At the period of knowledge and information in the twenty-first century, we need to produce exact data and draw up exact statistic for reasonable plans and policy which are necessary to regional growth, employment relationship, and regional welfare work. Also, we must form basis of regional statistic by producing statistic which affects on economic and social phenomenon like regonal income, unemployment rate, and business status as the basic data of these regional policy Therefore we hope much rationalization, scientification, and specialization of administrative affairs by developing the standard statistic which coincides a regional trait.

The 2010 PCRD(Presidential Committee on Regional Development) International Conference aims at designing regional policies to enhance regional growth potential and inter-regional cooperation. Increasing economic interdependence in Northeast Asia in particular among the 3 countries of China, japan and Korea, requires enlightened territorial development policies of each country to accommodate the need for close cooperation and networking across the border. The security problem in the Korean peninsula requires the importance for earnest dialogue and discussion between neighbors about the common future of Northeast Asia. Cross-border cooperation and networking will contribute to enhancing regional stability and development in this era of borderless globalization.

특정 지역이 경제적 저성장을 보이는 구조적 원인에 대한 체계적이고 실증적인 분석은 향후 구조적 문제점을 해결하고 원활한 성장구조를 정착시키기 위한 중요한 작업이 된다. 본 연구는 강원도가 산업구조의 저위성과 영세 사업체들의 비중이 타 지역에 비해 높은 구조적 특성을 지녀 자본의 축적 구조가 취약하다는 점을 인식한다. 이러한 인식을 토대로 본 연구는 지역내총생산 및 지역산업연관표를 분석하여 지역의 입지여건과 특성을 고려한 발전전략을 수립할 수 있도록 논거를 제시하고 있다.

East Asia's Regional Comprehensive Economic Partnership (RCEP) came into force in 2022 as the world's largest free trade agreement. RCEP was concluded, signed and brought into force in the face of major international uncertainty and is a significant boost to the global trading system. RCEP brings Australia, China, Japan, South Korea and New Zealand into the same agreement with the ten member ASEAN group at its centre. It keeps markets open and updates trade and investment rules in East Asia, a major centre of global economic activity, at a time of rising protectionism when the WTO itself is under threat. The agreement builds on ASEAN's free trade agreements and strengthens ASEAN centrality. One of the pillars of RCEP is an economic cooperation agenda which has its antecedents in ASEAN's approach to bringing along its least developed members and builds on the experience of capacity building in APEC and technical cooperation under the ASEAN Australia-New Zealand Free Trade Agreement. There is an opportunity to create a framework that facilitates deeper economic cooperation that involves experience-sharing, extending RCEP's rules and membership at the same time as strengthening political cooperation. The paper suggests some areas that might be best suited to cooperation - that is confidence and trust building instead of or before negotiation - and discusses how non-members may be engaged and the membership expanded. Options such as multilateralising provisions and becoming a platform for policy convergence and coordinating unilateral reforms are canvassed.

Purpose - This study aims to examine the dynamic relationship between the variables impacted by the Regional Comprehensive Economic Partnership (RCEP) and the level of intra-industry trade among member states, with the ultimate objective of deducing the short- and long-term effects of RCEP on trade. Design/methodology - This study focuses on tariffs, GDP growth rates, and the proportion of regional FDI to total FDI as research variables, and employs a panel vector autoregression model and GMM-style estimator to investigate the dynamic relationship between RCEP and intra-industry trade among member countries. Findings - The study finds that the level of intra-industry trade between member states is positively impacted by both tariffs and intra-regional FDI. The impulse response graph shows that tariffs and FDI within the region can promote intra-industry trade among member countries, with a quick response. However, the contribution rates of tariffs and intra-regional FDI are not particularly high at approximately 1.5% and 1.4%, respectively. In contrast, the contribution rate of GDP growth can reach around 8.5%. This implies that the influence of economic growth rate on intra-regional trade in industries is not only long-term but also more powerful than that of tariffs and intra-regional FDI. Originality/value - The originality of this study lies in providing a new approach to investigating the potential impact of RCEP while avoiding the limitations associated with the GTAP model. Additionally, this study addresses existing gaps within the research, further contributing to the research merit of the study.

Major companies in USA, Europe and Japan as well as even China and Russia put more overseas investment in Asian regions than before, while northeast Asian regional trade gets more attractive and important under the influence of China's super-speed economic growth. Possibly, it is expected that such ever-increasing gravity of regional trade will help spotlight the importance of local trade route considerably. In particular, northeast Asian region's economic briskness and step-up in international economic partnerships will expectedly contribute to much boosting up the quantity of goods transported via local coasting route. Thus, it is advisable that both Busan New port specialize in dealing with freights via East Sea rim, while Gwangyang port specialize in dealing with freights via Yellow Sea rim. Furthermore, it is required that both ports share some of their own roles as hub port and hub & spoke port respectively, so that both of them can be devoted to stepping up into northeast Asian hub ports.

새로운 지역발전 패러다임으로 지역단위가 세계시장의 경쟁에 참여하고 있으며, 지역의 중요성이 더욱 중요시되고 있다. 이러한 과정에서 주변부 지역에서는 지역의 경쟁력을 이끌 수 있는 수단으로 지역자원을 이용한 산업의 발굴 및 이용에 주목하고 있다. 지역자원기반산업은 지역의 내생적 발전을 이끄는 중요한 기제이다. 본 연구는 주변부지역의 지역발전정책에의 함의를 도출하기 위하여 지역자원기반산업의 산업집적지 형성과정 및 발전과정을 살펴보았다. 지역자원기반산업의 산업집적지 형성과정을 고찰하고, 성공요인을 밝히는 것은 산업역동성의 근본적인 토대를 이해하는 데 중요하다. 본 연구의 3장에서는 지역자원기반산업이 형성하는 배경 및 성공 프로세스를 역사적 접근방법으로 살펴보고, 4장에서는 사례연구에서 나타난 지역자원기반산업의 성공요인을 도출하고, 5장에서는 앞의 연구를 요약하고 지역발전정책수립시에 활용할 수 있는 정책적 시사점을 제시하였다.

본 연구는 1990년대 이후에 나타난 중앙정부 지역정책의 패러다임 변화를 논의하였다. 특히, 지역정책의 발상지인 영국에서 1928년부터 2000년대까지 전개되어온 중앙정부의 지역정책 변화를 살펴보되 최근 10년간의 동향에 초점을 맞추었다. 최근 10년간의 주요 변화는 지역격차 완화를 위해 규제와 지원을 통해 산업과 인구의 공간분포를 변형시키고자 하는 중앙정부의 개입주의적인 하향식 지역정책이 지역경쟁력 강화와 그것을 위한 지역발전의 분권화를 추진하는 지역정책으로 전환하고 있다는 것이다. 그리고 그러한 전환 속에서도 영국 중앙정부는 지역격차 완화를 계속 추구해오고 있다. 또한 본고는 영국 중앙정부의 지역정책 변화가 대내외 환경 변화 속에서 우리나라 중앙정부의 향후 지역정책 방향 설정에 던져주는 시사점을 제시하였다.

1980년대 중반부터 유럽을 중심으로 지역혁신체제란 개념이 지역정책에 도입되기 시작하여 1990년대 중반 이후부터는 그 체제가 세계적으로 확산되고 있다. 우리나라의 경우에도 교육인적자원부, 산업자원부, 과학기술부, 정보통신부 등 정부부처들은 2003년부터 각종 정책의 수립과정에 지역혁신체제를 적극적으로 도입하고 있다. 이러한 맥락에서 본 연구는 1970년대부터 산업구조 조정의 압력을 받으면서 지역혁신정책을 추진해 온 독일 루르지역을 대상으로 지역혁신정책상의 거버넌스 구조를 분석하고자 한다. 이를 위해 지역혁신체제론에 입각한 분석 틀에 기초하여 루르지역의 지역정책과 거버넌스 구조를 조사 연구하였다. 이러한 연구결과에 의하면 루르지역은 탈 산업화로 인해 발생하는 고질적인 문제를 해결하기 위해 정부와 기업, 민간단체 등의 혁신주체들이 상호 협력적으로 지역혁신정책을 추진하고 있는 것으로 파악된다. 비록 정부형태는 다층적인 구조를 갖고 있지만 계층별로 역할이 구분되어 있는 가운데, 종적(정부간), 횡적(지역간) 협력이 비교적 잘 이루어지고 있는 것으로 판단된다.

본 연구는 대구지역 벤처기업을 사례로 이들의 혁신활동과 비공식적 네트워크의 실태와 그 특성에 대하여 분석하였다. 지역 벤처기업의 혁신을 위한 지식 및 정보의 원천은 기업내부가 가장 중요하고 다음이 고객기업과 경쟁기업, 중앙정부와 정부산하기관으로 나타났다. 그리고 대체로 1-5개 정도의 비공식 네트워크 조직에 참여하고 있다. 그 중에서 비공식 네트워크를 통해 얻는 정보의 유형은 기술정보가 가장 많고, 다음으로 새로운 사업기회와 관련된 정보, 마케팅 등 고객관련 정보이다. 비공식 네트워크에 참여하는 주된 이유는 새로 정보 입수, 공동 프로젝트, 제휴 등 새로운 사업기회의 모색이었다. 특히 지역벤처기업의 비공식 네트워크는 혁신을 통한 직접적인 이익창출 뿐만 아니라 지역내 혁신주체와의 신뢰관계 구축을 통한 사회자본 창출 및 축적에도 중요한 의미를 가진다.
