권' 설정에 따라 수도권, 충청권, 호남권, 대경권, 동남권, 강원도, 제주도 등의 7개 권역간 그리고 권역내 도시들간의 공간연관성을 지역총생산(GRDP)과 재정자립도, 그리고 토지이용(land use)중에서 경제성을 띄는 공업 및 상업지역비율을 분석변수로 하고 SUR방법으로 실증 분석하였다. 먼저, 1인당 GRDP에 관한 광역경제권역간 공간연관성에서 수도권은 대체로 충청권과 강원도를 제외한 나머지 권역간 그리고 권역내 도시들간 공간관계는 전반적으로 보완관계를 나타내었다. 다음으로 재정자립도에 관한 권역간 공간연관성은 1인당 GRDP와 거의 유사한 공간연관성을 보였지만 권역간에 통계적 유의성을 갖는 권역은 다소 적었다. 한편 토지이용측면에서 공업지역비율에 관한 권역간 공간연관성은 대경권과 동남권이 보완관계를 나타내었다. 권역내 도시들 사이에는 대체로 경쟁관계보다는 보완관계 양상을 띄었다. 예상과는 달리 상업지역비율에 대한 권역간, 권역내 공간관계는 공업지역비율에 대한 공간연관성과는 유사함을 보이지 않았다. 이상의 분석결과를 바탕으로 광역경제권설정이 권역간 뿐만아니라 권역내 도시들간의 공간연관성을 고려한 권역별 지역경제공간 창출 그리고 균형잡힌 국토 공간관리 계획을 수립하는데 도움이 될 것으로 예상된다.

인천 경제자유구역이 인천시 자치구(군)간 지역불균형에 미치는 영향분석 (The Impact of the Incheon Free Economic Zones on Regional Disparities in Incheon)

  • 인천 경제자유구역은 2003년 우리나라에서 처음 지정된 경제자유구역으로서, 3개 지구 즉, 송도, 청라, 영종지구를 포함한다. 기존연구에서는 경제자유구역에 대해 국가경제적인 차원에서의 경제자유구역 활성화 방안이나 외자투자유치 문제점 등이 주요 논점으로 연구되었다. 그러나 경제자유구역 개발로 인한 지역경제와의 연관성이나 배후지와의 연계발전, 지역균형발전 등의 관점에서의 연구는 현재까지 미비한 실정이다. 이에 본 연구는 인천 경제자유구역 법률제정(2003년)을 기점으로 전기(1996~2002년)와 후기(2003~2009년) 총 14년 동안의 인천시 자치구(군)간의 지역불균형의 원인과 특성을 분석하여 인천 경제자유구역이 인천시 지역불균형에 미치는 영향을 연구하고자 하였다. 그 결과 인천 경제자유구역 개발이 지역경제 활성화와 구도심 파급효과로 연결되지 못하고 있음을 알 수 있었으며, 경제자유구역 내 대규모 아파트건설이나 기반시설건설은 구도심과의 불균형을 더욱 커지게 하고 있는 것으로 분석되었다.

  • This study probes the necessity of establishing a logistic free zone in Port of Busan. It considers the economic effects of establishing the logistic free zone of Busan Port, and suggests policy prescriptions for introducing the free zone system and improving the logistics functions of Busan Port. Using input-output table data, the regression analysis was able to provide a quantitative prediction on effects of making the Busan Port a tariff-free zone. Influence for the regional economy due to the enforcement of the free zone system this research found that a strong positive effects should be expected on the Busan regional economy once the logistic free zone would be set up at the Port of Busan. The positive economic effects on Busan regional industries might be further strengthened if the value-added logistics function of Busan Port could be supplemented by linking to the hinterland of Busan Port.

  • Decrease in Population and graying of rural area by industrialization and urbanization are gone continuously. This makes happened various rural problems and the differential of standard of living with is arising day by day. Government is unfolding rural supporting project to solve continuously these problems. Recent Projects which are choosing not top-down process by government leading but bottom-up process through village inhabitants' participation and expert consultant get positive estimation. But those have difficulties because the support is attained only in the beginning step not continuously and inhabitants' number by graying is decreasing. The Special Economic Zone for Regional Development Policy is new access that regulation can differ according to special quality of each area depending on Localization Age. Through this transfer the competence that can mitigate or reinforce various regulations according to special quality of area in local government. So, back and maintain activation systematically so that each area could be developed specially. The purpose of The Special Economic Zone for Regional Development Policy is the activation of regional economy through development that regional specific character is. And there is characteristic that local government plans and takes the lead in all project contents, government gives regulation benefit by appointing the special economic zone and do not support finance and various tax remissions. Through investigation of such new policy, I wish to recognize what long-term plan and method could be possible to success rural activation continuously.

5+2광역경제권의 지역경제력 비교연구 (Comparative study of the Regional Economic Power of the Korean 5+2 Mega-regional Economic Zones)

  • 본 광역권별 경제력 비교분석은 정부의 지역경제정책에 대한 기초연구로서 콜드스타트(cold start)된 5+2광역경제권의 상이한 경제여건과 펀더멘털을 고찰하고 설정된 비교지표를 중심으로 전국 7대 광역권의 지역경제력을 비교 분석해 봄으로써 글로벌 경쟁력 확보 차원에서 자립적 광역경제권을 육성한다는 정부의 지역경제정책의 타당성과 향후 광역경제권의 정책방향을 고찰하는데 목적을 두고 있다. 경제력지수 비교결과, 수도권의 경제력지수가 절대 우위에 있는 반면 강원권, 호남권, 제주권은 상대적 열위상태인 것으로 조사되었다. 지역의 특성과 경제적 펀더멘털이 다르기 때문에 향후 지역발전 및 광역경제권 정책을 추진함에 있어서는 이를 고려한 세심한 배려와 발전계획 수립이 필요할 것으로 보인다. 그리고 정부는 지역경제여건을 감안한 광역경제권사업의 지역안배와 조정을 통하여 지역사업의 중복성 문제를 원천 차단함으로써 재정의 효율성을 제고시켜야 할 것이다. 또한 수요분석에 기초한 demand-based policy와 demand-pull policy, 지역낙후성을 감안하여 예산균등할(豫算均等割)정책보다는 비균등할 지원책을 탄력적으로 사용함으로써 지역균형발전을 도모하여야 할 것으로 사료된다.

  • This study focuses on analyzing the economic effects and probes the necessity of establishing a customs free zone at the Port of Busan. It first considers the economic effects of establishing a customs free zone at the Port of Busan, then suggests policy prescriptions for introducing and operating the free zone system and improving the logistics functions of the Port. The timeline of this study is focused on 2007, when all of Busan Port will operate as a customs free zone and the first stage of the New Busan Port and distribution parks will be built and opened for operation. The regression analysis, which was conducted using the inter-industry relations table(input-output table data), provided a quantitative prediction on the effects of making Busan Port into a customs free zone. Regarding the impact of a free zone system on the domestic and regional economy, this research found that the impact of a customs free zone on domestic industries and the regional economy once the customs free zone is established throughout all of Busan Port would be highly positive. The positive economic effects on the domestic and Busan regional economy might be further strengthened if the value-added logistics function of Busan Port could be supplemented by effective linking to the hinterlands.

Strategic Approaches to Free Economic Zones for the Digital Economy: Lessons from a Comparative Study

  • The paper addresses the importance of redesigning strategies for resilient and sustainable regional economic development - by applying strategic approaches to free economic zones for the digital economy. The purpose of the paper is to provide a broad comparative perspective on developed versus developing country efforts to use free economic zone programs to enhance various economic and social objectives. First, the paper introduces the chronicle experiences of free economic zone programs in South Korea and mainland China - developed versus developing economies. The main results of the analysis indicate that (1) achieving the goals and objectives of free economic zones is challenging over time; (2) trying to upgrade the technical component, develop knowledge-based and eco-friendly new industries, or value-added to the economy through free economic zone policies is even challenging; and (3) incentives and other program-specific variables are highly context-specific and not structurally correlated with free economic zone performance. In addition, the paper shows that the initial conception of the role of free economic zones has undergone significant change as individual countries have tried to enhance the contributions and avoid damages from incorporating free economic zones into their development strategy respectively, over time.

부산항의 국제경쟁력 제고를 위한 부산.진해경제자유구역의 활성화 방안 (The Development Device of Busan-Jinhae Free Economic Zone for the International Competitiveness of the Port of Busan)

  • This paper suggests the development device of Busan-Jinhae free Economic Zone(BJFEZ) to strengthen the competitiveness of the Port of Busan and promote the regional development in Busan. It deals with the securable feasibility of necessary sites and development costs and financial resources, the foreign investments figure, and the structure of the BJFEZ Authority. In addition, to evaluate the background, process, and contents of 'Special Purpose Local Government', the paper looks into the amendment proposal of 'Act on designation and management of free economic zones' suggested by the central government from the regional view of point. As proposals to promote and activate BJFEZ, it is recommended in the paper that it is required, first, to draw the detailed political methods to guarantee sound and sustainable development project and investment environment in accordance with regional characteristics prior to marketing, second, to develop and implement differentiated policy means to facilitate foreign investment, third, to strengthen specialty of the BJFEZ authority, and finally, to set up the supporting role and cooperation of both the central and local governments.

  • Science and Technology Park (STP) is perceived to be a vehicle in promoting innovation-based economic growth within the framework of regional and national innovation systems. STP is a tool to encourage regional innovation and competitiveness in increasing contribution of science and technology in economic development. STP can also be a leading sector in creating conducive environment for local community's technopreneurship. In relation to the vision outlined in the 2025 Indonesian Master Plan of Acceleration and Expansion of Indonesia's Economic (MP3EI), STP is stated to be an important element in creating innovation within the framework of Special Economic Zone among six Economic Corridors. Hence, the government of Indonesia continues to encourage the development of STPs in Indonesia by involving local governments, universities, business players and stakeholders surround the area. Ultimately, STP is a platform in developing National Innovation System (NIS) and Regional Innovation System (RIS).

  • The United Kingdom and the United States are designating and implementing enterprise zones for the purpose of promoting the revitalization of the local economy. However, there are still mixed views on the effectiveness of the Enterprise Zone's policies. At this point, the purpose of this study is to look at policies in the form of enterprise zones in the country and see how these policies affect the revitalization of the local economy. As a result of the analysis, the areas designated as enterprise zones were becoming more economically vitalize than those that were not. In addition, it was analyzed that redundant designation of enterprise zones has a greater effect on regional economic revitalization than single designation.
