Reconsidering the Goal and Strategy of Regional Development Policy in Korea (우리나라 지역개발정책에 대한 재고찰)

  • This paper aims to put forward some policy suggestions regarding the goal and strategies of the regional development policy in Korea. We first survey past regional policies and examine the regional disparity in Korea. It is found using the OECD data that although population and income are highly concentrated, inequalities of income and other living standards do not seem as problematic as to call for strong government intervention. Moreover, recent development in the new economic geography implies that the 'capital vs. non-capital area' framework that has been shaping the Korean regional development policy should be reconsidered. The main message of this paper is that it is not desirable for the central government to disperse agglomeration to enhance regional equity and that local governments should be responsible for regional development. Therefore enhancing the autonomy and accountability of the regional government is essential.

  • Asan city has many strengths, for examples, the distinction of innovation ability, several places with clean environmental resources, conventional-cultural resources and favorable conditions of location in regional agriculture development. But it has not devised the comprehensive development plan for regional agriculture that is integrating natural, cultural and industrial resources. So the plan linked with those resources should be to promoted to develop agricultural production, marketing and regional economy. And a development strategy is to have the system of agricultural independence within Asan. Namely, originality, identity and cooperative spirit in economic and social-cultural aspects of Asan agriculture are needed, which are a great help to settle agricultural issues in Asan itself And the governance system needs to be introduced that has the main bodies of Asan agriculture, so as to promote agricultural policy.

  • This study examines the impact of national economic restructuring on regional development patterns. Korea's development over the last decade has been characterized by a rapid economic restructuring towards the information economy. This economic restructuring has had significant impacts on regional development patterns. The most remarkable feature is a clear coreperiphery disparity in terms of levels of informatization. Seoul showed an extraordinarily high level of informatization. The process of regional development in the information era is marked by an intensified spatial division of labor, which articulates with the pre-existing pattern of regional disparity. Information infrastructrue improvements for regional development do not necessarily result in reductions in regional unevenness. There is an urgent need to develop the integrated regional informatization strategy.

A Study on Beijing-Tianjin-Hebei Integration Strategy of China (중국 징진지(京津冀) 일체화전략의 현황과 과제)

  • Recently China's economy has been entered a new normal state with mid-speed growth. Along with the new normal state, Chinese government presented new development strategies. Among them, Beijing-Tianjin-Hebei Integration Strategy(BTH) has become the primary policy on the list of national economic development plan, and the BTH is expected to be the new model of regional development in China. With this background, this article firstly explains the concept and development process of the BTH, secondly presents the state of regional economies, lastly introduces some challenges ahead in the process of the BTH. The challenges, including industry structure adjustment problem, poverty belt in Hebei, environment problem and the distribution of functions of Beijing as a capital, are difficult to solve in a short period. It is needed more cooperative measures between central and local governments to cope with the challenges.

  • The propose of this paper is to study a theory on the research of mountain village region in korea of globalization age. The theory of this study is over-depopulation region study, endogenous regional development theory and resident organization, localities and new regional studies The case of over-depopulation region study, which population and land use of mountain village region due to urbanization and industrialization are changed by external factors. However, the case of some region is changed by internal factors of community residents. The endogenous regional development theory and have approached by investment policy of authorities of the mountain village region development and resident organization. The development of mountain village region have to described simultaneously both behavior strategy of community residents and investment policy of the authorities. According to localities and new regional studies, which agricultural products of mountain village region is extended to big-scale city by the progress transportation-communication and globalzation So, the research of mountain village region have to explained together intra with inter region. In the future, the research of mountain village region has to described all of case of over-depopulation region study, endogenous regional development theory, localities and new regional studies.

  • The purpose of this paper is to examine the effects of Human Resources Development by type and strategy, and to review the importance of Human resources Development in the knowledge-based society in a comprehensive way. In particular, the paper reviews the tourism industry, one of the typical service industry, for which the utilization of the Human Resources is crucial. and it presents a specific direction policy of Human Resources Development in the field. An analysis was performed for each area of Human Resources Development inputs and output factors which lead to achieve the purpose of the study was to review the characteristics of the Human Resources Development area. After reviewing, the tourism industry was differentiated according to type of strategy development areas through a statistical approach to the input and output elements around. In this study, along with the estabilishment of a Human Resources development strategy bases on the nature and purpose of differentiation with future Human resource Development in each region showed that the operations of the business need.

A Critical Reflection on Formation of Regional Identity and Construction of Public Space in Urban Development Strategy (도시발전 전략에 있어 정체성 형성과 공적 공간의 구축에 관한 비판적 성찰)

  • In recent years, the formation of identity has drawn much attention in urban development strategy. This has a dual implication for normative rehabilitation of lost traditional identity for ontological security of human being, and for strategic improvement of newly urban images in order to gain superiority in urban competitions. This duality is reflected on the debate between postmodern theorists, such as Lacan, Foucault and Deleuze, criticizing modem identity, and Arendt and Habermas, suggesting alternative formation of identity through public space. This paper considers some implications of identity for urban development policy, while criticizing urban development strategies which justify themselves with enhancing urban identity but which distort or erode it actually. In particular, this paper argues that the perspective of postmodern theorists is suitable for criticizing pseudo-identity in reality, while critical theoriests' suggestion of formation of authentic identity through and in public space can be understood as an ethical alternative to urban development policy.

  • This paper will examine some past and current issues concerning the Republic of Korea's national strategy, focusing predominantly upon how the ROK should respond to the urgent maritime-oriented strategy highlighted by the recent developments and achievements of national prosperity achieved during last three decades and identify some of successful cases in East Asia. Some consideration will also be given to more general emergent issues of trends and developments of East Asian countries which might affect to define the ROK's future national strategy in the context of its national grand strategy to enhance national interests and prosperity. ROK is especially dependent upon open Sea Lanes of Communication (SLOC) and its national security emphasizes the sea as the medium of geopolitical and geo-economic development, given the sea known as core geographic option remains that ROK is an important maritime power, ranking the world-level nation in term of GDP, sea-borne trade, container processing capability, shipbuilding capacity and so on. It should be apparent, therefore, that ROK's national strategic development depends upon the relationship between its peninsula geography and its national development based on sea-borne economic growth and its maritime-oriented future national strategy will be the best option to maintain its national development and economic prosperity.
