This paper is to introduce guidelines for application, inclusion, reference and adoption of standards and specifications. International standards such as IEC 60300-3-4, ISO/IEC Guide 50, ISO/IEC Guide 51, IEC 81714-3 and ISO/IEC Guide 21-1, 2 are considered. This paper is to discuss guide to the specification of dependability and environmental requirements and guidelines for safety inclusion in standards, and guidelines for standards developers to address the needs of older persons and persons with disabilities, etc.
BACKGROUND/OBJECTIVES: In times of disaster, simplified and minimized nutritional standards are necessary for a quick response to provide nutritious relief food. This study aimed to develop nutrient-based nutritional standards for foodservice at shelters during disasters in the Republic of Korea (South Korea). SUBJECTS/METHODS: The standards were developed in 2 phases. First, nutrients to be included in the standards were selected. Initial candidates were selected considering 3 aspects: preceding standards, insufficient intake during disasters, and inadequate intake among South Koreans. Final selection was made by excluding nutrients for 3 reasons: nutrients for which there is no deficiency concern in South Korea, nutrients whose intake data were not available, or nutrients whose values presented by Dietary Reference Intakes for Koreans are difficult to achieve based on the current diet among South Koreans. Second, the reference values of energy and the selected nutrients were calculated. The reference values for the entire population who were 1-year-old and over were calculated by multiplying the estimated energy requirements or the recommended nutrient intake and the proportion of each age and sex group. Respective reference values were also calculated for 4 different age groups (1-5, 6-11, 12-64, and ≥ 65-year-old). RESULTS: The standards for the entire population were 2,000 kcal for energy, 55 g for protein, 650 ㎍ retinol activity equivalents for vitamin A, 95 mg for vitamin C, 1.1 mg for thiamin, 1.3 mg for riboflavin, 14 mg niacin equivalents for niacin, 350 ㎍ dietary folate equivalents for folic acid, 750 mg for calcium, and 11 mg for iron. Four additional standards corresponding to each age group were developed. CONCLUSIONS: The nutritional standards during disasters were developed for South Korea, including energy and 9 nutrients with reference values for the entire population and 4 different age groups. The standards will contribute to maintaining the health of disaster evacuees in South Korea.

Volatile organic compounds (VOCs) in hazardous air pollutants (HAPs) have been regulated by the Air Pollution Control Act (1978) and their atmospheric concentrations have been monitored in 39 monitor sites in Korea. However, measurement standards of volatile organic compounds (VOCs) in HAPs at ambient levels have not been established in Korea. Primary reference gas mixtures (measurement standards) at ambient levels are required for accurately monitoring atmospheric VOCs in HAPs and managing their emissions. In this study, primary reference gas mixtures (PRMs) at 5 nmol/mol were developed in order to establish primary national standards of VOCs in HAPs at ambient levels. Primary reference gas mixtures (PRMs) were prepared in pressurized aluminum cylinders with special internal surface treatment using gravimetric method. Analytical methods using gas chromatography-flame ionization detector (GC-FID) coupled with a cryogenic preconcentrator were also developed to verify the consistency of gravimetrically prepared HAP VOCs PRMs. Three different columns installed in the GC-FID were evaluated and compared for the retention times and separation of eighteen target components in a chromatogram. Results show that the HAP VOCs PRMs at 5 nmol/mol were consistent within a relative expanded uncertainty (k=2) of less than 3 % except acrylonitrile (less than 6 %) and the 18 VOCs were stable for 1 year within their associated uncertainties.

A certified reference material (CRM) for the analysis of inorganic nutrients in nutritional supplements has been developed. Accurate mass fractions of chromium (Cr), iron (Fe), copper (Cu), and zinc (Zn) were determined by isotope dilution inductively coupled plasma mass spectrometry (ID ICP/MS). The measurement results were used to assign certified values for the CRM, which were metrologically traceable to the definitions of the measurement units in the International System of Units (SI). Production of a candidate reference material (RM) and the certification processes are summarized. Each nutrient in the CRM showed good homogeneity, which was estimated using relative standard deviations of the measurement results of twelve bottles in a batch. This CRM is expected to be an important reference to improve reliability and comparability of nutrient analyses in nutritional supplements and related samples in analytical laboratories.
Our previous study used a bar-type reference mirror to measure the relative distance to the target surface. The target measurement accuracy was required to $1{\mu}m$ PV for aspheric optical surface up to 1m in diameter. Earlier system suffers from the reference surface deformation when the measuring part moves. In order to reduce the deformation, measuring part and the reference part separated from each order in the new design. This system utilizes a kinematic support assembly using invar flexure to minimize the reference surface deformation under gravity and vibration. The surface deformation requirement of reference mirror is defined as of $0.2{\mu}m$ under gravity and 40Hz vibration. The finite element results, shows reference mirror deformation of $0.164{\mu}m$. The first resonance mode was computed to analysis 46.05Hz for reference part and 43.44Hz for measuring part. Thesis satisfies the frequency requirement.

Objective: Little is known about the effects of using different expert-determined reference standards when evaluating the performance of deep learning-based automatic detection (DLAD) models and their added value to radiologists. We assessed the concordance of expert-determined standards with a clinical gold standard (herein, pathological confirmation) and the effects of different expert-determined reference standards on the estimates of radiologists' diagnostic performance to detect malignant pulmonary nodules on chest radiographs with and without the assistance of a DLAD model. Materials and Methods: This study included chest radiographs from 50 patients with pathologically proven lung cancer and 50 controls. Five expert-determined standards were constructed using the interpretations of 10 experts: individual judgment by the most experienced expert, majority vote, consensus judgments of two and three experts, and a latent class analysis (LCA) model. In separate reader tests, additional 10 radiologists independently interpreted the radiographs and then assisted with the DLAD model. Their diagnostic performance was estimated using the clinical gold standard and various expert-determined standards as the reference standard, and the results were compared using the t test with Bonferroni correction. Results: The LCA model (sensitivity, 72.6%; specificity, 100%) was most similar to the clinical gold standard. When expert-determined standards were used, the sensitivities of radiologists and DLAD model alone were overestimated, and their specificities were underestimated (all p-values < 0.05). DLAD assistance diminished the overestimation of sensitivity but exaggerated the underestimation of specificity (all p-values < 0.001). The DLAD model improved sensitivity and specificity to a greater extent when using the clinical gold standard than when using the expert-determined standards (all p-values < 0.001), except for sensitivity with the LCA model (p = 0.094). Conclusion: The LCA model was most similar to the clinical gold standard for malignant pulmonary nodule detection on chest radiographs. Expert-determined standards caused bias in measuring the diagnostic performance of the artificial intelligence model.
New approach is developed employing the overall uncertainty obtained from multiple measurements to evaluate the statistical significance for the difference between a given reference value and its measured value determined in a lab. The overall uncertainty is determined by separate combinations of the uncertainties arising from systematic and random effects. It is shown that the uncertainty term in regular t-test can be underestimated by n measurements.
The energy makes the basic element which improves the quality of life with motive power of industry and life. However, using the fossil fuel resources was restricted through it's abuse and exhaustion, and that cause a global warming resultingly. According to the reason, the world increased the interest that are stability and use of new and renewable energy which is clean energy with environment. Therefore, the property data of new and renewable is needed for developing and supplying the energy. In other words, the data of new and renewable energy becomes the standards for supply and evaluation of new and renewable energy with development of industry and technology. Also, the necessity came to the fore as the reference and standards of new and renewable energy data. Therefore, in this study, we evaluate and collect the solar radiation data as the new and renewable data and process the collected data through the standards for valuation. We evaluate uncertainty with standards which are NREL, WMO, and GUM. Whereby the data becomes reference standards data and gains the credibility. For the reliability data, we correct the measuring instrument with correction period. Using the DQMS and SERI QC, we efficiently manage and evaluate the solar radiation data. As a result, we evaluate uncertainty as 1,120 case about 16 area. we achieve credibility of data from evaluated solar radiation data and provide an accurate information to user. The annual average of horizontal radiation presents between 1,484 and 4,577, then the uncertainty evaluates from 163 to 453. The error of uncertainty presents smaller than the measurement values. So, we judge a credibility of data by expression of reliability quantitatively. In additional, the reference standards data which is possible to approach anywhere will be used for the supporting related industry and policy making.
Purpose: The purpose of this study was to propose useful standards evaluation method using standards networks by analyzing the relationship between normative references citation information list. Methods: The collected data through the survey were analyzed using social network analysis. The measurement tools used for this study were divided into three dimensions such as certificate standard, normative reference and degree centrality. Results: The results of this study are as follows; regarding the influence of standard information, It is meaningful that the research using normative reference item among the bibliography information that the standard itself possesses. The analysis of social network analysis data of population standard, normative reference and the correlation analysis with sales, a variable representing actual utilization performance, suggested the importance of the standard and how to evaluate it. Conclusion: In prioritizing standard maintenance, more efficient management will be possible if centrality figures of standard network information are analyzed and used for standard maintenance.
