조속기는 수차발전기의 핵심을 담당하는 두뇌라고 말할 수 있으며, 전력계통의 부하(주파수)가 변할 경우 수차발전기의 회전속도를 정격으로 유지시켜 양질의 전기를 생산하도록 항시 조정되는 역할을 한다. 최근 조속기는 디지털화되어 최적제어 감시 및 보호기능을 수행하고 있으나 문제점도 하나둘씩 나타나고 있는 실정이다. 본 논문에서는 디지털 가버너의 Isolation Mode에 대한 설명과 사고사례를 통해 디지털가버너 운영 시 문제점을 분석, 검토하여 보완하고자 하였으며, 이를 통해 안정적으로 전력공급을 주요 목적으로 하였다.

옥외 현장에 설치되어 있는 PANEL은 하절기에 내부 온도가 높아져 PANEL 내부에 설치되어 있는 제어장치의 정상 동작을 방해 할 수 있다. 실제로 하절기 오후 $2{\sim}3$시경 PANEL 내부의 온도는 약 $60{\sim}75^{\circ}C$ 정도의 고온을 유지한다. 근래에는 현장 PANEL 내부에 PLC 및 컨트롤러등 전자화된 제어 장치의 설치 비중이 증가하고 있고 대부분의 컨트롤러 사용 온도는 약 $0{\sim}55^{\circ}C$ 이므로 하절기 고온 상태에서 정상적인 동작을 기대하기는 어렵다. 본 논문에서는 옥외 자립형 PANEL의 냉각 장치를 개발하여 운영하고 그 효과를 분석, 검토함으로써 하절기 고온 상태에서도 안정적으로 설비가 정상 동작하기 위한 방안 제시를 주요 목적으로 한다.

Recently with increase consumption of electric power, the scale of the electric system becomes bigger and complex. Then, it is increasing the hardship in the operation of electric system and the continuance of stability. Especially, as the differences between demand and supply in electric power keeping low frequency oscillating attenuation from electric power have been very important in the continuance part of stability. The more control time of electricity system is getting faster with digitalization the more stability of electricity system is getting worse. As solutions of these problems, by establishing Power System Stabilizing Controller putting PSS output signal and putting damping to vibration of the rotor at generators's AVR in area where is oscillated, We are willing to contribute the electricity system by holding in generator output vibration.

In Muju County, one of Korea's major apple producers, the regional agricultural cooperatives united together and invested to establish a cooperative joint business corporation in charge of the sales business. The corporation carried out the sales business transferred from the participating regional agricultural cooperatives. While the two participating cooperatives showed a marked difference in the degree of participation at the beginning of the business, the introduction of the agricultural product processing centers (APCs) and the participation of co-selection and shipment organizations and general farms helped settle this gap. In addition, commercialization through the APCs enhanced the market competitiveness of apples, which led to the stable securing of sales outlets. The corporation integrated the sales business in the county and this resulted in increased sales volume and sales revenue. Playing a leading role in introducing and cultivating new crops on a trial basis, the corporation demonstrated its potential as the main body of the joint sales business.

한국수자원공사 전북지역본부는 2009년 1월 전북 전주시 여의동에 본부신축공사를 착공하였다. 같은 해 12월 정부는 저탄소 녹색성장을 위해 신축 공공청사 건축물에너지효율 1등급 취득 의무화 제도를 시행하여 2010년 1월부터 신축되는 모든 공공청사는 건물에너지효율 1등급 취득이 의무화 되었다. 전북지역본부와 같이 진행중인 건축물에 대해서는 강제성은 없고 에너지효율 향상을 위한 제반 조치 마련토록 권고하였다. 그러나 전북지역본부는 정부정책과 공사 이미지 제고를 위해 진행중인 공사에 대해 건축물 에너지효율인증등급 향상을 위한 개선 방안을 수립하고 설계변경을 통해 결국 1등급 인증을 획득하였다.

The purpose of this study is to explore and compare the regional characteristics of textile industries and corresponding education systems in Korea and Italy. The Italian textile industry is well known for its continuous development of high quality textile fabrics and aesthetic fashion design. One of contributing factors for the success of Italian textile industry is its regional specialization of the industry and corresponding education systems. In particular, the regional education systems in Italy are designed to educate and supply labors necessary to the development of the regional textile industries. According to the study, this characteristic is well shown in their curriculum which emphasizes the practicality and corporation with the industry. In contrast, the Korean education system for the textile industry ignores the regional specialization and its curriculum is designed, in large part, to produce textile designers. This causes difficulties in meeting the various demands from the industry such as the textile planning, textile production, and textile marketing and sales. To solve the problems, we must encourage the industrial-educational corporation to promote the practicality of the textile education system and make diversification and specialization of the curriculum of textile education to cultivate men of talent, such as merchandisers, fashion coordinators, converters, stylists, and displayer, necessary to the development of the Korean textile industry.

연구에서는 지역혁신역량의 주요 요인을 추출하고, 이러한 요인들이 지역경제의 활성화를 반영하는 지표들에 어떠한 영향을 미치는지 확인하였다. 요인분석결과, 지역혁신역량의 요인은 혁신자원/투입요인(제1요인), 혁신환경/인프라요인(제2요인), 협력/연계요인(제3요인)으로 구분되었다. 3개 요인들의 요인점수와 지역 경제 활성화에 관한 지표(신설법인, 취업자 수)를 이용하여 패널 모형을 구축한 결과, 혁신역량 요인들은 모두 양(+)의 유의미한 값을 보였다. 또한 해당 지역경제 활성화에 대한 지표들은 혁신투입요인, 협력요인, 혁신인프라요인 순으로 영향을 받음을 알 수 있었다.

Over 96.2% of the agricultural water in Jeju Island is obtained from groundwater and there are quite distinct characteristics of agricultural water demand/supply spatially because of regional and seasonal differences in cropping system and rainfall amount. Land use for cultivating crops is expected to decrease 7.4% (4,215 ha) in 2020 compared to 2010, while market garden including various vegetable crop types having high water demand is increasing over the Island, especially western area having lower rainfall amount compared to southern area. On the other hand, land use for fruit including citrus and mandarin having low water demand is widely distributed over southern and northern part having higher rainfall amount. The agricultural water demand of $1,214{\times}10^3\;m^3/day$ in 2020 is estimated about 1.39 times compared to groundwater supply capacity of $874{\times}10^3\;m^3/day$ in 2010 with 42.4% of eastern, 103.1% of western, 61.9% of southern, and 77.0% of northern region. Moreover, net secured amount of agricultural groundwater would be expected to be much smaller due to regional disparity of water demand/supply, the lack of linkage system between the agricultural water supply facilities, and high percentage of private wells. Therefore, it is necessary to ensure the total net secured amount of agricultural groundwater to overcome the expected regional discrepancy of water demand and supply by establishing policy alternative of regional water supply plan over the Island, including linkage system between wells, water tank enlargement, private wells maintenance and public wells development, and continuous enlargement of rainwater utilization facilities.

한국수자원공사는 설립목적에 따라 양질의 생활 및 공업용수를 수용가에게 안정적으로 공급하기 위해 중요시설에 대해서는 예비 또는 이중화를 구축하고 있다. 전기부문에서는 주요사업장의 전력수급 안정성을 높이기 위해 한전으로부터 2회선 수전체계를 구축하고 구내 수전계통 전력설비는 이중화하고 있다. 그리고 이와 같이 전력설비 이중화 공사를 추진시 수용가에 대한 피해를 최소화하기 위해 용수공급의 중단 없이 즉 단수 없이 작업을 해야 되는 경우가 많아 사업장의 특성을 감안한 다양한 무정전 시공법을 개발 적용하고 있다.

The regional development methods, which had carried out in the rural area had many legal and systematic problems in establishing plans for the region itself, and in finding and practicing various business. Recently, new government revised the budget system and introduced the block grants system to overcome this limitation. Due to this, plans and enforcements of subsequent rural development projects are expected be a significant change. The study suggests the 'theme cluster development' method for accomplishing the regional specialization and competitiveness and examines the procedure of application in practice through the regional development plan of Sunchang-gun, Jeonbuk province.
