  • In Korea, various community investment renewable project models are being implemented to increase community acceptance of renewable energy. An important factor for enhancing local acceptance is that renewable energy projects have a positive effect on revitalizing the local economy such as income increase or job creation for residents and local companies. To maximize the local economic effect of large-scale community investment renewable energy projects, this study developed an evaluation index for local economy activation, whose indicators are the local return on investment, local companies' participation, local job creation, regional cooperation, transparency, and governance. Analysis of existing evaluation indicators and current renewable projects, financial analysis, and expert interviews were used in this research. The pilot evaluation determined that, the local economic effect was high in the following order: a fund investment wind project (Gangwon), benefit-sharing wind project (Jeju), and general wind project. In particular, residents' investment amount, the number of participating residents, and the amount and transparency of the regional cooperation fund were key factors to expand the effect of local economy activation. This evaluation index could be used in public bidding for renewable energy projects such as offshore wind zoning areas of local government.

The study aimed to investigate the HEInnovate self-assessment tool, valuable in building entrepreneurship-oriented strategy, by considering the case of Turan University. The tool can be used to study entrepreneurial capabilities of the university and make strong management decisions. The self-assessment allows getting feedback from all stakeholders, including external ones, which helps to make institutional changes to influence the regional economic growth. The framework of the research is based on the theories of strategic management and regional competitiveness, which can be deployed with the HEInnovate self-assessment recommendations and findings. The research methodology comprises objective and functional approaches to system analysis. HEInnovate self-assessment by Turan university revealed some weaknesses in the university strategy and helped make some recommendations, namely, the university's entrepreneurial ecosystem must act as part of a regional business support ecosystem to provide input into local economic development, attract more international faculty and faculty with more practical experience, create an entrepreneurial culture across staff of the university, address a lack of internal structures to support staff, and improve university-business cooperation.

Recently, China's influence has proliferated in Central Asia as well as East Asia at a rapid rate. China, through its soft balancing strategy, increased its influence in Central Asia in response to the U.S. power and behavior. This study analyzes the relationship among China and Central Asia with the view of soft balancing theory. In order to determine whether China's strategy on Central Asia is soft balancing, this paper presents three indicators: 1) Second-tier major power is willing to take a strategy that increase diplomatic cost of hegemony or counter the hegemony influence through using regional and global multilateral cooperation. 2) Second-tier major power is willing to not only increase its influence by strengthening regional economic cooperation, but also check the extension of the hegemony economic influence into its boundary. 3) Second-tier major power intends to prevent expanding hegemony military influence into the region through limited military cooperation and increasing military spending, and denying territory. • The purpose of this paper is to analyze the status of naval arms race in Northeast Asia. To this end, the scope of the research was limited to national security strategies, maritime strategies and naval strengthening of the United States, China, Russia and Japan. The major powers' active maritime strategies and naval arms race give some strategic implications to the Republic of Korea Navy as follows. First, China and Japan, unlike the past, are actively using submarines in offshore waters including the Korean Peninsula. Therefore, the ROK Navy must successfully promote the Jangbogo-III-class submarine, which is currently constructed, and get a nuclear-powered submarine and P-8 MPA capable of long-range and long-time operations to enhance ASW capability. Second, North Korea's current building submarines capable of loading SLBMs and SLBMs are a new threat to the ROK Navy. The current building KAMD, which focuses on terminal phase defense, cannot effectively respond to North Korea's SLBMs and should be converted to a multi-layered defense system including SM-3 at a mid-course phase. Third, as China militarizes the South China Sea, the instability of the South China Sea is growing. Therefore, the ROK Navy should strengthen its maritime cooperation with the regional countries such as Japan and ASEAN navies to protect SLOC. In conclusion, the ROK Navy needs to build a strong naval power to keep in mind that the 21st century naval rivalry in Northeast Asia is accelerating. The navy must do one's best to protect national strategic and vital interests by strengthening cooperation with regional countries. South Korea is also accelerating its defense reforms in accordance with the pattern of future warfare and the ROK Navy do one's best to have a balanced naval capability capable of actively operating in the offshore waters.
