This research purposes to design a methodological framework to suggest the optimal method to resolve the conflicts of stakeholders surrounding the water use charge of the Han River region, and to use the analysis results to provide the direction of policy. For this, it was preceded that the process of understanding the mechanisms of the multifaceted conflict between decision makers taking different positions over water use charge of the Han River region, and an optimal method to resolve the conflict of water use charge of the Han River region was derived by using a graph model for conflict resolution(GMCR). According to the analysis results, the optimal state to find a solution to the water use charge of the Han River is that the Seoul-Incheon-Gyeonggi region pays the charge according to the original rate while Seoul-Incheon requesting discount the water use rate. In addition, the Han River management committee should establish policies desired by Seoul-Incheon-Gyeonggi region including rationalization of the decision-making structure to determine the rate of water use charge, making the basis to support the Han River management fund system for the Seoul-Incheon region, and transparent management of the Han River management fund system considering the characteristics of beneficiary regions and residents. This study is expected to provide objective decision-making information in establishing environmental policy directions related to conflict resolution in the water use charge of the Han River region and to offer a methodological basis for similar follow-up studies related to conflicts derived from sharing nature environment.

In a situation that ordinal preferences on multiattribute weights are captured, we present two solution approaches: an exact approach and an approximate method. The former, an exact solution approach via interaction with a decision-maker, pursues the progressive reduction of a set of non-dominated alternatives by narrowing down the feasible attribute weights region. Subsequent interactive questions and responses, however, sometimes may not guarantee the best alternative or a complete rank order of a set of alternatives that the decision-maker desires to have. Approximate solution approaches, on the other hand, can be divided into three categories including surrogate weights methods, dominance value-based decision rules, and three classical decision rules. Their efficacies are evaluated in terms of choice accuracy via a simulation analysis. The simulation results indicate that a proposed hybrid approach, intended to combine an exact solution approach through interaction and a dominance value-based approach, is recommendable for aiding a decision making in a case that a final choice is seldom made at single step under attribute weights that are imprecisely specified beyond ordinal descriptions.

In this paper, we propose an improved global soft decision for speech enhancement in noise environments. From an examination of statistical model-based speech enhancement, it is shown that the global soft decision has a fundamental drawback at the offset region of speech signals. To overcome the drawback, we apply a new speech enhancement method based on a smoothed Global likelihood ratio to the global soft decision. Performances of the proposed method are evaluated by subjective tests under various environments and yield better results compared with the reported speech enhancement method.

This paper develops a traffic condition decision algorithm to improve the reliability of traffic information on urban streets. This research is reestablished the criteria of qualitative traffic condition categorization and proposed a new qualitative traffic condition decision types and decision measures. The developed algorithm can be classified into 9 types for qualitative traffic condition in consideration of historical time series of speed changes and traffic patterns. The performance of the algorithm is verified through individual matching analysis using the radar detector data in Ansan city. The results of this paper is expected to help promotion of the traffic information processing system, real-time traffic flow monitoring and management, use of historical traffic information, etc.
There are lots of examples for naming railway lines and stations in Korea. In general, we can specify some type of principles for making names at the railway lines. The first, rail line name made some decision considering the origin and destination name of city or region. The second type of a decision making is the location or service areas of that railway line or station. And other one is about the destination city or region of that corridor line. In this paper, we classified the name of the railway line according to above three types of decision principles, and then suggested the guideline and future directions preventing any confusion to make a new railway line name afterwards.

This paper aims at designing a selective demodulation scheme based on Log-likelihood Ratio threshold (SDLT) instead of the conventional adaptive demodulation (ADM) scheme, by using rateless codes. The major difference is that the Log-likelihood ratio (LLR) threshold is identified as a key factor to control the demodulation rate, while the ADM uses decision region set (DRS) to adjust the bit rate. In the 16-QAM SDLT scheme, we deduce the decision regions over an additive white Gaussian channel, corresponding to the variation of LLR threshold and channel states. We also derived the equations to calculate demodulation rate and bit error rate (BER), which could be proven by simulation results. We present an adaptation strategy for SDLT, and compare it with ADM and adaptive modulation (AM). The simulation results show that our scheme not only significantly outperforms the ADM in terms of BER, but also achieves a performance as good as the AM scheme. Moreover, the proposed scheme can support much more rate patterns over a wide range of channel states.
In this paper, we propose a novel focus measure that determines in-focus and out-of-focus region in an image. In addition, we achieved extended depth of field by blending the acquired image and Wiener filtered image using a decision map based on the designed focus measure. Since conventional focus measures are based on the amount of high frequency components in an acquired image, the measures may not be accurate if there exist high frequency components in out-of-focused region. To overcome the problem, we designed the novel focus measure based on effective band pass filtering. In simulations and experiments, the proposed method showed better performance than existing methods.

The purpose of this paper is to investigate the impact of several factors on students' decisions to attend a public institution in Vietnam's North Central area. The enrollment issue toward regional institutions is particularly critical in the Vietnam Ministry of Education and Training reforming the university enrollment process and the complicated scenario of the Covid-19 pandemic. A total of 500 students were surveyed for research samples. Data is synthesized, validated, cleaned, and analyzed using SPSS and AMOS software using methods including reliability, EFA, CFA, and SEM. The findings suggest that the proposed independent components (individual factors, study fees, advertisement, infrastructure and facilities, local features, and lastly, training activities) have a beneficial impact on students' decision to attend a public university in the North Central region. The study also found that the graduation exam outcome had a moderating effect on the relationship between registration and students' decisions. These imply targeted solutions for regional public universities to diversify training majors, improve training quality, capitalize on local advantages, increase interaction, and promote training programs and image to be more effective in attracting students and maintaining competition in the current enrollment environment.
Cache bypassing schemes have been studied to remove unnecessary updating the data in cache blocks. Among them, a statistics-based cache bypassing method for asymmetric-access caches is one of the most efficient approach for non-voliatile memories and shows the lowest cache access latency. However, it is proposed under the condition of the normal cache system, so further study is required for the hybrid cache architecture. This paper proposes a novel cache bypassing scheme, called hybrid bypassing block selector. In the proposal, the new model is established considering the SRAM region and the non-volatile memory region separately. Based on the model, hybrid bypassing decision block is implemented. Experiments show that the hybrid bypassing decision block saves overall energy consumption by 21.5%.
An image processing and decision making method for the Automatic Surveillance System is proposed. The aim of our Automatic Surveillance System is to detect a moving object and make a decision on whether it is human or not. Various object features such as the ratio of the width and the length of the moving object, the distance dispersion between the principal axis and the object contour, the eigenvectors, the symmetric axes, and the areas if the segmented region are used in this paper. These features are not the unique and decisive characteristics for representing human Also, due to the outdoor image property, the object feature information is unavoidably vague and inaccurate. In order to make an efficient decision from the information, we use a fuzzy rules base system ai an approximate reasoning method. The fuzzy rules, combining various object features, are able to describe the conditions for making an intelligent decision. The fuzzy rule base system is initially constructed by heuristic approach and then, trained and tasted with input/output data Experimental result are shown, demonstrating the validity of our system.
