  • The concept of smart city is understood as an indispensable component of urban regeneration projects in small cities in terms of providing a better urban environment and efficient living systems with a limited budget. Recently, the Korean government revised the law that related to the construction of the smart city and started to implement the smart city concept not only to new-large urban development but also to small-existed regeneration projects. However, it is difficult for small and medium-sized cities that are suffering from the insufficient professional workforce; knowledge supports for high-tech and lack of professional networks to proceed smart city planning and project that containing regional characteristics. This paper aims to examine the effective way of urban regeneration for small and medium-sized cities through smart city planning and strategy. As an important case, this paper looks at the 'Smart City Challenge' competition that was hosted by the US Department of Transportation in 2015. It examines the background and operation process of the smart city challenge competition, and then analyses each city's strategy and characteristics of seven finalists. This paper highlights the several key lessons to Korean cities: 1) the importance of national government's support in financial and professional resources; 2) the cooperation with local governments and IT corporations which provides realistic and detailed technical solutions; 3) the holistic and integrated approach to urban regeneration starting from transportation issues; 4) the necessity of the government's clear visions and guidelines toward the smart city.

국립기상과학원 Argo 사업의 현황 및 추진 방향 (Current Status and Future Direction of the NIMS/KMA Argo Program)

  • In order to improve the predictability of marine high-impacts weather such as typhoon and high waves, the marine observation network is an essential because it could be rapidly changed by strong air-sea interaction. In this regard, the National Institute of Meteorological Sciences, Korea Meteorological Administration (NIMS/KMA) has promoted the Argo float observation program since 2001 to participate in the International Argo program. In this study, current status and future direction of the NIMS/KMA Argo program are presented through the internal meeting and external expert forum. To date, a total of 264 Argo floats have been deployed into the offshore around the Korean Peninsula and the Northwestern Pacific Ocean. The real-time and delayed modes quality control (QC) system of Argo data was developed, and an official regional data assembling center (call-sign 'KM') was run. In 2002, the Argo homepage was established for the systematic management and dissemination of Argo data for domestic and international users. The future goal of the NIMS/KMA Argo program is to improve response to the marine high-impacts weather through a marine environment monitoring and observing system. The promotion strategy for this is divided into four areas: strengthening policy communication, developing observation strategies, promoting utilization research, and activating international cooperation.

수협 마아케팅에 관한 연구 (A Study on the Cooperative Marketing of Fishery Products in Korea)

  • In the field of fisheries, there is at the apex Central Federation of Fishery Cooperatives, established under the Fishery Cooperatives Law(1962), It is a multipurpose organization with a membership of 105 cooperatives, 87 regional cooperatives, 15 business-type cooperatives and 3 manufactures' cooperatives. Accordingly, this thesis examines the marketing of fishery cooperatives in Korea, and in particular considers the marketing channel strategy of fisheries products. No company can perform by itself all the activities involved in the production and distribution of its products and services to its final markets. It must work with other firms to get the job done. This thesis tries to attempt to improve the present Korean Fishery Cooperatives marketing activities. The purpose of the operation of fishery cooperatives is to guarantee the profits of fisherman as well as the interests of general consumers by eliminating the inordinate profits of middlemen and by narrowing other market margins. Fishery cooperatives marketing activity functions forming a self-helf organization for economic protection of producers themselves, and acting as a market reformational institution through its transaction by group. The following are the characteristics of fishery cooperatives marketing. \circled1 Fishery cooperatives is organized with an economic factor and a personnel factor. \circled2 Fishery cooperatives is non-profit organization. \circled3 The members of fishery cooperatives is independent constitution of economy, but they are closely connected with the cooperative. \circled4 Fishery cooperatives is a mutual aid organization. The objective of an efficient marketing strategy may be well described by the common saying provides the right product at the right time, the right place, and the right price. But it is quite true that the Korean Fishermen's Cooperative can be said to owe its development to the successful implementation of the marketing system. The use of the marketing system has resulted in the following marketing strategy. 1. The direct marketing system. \circled1 The cooperation between the fishery cooperatives and the other cooperative through the collection and delivery center. \circled2 The selling between the fishery cooperatives and the large scale retailers through the process industry. 2. The vertical marketing system. \circled1The fishermen's cooperative to be nominated by wholesaler in the terminal market. \circled2 Contracted vertical marketing system. \circled3 Abolition of selling by double auction in the landing and the terminal market. 3. The physical distribution system. \circled1 The need for adoption of cold chain system to connect production directly to consumption. \circled2 The need for more expansion of landing markets and terminal market facilities. Solutions to the problems of the Korean fishery are made possible through effective functioning of cooperative marketing activities of fishery products. The marketing concept of fishermen's cooperative lies in the satisfaction of consumer needs. According to the marketing concept fishermen's cooperative should try to satisfy customer's needs through a coodinated set of activities that allows the organization to achieve its goal. Providing satisfaction to customers is the major trust of the marketing concept. To do this, a business must find out what will satisfy customers. With this information the cooperative sells to the greatest possible number of customers through the most efficient sales and marketing channels. Economic rationality of fishermen's cooperative marketing lies in reduction of marketing cost and elimination of intermediate institutions. Cooperative marketing and direct marketing are both indispensable marketing factors for a new cooperative organization among the manu ways. The cooperation between the fishermen's cooperative and the others cooperative, and vertical marketing system are the most necessary ones. Propulsion of cooperative marketing system could not be successful without the support of the marketing instituion's help. Consequently, successful cooperative marketing ought to lead to the necessity not only for the improvement of marketing organization, but for the application of a new marketing concept in the fishermen's cooperative.

과학기술특성화대학의 지역혁신 연계성 분석: 모드 1과 모드 2 지식성과를 중심으로 (The Contribution of the S&T-Centered Research Universities on the Regional Innovation: Based on Mode 1 and Mode 2 Knowledge Performances)

  • 최근 들어 글로벌 경제는 국가 간 경쟁에서 지역 기반 경쟁으로 변모하고 있다. 이 같은 변화 속에 지역공간에 기반한 지식생산과 활용이 강조되고 있다. 우리나라도 고급 과학기술인재를 양성하고 지역산업을 육성한다는 목적 하에 KAIST를 비롯한 5개 과학기술특성화대학을 대전, 대구, 광주, 포항, 울산 지역에 설립한 바 있다. 이들 과학기술특성화대학은 국내 최고 수준의 연구역량과 교육여건을 보유하고 있으며 일반대학과 비교해 우수한 연구성과를 창출하고 있다고 평가된다. 하지만 이들이 설립의 목적과는 달리 우수 연구거점으로서의 역할에 중점을 두었고, 지역혁신 거점으로서 역할은 미흡하다는 지적도 있다. 이 같은 문제의식을 바탕으로 본 연구에서는 과학기술특성화대학의 성과를 Mode 1 성과와 Mode 2 성과로 구분하고 일반대학과 비교함으로써 이들 특성화대학이 설립목적에 부합하며 동시에 지역혁신에 기여하고 있는지를 실증분석 하고자 하였다. 분석결과, 특성화대학은 Mode 1 성과에 있어 일반대학에 비해 높게 나타났으나 Mode 2 성과는 이들에 비해 오히려 낮은 것으로 나타났다. 또한 학과의 구성이나 연구 분야에 있어서도 대학별 차별성이 적고, 지역 특화산업과의 연계 정도도 낮음을 확인할 수 있었다. 결론적으로 Mode 2 관점의 지역과 연계성에 있어 분석의 대상으로 삼은 특성화대학이 일반대학에 오히려 못 미치는 성과를 보였고, 그 특성화 정도에 있어 차이점을 확인하기 어려웠다.

  • 본 연구는 용담1동 마을에 거주하고 있는 거주민 이야기를 토대로 씨앗스토리를 만들고 스토리텔링을 통해 마을발전전략 수립시 활용하는 것을 연구하고 제안하는 것이다. 세계의 주요도시들은 지역의 문화와 역사를 토대로 도시재생을 꾀하고 있다. 제주지역의 대표적인 원도심인 용담 1동지역은 주민들의 삶의 이야기를 스토리텔링을 통하여 전혀 새로운 형태의 마을 만들기를 진행하였다. 이를 통해 마을발전계획 수립 시 활용할 수 있는 방안들을 제시하였다. 첫째, 마을을 소개할 때 소개지에 다양하게 활용하는 것이다. 둘째, 마을발전계획을 수립할 때 중요한 참고자료로 활용하는 것이다. 셋째, 각 종 마을 만들기 계획 수립할 때 활용할 필요가 있다. 방향 수립, 프로그램 내용 구성할 때, 축제 등의 기획을 수립할 때, 지역 퍼실러테이터 교육의 자료 등으로 할 수 있다. 넷째, 지역을 위해 봉사하고자 하는 전문가들에게 마을을 이해시킬 때 자료로 활용할 수 있다. 이러한 내용들을 활용하여 마을 만들기에 다양한 분야 중 하나의 분야를 만들어 낼 수 있을 것이다.

북한 건설기능인력 양성을 위한 교육·훈련 프로그램 운영 전략 (Operating Strategies for Education and Training Programs for Nurturing North Korean Construction Workers)

  • 본 연구는 남북 경제 협력 및 상호 발전의 근간이 되는 인프라 건설 수요의 확대에 따른 북한 건설기능인력양성을 위한 교육 훈련 프로그램 개발 및 운영 방안 마련을 위해 수행되었다. 이를 위해 건설분야별 교육 훈련을 위한 직종의 분류와 각 교육 훈련 과정의 개요와 편성 시간 등을 분석하여 건설현장 기능인력 양성의 관점에서 교육 훈련 대상 및 범위를 확정하였다. 그리고 접경지역 남북한 경제협력 관련 이슈를 분석하여 지역적 특성을 도출하고, 이러한 특성을 고려한 북한 건설기능인력의 양성을 위한 교육 훈련 프로그램을 사회-산업-생활 인프라의 3가지 유닛으로 구분하였다. 사회인프라 유닛은 접경지역 전체의 공통 수요로 도로, 철도, 항만 등의 건설과 함께 점검 및 유지보수가 포함된다. 산업인프라 유닛은 접경지 서쪽의 경제특구(혹은 추가로 지정되는 경제특구)를 중심으로 산업설비 수요 대비를 위한 프로그램이다. 생활인프라 유닛은 경제 특구 등의 배후 주거단지와 접경지 내륙, 동쪽 관광 벨트 구측을 위한 대형복합시설, 주거시설, 라이프라인 등 기반 시설에 대응하는 프로그램이다.

경관의 보전과 복원을 위한 생태네트워크의 국제적 동향 (Ecological Network for Landscape Conservation and Restoration: from an International Perspective)

  • 경관의 보전과 복원, 계획은 생태계내의 다양성을 보전하고 유지하기위한 전반적인 통합관리 체계하에서 조직적인 운영이 요구되는 사항이다. 유전자수준에서부터 서식지, 생태계 및 경관수준에 이르기까지 생물의 다양성을 유지하고 개체군을 보전하며, 관리하기 위한 세계 여러 국가들의 전략과 노력은 주요거점서식지를 서로 연결하는 서식지 네트워크를 비롯하여 주요 동물이동통로에 대한 생태통로의 설치 및 훼손된 지역에 대한 복원에 초점을 두고 있다. 최근에는 유럽에서는 이러한 서식지 수준의 네트워크를 인접 국가간에 공동으로 조직하여 관리하는 국가간 생태네트워크를 서두르고 있다. 경관수준의 서식지 및 생태계의 보전과 관리에 있어 핵심적 개념으로 떠오르고 있는 경관생태학 및 보전생태학적인 이론은 생태네트워크 개념에서도 그 중요한 원리가 활용된다. 본 서술형논문에서는 유럽의 생태네트워크의 운영활동을 참고하여 한국의 서식지 보전 및 관리를 위한 생태네트 현황에 참고하고 하였으며, 여기에 개괄적이며 필수적인 경관생태학적 고려사향을 논하였다. 우리나라의 서식지 및 경관 수준의 네트워크전략과 환경정책의 수립에 있어 고려되어야 할 사항을 서식지 보호, 법적 접근 그리고 생태네트워크 프로그램을 중심으로 기술하였다. 향후 통일을 대비하면서 통일 이후의 남북간의 접경지역을 포함한 자연보전지역과 특수한 경관지역을 관리하고 보전하는데 유럽외 국가간 생태네트워크 프로그램은 주요한 우리 환경정책에 주요한 메시지를 주고 있다.

대북 제재 조치 평가 및 전망 (An assessment of sanctions on North Korea and the prospect)

  • The South Korean society has experienced many changes since the sinking of ROKS Cheonan. The government reviewed its defense posture and adopted the 5·24 Measure in its relations with North Korea. As a result, the people of South Korea became more conscious of security situations on the Korean peninsula while North Korea's economy suffered badly. Meanwhile, the South Korean government has taken a flexible stance toward North Korea in terms of exchange and cooperation since September 2011. The flexible stance was to manage inter-Korea relations in a stable manner and relieve the hardships of the North Korean people while preserving the spirits and purposes of the 5·24 Measure. The UN Security Council adopted twenty-six resolutions and statements on North Korea since June 25, 1950. They include thirteen U.N. Security Council resolutions including those concerning nuclear weapons or missile programs, nine Presidential statements, and four press statements. Resolution 82, the first U.N. resolution on North Korea, came when the Korean War broke out. Resolution 825, the first one related to nuclear or missile programs, was adopted in response to North Korea's withdrawal from the NPT. Apart from these U.N. resolutions, the United States has imposed separate sanctions against North Korea. North Korea's nuclear weapons program can be considered in comparison with that of Iran in terms of the consequences they create for the regional security. The Security Council has adopted six resolutions on Iran so far. One should note that the resolutions on Iran have had much stronger sanctions compared to those imposed on North Korea. That is, while the North Korea case may be viewed as a more serious threat to international security from the perspective of nuclear weapons development or proliferation, tougher sanctions have been placed on Iran. There are two approaches that South Korea should take in addressing the related issues. First, we should aim to reduce the gap between sanctions imposed on Iran and North Korea. It is difficult to understand that a country with more serious problems is rewarded with lighter sanctions. We should take measures through the Security Council Sanctions Committee to make individuals and groups in North Korea that play a central role in developing nuclear weapons and missiles subject to additional sanctions. Second, we have to change. Other countries in the international community have become tired of North Korea's nuclear issue and now they look to South Korea for initiative. We should correctly understand this current situation and play a leading role within our capacity. Knowingly and unknowingly, the notion that the North Korean nuclear issue may be left to South Korea has been spread around the international community. Although the situation is grave, we should try to open a new horizon in ushering in the unification era by taking the initiative with confidence that there is a looming hope ahead of us. For these tasks, we should stop thinking in the old way that has been ossified for the last two decades. We should not be pushed around by neighboring great powers in dealing with North Korea related issues anymore; we should take the initiative with resolution that we will play our role at the center of four great powers and with confidence that we can do it. Based on the confidence that the Republic of Korea has become a country with enough capacity to take the initiative, we should establish a 'National Grand Strategy' representing South Korea's strategic vision that the unification is the ultimate solution to the problems related to North Korea's nuclear weapons program.

한국형 선박통제의 발전방향에 관한 연구 (Future Development of Republic of Korea NCAGS)

  • Through this research, the current state of naval coordination and guidance of shipping is reviewed whereupon which a suggestion is made for a novel role which satisfies the needs of the people and the country asked of the Navy. Taking into consideration the dynamic security environment, the developing relationship between the two nations on the Korean peninsula, and the influence that the Republic of Korea has on maritime security, it is made more urgent that the Navy takes a proactive course of action in terms of naval coordination and guidance of shipping. The current form of Korean naval coordination and guidance of shipping is adapted from the logical and flexible concepts of NCAPS and NCAGS and is one of many tasks that the Republic of Korea Navy must perform. However, when the Republic of Korea Navy develops blue-water capabilities with the ambitions of protecting its people and their way of life, naval coordination and guidance of shipping could potentially become one of the primary functions of the Republic of Korea Navy that the it must champion. Already, there are indications that foreign navies are, through many developments and commitment towards naval coordination and guidance of shipping, protecting its people and states' interests wherever is necessary. In the case of Chile, its Navy has taken the helm of naval coordination and guidance of shipping and has integrated various maritime organizations including the coast guard and the National Customs Service for the sake of maintaining regional maritime security, showing immediate force if necessary. Presently, as the Republic of Korea Navy looks to be a global naval power, it is important that a reprioritization of the Navy's mission is undertaken, all the while sustaining military readiness posture on the Northern Limit Line. It cannot be any more emphasized how crucial thorough military readiness posture is as a natural stance against the enemy. That being said, contributing towards international maritime security is consistent with the nation's standing. It is a fact that maritime security has been conceptualized and developed merely as a study within the Ministry of Maritime Affairs and Fisheries, the Republic of Korea Navy, and other governmental organizations, forces, and academia. Naval cooperation and guidance of shipping suggested by this research as a practical operational field is a concrete solution to what once was an abstract concept. To stand firm on its status as a maritime nation, the Republic of Korea must establish a Maritime Security Organization within its Navy and develop the appropriate doctrines. Attaining experts, developing doctrines, and cultivating the capability to deploy maritime forces will allow for the Republic of Korea to execute a primary role in keeping international maritime security and naval coordination and guidance of shipping. To fully achieve its latent potential necessitates the Republic of Korea Navy to expedite the introduction of naval coordination and guidance of shipping concepts and to establish the appropriate doctrines, operation plans, and organizations.

대구·경북지역 섬유산업의 정책변화와 혁신과제 (Policy Change and Innovation of Textile Industry in Daegu·Kyungbuk Region)

  • 본 연구는 대구경북지역 섬유산업의 경쟁력 회복을 위해 1999년부터 소위 '밀라노프로젝트'로 시작된 대구지역 섬유산업진흥사업을 중심으로 지난 10년간의 대구지역 섬유산업의 정책변화와 지역 섬유산업의 구조변화에 대한 현황분석을 토대로 향후 대구경북지역 섬유산업의 혁신과제를 제안하고자 하였다. 분석결과를 요약하면 다음과 같다. 1단계 밀라노프로젝트('99-'03)는 기획 수립단계에서부터 섬유산업의 중장기 발전시나리오에 기초한 비전과 전략의 부재로 체계적인 사업기획 및 단위사업 선정이 미흡함으로써 패션어패럴밸리 조성 등 사업의 추진일정이 지연된 문제점이 노출되었지만, 신제품개발지원센터, 염색디자인실용화센터 등 차별화 제품의 개발을 지원할 수 있는 기반을 구축하게 되었다는 점에서 성과의 의의가 있다. 2단계 대구섬유산업진흥사업('04-'08)은 경상북도의 도비 매칭을 통하여 대구경북지역의 광역사업으로 추진되었으며, 기 구축된 인프라를 중심으로 지원된 기술개발지원 사업은 특허출원 등 기술적 성과와 신상품 매출액 비중 증가 등의 경제적 성과가 가시화되고 있는 것으로 나타났다. 아울러 섬유업계는 1990년대 후반부터 한계업체 퇴출, 설비매각 이전 등 고강도의 구조조정이 진행되어 왔으나, 현재 영업중인 섬유업체는 재무구조, 생산성, 수익성 측면에서는 기업의 경영성과가 호전되었다. 산업 구조적인 측면에서는 의류용섬유소재분야에서 산업용섬유소재분야로 구조전환이 이루어지고 있는 것으로 나타났다. 기업의 혁신역량 분석에서는 타 산업과 비교할 때 큰 차이는 없으나, 최고경영자의 기술혁신의지, 기업가 정신, 연구개발 역량과 인적자원분야에서 혁신역량이 다소 떨어지는 것으로 나타났다. 향후 섬유산업의 지속발전을 위한 경쟁력 제고를 위해서는 하이테크 섬유소재와 생활용 섬유분야에 대한 선택과 집중이 필요하며, 향후 물리적 집적기반보다는 신뢰와 협력에 기반한 네트워크를 통해 '혁신 시너지'를 창출할 수 있도록 소프트웨어적 인프라 구축에 보다 집중하여야 할 것이다. 특히 지역 섬유산업이 지역 전략산업으로 선정되어 10년 이상 지속적인 지원을 받아 온 만큼, 이제 전통 주력산업에서 미래 성장산업으로 변모하기 위해서는 기업의 기술혁신의지와 기업가정신에 기초한 기업주도의 '혁신 클러스터'를 반드시 창출해야 할 것이다.
